After the separation of Pangandaran from Ciamis regency of West Java, which is based on Indonesian law no. 21 of 2012 on the Establishment of District Pangandaran in West Java province. The medium-term development plan of the government of West Java has stipulated that in the next five years, the tourism sector will become a development locomotive in West Java. There are three leading tourism destinations in West Java Province, one of destination is Pangandaran Beach. This location will be developed as world-class destinations. The travel company can be used as a basis for developing tourism package products, specifically Pangandaran destinations, as marine tourism. This research will analyze the packaging strategy of Pangandaran tour packages by travel companies in Bandung as a superior marine tourism package. The analysis technique used by the SWOT (Strenght, Weakness, Opportunity, and threat) method is aimed at analyzing the strengths and weaknesses of the internal side as well as analyzing the opportunities and threats from the external environment of travel companies that pack Pangandaran destination as a superior marine tourism package. The results of the study found that various potential strengths, weaknesses, threats, and opportunities of travel companies in packaging Pangandaran tour packages as marine tourism packages. And some strategies of packaging Pangandaran tour as a product of excellent marine tour.

ABSTRAK Wabah COVID-19 di seluruh dunia telah membuat dunia terhenti, dan pariwisata menjadi yang terpuruk dari semua sektor ekonomi utama di seluruh dunia tak terkecuali Indonesia. Pulau – pulau kecil di Indonesia timur yang menggantungkan perekonomian dari segi pariwisata bahari juga terkena dampak besar akibat situasi pandemi. Kabupaten Maluku Tenggara adalah salah satunya. Pelonggaran terhadap aktivitas industri pariwisata dimulai sejak diumumkannya masa new normal oleh pemerintah. Dua destinasi unggulan Kabupaten Maluku Tenggara yakni Pantai Ngurbloat dan Ngursarnadan memulai aktivitas pada kawasan wisata dengan jumlah pengunjung yang didominasi oleh wisatawan lokal. Tingginya wisatawan lokal yang berwisata, menunjukan kebutuhan masyarakat terhadap aktivitas berwisata sangat tinggi. Perilaku wisatawan terhadap keputusan berwisata dalam masa new normal dapat dipicu oleh berbagai faktor. Proses pengambilan keputusan wisatawan dalam berwisata ke destinasi wisata pantai Ngurbloat dan Ngursarnadan sangat penting diketahui oleh stakeholder atau pengelola kawasan wisata Tujuan dari penelitian ini adalah untuk mengetahui dan menjelaskan pengaruh perilaku wisatawan secara simultan terhadap keputusan berwisata, pengaruh secara parsial perilaku wisatawan terhadap keputusan berwisata serta faktor yang paling menonjol mempengaruhi keputusan wisatawan dalam berwisata pada Pantai Ngurbloat dan Ngursardanan. Metode pengumpulan data pada penelitian ini menggunakan kuesioner dan wawancara dengan analisa regeresi linier berganda. Hasil penelitian ini menunjukan bahwa faktor budaya, sosial, pribadi dan psikologis secara simultan berpengaruh terhadap keputusan wisatawan berkunjung ke pantai Ngurbloat dan Ngursarnadan. Sedangkan, pengaruh secara parsial hanya pada faktor sosial, pribadi dan psikologis berpengaruh terhadap keputusan wisatawan untuk berkunjung ke Pantai Ngurbloat dan Ngursarnadan. Faktor yang paling dominan mempengaruhi keputusan berwisata wisatawan adalah faktor psikologis dengan nilai Koefisien sebesar 0.497 Kata Kunci : Perilaku Wisatawan, Keputusan berwisata, Pantai Ngurbloat, Pantai   Ngursarnadan ABSTRACT The worldwide outbreak of COVID-19 has brought the world to a standstill, and tourism has been the worst affected of all major economic sectors  in the entire world as well as Indonesia. In eastern Indonesia, the economy of small islands depends on the marine tourism sector which has been affected by the pandemic. Southeast Maluku Regency is one of the islands affected by pandemic. The government has suspended the activity of tourist and travel. The tourism industry is gradually starting to recovery and improve. reopened tourist areas in Southeast Maluku Regency have begun in August 2020 with the COVID-19 health protocol. Two leading destinations of Southeast Maluku Regency, Ngurbloat Beach and Ngursarnadan Beach, started activities in tourist areas with the number of visitors dominated by local tourists. The purpose of this study was to know and explain the influence of tourist behavior simultaneously on travel decisions, the partial influence of tourist behavior on travel decisions and the dominant faktor influencing the decision of tourists in visiting Ngurbloat and Ngursardanan Beaches. The results of this study showed that cultural, social, personal and psychological faktors silmultan influence the decision of tourists visiting Ngurbloat  and Ngursarnadan Beach. Meanwhile, the partial influence is only on social, personal and psychological factors on the decision of tourist to visit Ngurbloat and Ngursarnadan beach. The aims of this study will discuss the determinants of labor absorption, namely the number of tourists, the minimum wage, the number of hotel rooms and the tourism output (PDRB) in West Java. This research uses descriptive and quantitative analysis of the regencies / cities in West Java Province. The scope of this research is as many as 25 districts / cities in West Java with the 2013-2017 period in the form of panel data. The research model used is the Generalized Least Square model. The results of this study indicate that the number of tourists, the minimum wage and the number of hotel rooms have a significant effect on employment in the tourism sector. Local governments in West Java need to carry out promotional activities or market tourism objects in the Regency / City of West Java Province so that tourism demand increases which has an impact on increasing employment in the tourism sector. It is necessary to develop the tourism sector by creating new jobs so that they can absorb human resources around the tourist destination environment. In addition, the government needs to evaluate the district / city minimum wages in West Java in order to meet the standard of decent living needs. The development of minimum wages will affect labor productivity in the tourism and non-tourism sectors.

