Condition of traditional markets in the city of Probolinggo are considered uncomfortable for traders and consumers. Many parts of the physical buildings have damaged, lack of trash, sewage that has been closed, lack of lighting and the number of traders who are selling in the hall because they do not get stall. Vehicles parking around the market has also resulted in traffic congestion as well as vehicles belonging to traders and shoppers that coming / leaving the market. The markets condition as illustrated above, especially in pasar Baru market of Probolinggo city need to get more attention from multiple parties especially market stakeholders and specially from local government as manager. Although local governments have made efforts to empower pasar Baru as a competitive traditional market, the results have not been able to resolve the real problems. This research is qualitative research with fenomenological approach as it is suitable with social characteristics of traders and traditional market visitors. This research found that the local government of Probolinggo city still need to increase its attention in the improvement of pasar Baru management. These attentions should consider (1) the urgency to increase the cleanliness of the market environment, (2) the urgency of parking rearrangement to overcome the congestion, (3) the urgency of physical revitalization building so that the physical appearance of the building as a modern market, (4) the urgency of revitalization of comprehensive market layout architecture

<p align="center"><strong><em>Abstract</em></strong></p><p><em>Transportation is the lifeblood of providing distribution service activities in supporting community activities, both within the city and in the wider region. If there is no balance between structuring land use with the existing transportation system, it will cause an urban problem, one of which is traffic congestion. One factor in traffic congestion is the renovation or restructuring of traditional markets into modern markets. One study of the area affected by the restructuring of the traditional market (Rogowangsan market) became a modern market is the Chinatown in the city of Pati. The method used to analyze the performance of the road is the IHCM method, with a performance indicator in the form of Level of Service (LOS). From the resulting analysis obtained DS value = 0.67 and performance is at LOS C.</em></p><p> </p><p align="center"><strong>Abstrak</strong></p><p>Transportasi merupakan urat nadi dalam memberikan kegiatan pelayanan jasa distribusi dalam menunjang usaha-usaha kegiatan masyarakat, baik di dalam kota maupun di wilayah yang lebih luas. Apabila tidak ada keseimbangan antara penataan tata guna lahan dengan sistem transportasi yang ada, maka akan menimbulkan suatu permasalahan perkotaan, salah satunya adalah kemacetan lalulintas. Salah satu faktor kemacetan lalulintas adalah adanya renovasi atau restrukturisasi pasar tradisional menjadi pasar modern. Salah satu kajian wilayah yang terkena dampak dari restrukturisasi pasar tradisional (pasar Rogowangsan) menjadi pasar modern adalah wilayah Pecinan di kota Pati. Metode yang digunakan untuk menganalisis performa ruas jalan adalah dengan metode MKJI 1997, dengan indikator performa berupa Level of Service (LOS). Dari analisis yang dihasilkan diperoleh nilai DS = 0.67 dan performa berada pada LOS C.</p><p> </p>

This research is done in one of the largest traditional market in Denpasar, namely is Badung Market. Badung Market located on Gajah Mada street, its about 1 Km to the West of the Catur Muka Statue, in Denpasar Downtown. This research aims to determine how the recovery strategy tourism of Badung Market as a tourist attractions. This research was analyzed by the concept of a tourist attraction, and also using the concept of markets and traditional markets. After that, this research using the qualitative research of methodologies. This data was obtained from interviews of market management and direct observations in Badung Market. The damage that occurred in Badung Market that will do by recovery strategy. This aims to rebuild market buildings that was broke. This process requires several stage, namely are: physical intervention, rehabilitation of economic and social/institusional revitalotations. Post-fire made the biggest market in Denpasar this being lost daily activities. While this relokalisasiBadung market is still running. The damages that occur in the Badung Market will now do the recovery strategy, aims to rebuild the market buildings that have been damaged.   Keyword: market, the recovery strategy, tourist attractions.

This paper proposes a method of assigning trips to automated taxis (ATs) and designing the routes of those vehicles in an urban road network, and also considering the traffic congestion caused by this dynamic responsive service. The system is envisioned to provide a seamless door-to-door service within a city area for all passenger origins and destinations. An integer programming model is proposed to define the routing of the vehicles according to a profit maximization function, depending on the dynamic travel times, which varies with the ATs’ flow. This will be especially important when the number of automated vehicles (AVs) circulating on the roads is high enough that their routing will cause delays. This system should be able to serve not only the reserved travel requests, but also some real-time requests. A rolling horizon scheme is used to divide one day into several periods in which both the real-time and the booked demand will be considered together. The model was applied to the real size case study city of Delft, the Netherlands. The results allow assessing of the impact of the ATs movements on traffic congestion and the profitability of the system. From this case-study, it is possible to conclude that taking into account the effect of the vehicle flows on travel time leads to changes in the system profit, the satisfied percentage and the driving distance of the vehicles, which highlights the importance of this type of model in the assessment of the operational effects of ATs in the future.

