One of the basic human needs that is guaranteed by the government of a country is health insurance. In Indonesia, the state business entity designated to provide health services for all Indonesians is the Health Social Security Administration (BPJS) which has spread throughout the regions. In providing services to participants, a communication strategy is needed that is in accordance with the needs of the participants. This study will provide a description of the communication strategies used by BPJS Kesehatan Padang Branch in providing public services to JKN-KIS participants. This study used a descriptive qualitative method with data collection using interview methods and documentation sources. The results of this study show that the services provided are in accordance with Law Number 25 of 2009 concerning Public Services which is then developed through trainings provided to service officers (frontliners) who directly face JKN-KIS participants so that the expected services are in accordance with participant needs. The public services provided are also supported by appropriate facilities and infrastructure, both verbal and non-verbal communication facilitiesKeyword : BPJS Kesehatan, Health Communication, Service Excellent.

Abstract For a few decades now and most prominently promoted by the US, neoliberal economics have been on the rise, epitomized in recent austerity policies with regard to countries that have met financial trouble. In particular the drive for privatization of core public services relating to basic human needs, such as water, social services or pensions, has been increasingly criticized because of a perceived incompatibility between the profit motive and social solidarity. This article uses a corpus-based analysis of the discourse on privatization in the US of proponents supporting, respectively opposing it, with an overall corpus size of about 230,000 tokens. It examines how the two groups conceptualize privatization differently and which strategies are applied to fore- or background particular aspects of it.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

ABSTRAKRumah merupakan salah satu kebutuhan pokok manusia. Kebutuhan manusia di dalam rumah berbeda-beda. Keberadaan perumahan yang menyediakan rumah typical menjadi salah satu solusi dalam pemenuhan kebutuhan rumah bagi masyarakat.Namun rumah typical masih menimbulkan permasalahan, yaitu adanya aktivitas dan kebutuhan ruang dari penghuni yang tidak bisa  terakomodir. Disisi lain permasalahan lingkungan akibat dari aktivitas manusia di dalam rumah menimbulkan dampak negatif bagi lingkungan. Lampung merupakan salah satu daerah yang memiliki arsitektur yang khas. Tetapi rumah typical yang dikembangkan oleh para developer perumahan belum ada yang menonjolkan arsitektur khas Lampung tersebut. Penelitian ini dilakukan untuk merancang rumah yang dapat memenuhi kebutuhan masing-masing penghuni rumah dengan luas bangunan yang sama. Selain itu, rumah yang dirancang tidak menimbulkan dampak negatif bagi lingkungan dan mencirikan arsitektur Lampung.Metode penelitian yang digunakan adalah kualitatif. Metode kualitatif dilakukan melalui studi literatur dan perancangan. Studi literatur dilakukan melalui kajian dari berbagai sumber yaitu buku, jurnal dan internet. Perancangan dilakukan melalui: penerapan konsep flexible house dan konsep green architecture serta transformasi bentuk hasil kebudayaan Lampung.Hasil penelitian adalah desain rumah typical di Lampung dengan konsep green flexible house. Kata kunci: green architecture, flexible house, rumah lampung ABSTRACTA house is one of the basic human needs. Human needs of house for each people is different. The existence of housing that provides typical house become one of the significant solutions to fulfill the needs of house for community. However, typical house is still causing problems for the occupants, because this typical house cannot accommodate all the occupants’ activities within it. I tbecause, typical house is a minimum standard for living which is different for each people.  On the other hand, environmental problems which is occurred by human activities within a house could raise negative impact for the environment. Lampung has been regarded as one of an area which has a distinctive character of architecture. But the typical house that is developed by the developer, have not described and represented the character of Lampung’sarchitecture.  This study has been conducted to design a house that would fulfill the needs of occupants of the house which has the same area space of the house. Additionally, the house has been designed to eliminate negative impact for the environment and would have a significant character for Lampung’sarchitecture. This research has used a qualitative method, which has been done by using literature study and design process.  Literature study has been conducted by reviewing some relevant books, journal sand various sources from worldwide web. And finally, design process has been conducted through: the application of flexible house and green architecture concept and the transformation of the Lampung’sculture. As a final result, this research will provide a design of typicalhouse in Lampung with green flexible house concept. Keywords: green architecture; flexible house; Lampung house

