Purpose. Research of features of innovative activity and its accounting reflection; determining their impact on the formation of accounting policies in order to build an effective accounting and information system of innovative activity management of the enterprise. Methodology of research. Realization of the purpose was carried out by means of the epistemological method which gave the chance to specify the essence of accounting policy on various directions of the innovation process; system-structural method, which allowed to classify the objects of innovation activity and its accounting. General scientific methods (induction, deduction, analysis, synthesis, abstraction, generalization) were used to develop the concept of accounting and information support for innovation activity management. Findings. It is established that the special complexity and diversity of innovation is the reason for the existence of diversity and determines the relevance of accounting policies in the formation of information support for innovation activity management. The main stages of the procedure of formation of accounting and information support of innovation activity management are proposed and the role of accounting policy, in this case, is clarified. Based on the analysis of the peculiarities of innovation, the requirements for the accounting system are formed, which should be taken into account when forming the accounting policy in order to form the information resource of innovation activity. Originality. The place of accounting policy in the process of formation of information resources of innovation activity is substantiated. The content, stages, and features of the formation of accounting policy taking into account the specifics of innovation activity are described. A distinctive feature of the proposed approach is the construction of accounting and information support for innovation activity management, taking into account the classification of objects of innovation in three areas: financing of innovation; creation (acquisition) of an innovative product; commercialization of innovation activity results. This approach will help streamline accounting methods and improve reporting transparency. Practical value. Determining the features of accounting support and accounting policy of innovation allows forming models of accounting reflection of innovation processes in accounting accounts, to determine algorithms for forming financial reporting indicators, and methods of internal accounting for their use in innovation management, taking into account industry specifics, business specifics and innovation activities of specific enterprises. Today the problem of an effectively functioning sphere of foreign economic activity both in Ukraine and in the international community is quite relevant, as such activities are carried out in today's global environment, which sets strict requirements for product quality, scientific and technological innovation and compliance with international standards. In modern conditions of society development, one of the main factors that helps to determine the competitiveness of the enterprise is the degree of growth of the foreign economic development system. The research used general theoretical methods of scientific knowledge: synthesis, deduction, induction and other methods. The article is devoted to topical issues of foreign economic activity management of domestic vertically integrated companies in modern conditions. Steps on the way of simplifying the procedures for customs clearance of goods have been considered, a detailed study and definition of a clear system of transition and further interaction of the enterprise with the new web portal and customs are required. The mechanism of implementation of foreign economic activity management at a vertically integrated type enterprise is analyzed. Were reviewed of the peculiarities of the creation and implementation of the "Single Window for International Trade". The importance of improving the professional level of foreign economic activity and the introduction of innovative aspects to improve the efficiency of vertically integrated companies was emphasized. The main steps on the way of improving the conduct of foreign economic activity by export-oriented enterprises in Ukraine, both on the part of the state and on the part of the enterprise. In order to improve foreign policy and select the most priority areas of development, it is necessary to implement a number of measures aimed at developing both research and development and research and innovation infrastructure and scientific and technical integration of the enterprise, which will provide results such as: leadership in indicators innovation activity in Ukraine; development and use of modern technologies that allow the production of new types of products; creation of new technologies based on energy efficiency and environmental friendliness. Practical significance of the obtained results: the sequence of actions of the vertically integrated company for increase of efficiency of foreign economic activity, the best perspective ways of development is offered, offers on improvement of foreign policy are developed.

The following article deals with the change of professional activity content of educational peripheral staff in conditions of higher education modernization and structural changes of historically developed traditions of activity management organization in the higher educational institution in the course of their merger (on the example of two Samara universities merger - higher educational institution that gives education in the sphere of classical natural sciences and humanities and higher educational institution that educates specialists for narrow high-technology, being strategically important for the national defence capability branch). The author describes the content and essence of educational peripheral staff social and technological activity and difficulties appearing at the rearrangement from one activity (communication) to another (work with software programs and services). The author also shows the role of adequate cooperation of educational peripheral staff of all organization departments for activity management effective organization of the university and presents the results of educational peripheral staff activity analysis. The obtained materials can serve as the basis for the interacademic further training courses organization for educational peripheral staff and further monitoring of their activity effectiveness for the educational institution management.

