Pekanbaru City Regulation Number 3 of 2007 concerning Business Permits for Management and Exploitation of Swallow's Nests aims to preserve the environmental sustainability of the management and exploitation of swallow's nest. The problems that arise include the very minimal number of business permits that impact the contribution of regional income, noise pollution, air pollution, environmental impacts, and health problems. The purpose of this study is to analyze the management and management of swallow nests in Pekanbaru City. The approach uses descriptive qualitative data techniques that combine interviews, documentation, and observation. From the research, it can be seen that the policy of managing and exploiting swallow's nest has not been effective. Communication with target groups is carried out through socialization, but it is not practical. The quantity of human resources is still limited. The budget for the operation of the swallow's nest business license is still not optimal. Facilities are also still not optimal. Policy policies seen from the commitment of policy implementers tend to be lacking. Coordination in the supervisory process is not carried out consistently. Supporting factors are the assumptions of explicit policy assumptions and realities, authority resources, social and political conditions, and community support. The inhibiting factor is the information that forms policy formulation, apparatus resources, budget, facilities; economic needs; and target group support.

This research explains the driving and inhibiting factors and has the aim to describe and analyze the driving and inhibiting factors in implementing E-ticketing policy in Semarang City. This research was prepared using qualitative methods that describe the phenomenon of policy implementation such as: communication, resources, disposition and bureaucratic structure. The results showed the implementation of the E-Traffic Policy in Semarang City in 2019 had not been going well and was fast overall. This aspect can be seen from: policy communication is not going well, the implementer does not need approval and the community lacks information on how E-Tilang is implemented. Public policy resources that have been published, human resources, authority, infrastructure, information resources and authority, but still not optimal. Aspects related to good employee relations, do not yet exist in the public bureaucracy do not yet support. The driving factors are leadership support, adequate resources, staff readiness, and community support. The inhibiting factor is the need for time to determine policy, fragmentation, community misunderstanding and wrong perception.

This article is a qualitative research that aims to describe the implementation of environmentally sound school management in MAN 1 Samarinda. This school began to focus on becoming a school adiwiyata in 2015 and managed to achieve the achievement as a provincial school adiwiyata in 2017. Implementation of this adiwiyata program as a manifestation of the vision of MAN 1 Samarinda, which is MAN 1 Samarinda as a religious-based school is to realize the human resources has aqidah islam and morality, smart, independent, competitive, able to build partnership and concern for environmental sustainability. The Adiwiyata school program at MAN 1 Samarinda was designed by the Adiwiyata MAN 1 Samarinda program team which includes 4 components, ie environmentally sound policies, environmental-based curriculum implementation, participatory based activities and environmentally friendly use of facilities. Supporting factors in the implementation of the adiwiyata program in MAN 1 Samrinda, which is good cooperation of all components of the school community, environmentally friendly facilities and infrastructure and support from outside parties, one of them Environment Agency (DLH). While the inhibiting factor in the implementation of the adiwiyata program is the cost or budget and students’ awarenees of the environment.

