The purpose of this study was to determine the implementation of the early retirement program policy at PT Telkom Regional 1 Sumatra. This type of research is qualitative research, triangulation (combined) collection techniques, qualitative inductive data analysis and research results. Research results obtained by researchers that the Implementation of Early Pension Program Policies at PT. Telkom Regional 1 Sumatra through Activities carried out in the early retirement program including socialization, registration, selection, counseling and briefing, and the stages are divided into two parts and in assessing the successful implementation of the George Edward III model there are 4 (four) variables that affect the success or failure of policy implementation, among others, are the factors of communication, resources, disposition and bureaucratic structure. The four variables are interconnected with each other. Based on the results of research and discussion, researchers can conclude that the Implementation of Early Pension Program Policies at PT. Telkom has not been maximized in carrying out an early retirement program, This Can Be Seen From The Stages Passed In Implementing Early Pension Program Policies at PT. Telkom. The conclusion from this study that researchers can conclude that the Implementation of Early Pension Program Policies at PT. Telkom has not been maximized in running an early retirement program.

The management of public complaints in Tegal Regency is carried out based on the Tegal Regent’s Regulation Number 10 of 2015 concerning Guidelines Public Complaints Management in Tegal Regency Government Environment. In practice, there are many complaints that come in through the available complaint channels. The problem occurs is that many complaints received indicate that there are many problems in the administration pf government in Tegal Regency, there are still unresolved problems, and the percentage of resolved problems complaints continues to decline. The purpose of this study was to determine and analyze the determinants of the policy implementation of guidelines public complaints managemen in Tegal Regency Government Environment. This study uses qualitative research methods with data analysis techniques used, namely data reduction, data display, dan drawing conclusions. The results of this study indicate that the determinant of policy implementation, namely communication is a driving factor, while resources, disposition, and bureaucratic structure are inhibiting factors.Keywords: implementation, public complaints, policy implementation

Abstract: This research is about Implementation of Integrated Administrative Service Program of Sub-District (PATEN) in Purwokerto. This research was conducted in four sub-districts in Banyumas District, North Purwokerto Sub-district, South Purwokerto Sub-district, Purwokerto Timur Sub-district and West Purwokerto Sub-district. This research uses explanatory quantitative approach. The policy implementation model used in analyzing the implementation of PATEN is the model proposed by George C. Edward III. This model explains that there are four variables that play a role in achieving successful implementation of communication, resources, disposition and bureaucratic structure. The results showed that the success rate of implementation of PATEN is in the medium category. In general, PATEN has helped to bring the public services to be more accessible, but still has constraints and needs needed to be overcome. One aspect that is needed to be improved is the resources owned by each District Office because it causes the PATEN implementation in each sub-district to not run consistently. While communication, resource, disposition and bureaucratic structure are found to have positive relationship and significant influence on successful implementation of PATEN both individually and collectively.Keywords: Integrated Administrative Service Program of Sub-District, Policy implementation, Public policy

The implementation of NUSSP (Neighborhood Upgrading Shelter Sector Project) program policy is a residential upgrading and settlement sector project in the context of urban slum settlement management for the empowerment of the poor communities based on tridaya in Makassar City which was implemented since 2005-2009 (phase I). This study used a qualitative approach by using case study at five urban villages of NUSSP’s program locations as the key areas, namely: Buloa, Cambaya, Lette, Rappocini, and Balang Beru sub-districts within Makassar. The data collection used in-depth interview, Focus Group Discussion (FGD), direct and participatory observation supported by document study, case history, and triangulation. The results of this study indicated that the integrative model achievement of NUSSP’s program policy implementation in handling of urban slum settlement by using the tridaya’s empowerment approach as an effort to empower the poor society, in the form of output and outcome of policy implementation that had provided benefits for the government and the poor communities from the empowerment development aspect, such as the physical environment, economic empowerment, and social empowerment. Although from the economic aspect and social empowerment were not relatively optimal conducted by government and private parties, neither were not yet relatively optimal conducted by NUSSP executing actors in the utilization of local cultural values and religious values to support the successful implementation of NUSSP program policies in the field. The findings of this study were in the form of the development of “Tridaya” empowerment concept into “Pancadaya” (environmental, social, economic, cultural and religious development). This finding revealed that the importance of the use of cultural and religious values transformed in the poor community empowerment concept, so it was assumed that they will give a significant contribution in supporting the integrative model of NUSSP’s program policy implementation in the handling of slums in order to empower the poor communities in urban slum areas.

ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators.  Keywords: Policy, Poverty, Program.

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords:  Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

The purpose of this study is to determine how IZI supervision regarding the utilization of productive zakat funds. In more detail, this study aims to determine the form of supervision carried out, starting from the stages, processes, and types of supervision. The theory used in this research is that of M. Manullang, namely, preventive supervision. The basic assumption is to anticipate failure during implementation from before (prevention). This research is qualitative research using the descriptive method. Collecting data in this study used observation, interview, and documentation techniques. The data analysis in this study used a logical interpretation connected with Da'wah Management's context. The research results show that the basis of thought in the supervision of productive zakat funds is to anticipate (preventive) the misuse of zakat funds, which should be utilized, into one-time consumable funds because the purpose of making productive zakat funds is to make mustahiq muzakki.Tujuan dari penelitian ini untuk mengetahui bagaimana pengawasan pihak IZI mengenai pendayagunaan dana zakat produktif. Secara lebih rinci tujuan penelitian ini adalah untuk mengetahui bentuk pengawasan yang dilakukan,dari mulai tahapan,proses dan jenis pengawasannya. Teori yang digunakan dalam penelitian ini adalah yang dikemukakan oleh M. Manullang, yaitu pengawasan preventif. Asumsi dasarnya adalah untuk mengantisipasi kegagalan ketika pelaksanaan dari sebelumnya (pencegahan). Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif. Pengumpulan data dalam penelitian ini digunakan teknik observasi, wawancara, dan dokumentasi. Analisis data dalam penelitian ini digunakan penafsiran logika yang dihubungkan dengan konteks Manejemen Dakwah. Hasil penelitian menunjukan bahwa yang menjadi landasan pemikiran dalam pengawasan dana zakat produktif adalah untuk mengantisipasi (preventif) terjadinya penyalahgunaan dana zakat yang harusnya di berdayagunakan, menjadi dana konsumtif yang sekali habis. Karena tujuan dari pendayagunaan dana zakat produktif menjadikan mustahik menjadi muzakki.

The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures

This paper aims to study and analyze the implementation of teacher certification regulations in Kuala Simpang, Aceh Tamiang Regency. This analysis uses several factors found by Edward III in the form of communication, resources, disposition, and bureaucratic structure. A qualitative descriptive approach is used in this paper. The results found showed that in the process of applying certification at the Aceh Tamiang education office, it had not yet proceeded effectively demanding several constraints such as lack of facilities and infrastructure, and inconsistent regulations that made it difficult for teachers. This has caused teachers to be unable and ineligible in completing lesson plans, there are still some teachers who are found to lack discipline and bad attitudes and certification are only considered for welfare and personal gain. Thus it can be stated that the certification program has not played an important role in teacher professionalism. This research raises the phenomenon of Land and Building Tax Collection in Rural and Urban Areas in Medan Tembung District. In this study, researchers used implementation theory by applying the George C Edward III model implementation. This theory uses 4 variables, namely communication, resources, disposition and bureaucratic structure. If one of these variables is not met, obstacles will be found that cause the PBB-P2 collection process in Medan Tembung District to be ineffective. This study uses a qualitative approach with data observation techniques, interviews, and documentation. Meanwhile, data analysis techniques use data reduction, data presentation, and data collection. The results showed that the implementation of PBB-P2 collection policy in Medan was not yet effective because it did not fulfill all the factors and variables determined by George C. Edward III. Policy implementers are only able to fulfill 1 factor, namely the variable of bureaucratic structure consisting of SOPs and fragmentation only so that it has an impact on the results of realization that have not increased and have actually decreased over the last 3 years. Another obstacle is the low level of public awareness and the unfulfilled variable implementation of the George C Edward III model, such as in the communication factor, there is transmission, clarity, disposition and resources which have not been properly resolved by policy implementers.

This qualitative research aims to identify the difficulties experienced by students in completing their paper assignments. This research was conducted on 144 students and alumni of PGSD University of Mataram. This research was conducted during the Covid-19 pandemic, so the research was conducted online. Data collection tools in this study were questionnaires and interviews. The research data analysis was conducted qualitatively. Based on the results of questionnaires and interviews conducted, several factors were identified that cause student to experience difficulties in completing paper, including individuals themselves, student agencies, families, and pandemic conditions. Based on the research results obtained, it takes several efforts that must be made by the institution in solving the problem of paper preparation, including strengthening cooperation between thesis supervisors, academic supervisors, validator lecturers, and completing and adding reference sources in institutional libraries.
