Тhe influence of means of special physical training on the formation of future officers’ physical readiness to professional and combat activities

The article examines the impact of training sessions on the combat army system (BARS) on the formation of physical readiness of future officers for professional combat activities in the process of training in a military institute of higher education. Cadets of 2-3 courses (n=62) of S.P. Koroliov Zhytomyr Military Institute took part in the research. Two groups were formed: experimental (EG, n=32), whose cadets studied in the section of the institute on the combat army system, and control (CG, n=30), whose cadets studied under the current system of physical training in military institute. It was found that the level of development of physical qualities and the formation of military-applied skills in cadets who studied in the section BARS, at the end of the study is significantly higher than those who were engaged in physical training during sports and mass work. The most pronounced effect of BARS classes was found on the development of strength qualities, strength (static) endurance, as well as on the formation of professional military-applied skills in overcoming obstacles.

The article examines the influence of special physical training classes on the formation of physical readiness of cadets for future professional activities in the process of training at technical higher military educational institution. Cadets of the 1st-3rd years of study (n = 43) of the S. P. Koroliov Zhytomyr Military Institute took part in the study. Two groups were formed: experimental (EG, n=21), the cadets of which were engaged in the "CrossFit" classes, and control (CG, n = 22), the cadets of which were engaged according to the current system of physical training. Research methods: theoretical analysis and generalization of literature sources, pedagogical observation, pedagogical testing, methods of mathematical statistics. One of the means of physical training that can help solve the outlined problem is the means of special physical training "CrossFit". The essence of the "CrossFit" is to perform simple and affordable physical exercises for the development of physical qualities and different muscle groups by high-intensity circuit training (without rest between exercises or with short breaks for rest). It was found that the level of development of physical qualities among cadets who were engaged in the "CrossFit" classes at the end of the study was significantly higher than among those who were engaged in the current system of physical training during sports-mass work. The most pronounced influence of "CrossFit" classes was revealed on the development of the functional capacities of EG cadets (3 km running) and their strength qualities (pulling up on the crossbar).

The article discusses the impact of physical training on the training and education of cadets at the Novosibirsk Military Institute. The process of training in the discipline "Physical Training" is presented as a specially organized activity aimed at the transfer and assimilation of knowledge, the formation of skills and abilities, the development and improvement of physical and mental qualities. The article may be useful for teachers of physical training and sports, who in their daily teaching activities improve their knowledge and methodological skills.

The subject of this research is the current system of student loans in the United States. The author analyzes major federal programs for students, types of loans, loan service plans, conditions for receiving scholarship for education. Special attention is given to the specificity of formation of student loan funds of higher educational institutions, and effective system of supervision and control over the parties to the program by the Department of Education that represents government interests. The research employs the dialectical method of cognition, as well as general scientific methods of analysis, synthesis, analogy, etc. The following conclusions were made: the established in the United States system of student loans is sufficiently effective; despite ample opportunities for receiving quality higher education for those born into wealthy families, the United States student loan system affords an opportunity for receiving higher education to the representatives of all social groups.

The activities of law enforcement officers are characterized by significant psycho-emotional and physical stress. Therefore, a high level of physical preparedness and psychophysiological characteristics are an important component in the structure of preparedness of cadets in higher education institutions with specific training conditions that train police officers. Research aimed at finding of effective ways of their improvement is relevant. Experts note the importance of studying the impact of different sports on the preparedness of cadets. We conducted a study of the indicators of the preparedness of the cadets who during the year of study were engaged in the program "Special Physical Training" without attending sectional classes. We compared their results with the results of the cadets who trained in the kickboxing section. The results show that the traditional curriculum of the discipline "Special Physical Training" effectively contributes to the improvement of the physical preparedness (endurance, muscle strength). The process of the improving of the psychophysiological characteristics (simple reaction to sound and visual stimuli, choice reaction, reaction to a moving object) in the educational process of "Special Physical Training" needs to be optimized. Sectional martial arts (kickboxing) classes are an effective means of extracurricular activities of the cadets. They help to increase their physical fitness and psychophysiological characteristics.

This paper presents a comprehensive methodology for evaluating and improving the anti-Coronavirus (COVID-19) measures in higher education establishments. The methodology combines the use of: (1) Building Information Modeling (BIM) for the integration and control in a 3D graphic environment the anti-COVID-19 safety measures; (2) a questionnaire to collect the students’ commitment to safety measures and their suggestions to improve these measures; (3) data analysis to explore the impact of the students’ profiles on their commitment to safety measures. The proposed methodology is applied at the engineering school Polytech’Lille in the North of France. Results show that the BIM model provides valuable services to the administration by integrating the safety measures in a 3D environment and checking the compatibility of these measures and their improvement. The use of the questionnaire allows the administration to collect students’ feedback about their commitment to safety measures and their suggestions to improve these measures.