This study aimed at knowing how the interaction of the actors in policy formulation. The method used was quantitative descriptive supported by qualitative data in the form of frequency tables. 20 people of population in the study would be also as the sample. Techniques of Data Collection in this research would be observation, questionnaires and developed the interviews for the respondent. The data were analyzed quantitative descriptively in which analyzing all the data collected by the authors, and then presented in the form of frequency tabulation completed by responds of the respondents obtained from informants, interviews, and questionnaires. The results showed how the interaction of actors in policy formulation mining management by the following indicators: 1. Patterns of cooperation (bargaining), The relationship between Parliament and Local Government established and done well and successfully, 2. Persuasive models (persuasion), a). An accurate negotiation precision, b). Many of them had been agreed of the approval for the local government and parliament in compromising problems occurred. The factors that influence were supporting factors and inhibiting factors. The supporting factors of the actors interaction and formulation of mining management policy in North Kolaka were: a). communication. b). Actors human resources. Factors inhibiting the interaction of actors in the formulation of management policies of mining management northern Kolaka. a). Commitment. b). Bureaucratic structure.   Penelitian ini bertujuan untuk mengetahui bagaimana interaksi aktor dalam perumusan kebijakan. Metode penelitian yang digunakan adalah deskriptif kuantitatif yang didukung dengan data kualitatif dalam bentuk tabel frekuensi. Populasi dalam penelitian sekaligus merupakan sampel sebanyak 20 orang. Data dikumpulkan dengan menggunakan teknik berupa observasi, kuesioner serta dikembangkan dengan wawancara kepada responden. Data tersebut dianalisis secara Deskriptip kuantitatif yaitu menganalisis semua data yang berhasil dikumpulkan penulis, dan selanjutnya disajikan dalam bentuk tabulasi frekuensi dilengkapi dengan tanggapan responden yang diperoleh dari hasil Informan, wawancara, dan kuesioner. Dari hasil penelitian menunjukkan bagaimana interaksi aktor dalam perumusan kebijakan pengelolaan pertambangan dengan indikator: 1. Pola kerja sama (bar- gaining), Hubungan yang terjalin antara DPRD dan Pemerintah Daerah terjalin baik dan berhasil dilakukan, 2. Model persuasif (persuasion), a). ketepatan negosiasi tepat, b). persetujuan pemerintah daerah dan DPRD dalam mengkompromikan permasalahan yang terjadi banyak yang setuju. Faktor- faktor yang mempengaruhi seperti faktor pendukung dan faktor penghambat. Adapun faktor pendukung interaksi aktor dam perumusan kebijakan pengelolaan pertambangan di Kabupaten Kolaka Utara ialah: a). komunikasi. b). sumber daya pelaksana. Faktor penghambat interaksi aktor dalam perumusan kebijakan pengelolaan pertambangan di kabupaten kolaka utara. a). Komitmen. b). Struktur birokrasi.

<em><span lang="EN-SG">Along with increasing population mobility and increasing road users the need to have a SIM is increasing every day. Where the administration of traffic and services, such as SIM, STNKB and BPKB are oriented to the principle of quick and easy without ignoring the identification and extension of the letter. This research uses descriptive research method. Descriptive research is intended to explore and clarify phenomena or social realities. From the results of the study showed that the implementation of public service quality in making SIMs at the Karimun Regional Police Traffic Unit Office was seen from the aspect of physical facilities (tangible), reliability (responsiveness), responsiveness, assurance and empathy were running pretty good. Especially relating to the ability and reliability to provide trusted services, the ability to help and provide services quickly and appropriately, as well as being responsive to consumer desires, abilities and friendliness and employee courtesy in assuring consumer trust and firm but attentive attitudes of employees towards consumers . Although it is indeed an inhibiting factor for SIM services such as human resources, the level of awareness and facilities and infrastructure are still found in the service of making SIMs at the Karimun Regional Traffic Unit Office</span></em>

This study identifies the potential of tourism products in Sukajadi Village Bogor Regency based on ten (10) tourism components as well as its development strategy, which is currently included in the category of a newly developing tourist village. The results of this research are aggressive and serious development strategies in all aspects of the tourism component, namely increasing the quality and diversification of tourist attractions and activities, accessibility, improving the quality and quantity of tourism amenities, improving the quality of human resources & institutions, community support, land use, tourism industry cooperation, as well as marketing aspects. This research type is a descriptive qualitative with a case study exploratory approach. Primary data is obtained from direct observation and interviews with key informants, namely Pokdarwis and the Village Head, while secondary data is the result of literature studies and research documentation. The analysis technique of this research uses SWOT analysis and Matrix, analysis of the work program of the vision for tourism development of the Bogor Regency Government which refers to local government master plan for tourism development (RIPPARDA), and also analysis of the Cleanlines, Health, Safety and Environmental Sustainability (CHSE) guidelines.

Application of transparency, participation, and accountability in the procurement process of goods and services is in need to achieve good governance. Local governments Sidenreng Rappang has committed to implement through regulation principles so important to study. Therefore, this study aims to determine the principles of transparency, participation, and accountability and bureaucratic behavior that influence the process of procuring goods and services.This type of research is descriptive qualitative data collection techniques through documents, questionnaires, and informants. The data were then analyzed using qualitative descriptive analysis.Behavioral results showed that bureaucracy tends political types in the application of the principles of transparency, participation, and accountability services for goods and services. This supported the existence of a Representative Observer of Society (ROS) that help implement it. The factors that influence still more in human resources and the enforcement of sanctions against irregularities rules or procedures.