The covid-19 pandemic has had such a huge impact on various sectors, especially the tourism sector, restrictions imposed in various regions have made tourism continue to decline. This research aimed tto study the relationship between destination image, risk perception, and tourists' decision to visit. The research is focused on tourists who have visited Kampung Coklat Tourism Destinations assample using nonprobability sampling technique. Questionnaires were distributed to 200 respondents directly to tourists. The data analysis technique used Multiple Linear Regression with validity and reliability tests.classical assumptions, and hypothesis testing (t-test). The results showed that the destination image was positively affectedby the decision to visit, and also the perception of risk was positively affected by the decision of tourists to visit.The implications in this research can be used as input for the Management of Kampung Coklat Tourism in developing destination images to increase tourists' decisions to visit.

Islamic civilization has become an economic power that can influence the development of the world economy, including tourism activities. The halal tourism market trend in Indonesia is growing in line with the growing strength of the world sharia economy and the great opportunities of the world Muslim community who want comfort when traveling in a place, based on Islamic values. The purpose of this study is to find out the pull, push, and pass strategies of marketing public relations in places that have the potential of halal tourism destinations in the Priangan area. The method used in this study is qualitative with a type of descriptive study, and the collecting data technique based on observation, interviews, and focus group discussions with stakeholders related to the development of Garut and Pangandaran tourism. The results of the study show that the push strategy carried out by the government is in the form of socialization, education, and dissemination form of halal tourism policies to tourism stakeholders. The pull strategy is carried out in the formation of news on social media regarding the potential destination of halal tourism development by the tourism activist community. The last one is the pass, a strategy carried out by organizing promotional events for regional tourist destinations in collaboration with travel agents and tourism activists.

This study aims to analyze gender equality in the promotion of structural positions in the Government of West Java Province. This research design uses qualitative methods with data collection techniques in the form of in-depth interviews and documentation studies. While the research analysis technique is done by data reduction, data presentation, and conclusion drawing. The results of the study concluded that gender equality in the promotion of structural positions in West Java Province had not been realized optimally because the competency, qualifications, and work behavior of female civil servants are considered lower than men. Various servants faced by female civil servants for good promotion internal factors, namely the dual role and lack of motivation of women to progress, also obstacles to external factors stemming from the family, community, and organizational culture that are not gendered responsive. In addition to competence, qualifications, and work behavior, other considerations were found for the promotion of the position of a female civil servant, namely: multiple roles, type of work and location of assignments; this made women less likely to get strategic position promotions.