The article substantiates the need to introduce sports orienteering as an effective means of physical training of future officers of the Armed Forces in the educational process of higher education. In the process of introducing of sports orienteering in the educational process of training future officers, there was an improvement of the level of special physical fitness, development of physical, psychological, moral and volitional qualities and the formation of applied skills of cadets. Sports orienteering is a sport that harmoniously combines physical, mental and psychological qualities. Training sessions in sports orienteering are aimed at strengthening the health of cadets, providing comprehensive physical fitness, development of special physical qualities that are characteristic of this type of activity, achieving maximum sports results in competitions, mastering techniques and tactics of orienteering, which directly affect the formation strong-willed qualities of servicemen in future professional activity. Research methods: theoretical analysis of scientific and methodical literature, best practices of the Armed Forces of Ukraine, guiding documents. It was found that sports orienteering promotes the development of general and special physical qualities and military-applied skills, education of moral and volitional qualities in cadets, which allows to recommend this sport as an effective means of physical training of servicemen for future military-professional (combat) activities.

The conditions of the pandemic caused by the covid-19 virus have made significant changes in the lifestyle of student youth, as well as in the educational process in universities, including in physical education. The main emphasis was placed on the self-organization of physical culture and health-improving activities of students: lecture courses and theoretical and methodological classes were organized. The purpose of the study is to analyze the impact of distance learning on the lifestyle, physical training and functional state of students of the Don State Technical University; as well as identifying ways to improve the quality of distance learning. The study was carried out on the basis of the Don State Technical University in Rostov-on-Don with the participation of second and third year full-time students. Students took a questionnaire reflecting their self-assessment on the organization of independent physical training and well-being in self-isolation during the first wave of the COVID-19 pandemic. To study the physical training of the respondents, a comparative analysis of the results of the initial and control testing of basic physical qualities was used.

                                                       AbstrakPelibatan unsur civitas academica dalam gerakan pemberantasan korupsi tentu saja akan menambah amunisi baru dalam perang besar menyelamatkan negara dari praktik congkak korupsi. Namun, hal tersebut akan menjadi utopis ketika civitas academica Perguruan Tinggi juga turut serta menggadaikan seluruh prinsip Tri Dharma Perguruan Tinggi demi bisnis dengan meraup sebuah keuntungan. Berdasarkan kondisi tersebut, ternyata betul prediksi dari banyak kalangan dan pelbagai literatur yang mengatakan bahwa salah satu faktor pendorong munculnya tindak pidana korupsi itu adalah benturan atau konflik kepentingan. Itu sebabnya, dalam hal ini penulis ingin menelusuri bahwa sebenarnya persoalan-persoalan korupsi itu sudah saatnya dimulai dari hulu dengan memasukkan nilai-nilai antikorupsi melalui pencegahan dan pengendalian konflik kepentingan terutama pada instansi Perguruan Tinggi. Akan tetapi menentukan sebuah perbuatan mengandung konflik kepentingan bukanlah suatu perkara yang mudah. Perlu irisan ataupun batasan instrument yang jelas dalam mengelola konflik kepentingan tersebut. Sehingga upaya pencegahan dan pemberantasan tindak pidana korupsi dapat berjalan maksimal. Di level perguruan tinggi sendiri sebetulnya regulasi terkait konflik kepentingan sudah diatur melalui Peraturan Menteri Riset, Teknologi dan Pendidikan Tinggi Nomor 58 Tahun 2016 tentang Penanganan Benturan Kepentingan. Namun, dengan pelbagai kekurangan yang ada, menurut hemat penulis, regulasi tersebut belum mampu mengakomodir secara utuh dinamika-dinamika yang terjadi yang disebabkan oleh konflik kepentingan. Perlu aturan yang lebih rinci sesungguhnya untuk mengidentifikasikan seberapa besar dampak konflik kepentingan itu berdampak buruk bagi lingkungan di Perguruan Tinggi. Dalam rangka memasukkan nilai-nilai antikorupsi melalui pencegahan dan pengendalian konflik kepentingan di Perguruan Tinggi, maka salah satu pendekatan yang harus kita gunakan saat ini adalah pendekatan normatif dan etis. Pendekatan tersebut dapat berupa melakukan harmonisasi dan sinkronisasi terhadap norma-norma yang mengatur terkait konflik kepentingan, mengidentifikasi tipologi-tipologi konflik kepentingan di Perguruan Tinggi melalui penyusunan turunan norma yang detail pada aturan terendah, serta menyusun tools pencegahan konflik kepentingan dengan membentuk sistem pengaduan dan penyelesaian kasus di level pimpinan Perguruan Tinggi. However, it would be utopian when the university's civitas academica also pawn the entire Tri Dharma Perguruan Tinggi principle for business by making a profit. Based on these conditions, it is true predictions from many circles and various literature that says that one of the factors driving the emergence of corruption is a clash or conflict of interest. That is why, in this case the authors want to explore that in fact the problems of corruption that it is time to start from upstream by incorporating the values of anti-corruption through prevention and control of conflicts of interest, especially at institutions of Higher Education. However, determining an act of conflict of interest is not an easy matter. It needs a clear slice or limitation of the instrument in managing the conflict of interest. So that efforts to prevent and eradicate corruption can run maximally. At the university level itself, regulation related to conflict of interest has been regulated through Regulation of Minister of Research, Technology and Higher Education Number 58 Year 2016 concerning Handling of Conflict of Interest. However, with the various shortcomings that exist, according to the opinion of the author, the regulation has not been able to accommodate fully the dynamics that occur caused by conflict of interest. It needs more detailed rules to identify the magnitude of the impact of the conflict of interest that has a negative impact on the environment in Higher Education. In order to incorporate anti-corruption values through prevention and control of conflicts of interest in Higher Education, one of the approaches we should use today is the normative and ethical approach. The approach can be harmonization and synchronization of norms regulating conflict of interest, identifying the typologies of conflict of interest in Higher Education through the compilation of norm derivative detail in the lowest rules, as well as arrange the tools of conflict prevention of interest by forming complaint system and settlement case at the leadership level of Higher Education. Keywords: Internalization, Conflict of Interest, Anticorruption Value, College.