There are the research directions, determined as relevant, such as the issues of innovation activity management of enterprises, identifying the main causes of low innovation activity of domestic companies, improving the innovation activity management system of industrial institutions, which necessitates the formation of a scientific and methodological basis that can realize the ability to describe the process of innovation activity of the enterprises and mechanisms to manage them. These issues are also relevant because in the context of strengthening the course on European integration, the management of domestic enterprises is tasked with identification of the methodological and practical experience of innovative management of the EU countries as soon as possible and harmonization of their policies in accordance with its provisions. The subject of the study is complex research of management of innovative activity of enterprises under self-development. The purposes of the article are a study of the main directions of operation of innovative-active enterprise under self-development; analysis of key indicators of innovation activity of an enterprise; characteristic of the mechanism of innovation activity management of an enterprise in terms of self-development; definition of directions of policy of strengthening of innovation activity with the purpose of increase of efficiency of development of domestic enterprises. To achieve these purposes the following research methods are used: analysis and generalization of theoretical sources and scientific literature; abstract-logical method in the process of theoretical generalizations and formation of conclusions; prognostic and diagnostic; general scientific methods of analysis and synthesis. Results. The article describes the concept of innovation activity of the enterprise and details its main elements. The authors have also formulated the concept of innovative-active enterprise and presented the priority directions of its operation. The basic aspects of improvement of the innovation activity management system of the enterprise under self-development are considered. The key aspects of improving the management system are highlighted: analysis and evaluation of changes in the operation of the enterprise (evaluation of innovation activity); choice of direction of innovative development of the enterprise; development of strategy of innovative operation (definition of priority of directions, their correlation, development of scenarios); control of implementation of the enterprise development strategy. The process of improving the system of management of innovative activity of the enterprise under self-development is presented as a block diagram. The process is considered and the mechanism of innovation activity management is proposed. Practical implications. The article presents the process of managing innovation activity according to the degree of selfdevelopment of the enterprise. The proposed mechanism has practical orientation in forming a set of measures for strategic development of the enterprise. In general, the paper outlines the main tasks for improving the innovation activity management system, the solutions of which will improve the effective functioning of the enterprise.

The authors consider general and special issues of implementation of experimental and innovation activity of an educational institution using the example of the development and usage of a highly effective hardware and software system based on the components of a small-arms training system “Auto-SCATT” for organization and implementation of educational process (supervised and unsupervised work of students) at an institution of higher education under the Ministry of Internal Affairs of Russia - the Ural Law Law Institute. The research object is the process of professional training of students. The research subject is the use of a training system “Auto-SCATT” during the “Firearms training” lessons. The research methodology is based on analysis, synthesis, comparative and problem-search methods. The scientific novelty of the research consists in the fact that it shows how the firearms training process, based on the complex training system “Auto-SCATT” used at ground vehicle driving lessons for the imitation of off-road shooting in motion, is organized. The authors arrive at the conclusion that the use of the “Auto-SCATT” training system not only promotes the improvement of the quality of firearms discipline learning, but also improves the cognitive activity and personal motivation of students. 


Changes in modern high education of the Russian Federation have occurred within recent years. They were caused by new demands of the state and society as well as innovations in economy. In modern higher education there is a need for the development of innovation and its continuous improvement. In modern realities, each higher education institution faced a task that is extremely difficult to solve. It consists in the development and implementation of the latest innovative information and educational environment. The electronic environment of a high educational institution expands educational opportunities, raises the level of educational services, therefore today the issue of the development of electronic activities in an educational institution is so urgent. The purpose of the article is to develop a question concerning introduction of e-learning in high education. For this purpose, a model of methodological support of innovation activity in electronic environment was developed. It allows increasing the level of electronic environment development and the quality of students’ education in general. Based on it, we have developed recommendations for the introduction of e-education in high education.Experimental verification of the model methodological support of innovative activities in electronic environment showed that the willingness of teachers to use electronic environment has increased significantly. The research can be used in the further development of higher education electronic environment.

