Rumah subsidi merupakan program pemerintah yang ditujukan kepada Masyarakat Berpenghasilan Rendah (MBR) untuk mendorong kepemilikan rumah dengan skema pembiayaan secara kredit yang disubsidi pemerintah. Program ini telah dimulai sejak tahun 2010 secara nasional termasuk di Kota Kupang NTT, yang bertujuan untuk mengatasi backlog perumahan dan mendorong tercapainya target satu juta rumah yang dicanangkan pemerintah. Fasilitas yang terdapat pada rumah subsidi di Kota Kupang, umumnya sudah layak dan memadai. Dalam perkembangannya, penghuni rumah subsidi di Kota Kupang mengembangkan rumahnya di lahan yang masih tersisa. Hal ini memunculkan fenomena pengembangan rumah subsidi oleh penghuni. Fenomena ini menarik untuk diteliti, untuk memperoleh pemahaman mengenai keragaman tipe pengembangan rumah subsidi dan pelbagai pertimbangan yang melatarbelakanginya. Penelitian ini menggunakan pendekatan metode penelitian kualitatif dengan paradigma rasionalistik untuk mengkaji tipologi pengembangan rumah subsidi berdasarkan teori dan kondisi empiris di lapangan. Berdasarkan hasil penelitian, dapat dirumuskan tiga tipe pengembangan rumah subsidi yang dirumuskan menurut kategorisasi dan kombinasi aspek pembentuk elemen pengembangan rumah pada ruang dalam, ruang luar dan fasad rumah. Keragaman tipe pengembangan rumah tersebut dilatarbelakangi oleh pertimbangan tertentu dengan tujuan untuk mengoptimalkan fungsi rumah dalam memenuhi kebutuhan penghuni. TYPOLOGY OF SUBSIDIZED HOUSE DEVELOPMENT BY THE RESIDENT IN KUPANG CITY NUSA TENGGARA TIMUR (NTT) The subsidized house is a government programming aimed at the Low-Income Communities (MBR) to encourage homeownership with a subsidized credit financing scheme by the government. Since 2010 the program has been started nationally, including in Kupang City-NTT, to overcome the backlog of housing and encourage the achievement of the one million house target set by the government. The facilities in Kupang City subsidized houses generally are proper and adequate. During its development, the residents of Kupang City subsidized houses are developed their houses on the remaining land, and it’s caused the phenomenon of subsidized housing development by its residents. This phenomenon is interesting to research and for understanding various types of developments subsidized houses and the various considerations behind it. This research used the qualitative research method approach with a rationalistic paradigm to examine the typology of the development of subsidized houses based on the theory and empirical conditions in the locations. Based on the research results, there are three types of developments of the subsidized houses that can be formulated according to the categorization and combination of forming aspects of home development elements in the interior, outer space, and house facades. The diverse types of house development are motivated by specific considerations to optimize the function of the house in meeting the needs of residents.

Indonesia is one country that has a relatively large population . The government in the period of 5 years, annually hold a procurement program 1 million FLPP house units. This program is held in an effort to provide a decent home for low income people. FLPP housing development requires good precision and speed of development on the part of the developer, this is often hampered by the bank process, because it is difficult to predict the results and speed of data processing in the bank. Knowing the ability of consumers to get subsidized credit, has many advantages, among others, developers can plan a better cash flow, and developers can replace consumers who will be rejected before entering the bank process. For that reason built a system that can help developers. There are many methods that can be used to create this application. One of them is data mining with Classification tree. The results of 10-fold-cross-validation applications have an accuracy of 92%. Index Terms-Data Mining, Classification Tree, Housing, FLPP, 10-fold-cross Validation, Consumer Capability

ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

This study describes the Javanese language used by the presenters when bringing a wedding ceremony in the Sidoarjo area. Organizers have many variations of the language used at weddings with Javanese customs. The research method uses a qualitative research method approach where this research is in the Tambak Kemerakan village area, Krian sub-district, Sidoarjo district. The time of the research was carried out from May to July 2021. The data collection techniques in the study were in the form of documents, interviews and observations. The research instrument used a mobile phone and a list of questions to the presenters. The results of the study show that the use of language includes language variations, language variations based on lecturing functions, language variations in terms of formality using official language. Code switching in this study is an analysis of the language used when hosting weddings. And the occurrence of language code mixing in the form of Javanese krama alus switching to Indonesian and language interference in its morphological and phonological use.