Introduction. The study examines the problem of building an effective quality management system for education to improve its quality by changing the mechanisms of quality assurance and surveillance. The purpose of this study is to evaluate the impact of the transition to a risk-based regulation in higher education institutions. Materials and Methods. The study was conducted using the methodology of mathematical modeling, namely, simulation models of certain types of state quality management and surveillance in the field of higher education: licensing, licensing management, quality assurance mechanisms and state supervision. Modeling was carried out using the Anylogic software. The models were calibrated on the basis of statistical data from the Federal State Information System ‘Unified Register of Inspections’: a total of 1,542 inspections for four types of assessment from 2014 to 2019. The main indicators to be evaluated were the duration of assessment and supervisory measures for each type of control, as well as expenses for their implementation. Results. The study reveals that the transition to risk-based regulation in the field of higher education is accompanied by significant positive changes - a reduction in the load both in terms of the assessment duration and costs of its implementation. It is shown that for a more accurate assessment of these effects, it is necessary to take into account the differences in the structure and quantitative characteristics of processes of different types of control. The quantity of the effects is determined by the choice of characteristics of the risk-based approach model: the proportion of high-risk objects and the probability of detecting violations as a result of checking them. The proposed methodology developed by the authors can be used to make management decisions by comparing models of quality management and surveillance of universities. Conclusions. The research findings empirically confirmed the need to move from the current system of quality management in the field of higher education to a risk-based regulation. Adopting this approach will reduce the burden both on the subject of control - the Federal Service for Supervision in Education and Science, and on the objects - higher education institutions.

This paper addresses some of the challenges and drawbacks associated to the ongoing worldwide process of marketization (neoliberalization) in higher education. Neoliberalism—the prevailing model of capitalist thinking based on the Washington Consensus—has conveyed the idea that a new educational and university model must emerge in order to meet the demands of a global productive system that is radically different from that of just a few decades ago. The overall argument put forward is that the requirements, particularly the managerial and labor force needs of a new economy—already developing within the parameters of globalization and the impact of information and communication technologies (ICTs)—cannot be adequately satisfied under the approaches and methods used by a traditional university. Neoliberalism affects the telos of higher education by redefining the very meaning of higher education. It dislocates education by commodifying its intrinsic value and emphasizing directly transferable skills and competencies. Nonmonetary values are marginalized and, with them, the nonmonetary ethos that is essential in sustaining a healthy democratic society. In this paper I will address (1) some of the problems and shortcomings in the triple-helix model of university-industry-government collaborations, (2) the transformation of students into customers and faculty into entrepreneurial workers, highlighting the many drawbacks of such strategies, (3) the hegemony of rankings as procedures of surveillance and control, (4) the many criticisms posed against neoliberalization in higher education and the possible alternatives looking to the future.
