Beginning with the question of why the people of Sumba, especially in Kodi, Southwest Sumba Regency, East Nusa Tenggara Province, feel ‘embarrassed’ to tell the outsiders that they still consume tubers as a staple food, this paper unfolds the story of food and fodder based on the recollection of the community. They eat rice mixed with corn every day and find such food tasty and fulfilling. They solely eat rice during important ritual ceremonies (wedding, funeral, and other traditional rituals). Eating steamed or roasted tubers, accompanied by coffee or sweet tea, has been their morning or afternoon habit while engaging in a conversation with family members. However, tubers become staple food during the hunger season. The data were collected using Participatory Research (RAP) method, or also known as the Action Research. The RAP method also offers ‘learning by doing’ technique that focuses on dialogues between researchers and community members or groups of people to bring together knowledge, experience, and ideas to obtain the desired results and devise future actions. The stories were recorded and documented and later combined with the results of the literature study. The records of the stories were transcribed and then analyzed using the Intertextual method. Rice is a symbol of prosperity and civilization, making it an important food in the ritual sphere in Kodi. However, due to the condition of nature and the persistent drought and water scarcity, rice production becomes highly dependent on rain. The government programs have not been able to solve water management issues in the region.

Investments in human resources are important to improve competitiveness, and tackling stunting be a concrete step that greatly contribute to improving the quality of life of the people. The achievement of reducing stunting rates is still far from the target, so a systematic evaluation of government programs is needed. The study applies quantitative and qualitative methods to describe the conditions of stunting and poverty in Palembang City, the factors that cause poverty, analyzes opportunities, threats, strengths and weaknesses in empowering activities for the poor and formulates strategies to alleviate stunting and poverty. Strategies to accelerate stunting reduction are family food security and parenting that determine nutritional adequacy and are strengthened by coordination of poverty alleviation programs, namely the New Entrepreneurial Growth Program and empowerment of micro and small businesses. Areas near the river have water plants “enceng gondok” that can be processed into products of economic value and also as a solution for river hygiene. The government policy must also support this activity by requiring the use of water hyacinth handicraft products as a solution to reducing plastic use. In addition, there are mussels or shellfish typical of the city of Palembang and fish which can be used as innovative products for the development of typical Palembang food besides pempek and crackers. The programs designed can be implemented effectively and achieve the desired goals by socializing and maximizing the number and quality of assistants in accordance with the number of poor people who must be assisted on an ongoing basis.

The Islamic political movement in Indonesia still leaves the battle of discourse regarding the formalization of Islamic Shari'a as an ideology and Pancasila as the ideology adopted by the current state. This discourse battle is also often a stumbling block of government programs because the modernization carried out by the government often clashes with the values set by the community. This paper would like to see the correlation between Islam as an ideology and the development program in the cabinet of Joko Widodo and Jusuf Kalla. In its program, infrastructure development is so dominant in the hope of being able to support the national economic movement. In an Islamic perspective, the concept of modernization chosen by the government is part of the program of maslahat al-ummah or the interests of the people and is already a government obligation to fulfill. However, the practice that occurs in Indonesia is as it is known in the deconfentialization theory, that is, the general values of religious teachings are the main values in the state but the state is not based on religion. In this case, the modernization practices applied by the cabinet of Joko Widodo and Jusuf Kalla were more likely to be secularized. This pattern is still similar to that applied by the previous government. In an effort to accommodate the ideological interests of Islamic groups, the Jokowi-JK government still cannot make an appropriate compromise. The efforts made by the government are merely proposing jargon, namely the Mental Revolution.