The implementation of pedagogical innovations becomes a required condition to enhance the quality of the education and competitive potential of an educational institution at the market of educational service, and it requires qualified management of its innovation activity. However, pedagogical employees stand against innovations, and in scientific literature it is called an anti-innovation barrier.The purpose of the paper is to consider the issue of overcoming anti-innovation barriers as a component of managerial activity in educational institutions.The work is aimed at coping with psychological barriers in educational institutions that can be made in the following directions: the change of value orientation of educators; the correction of motivation of the members of the teachers’ staff; the creation of new exemplars of individual behavior of educators; the formation of readiness of the members of the teachers’ staff for innovation activity.Systematic monitoring of educators’ readiness to accept innovations, its step-by-step studying should precede the implementation of all the mentioned directions. The administration of an educational institution is to organize explanatory and educational work on a regular basis, to provide pedagogical employees with comprehensive information about the performance of the educational institutions where successful implementation of innovations has taken place. A keystone of a successful introduction of innovations is the creation of “an innovation climate” – an external environment that forms educators’ attitude to innovations, to attract those educators who do not accept innovations to the planning of the stages of their introduction. The organization of the measures directed towards the increase of the professional competence of those educators who are involved in the implementation of innovation activity is a vitally important component in the management that is aimed at overcoming anti-innovation barriers. The task of the administration of an educational institution is to create the conditions, which will motivate teachers to improve their professional skills and to study an advanced experience. Introduction. The utilization of innovation activity mechanisms increases the competitiveness and quality of educational services. The necessity to develop an innovative environment, to intensify the innovative activity of higher education institutions determines the relevance of research in the field of innovative management. The purpose of the article is to identify ways to implement effectively the innovation policy of a higher educational institution. Materials and methods. A theoretical analysis of research materials (data of ratings of technological innovations in education, publications in periodicals, conference proceedings, and analytical materials) was used. Results. The main innovative educational factors and technologies were identified: educational virtual and media technologies, human resource management, balanced scorecard as an innovative technology, bimodal educational systems. Discussion. The main functions of the educational knowledge management system are in solving interrelated problems: in the formation of innovative and self-learning corporate human capital; in social conditions, within which this capital realizes itself in the creation of innovations demanded by the market and other consumers in the form of educational products.

Purpose – substantiation of the necessity of diagnosing innovative activity in an educational institution and generalization of a set of tasks solved by innovative diagnosing with separation of its types, principles and stages; investigation of possible risk factors in the educational diagnosis of innovation. Research methodology. The methods of system analysis and synthesis were used in the research, and the method of generalization was used, which allowed to determine the optimal approach to the identified issues. Scientific novelty. The article summarizes the concept of «diagnosis» as a term used in educational activities for innovation. The tasks which are called to solve diagnosing of innovative activity are opened. The types, stages and principles of diagnostics of innovative activity in an educational institution are widely presented. Methods of diagnostics of innovative activity are investigated. Attention is paid to the risk factors that appear in the way of innovation. Conclusions. Introducing atypical for nomenclature management culture methods and technologies for diagnosing innovation processes, management encounters numerous obstacles due to lack of creative activity, indecision of managers, inability to respond quickly and adequately to the needs of innovative development of education, obstacles and prohibitions «from above». It is the diagnosis of innovation that is the element that will suspend the processes of degradation of innovation in the school. Andmastering a set of methods and principles for diagnosing innovation will help increase the competitiveness of the institution.
