The purpose of this article is to analyze the service and the inhibiting factors of the Samsat Bus service around the Regional Revenue Service Unit (UPPD) of South Medan BPPRDSU. This study uses a descriptive method with qualitative analysis techniques. With data collection techniques from interviews, documentation, and observation. Based on the results of interviews and observations using 4 indicators from Tjiptono (2002) regarding the service quality of the Mobile Samsat Bus at Simpang Pemda Medan Selayang District, it is good or quality. However, comfort is still not good or inadequate because the facilities are still limited. Barriers that are often found are people who complain about the facilities. This is because the existing facilities are still unsatisfactory. Then the undisciplined officers of the Mobile Samsat Bus at the Simpang Pemda Medan Selayang District. Namely, the Samsat Bus Officers at the Simpang Simpang Pemda Medan Selayang Subdistrict enter and leave the office on time. And the community wants the operation time of the Samsat Roving Bus at the Medan Selayang District Government to be extended.

This research raises about lurah leadership in improving public services aimed at find out how the leadership of the Lurah in improving public services, the inhibiting factors, and the efforts made by the Lurah in overcoming the inhibiting factors of public services. The research method used is descriptive method with an inductive approach, with data collection techniques by means of interviews, observation, and documentation.The results of this study show that public services have not gone well, because there are still many people who do not know about public services. In his leadership, the Lurah uses several techniques, namely the technique of maturation / preparation of followers, Human Relation Technique, Technique of being an Example, Communication SystemUsage Techniques, the Technique of Providing Facilities. In the implementation there are still found to be inhibiting factors, To overcome these obstacles, the Lurah made several efforts including improving the quality of RT / RW institutions, adding facilities and infrastructure, increasing community participation, and increasing the number of employees. Organizing archives needs to be done with good management. However, the Governance Section of the Batu Bara Regency Regent's Office still has weaknesses, especially in terms of archive management work procedures. The purpose of this study was to find out how the effectiveness of the archives in improving the administrative services of the Governance Section at the Regent's Office of Batubara Regency. and what are the factors that hinder archives in improving the administrative services of the Governance Section at the Batubara Regency Regent's Office? This study uses a descriptive method with qualitative analysis techniques. Data collection techniques with observation, interviews and documentation. The results of this study found job satisfaction has not been effective because employees have not participated in education and training evenly.

In line with the rapid development of the times and the increasingly complex problems faced by the state, there has also been a development in government administration which has been marked by a shift in the paradigm of governance from Rule Governance. This situation makes the bureaucracy rigid, in an environment that is only limited to flowing the instructions or following instructions. The district government in an Asologaima District has the main task of carrying out part of the authority delegated by the district head in the fields of government, economy, and development, society, peace, and order as well as coordination.The method is sed is descriptive method. This study aims to explain how the distribution of productive zakat in the Rumah Zakat North Sumatra and how the effectiveness of productive zakat distribution in improving the welfare of mustahik in the Rumah Zakat North Sumatra. This study uses a qualitative approach with a type of descriptive method, which is a problem that guides researchers to explore and photograph situations that will be thoroughly investigated, broadly and deeply. Data collection techniques with field research, while the tools used are observation, interviews and documentation. Data analysis used is descriptive qualitative analysis. The results of this study inform that in distributing productive zakat funds, Rumah Zakat is in accordance with Law No. 23 of 2011 concerning Management of Zakat. The distribution of productive zakat carried out by the Rumah Zakat North Sumatra through the Senyum Mandiri Program to mustahik in Medan Helvetia Subdistrict has been effective, because it can improve the welfare of mustahik, this is evidenced by the income of eight of thirteen mustahik people in total, five people whose income is fixed and four out of eight people whose income has increased has reached the level of muzaki.

<p><em>The Nagari Manggopoh community has a tradition of commemorating the day of one's death which takes place on the third, seventh, fourteenth, fortieth, hundredth, and thousandth days, but the community does not yet understand the educational values. The focus of the research is educative values </em><em></em><em>in the tradition of commemorating the day of death, and their implications for strengthening Minangkabau traditional values. The object of this research is the Islamic community in Nagari Manggopoh that carries out a tradition of commemorating one's death by analyzing the educational values </em><em></em><em>contained in it. The population in this study is the community who carry out the tradition of the commemoration of death. Data collection techniques are observation and interviews, then analyzed using qualitative analysis techniques, with inductive, deductive, and descriptive methods. </em><em>The results of this research showed that there were some educative values contained in the tradition, namely sociological, cultural and cultural educational values, historical, and leadership.</em><em></em></p>

This research is to find out the efforts of the sub-district government itself in improving its services within the framework of meeting the needs of its citizens. This study uses a qualitative descriptive method that is a study by using data obtained through observation, interviews and documentation. The results of the study found that the obstacles in implementing Aceh Tamiang District Regulations Number 14 Year 2016, namely in carrying out the transfer of some of the Regent's authority to the District Head through the District Integrated Administration Services that have not been maximally provided to the community, can be seen from the PATEN assessment conducted by the Regency Government towards the District Government. This has several inhibiting factors, namely the lack of qualified human resources, the availability of inadequate budgets and is described from Hamdi's theory, namely from the productivity dimension, the Linearity Dimension, and the Efficiency Dimension. As well as having factors that influence, among others, Policy Sustansi, Implementing Task Behavior, Work Network Interaction, Target Group Participation, and Resources.