   ABSTRAK Saat ini dalam sektor pariwisata tidak hanya mementingkan kebutuhan pelayanan turis, namun juga keberlangsungan hidup masyarakat sekita dalam aspek ekonomi, budaya dan sosial. Konsep pariwisata yang berorientasi tidak hanya pada turis namun juga kondisi lingkungan dan masyarakat sekitar dinamakan pariwisata berkelanjutan. Salah satu objek wisata yang sudah menerapkan prinsp-prinsip wisata berkelanjutan di jawa barat adalah stone garden. Stone Garden terletak di Desa Massigit, kecamatan Cipatat Kabupaten Bandung Barat Provinsi Jawa Barat. Pada tahun 2017, Kelompok Sadar Wisata Pasir Pawon yang merupakan pengelola bjek wisata Stone Garden mendapatkan penghargaan pada Penganugerahan Pesona Destinasi Pariwisata Indoensia dengan meraih peringkat 2 nasional. Penganugerahaan ini disematkan kepada kelompok sadar wisata yang secara aktif melakukan pengembangan pariwisata di daerahnya. Dalam pengelolaan obejk wisata stone garden, kelompok sadar wisata mengalami beberapa kendala, diantaranya adalah adanya hambatan dalam melakukan komunikasi interpersonal terhadap para wisatawan yang berkunjung kami selaku tim ppm berinisiatif untuk melakukan penyuluhan terkait teknik-teknik perusasif kepada para kelompok sadar wisata pengelola stone garden agar dapat melakukan komunikasi yang lebih baik kepada para wisatawan dalam hal pelestarian lingkungan dan keselamatan diri. Kata kunci: pariwisata, pokdarwis, persuasif ABSTRACT At present in the tourism sector it is not only concerned with the needs of tourist services, but also the survival of the community in the economic, cultural and social aspects. The concept of tourism that is oriented not only to tourists but also the conditions of the environment and surrounding communities is called sustainable tourism. One tourist attraction that has implemented sustainable tourism principles in West Java is the stone garden. Stone Garden is located in Massigit Village, Cipatat sub-district, West Bandung Regency, West Java Province. In 2017, the Pasir Pawon Tourism Awareness Group which is the manager of the Stone Garden tourism object received an award at the awarding of the Enchantment of Indonesian Tourism Destinations by reaching the national number 2. This award is pinned to tourism conscious groups who actively develop tourism in their area. In the management of the stone garden tourism, tourism conscious groups experienced several obstacles, including the existence of obstacles in conducting interpersonal communication to the tourists who visited us as the ppm team took the initiative to conduct counseling related perusasif techniques to travel awareness groups managing the stone garden better communication with tourists in terms of environmental preservation and personal safety. Keywords: torurism, pokdarwis, persuassion

The paper aimed to find out the adaptation strategies of tourism actors in Dieng Plateau, Central Java in dealing with the pandemic. The qualitative study through employing observation and in-depth interview as data collection techniques reveals that  COVID-19 pandemic has weakened the tourism sector in Wonosobo Regency to the lowest point in history. The pandemic’s impact has appeared on the economic and management aspects of both the government, tourism actors, and tourists. Tourism destinations in Wonosobo, especially in the Dieng Plateau, has been closed, resulting in a drastically decrease of visitor, similar to the other destinations facing the huge economic losses in tourism. Thus, the reopening of tourism destinations while conducting several adaptations to prevent the spreading of the virus is needed to save tourism industry both in national or local level. So that, tourism actors in Dieng area included tourism sector employees, guests, government have started to adapt the new behavior to run tourism sectors during the crises. These adaptation strategies are expected to revive tourism sector that can be measured from the increase of visitors arrival and the implementation of the new behavior in the industry. The strengthening of demands for a good financial management and accountability system encourages the government to improve performance in financial management in order to produce good and transparent financial reports. The purpose of this study was to determine the effect of local revenue and Special Allocation Funds on Direct Expenditures for City Government in West Java Province for the 2015-2019 period. The method used is descriptive and verification methods with a quantitative approach. The analysis samples in this research are 5 City Government Financial Reports in West Java Province for 5 periods. The data analysis technique used in this study is the Statistical Package for the Social Sciences (SPSS) using the IBM SPSS Statistics 20 software. The results show that local revenue has a positive effect on Direct Expenditures and Special Allocation Funds have a positive effect on Direct Expenditures in City Government. In West Java Province for the period 2015-2019.