Crisis communication is one of the most important instruments in crisis management. Unfortunately, there is a lot of criticism about how the Indonesian government implemented its crisis communication strategy during the Covid-19 pandemic season. This study aims to uncover the government's crisis communication strategy from the perspective of Van Dijk's critical discourse analysis. Based on the Situational Crisis Communication Theory (SCCT), researchers study the structure of discourse in texts consisting of macro, superstructure, and micro. There were 6 press releases from President Jokowi, Minister of Health Terawan Agus Putranto, and Spokesperson dr. Achmad Yurianto was collected using a purposive sampling method to describe the government's crisis communication strategy at the beginning of pre-crisis and crisis. The results show a significant dynamic crisis communication strategy on how the government implemented it in the pre-crisis and crisis phases. In the pre-crisis phase, they were statements from public officials especially in this case coming from President Jokowi and Minister of Health Terawan Agus Putranto. Both of these statements tend to lead to Deny and Diminish's strategy while still delivering messages in the form of Adjustments and Instructive Information so that the public remains alert and calm. However, in the crisis phase, government communication shifted towards Diminishes' statement, in the view of Justification that the crisis was actually not so terrible and bad. This is the biggest idea that emerged in the statement of President Jokowi and Spokesperson dr. Achmad Yurianto. Broadly speaking, this phase also provides a greater perspective on projections of government policy in the Covid-19 arrangement.

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

Public demand for excellent service affects the government to make various innovations. In that sense, the Civil Registration Office in Padang Panjang City creates innovation in online civil services (PADUKO). PADUKO innovation consists of 19 kinds of civil services and succeed to achieve the highest score between agencies in the Municipality of Padang Panjang in 2019. In this article, we would like to explore PADUKO innovation by the Civil Registration Service Office. This research has used the theory of the attributes of innovation by Everett M Rogers which says that there are five attributes of innovation that can determine innovation acceptance, which consists of relative advantage, compatibility, complexity, trialability, and observability. The method in this research is descriptive qualitative method with data collection techniques by interview, documentation, and observation, while the selection informants technique by purposive sampling technique. The validity of the used triangulation. Based on this fieldwork, PADUKO innovation was successful and accepted by the public. Five attributes of innovation by Everett M. Rogers also presence on PADUKO innovation. This can be seen from the perceived benefits in the form of effectivity, efficiency of cost, and energy, and the acceptance of services with the needs of the public. However, some problems are still found, such as poor network, server, and application problems.

Mobile applications available in anytime and from anywhere. The utilizing of mobile governmental applications is significant to reduce the efforts and time that are required to accomplish the public services by citizens. The main challenges that face the acceptance and adoption of mobile governmental applications are the privacy and security issues. The users, who do not trust the security of mobile governmental applications, may reject the use of these applications which discourages the government to adopt the mobile services. This study focuses in investigating the security and privacy requirements of mobile government applications. Many related works are reviewed and discussed to understand the important security requirements of mobile government applications. The main results indicate that effective privacy and security of mobile government applications should be assured so as to enhance the level of adopting and using these applications. The security requirements involve many considerations such as the hardware characteristics, software characteristics, and communication characteristics. This article mainly gives better understanding of security requirements of mobile government applications.

The concept of the welfare state upholds the existence of the legal system under the premise of legal certainty and the protection of basic human rights. Paragraph IV of the 1945 Constitution of the Republic of Indonesia emphasizes the existence of “state obligations” and “the government duty” to protect and serve all public interest. The normative basis of the Constitution was translated as the national principle to embody the public services. The Public Service Law Number 25 of 2009 is a formulation of legal certainty. However, the main problem that occurs in the public services is maladministration in bureaucracy. It is important to build interpretations of the authority attached to the bureaucratic system or on subjects who become government officials. By analyzing the Constitution, this article states that the government official dimensions must be considered as an interrelated issue, so that the articulate practice must be seen as inherent social conditions. Although knowledge is recognized as a very important element of any business, the public sector does not fully explore the depth of the knowledge management (KM) as compared to private sector business. As days are passing by, public sector business has also started to realize the importance of KM. The public sector is a business that is run by the government. This sector includes organizations like government cooperation, enterprises, militaries, education, health, and related departments public services. In the public sector, the managers have started to adopt and develop practices of KM. Government organizations are facing many challenges to adapt and engage themselves in an electronic work environment. Over the years KM has grown and has been in continuous change in the public sector and has become essential to any organization in the world. Managers have been looking for a more futuristic approach for the past years. The purpose of this chapter examines the ongoing change in KM in the public sector and tackles the gap in the literature.

The availability of depleted oil reserves has made world oil prices soar. Consequently, the fuel subsidy swells. Facing this situation, the Government made a policy of converting kerosene to LPG gas. The methodology used in this study is descriptive qualitative method with data collection techniques through interviews and observations in the community by purposive sampling. Data were analyzed using reduction, display and verification techniques. The results of the study show: 1) The public perception regarding the conversion of kerosene to LPG gas is quite good. 2) The attitude of the community towards the conversion of kerosene to LPG gas is predominantly in the good category. 3) Community participation in the conversion of kerosene to LPG gas has a dominant distribution in the high enough category.