The native court in Malaysia comprises of Mahkamah Anak Negeri Sabah and Mahkamah Bumiputera Sarawak. The existence of this court is recognised by the Malaysian Government and they are mentioned in the Federal Constitution of Malaysia. Although these courts are given power and authority in dealing with the personal law of natives in each state, there are challenges in enforcing post-divorce orders made by these courts. This article is significant since there is a dearth of study on this topic. The main objective of this article is to examine the enforcement of post-divorce orders of native courts within East Malaysia. It will also explore the problems and challenges of divorcees in enforcing divorce orders and provide recommendations to improve the existing system. This article adopts library-based and qualitative research method which consists of group discussions and interviews with the village headman (ketua kampung), headman (penghulu), community leader, native courts’ judges, native court of appeal’s judge, registrar of native court and several divorcees. The result of this research identified four challenges vis-a-vis: the capability to find the husband upon the issuance of the divorce order; second, husband’s default payment of maintenance; lack of manpower in enforcing the order and lastly, husband’s conversion to Islam. Thereafter, this article suggests that the government could provide assistance by empowering court bailiffs or enforcement bodies, increasing funding and to designate a special department for enforcement of divorce orders

This study aims to examine social justice and human rights from the government’s perspective to promote Sustainable Development as well as from an agricultural perspective. This research method is qualitative research with literature study. literature study is carried out to find out various distances or findings that have not been found in previous research as a comparison in conducting current research. The literature findings show that some of the main topics appear most frequently based on data from Scopus, vosviewer and Nvivo12 plus. The results of this study of Global Governance of Human Rights with a total of 78 documents, but it is not comparable to the reality on the ground; namely, there are still many cases of human rights, racism and conflicts between black and white groups. Second, Global Human Rights Governance has an important role in the methodology of human rights analysis. From the perspective of global governance, the concept of sustainability is correlated with the idea of human rights such as the emergence of development in rural communities’ agricultural land which causes changes in their livelihoods as farmers which affect the economy and the surrounding environment. In the concept of SDGs, justice is one of the concepts that is of concern to the government that must be developed through a governance approach

The purpose of the research that researchers do is to find out the extent of the Implementation of the Family Hope Program in Cisitu District of Sumedang Regency. The method used in this study is a qualitative research method which is used in research based on the philosophy of postpositivism, used to examine the natural conditions of objects, where researchers act as key instruments, data collection techniques are carried out by triangulation (combined), data analysis is inductive, and qualitative research results emphasize more meaning than generalization. The technique used in taking samples is to use purposive sampling, which is sampling based on needs, so the samples in this study were 4 people. As for what is determined to be the informant in this study are the executors who are considered to have authority, information, and are involved in implementation of the Family Hope Program in Cisitu District of Sumedang Regency. Based on the results of the study, the researchers can describe that the Implementation of the Family Hope Program in Cisitu District of Sumedang Regency can be side to be quite well run according to the success factor of the implementation. But on the other hand there are problems related to facilities, both facilities and infrastructure provided are not yet fully adequate, there are still many shortcomings, this is because the government and the organizers only provide basic facilities.

This study focuses on the efforts made by the government to make MSMEs survive and their products accessible to consumers in this pandemic era. The real problem for MSMEs in this pandemic era is rebuilding a sluggish economy due to a number of policies that require people to be at home to reduce the spread of the Covid-19. The research method used in this research is descriptive exploratory qualitative research method. This study uses a desk study and interview technique. Desk studies are carried out through secondary data tracking. Interviews were conducted with regional apparatus organizations (OPD) which handle MSMEs and MSMEs’ actor. From the research conducted, it is known that SiBakul Jogja Free Shipping is enough to be the answer to reviving the economy for MSMEs who are still struggling through the Covid-19 pandemic to get their market back, without visiting consumers or making conventional transactions.

