The article analyzes the current regulatory framework for proof of safety, quality assurance, and confi rmation of the conformity of microprocessor-based railway automation and remote control systems in the EAEU. CENELEC standards are briefl y discussed. A brief overview is provided as regards measures to ensure the required level of safety of microprocessor-based railway automation and remote control systems from the point of view of quality management of development, safety management, and confi rmation of the proper functioning of microprocessor systems. The practice of confi rming the railway transport automated process control systems comply with standards in the form of a declaration of conformity per TR CU 003/2011 has been analyzed. It is concluded that there is a need to develop a regulatory framework to ensure regulated analysis and assessment of railway automation and remote control systems following the requirements of functional safety, as well as further development of standardization documents to regulate methods for assessing functional safety.

The restoration of historical objects allows you to save and recreate cultural monuments for the present and future generations. The work provides information on the restoration process, restoration materials, principles of scientific restoration. Based on the example of dry building mixes and ceramic decor, the classification of restoration materials is given and the main technical properties are highlighted, the need for standardization of these materials with the involvement of specialists in the field of building materials science is shown. It is shown that general construction quality indicators do not fully reflect the requirements of restoration materials in terms of reproducing the authenticity of material and technology. A review of the regulatory framework in the field of restoration, including federal laws, codes of restoration rules, interstate, national and international standards, is given. The features and directions of the further development of standardization in the field of restoration materials are highlighted.

One of the fast-growing segments of the world economy is the digital (internet) trade in goods and services, which in the future can become an important driver for the development of the common market of goods and services of the EAEU, as well as a tool for ensuring the successful development of the Union. The article indicates that the further development of digital commerce in the EAEU is constrained by a number of problems, including fragmentation of legislation and the lack of specialized strategies in the EAEU countries; rigidity of approaches to the sale of certain types of goods through digital channels in the EAEU; insuffi cient development of special regulation of new payment methods. In this regard, the article indicates the need to form a single regulatory framework for regulating the digital economy in the EAEU, as well as developing and improving the regulatory framework in Russia and other EAEU countries that regulates electronic commerce.

The subject of the article is the analysis of the ideas of the pedagogical community and education managers in the Russian region, in comparison with neighboring regions, about the meaning and significance of the phenomenon of "inclusive education", about the prospects for its further development. The object of the research is the policy of inclusive education and the main directions of its improvement both at the regional and interregional levels. The purpose of the article is to determine the leading trends of the expert community's ideas about inclusive education in Russian society based on the results of a representative sociological survey. The tasks proceeding from the goal are based on the study of the ideas of employees of the education system and management about the meaning of inclusive education, about the knowledge of its international and domestic regulatory framework, about its federal and regional aspects.

The article considers the role of land reclamation in the development of modern Russian agriculture, defines its role in the development of the domestic land reclamation industry of state regulation. The implementation of the state policy for the maintenance and development of the reclamation industry in the Samara region from 2015 to the present is analyzed. The preliminary results of its implementation are summarized. The material, technical and regulatory framework for the further development of land reclamation in the region is determined.

The purpose of this work has nothing to do with the measurement of this contradiction or its pace; rather, it is aimed at the observation of facts and identification of the smoothest way (means, logistics) to resolve this problematic situation. This approach stems from the fact that the recent international centennial practice has shown that the “relief” of years-long social tensions (that hamper any further development) by means of revolutionary public changes does not lead to protection of safeguarded public values (primarily, human health and lives, as well as human welfare); everything happens the other way round.The Centre for Education and Research into the Management of Supervisory Activities of the Academy of State Fire Service of Emercom of Russia has accumulated successful experience in application of the risk-oriented model of regulation of relations in the technosphere (the case of fire safety assurance aimed at the resolution of problematic situations in the process of design, operation, and organization of supervisory activities, fire investigations performed within the framework of court-appointed examinations, in the process of revising the legal and regulatory framework). This experience enables actors to make conclusions of public significance. The main conclusion deals with conversion of the present-day legal and regulatory framework focused on public relations in the field of the technosphere into the framework full of striking and proactive chaos. Specialists, trained to apply the standard model of state supervision, are unable to comprehend and adequately apply the effective legislation.The co-authors have formulated the assumption that the introduction of a risk-oriented model into the system of state supervision requires a drastic change in the professional mindset (professional culture) of executives responsible for governing the relations dealing with the technosphere, or (fire) safety assurance (employees of licensing and authorization departments)).

