This study aims to analyze gender equality in the promotion of structural positions in the Government of West Java Province. This research design uses qualitative methods with data collection techniques in the form of in-depth interviews and documentation studies. While the research analysis technique is done by data reduction, data presentation, and conclusion drawing. The results of the study concluded that gender equality in the promotion of structural positions in West Java Province had not been realized optimally because the competency, qualifications, and work behavior of female civil servants are considered lower than men. Various servants faced by female civil servants for good promotion internal factors, namely the dual role and lack of motivation of women to progress, also obstacles to external factors stemming from the family, community, and organizational culture that are not gendered responsive. In addition to competence, qualifications, and work behavior, other considerations were found for the promotion of the position of a female civil servant, namely: multiple roles, type of work and location of assignments; this made women less likely to get strategic position promotions.

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.

The issue of gender injustice is a form of social injustice in Indonesia which has always been an interesting theme and will remain an important theme in every thought and conception of society in the future. This study aims to describe the recruitment process for ASNs in structural positions in the Provincial Government of East Nusa Tenggara and also the factors that influence the lack of female ASN occupying structural positions. The research method used is qualitative by collecting primary data through in-depth interviews and observation techniques, while secondary data is collected through archives and documentation. The results showed that the recruitment process for State Civil Servants to occupy structural positions was in accordance with the rules in the State Civil Apparatus Law No. 5 of 2014, although not fully implemented as a whole. Apart from the fact that regulations that have not been fully implemented have been identified as well as other factors that influence as well as a lack of interest or willingness from women themselves, space and opportunities are provided but awareness of women to take part is still very minimal.

Unregistered polygamous marriage carried out by civil servants has serious implication for wives’ financial problem, social fate and loss of children’s welfare. The Marriage Law allows polygamy with very strict requirements. In the Government Regulation governing civil servant polygamy, justice is the main requirement in polygamy, because it really determines welfare in polygamy families. Based on the results of in-depth interviews and participant observation by using the constructivism paradigm and socio-legal approaches, it was found that unregistered polygamous marriages carried out by civil servants have implication for the disciplinary punishment of employees, so the polygamists got the sack. This implies their family economic problems, because there is not enough income to meet the needs of family life. Finally, neglect and divorce occur. Wives and children will be victims. Hence, it is necessary for the government to regulate particular policies for the polygamists of civil servants, to save their wives and children’s life. Firing the polygamists is not such a solution, but will instead create more complicated problems for their families.

The strengthening of demands for a good financial management and accountability system encourages the government to improve performance in financial management in order to produce good and transparent financial reports. The purpose of this study was to determine the effect of local revenue and Special Allocation Funds on Direct Expenditures for City Government in West Java Province for the 2015-2019 period. The method used is descriptive and verification methods with a quantitative approach. The analysis samples in this research are 5 City Government Financial Reports in West Java Province for 5 periods. The data analysis technique used in this study is the Statistical Package for the Social Sciences (SPSS) using the IBM SPSS Statistics 20 software. The results show that local revenue has a positive effect on Direct Expenditures and Special Allocation Funds have a positive effect on Direct Expenditures in City Government. In West Java Province for the period 2015-2019.

Abstract West Java is one of the provinces in Indonesia that possesses the most critical land area, approximately 714,000 of 911,000 hectares (ha) in total. So that to deal with that severe issue, the Forestry Office of West Java has established an eminent program named “Gerakan Tanam dan Rawat 50 Juta Pohon (The Movement of 50 Million Trees Planting and Caring)”. This research aims to analyze the reforestation program in West Java Indonesia viewed from an agile governance perspective. The study employed the qualitative approach with the descriptive case study method. In addition, in-depth interviews and literature studies were utilized in collecting the data. Moreover, to ensure validity, this study uses the triangulation technique. This study showed that the Planting and Preserving 50 million Trees Program carried by the stakeholders has applied agile governance. The government has made the program in collaboration with various media and technology. However, several activities must be fulfilled more appropriately among multiple parties, especially the government, which is the leading sector.