This research aims to formulate a development strategy that consists of strengths, weaknesses, opportunities and threats of tourism activities in the tourism object Ikan Sakti Sungai Janiah. This research is a descriptive research with qualitative data. Data collection techniques in this research were conducted by using the method of interviewing, observation and documentation involving several informants by using purposive sampling technique. The results of this study indicate that: 1) The strength of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the existence of a supportive land, there has been a conscious group of tourism, beautiful atmosphere and uniqueness of tourist attractions and traditions that are not owned by other regions. 2) The weakness of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the land that still belongs to the community, not regular art and cultural events, the security of tourists wich are not guaranteed and the lack of capital and community skills. 3) Opportunities from the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the availability of new employment opportunities for the community, adding tourist attractions supporting facilities, the cooperation between various agencies, and the emergence of groups that support tourism activities. 4) The threat of tourism activity in the tourism object Ikan Sakti Sungai Janiah is the increasing of waste, the destruction of the environment, the emergence of groups that disturb the security of tourists, and illegal traders. Strategy of development of tourism activity in the tourism object Ikan Sakti Sungai Janiah is a) to maximize the surrounding potential of land and human resources, b) cooperate with various institutions and community, c) optimize the participation of various circles related to tourism activities, d) adding supporting facilities for the smoothness of tourism activities.

The research was conducted at the Beach Area Branca attractions with the objective of identifying SWOT analysis conducted by the Office of Timor-Leste Dili tourism in developing the potential of Area Branca Beach attractions to increase tourist visits in Dili.This research uses a quantitative approach to analyze the strategies used and the SWOT analysis. From the survey results revealed that potential Beach Area attractions Branca towards ecotourism development by promoting nature tourism, maritime and land combined with up-tourism and cultural tourism. Constraints faced by the inadequate infrastructure, tourism organizations are not integrated, quality human resources are lacking and political conditions, the development of cooperation with the objects is done by outside parties and investors.


Several reports have suggested that students have difficulties in understanding the concepts of fraction, particularly on fraction equivalence and addition of fractions that involved unlike denominators. It is envisaged that the implementation of Virtual Manipulative using iPad would enhance students’ conceptual understanding. The purpose of this study is to examine the effectiveness of Virtual Manipulative with the use of iPads in teaching equivalence and addition of fractions. The target groups were two Year 7 classes in one of the secondary schools in Brunei, one class comprising high-achieving students, while the other consist of low-achieving students. An action research design that included quantitative and qualitative data analyses was conducted. The findings revealed that the implementation of Virtual Manipulative using iPad has significant effect on students’ performance in-group activities, and it has significant effect for students with low abilities. The study also revealed that students’ motivation to learn fractions increased as they found the use of iPads to be fun and interesting. However, the results also revealed that the use of iPads as a teaching tool appeared to be challenging for teachers.

The purpose of this study was to analyze how the typology of policy formulation solutions in solving public problems and how to model public policy formulation of development planning based on public participation. Research method in this research use qualitative method. This research was conducted in Wanasalam District, Lebak Regency, exactly in Cilangkap Village. Data collection techniques through interviews, observation, documentation and review of documents from various sources and references. Data analysis techniques performed through data reduction, data presentation and data verification. The results and discussion in this research there are 5 (five) solution typology in solving public problem that is: 1)Inducment, policy step that is persuading or pressing over certain issue; 2)Rules, policy measures that emphasize the establishment of rules in the form of regulations that must be adhered to by the community; 3)Facts, policy steps in the form of use of information paths to persuade target groups to want to do something that is considered to solve the problem; 4)Right, policy measures in the form of giving rights or duties to the community; 5)Power. policy efforts in the form of additional weight of power caused by certain demands. Then, the process of modifying the formulation of a public-based rural development planning policy requires synergy between the village government and the community through policy recommendations to the formal policy actors in development planning forums and citizens' debates. The synergy of the three components within the framework of modification of the policy formulation is a continuous process called input (consisting of public choices), the policy process (through Musrenbang and Rembug rakyat forums) and output/outcome (policy formulation of public participation based development planning).