This research explores the concept of understanding of mosque managers in the public space about the importance of facing the direction of Qibla. Samples Mosque located in the public space of the Hospital Jogja International Hospital, Adisutjipto Airport and Mall Plaza Ambarrukmo be proof of the tendency of pattern of understanding of managers of religious orders to face the direction of Qiblah correctly. By using qualitative analysis method and data collection method in the form of observation, interview and documentation, it is found that first, that understanding of mosque managers in public space at three places reflects the quality of life of Islami ie measuring to the expert so that the direction of qibla . Secondly, the accuracy of the direction of the mosque building in the public space in Sleman Yogyakarta is included in the category of accurate with the maximum reason for the 6 minute arc disturbance, where the direction of the largest deviation on the mosques is 0o 1 '20.8 "or equivalent to 3,074 km which means still leads the city of Mecca.Keywords: Accuracy, Understanding and Mosque in Public Space Penelitian ini menggali konsep pemahaman para pengelola Masjid di ruang publik tentang pentingnya menghadap arah kiblat. Sampel Masjid yang berada di ruang publik yakni Rumah Sakit Jogja International Hospital, Bandara Adisutjipto dan Mall Plaza Ambarrukmo menjadi bukti kecenderungan pola pemahaman pengelola terhadap perintah agama untuk menghadap ke arah kiblat dengan tepat. Dengan menggunakan metode analisis kualitatif dan metode pengumpulan data berupa observasi, wawancara dan dokumentasi diperoleh hasil penelitian, pertama bahwa pemahaman para pengelola masjid di ruang publik pada tiga tempat tersebut mencerminkan kualitas hidup Islami yakni melakukan pengukuran kepada pihak ahli sehingga arah kiblat sesuai dengan keilmuan astronomi. Kedua, akurasi atau ketelitian arah kiblat bangunan Masjid di ruang publik di Sleman Yogyakarta termasuk dalam kategori akurat dengan alasan maksimal penyimpangan 6 menit busur, di mana arah penyimpangan paling besar pada masjid-masjid tersebut adalah 0o 1’ 20,8” atau setara 3,074 km yang berarti masih mengarah kota Mekah.Kata kunci: Akurasi, Pemahaman dan Masjid di Ruang Publik

This study aims to determine the quality of public services at the Ambon City’s Population and Civil Registration Service Offices, and the dimensions of employee professionalism which are supporting and inhibiting factors for improving the quality of public services at the Ambon City’s Population and Civil Registration Service Offices. The data was collected in this study were analyzed using descriptive qualitative analysis techniques through steps, or components of interactive model data analysis. Data collection techniques used through this research are interviews, observation and documentation. The results of this study indicate, the level of quality of public services by the administering apparatus of the field of population administration and civil registration at the Ambon City’s Population and Civil Registration Service is in sufficient condition, this is a contribution of the employee's work professionalism factor.

This study uses a qualitative descriptive method with a case study approach. Data collection techniques use the method of interview, observation, and documenta-tion. Data analysis is done by condensing data, then presenting data, and conclusions drawn from the data. In checking the validity of the data, researchers use methods, namely extending the time of partici-pation of researchers in the field, increasing persistence of observation, using appropriate reference materials, and reading book tests. The results of the analysis show that the process of applying the Al-Miftah Lil ‘Ulum Method at Madin Wustho Hidayatul Mubtadi’in –Malang City was carried out through several stages, namely preparation, implementation, and evaluation. Among the supporting factors of the learning process and the inhibiting factors to applied it.

The objectives of this study are: (1) thematic learning planning in Raudhatul Athfal Rahmat Islamiyah Medan, (2) implementation of thematic learning in improving children's cognitive and language development in Raudhatul Athfal Rahmat Islamiyah Medan, (3) evaluation of thematic learning in Raudhatul Athfal Rahmat Islamiyah Medan , and (4) supporting and inhibiting factors for the implementation of thematic learning in Raudhatul Atfhal Rahmat Islamiyah Medan. This research method is qualitative conducted at Raudhatul Atfhal Rahmat Islamiyah Medan. Instrument data collection is done by interview, observation, and documentation. Data analysis techniques used Miles and Huberman models, namely data reduction, data presentation and conclusion. The research findings show: (1) Thematic learning planning conducted by Raudhatul Atfhal Rahmat Islamiyah Medan teacher by preparing the learning implementation plan at the beginning of the semester by referring to the applicable Raudhatul Atfhal curriculum, (2) implementing thematic learning at Raudhatul Atfhal Rahmat Islamiyah The terrain is done with varied learning methods by using various kinds of games such as remembering names, achievement games, motion games, construction games and also playing roles, (3) evaluation of learning on thematic learning at Raudhatul Atfhal Rahmat Islamiyah Medan by giving a portfolio, in this case evaluated changes in behavior, children can also experience cognitive and language improvement after participating in the thematic learning process, and (4) there are supporting and inhibiting factors for the implementation of thematic learning but the obstacles can still be well addressed.