<p>This research discussed Leadership, Competence and Performance on civil servants’ Career Development in Palembang City. With the aim of whether or not there was an influence of Leadership, Competence and Performance on civil servants’ Career Development in Palembang City. The population used in this research was Civil Servants (ASN) at the Secretariat Staff in the Government of Palembang City. The sample in this research was 100 respondents. The data analysis technique used was Structural Equation Modeling (SEM). The results of test proved that: 1). Partially the results revealed that there was a significant and positive influence between Leadership, Competence and Performance on civil servants’Career Development in the City of Palembang.2). Simultaneously Career Development was influenced positively and significantly by the Leadership variable, Competence and Performance.</p><p><strong><br /></strong></p><p><strong>Keywords:</strong>leadership, competence, performance, civil servants’ career development, Palembang city.</p>

The formulation of the problem in this study are how is the implementation of North Sumatra Governor Regulation Number 18 Year 2018 concerning Additional Income Allowances for Civil Servants and Prospective Civil Servants in the North Sumatra Provincial Government, what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat, with the aim of research: 1) to find out and analyze the implementation of North Sumatra Governor Regulation Number 18 Year 2018 regarding Income Allowances for Civil Servants and Prospective Civil Servants in the Government of North Sumatra Province , 2) to find out what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat. The research method used is descriptive method, while the data analysis technique uses qualitative descriptive. From the results of this study indicate that the implementation of Governor Regulation No. 18 of 2018 concerning Income Allowance for Civil Servants and Prospective Civil Servants has not been fully successful in the North Sumatra Provincial DPRD Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and dispositions. Constraints faced in realizing improved performance and discipline of civil servants within the North Sumatra Provincial DPRD Secretariat are appraisal officials (superiors) unable to control the views of personal relations in evaluating subordinates' work, TTP payments often cannot be done in a timely manner because funds are not yet available, disciplinary sanctions are still relatively indecisive, and employees often report excessively. It is recommended that supervisors as appraisal officials need to eliminate the influence of the element of closeness in making judgments on the performance of subordinates, and be assertive in giving sanctions to employees who subscribe to disciplinary regulations

Retirement planning is an important thing that should be a concern and implemented by every working people to achieve their happiness in retirement years, especially in countries like Indonesia, which experience a significant increase in the number of elderly each year. Focus on civil servants who are guaranteed pension funds from the government, each year, the number of workers who enter retirement age. This research aims to determine the effect of financial literacy, future orientation, age, and gender on retirement planning. The research sample is 110 respondents who are civil servants in Surabaya—collecting data by online questionnaires. The data analysis technique uses multiple linear regression by SPSS. This research results in financial literacy and future orientation positively affecting retirement planning. In contrast, the variables age and gender did not affect retirement planning.

<p>The title of this research is Shifting the Myth in the Middle of Social Change focused in Gua Kiskendo and Betetor Hamlet Kendal Regency, Central Java. Problems in the study were 1) How the story structure of the origins of Myth, 2) How the myth influence on the lives of the surrounding communities, and 3) Whether there was a shifting myth in Kiskendo Cave and Betetor Hamlet Kendal Regency, Central Java. This study is a qualitative research with phenomenological approach. Data obtained through in-depth interviews and observation techniques. Data analysis was carried out simultaneously with data recording field, and after returning from the field by <br />using descriptive analysis. The process of analysis is done by grouping the data and perform analysis of the relationships between the data. The results showed that; 1) The original myth structure that happened in Kiskendo Cave not based on a story with a clear storyline. While the myth is in the Betetor Hamlet based on the story from “Kiai Rujak Beling Sabuk Alu” who chased <br />the Dutch army and go into Betetor Hamlet, 2) The life of the community around the Kiskendo Cave not affected by the myth that developed, especially the myth that causes government officials dared not enter the village area. This is in contrast with the state of the community Betetor <br />Hamlet who is aware of the myths that developed and the consequences of these myths, then the government apparatus (army, police, and civil servants) no one dared to enter the territory of the village. 3) The community culture of Guwa Hamlet Trayu village not change as a result of a myth Kiskendo Cave that going. Unlike the case with the state of society Betetor Hamlet Tabet village of Limbangan Subdistrict, who feel that the myth is growing and expanding, which initially only the army and police did not dare enter the region, has now developed to the civil servants.</p>

Indonesia often experiences natural disasters, including in the city of Banda Aceh. Therefore, professional and proportional workers are needed. This research is important to do with the general objectives of knowing: "Performance Analysis of BPBD Civil Servants (ASN) in the Natural Disaster Management of Banda Aceh City". While the specific objectives are to find out: BPBD facilities in natural disaster management so far; ASN BPBD Qualifications in implementing natural disaster management; and Programs formulated and implemented by ASN BPBD in natural disaster management in Banda Aceh City. This study uses descriptive analytical methods with a qualitative approach to 10 (ten) subjects selected by purposive sampling. Data collection is done by observation, interview and documentary review. The data analysis technique was carried out in three ways, data display, reduction and conclution. The results of the study stated that the analysis of the performance of the State civil servants in the Implementation of Natural Disaster Management was not yet professional and proportional, both seen from the BPBD Facility, ASN Qualifications and the program of activities that were formulated and implemented that were not so synchronous, so it did not significantly affect the welfare of victims. For this reason, the government needs to review the synchronization of policies in terms of adequate regulations, institutions, employees and programs and finances.