The article analyzes the activities of the Ekaterinoslav City Council during the events of the end of December 1917, when Soviet power was established in Ekaterinoslav. This happened as a result of the armed uprising of the Bolsheviks on December 27–29, 1917. The City Council of Ekaterinoslav, as a local government, did not remain indifferent to these events. It should be recognized that in the events of December 27–29, 1917, the Ekaterinoslav City Council did not play a decisive role. Such a role belonged to the main opposing forces - the Bolsheviks and supporters of the Central Rada. Representatives of both sides were part of the city duma and, of course, tried to use it to their advantage. Thus, city self-government could not remain aloof from the events for this reason. It is important to remember that all this happened in the conditions of the war declared by Soviet Russia to the Ukrainian People’s Republic. The armed uprising of the Bolsheviks in Ekaterinoslav was coordinated with the onset of the Soviet troops. An analysis of events shows that the City Duma Ekaterinoslav was practically incapable of somehow having a significant impact on the events. Their discussion at public meetings, sending delegations to end the bloodshed and reconciliation of the parties proved to be of little effect. Among the reasons for this should be called the composition of the Duma, which was predominantly composed according to the party principle and lack of armed forces. It was power that dictated its will in these events. Public thoughts, representatives of conservative and moderate socialist parties (Cadets, Mensheviks, Socialist Revolutionaries, etc.) tried to use the institutional capacity of city self-government to stop or minimize the civil war that broke out in Ekaterynoslav. It should be noted that the Ekaterinoslav City Council in the real conditions of the end of December 1917. I did everything possible within its competence.

The aim of this research is to analyze financial management transparency of local governments in Java using scoring and rating. The financial management transparency of the local governments is scored based on presentation of local financial information uploaded on each local government’s official website in Jawa in the fiscal years 2016.This research is a qualitative research with the object of research is all local government in Java. Data analysis in two levels, namely the transparency of local government financial management and identification of local government characteristics based on transparency of financial management. Data analysis in two levels, namely the transparency of local government financial management and identification of local government characteristics based on transparency of financial management. The results show that the Special Capital Region of Jakarta obtained the highest transparency index, at 58, 02% whereas Madiun Regency received the lowest transparency index, at 3, 40%. The average transparency index in Jawa for the fiscal years 2016 was still low, at only 19, 59%.The conclusion of this research is that Java regional governments consider the transparency of local financial management using less important websites because it is considered as a better thing not delivered to the public.

ABSTRAKMasker adalah alat pelindung diri yang dirancang untuk melindungi pengguna dari menghirup partikel udara dan melindungi kesehatan saluran pernafasan. Penggunaan masker mengurangi infeksi influenza dan coronavirus pada manusia dengan mencegah penyebaran percikan yang dapat menyebabkan infeksi dari orang yang terinfeksi ke  orang lain dan kemungkinan kontaminasi lingkungan. Badan Stistik Nasional (2020) melaporkan pada Juni 2020 kasus yang terkonfirmasi diseluruh dunia berjumlah 163.973  kasus. Tim Gugus Tugas Percepatan Penanganan COVID-19 Indonesia melaporkan angka kejadian per 30 Juni dilaporkan sebanyak 1293 kasus.  Angka kejadian di provinsi Bengkulu per Juni dilaporkan ada 124 kasus dan 10 orang meninggal dunia dan dari angka kasus tersebut 7 orang terkonfirmasi sebagai pedagang di pasar tradisional, artinya pasar menjadi cluster baru penyebaran COVID 19 di kota Bengkulu.  Tujuan pengabdian masyarakat ini adalah memberikan pemahaman dan meningkatkan kesadaran masyarakat  tentang manfaat dan pentingnya penggunaan masker. Kegiatan yang dilakukan berupa sosialisasi dengan memberikan informasi tentang penggunaan masker dan memberikan masker kepada masyarakat di pasar tradisional kota bengkulu.Terdapat perubahan pengetahuan tentang penggunaan masker di masyarakat pasar tradisional kota Bengkulu terhadap COVID 19 dengan demikian sosialisasi penggunaan masker dan pemberian masker di pasar trasional sangat efektif untuk peningkatan pengetahuan dan merubah pola kebiasaan pedagang dan pembeli untuk mengikuti protokol kesehatan  yang aman dalam upaya pencegahan dan memutus rantai penyebaran COVID-19. Diharapkan dengan melakukan penyuluhan dan sosialisasi ini masyarakat semakin sadar dan peduli akan pencegahan covid 19 dengan memakai masker dengan menggunakan masker. Kata Kunci: sosialisasi, penggunaan masker, COVID-19 , Pasar Tradisional  ABSTRACT Masks are personal protective equipment designed to protect the wearer from inhaling air particles and protect the health of the respiratory tract. The use of masks reduces influenza and coronavirus infections in humans by preventing the spread of splashes that can cause infection from an infected person to another and possible environmental contamination. The National Statistics Agency (2020) reported that in June 2020 confirmed cases worldwide totaled 163,973 cases. The Task Force Team for the Acceleration of Handling COVID-19 in Indonesia reported that the number of incidents as of June 30 was reported as 1293 cases. The number of incidents in Bengkulu province as of June was reported to have been 124 cases and 10 people died and of these cases 7 people were confirmed as traders in traditional markets, meaning that the market became a new cluster for the spread of COVID 19 in Bengkulu city. The purpose of this activity is; Provide understanding and increase public awareness about the benefits and importance of using masks. Activities carried out in the form of socialization by providing information about the use of masks and giving masks to the community in the traditional markets of the city of Bengkulu. There has been a change in knowledge about the use of masks in the traditional market communities of Bengkulu City against COVID 19 thus socializing the use of masks and giving masks in the traditional market is very effective to increase knowledge and change the habit patterns of traders and buyers to follow safe health protocols in an effort to prevent and break the chain of spread of COVID-19. . Children and education are two related elements to each other. Both the central and local governments have also issued policies that govern the education of children. But in fact, education for the street children has been still faced with some obstacles during the implementation. This research was conducted in Padang Municipality. This research was the result of the field studies to describe and analyze how was the effort of the fulfillment of the education rights of the street children in Padang Municipality. The research was conducted using qualitative research method where data collection techniques by interviews with several related stakeholders to this policy, observed the phenomena that have related to the policy, and do library research from any references such as the government's document and scientific research and tested with by triangulation sources techniques. The research result shows that there are some difficulties during the fulfillment of street children's education to implement by the few stakeholders. In addition, the incapability of these polices to provided clarity to each process of the policy implementation so that the output of the policy has not been able to be reached to the maximum