Pariwisata merupakan salah satu bagian yang penting dari sebuah Daerah/Provinsi. Selain sebagai tempat rekreasi, pariwisata juga penting dalam 3 aspek, dari aspek ekonomi sebagai sumber pendapatan dan pajak, dari aspek sosial penciptaan lapangan kerja serta dari aspek budaya kita dapat memperkenalkan budaya kepada wistawan. Metode yang digunakan yaitu Klassen Typologi, LQ, MRP, dan Overlay. Dengan mengambil wilayah studi seluruh kabupaten/kota di Provinsi Jawa Tengah. hasil analisis dengan beberapa metode tersebut didapat hasil bahwa kabupaten Banjarnegara, Kab. Semarang, Kota Magelang, dan Kebumen merupakan kabupaten dengan pariwisata unggulan. untuk jenis wisata Alam yaitu Banjarnegara, Banyumas, Klaten, Wonosobo. Sedangkan Banjarnegara, Kab. Semarang, Kota Magelang, dan Kota Surakarta merupakan kabupaten/kota unggulan untuk jenis wisata buatan. Wisata bahari yang menjadi unggulan yaitu Brebes, Demak, Kebumen, Purworejo, Rembang, dan Kota Pekalongan. Wisata religi yang menjadi unggulan adalah Jepara dan Kab. Semarang. Kebumen, Kabupaten Magelang, Sragen, dan  Wonosobo merupakan kabupaten dengan keunggulan jenis wisata kesehatannya. Wisata sejarah dan wisata budaya tidak ada yang unggul di semua kabupaten/kota. Kesimpulannya masih banyak kabupaten/kota yang belum potensial untuk itu pemerintah dapat mengembangkan sektor pariwisatanya disesuaikan dengan jenis wisatanya yang mempunyai keunggulan atau potensial untuk dikembangkan.  Tourism is one important part of a Regional / Provincial. Aside from being a place for recreation, tourism is also important in three aspects, economic aspects as a source of income and tax aspects of employment creation and social aspects of our culture can introduce the culture to wistawan. The method used is KlassenTypologi,LQ, MRP, and Overlay. By taking the entire study area districts / cities in Central Java province. the analysis results with some of these methods result is thatdistrict, Banjarnegara  Kab. Semarang, Magelang, and Kebumen district is featured tourism. for this type of travel, namely Alam Banjarnegara, Banyumas, Klaten, Wonosobo. While Banjarnegara, Kab. Semarang, Magelang and Surakarta is a regency / city featured on the type of artificial travel. Marine tourism is seeded Brebes, Demak, Kebumen, Purworejo, Rembang, and Pekalongan. Religious tourism is the flagship and Kab Jepara. Semarang. Kebumen, Magelang, Sragen and Wonosobo is the district with the advantages of the type of travel health. The historical and cultural attractions nothing superior in all districts / cities. In conclusion there are many districts / cities who have the potential for the government to develop the tourism sector adapted to the type of tourism that has an advantage or potential for development.

Banyuwangi is a regency which promotes tourism sector, shown by several festivals and new tourism destinations. The regency has risen the multiplier effect on other sectors, especially tax revenue. This research aims at investigating the potential of restaurant’s tax as a result of improvement in tourism sector and the policy strategy organized by the government in optimizing the income from restaurant’s tax. This research was conducted through the survey and interview. This research applied mix method, the result of this research indicate that the potential of restaurant’s tax in Banyuwangi is IDR 25.768.142.679. In fact, the target set in 2016 was IDR 7.000.000.000,-. There are several strategies implemented to increase the revenue from the potential taxes of restaurant, inter alia 1) intensive socialization of food to the taxpayer 2) involving other institutions in the implementation of restaurant tax, for example the sub-district and village, 3) carefully monitoring held on taxpayers, 4) giving some administration and morals sanctions for taxpayers who disobey restaurant’s tax regulations, 5) innovation of paying restaurant’s tax by online media to facilitate the taxpayer in fulfilling tax obligations.