The article defines the history, development trends and some problematic provisions of copyright law. The relevance of the study is caused by the tendency to tighten copyright legislation. The purpose of the study is to explore the genesis of the institute of copyright and its modern state. Among the objectives set to achieve this objective there is identifying the causes and features of the legal regulation of authorship in different countries, analyzing the activities of global organizations that control the main international agreements in the area under study, identifying the main problems of the sphere, explaining their causes and offering a solution. The study provides various scientific perspectives on legal instruments for regulating the sphere. The domestic, foreign and international regulatory framework for creative results is analyzed. The reasons, origins of this institution and the prospects for further development are raised. The nature of the institution of copyright and the comparison of its development in different countries are identified. The essential conditions for the appearance of copyright in a given country are indicated. As a result of the study, the overall status of the studied area is summarized. The results of the study of different views on the mentioned problems are presented, and solutions to address the scientific and social interests are proposed. The scientific novelty and significance of this study are that the copyright institute is considered in the article as unique in nature and originally English phenomenon served to the creation of an autonomous world legislative network dictating further conditions for the participating countries.

The purpose of this work is to prepare proposals to improve the effectiveness of state strategic planning by increasing the level of validity of the planned and forecast calculations. In modern conditions, the main important directions for ensuring the further development of domestic strategic planning are target management and production regulation. In this work, the following issues have been resolved: 1) As a result of the analysis of methodological approaches to strategic planning in the USSR and Russia, the initial methodological premises were identified and the most expedient area of using the above mechanisms of its development was substantiated; 2) Based on the study and scientific generalization of domestic and foreign research in the field of long-term planning, methodological and methodological foundations for creating its regulatory framework have been developed, including principles, procedures, composition and structure; 3) Proposals have been substantiated for the creation in the Russian Federation of a special ministry - strategic development.

Ceramics, such as Al2O3 and SiC have numerous current and potential uses in applications where high temperature strength, hardness, and wear resistance are required often in corrosive environments. These materials are, however, highly anisotropic and brittle, so that their mechanical behavior is often unpredictable. The further development of these materials will require a better understanding of the basic mechanisms controlling deformation, wear, and fracture.The purpose of this talk is to describe applications of TEM to the study of the deformation, wear, and fracture of Al2O3. Similar studies are currently being conducted on SiC and the techniques involved should be applicable to a wide range of hard, brittle materials.

The issue of strong flux pinning is crucial to the further development of high critical current density Bi-Sr-Ca-Cu-O (BSCCO) superconductors in conductor-like applications, yet the pinning mechanisms are still much debated. Anomalous peaks in the M-H (magnetization vs. magnetic field) loops are commonly observed in Bi2Sr2CaCu2Oy (Bi-2212) single crystals. Oxygen vacancies may be effective flux pinning centers in BSCCO, as has been found in YBCO. However, it has also been proposed that basal-plane dislocation networks also act as effective pinning centers. Yang et al. proposed that the characteristic scale of the basal-plane dislocation networksmay strongly depend on oxygen content and the anomalous peak in the M-H loop at ˜20-30K may be due tothe flux pinning of decoupled two-dimensional pancake vortices by the dislocation networks. In light of this, we have performed an insitu observation on the dislocation networks precisely at the same region before and after annealing in air, vacuumand oxygen, in order to verify whether the dislocation networks change with varying oxygen content Inall cases, we have not found any noticeable changes in dislocation structure, regardless of the drastic changes in Tc and the anomalous magnetization. Therefore, it does not appear that the anomalous peak in the M-H loops is controlled by the basal-plane dislocation networks.