One way to prevent and reduce the spread of the covid-19 pandemic is through physical distancing program. This research aims to develop a prototype contactless transaction system using digital payment mechanisms and QR code technology that will be applied in traditional markets. The method used in the development of electronic market systems is a prototype approach. The application of QR code and digital payments are used as a solution to minimize money exchange contacts that are common in traditional markets. The results showed that the system built was able to accelerate and facilitate the buying and selling transaction process in traditional market environment. Alpha testing shows that all functional systems are running well. Meanwhile, beta testing shows that the user can very well accept the system that was built. The results of the study also show acceptance of the usefulness of the system being built, as well as the optimism of its users to be able to take advantage of this system both technologically and functionally, so its can be a part of the digital transformation of the traditional market to the electronic market and has become one of the solutions in reducing the spread of the current covid-19 pandemic.

Indonesia is one of the countries that have ethnic and cultural diversity. One such culture is a culture of Aceh in Aceh province where the origin of Acehnesse inhabit in this province. They use Aceh language and Bahasa Indonesia in their daily communication. The aim of this study was to find out the reason of switching in Aceh traditional market. This is a descriptive qualitative research which implemented purposive sampling. The researchers took five informants (orange sellers) in one of traditional markets in Aceh. The data of this research were in the form of phrases, sentences, and paragraph from the orange sellers’ utterances. The researchers gained the data through recording the conversation between the orange sellers and the buyers in traditional market. The researchers focused on the code switching made by the orange sellers as the data. Then, researchers analyzed the data by applying the thematic analysis. The finding was code switching used by bilingualism such as in the traditional market, they were for: (1) repetitive and (2) relationship-building.

The government's efforts in structuring traditional markets in Rengasdengklok District, Karawang Regency are deemed ineffective, because the traders leave the building in the market and prefer to sell on the side of the road which causes traffic jams every morning. The government is in the process of constructing a new market building to move traders to a new location. The problem that occurs in the arrangement of this traditional market is the absence of a proper building for traders and traders, which is difficult to arrange properly. As a result, the traders filled the main road of Rengasdengklok and left traces of rubbish on the side of the road. In addition, there is no parking space for buyers. Researchers used the theory of the main components of government strategy (X) from (Mulgan, 2008) which consisted of 5 sub variables, namely purposes, environment, direction, action, and learning. In addition, the researcher uses structuring theory (Y) from (George R Terry, in the book Principles of Management (Sukarna, 2019) which consists of 6 sub variables, namely man, material, machines, method, money, and market. The method used is explanatory. Research with a quantitative approach. Data collection techniques using literature study, questionnaire, observation, and documentation. The population in this study were traders, amounting to 1,314 people. While the sample in this study amounted to 93 people. The sampling method using purposive sampling. Data analysis technique used is the Pearson product moment correlation analysis, hypothesis testing and determinant coefficient. The results showed that the respondents 'responses about the local government strategy were 65.6%, based on the percentage score criteria respondents' answers were categorized as strong. This happens because the government's strategy in conducting market structuring it is good, as for the results in market structuring traditional at 79.0% this is based on the criteria for the respondent's score in the strong category. This is because the market arrangement is good. The influence of local government strategy on traditional market arrangement can be seen that the contribution of influence is 23.8% based on the interpretation guideline of the low coefficient of determination. This happened because there were no proper buildings for traders to sell. Then the remaining 76.2% is influenced by other factors not examined by the researcher.