The problem in this study is about the perception of pinokalan village community regarding the assistance of Kota Tanpa Kumuh Program (KOTAKU) where they are concerned about the inability of the opportunity to receive this assistance and the purpose of this research is to know and describe the perception of pinokalan village community in the implementation of KOTAKU program. In this study using qualitative research method with observation and interview data collection techniques. And the results of this study show that the perception of the people of Pinokalan Village that we do not receive assistance kotaku program from the government when our environment is organized and not worth our stay because of the densely populated conditions and only a few residents of our village who get assistance in the form of home improvement, roads and drainage but it is an assistance from PNPM not from KOTAKU and the government only chooses milih residents for i kut in socialization therefore we as other pinokalan community do not know and only know from others that socialization has been implemented about KOTAKU in Pinokalan Village. In the PROGRAM KOTAKU Pinokalan village is used as a companion village when compared to other villages that get assistance from KOTAKU Pinokalan Village can be said to be more eligible to get assistance from this KOTAKU program

Abstrak Metode pembelajaran tahsin Al-Quran merupakan sebuah proses belajar seseorang agar bisa membaca Al-Quran dengan baik dan benar. Dengan adanya metode tahsin Al-Quran ini maka akan selalu  lahir generasi-generasi yang mampu membaca Al-Quran dengan tartil, dan dampaknya secara langsung akan menunjang dan membantu fokus pemerintah di dalam mencapai tujuan pendidikan itu sendiri. Salah satu metode supaya pembelajaran tahsin Al-Quran itu berjalan menarik adalah dengan menggunakan pendekatan Naghom maqomat (Seni Irama baca Al-Quran). Salah satu maqomat yang menarik itu adalah irama bayati. Dari tanah Arab ke seluruh penjuru dunia, nagham telah menjadi teman setia bagi tajwid Al-Qur’an, kemudian umat Islam bisa membaca Al-Qur’an dengan versi murattal dan versi mujawwad. Walaupun muncul perbedaan pendapat tentang boleh atau tidaknya nagham dalam membaca al-Qur’an, akan tetapi perbedaan pendapat -yang sudah tua- tersebut bermuara pada sikap kehati-hatian dari ulama madzhab Maliki akan tercemarnya kemurnian Al-Qur’an. Tujuan daripada penelitian adalah untuk mengetahui pengembangan metode tahsin dengan pendekatan maqamat bayati. Metode yang digunakan adalah metode penelitian kualitatif dengan cara eksperimen. Ringkasan dari penelitian ini adalah menjabarkan tentang sebuah  metode tahsin baru yang mudah, menarik dan menyenangkan serta mudah dipelajari. Kesimpulannya adalah menghasilkan sebuah metode baru yang dapat meningkatkan daya minat orang untuk belajar tahsin Al-Quran. Abstract The method of learning tahsin Al-Quran is a learning process for someone to be able to read the Koran properly and correctly. With the existence of this method of tahsin Al-Quran, generations will always be born who are able to read the Al-Quran with tartil, and its impact will directly support and help the focus of the government in achieving its own educational goals. One method to make the learning of the Al-Quran tahsin run interesting is to use the Naghom maqomat approach (the art of reading the Al-Quran). One of the interesting maqomats is the baby rhythm. From the land of Arabia to all corners of the world, nagham has become a loyal friend to the recitation of the Al-Qur'an, then Muslims can read the Al-Qur'an in the murattal version and the mujawwad version. Even though there are differences of opinion about whether or not nagham is allowed to read the Qur'an, the difference of opinion - which is old - leads to the caution of the Maliki school of thought that the purity of the Al-Qur'an is tainted. The purpose of this research is to determine the development of the tahsin method with the maqamat bayati approach. The method used is a qualitative research method by means of experiments. The summary of this study describes a new tahsin method that is easy, interesting and fun and easy to learn. The conclusion is to produce a new method that can increase people's interest in learning tahsin Al-Quran.

The COVID-19 outbreak has the potential to change the economic situation which is marked by a change in the trade map, in addition to causing the cessation of various business fields, global trade performance will certainly be disrupted due to the slow improvement in manufacturing performance. On the other hand, the problem of distributing ZISWAF funds (Zakat, Infaq, Shadaqah and Waqaf) has not been evenly distributed. Therefore, Gubuk ZISWAF is proposed. The purpose of this research is to describe the concept and implementation of Gubuk ZISWAF as a solution for community living financing scheme based on local empowerment during the COVID-19 pandemic. The research method used is qualitative research with literature review approach. The result shows that the implementation technique  will be carried out to realize the Gubuk ZISWAF starts from the planning stage, where is related to the formulation of policies by the government and collaboration with related parties, then continued with research and coordination between related parties and the government, development stage, socialization program, and comprehensive implementation (with a ball pick-up system). The results of the implementation of the Gubuk ZISWAF in each of these villages have had a positive impact on the Indonesian economy. In addition to suppressing the rate of poverty in the midst of a pandemic, the possibility of social crimes and the stalling of the economy as well as the spread of COVID-19 can also be prevented.
