The article is devoted to the research of theoretical bases of organization of management of ecologically oriented production. The analysis of the financing of environmental protection measures in Ukraine shows a positive trajectory of expenditures on environmentally oriented activities during 2010–2019: total expenditures increased from UAH 13 to 44 billion, or more than 3.3 times. The structure of expenditures is dominated by own funds of enterprises (79 %), funds of state and local budgets – only 2 %. Global improvement of the environment can be achieved only through comprehensive cooperation between the state and enterprises with the support of society. Nature management can be optimized by creating a more advanced management system and introducing new efficient resource-saving technologies. Ecologically oriented activity ensures the observance by enterprises of socio-economic interests under the condition of rational use of natural resources and minimization of anthropogenic impact on the environment. At the same time, sustainable economic growth and stable improvement of financial and economic performance are achieved. The system of environmental production management must be organically integrated into the long-term strategy of enterprise management. The defining priority of ecological production is the target orientation on integration and harmonization of human relations with the environment. We have defined a set of measures for the effective organization of management of environmentally oriented production of enterprises. Among them are the development of environmental policy, compliance with environmental legislation, organizational structure, analysis of indicators and development of environmental programs, formalization of hazardous processes, staff training, document management, monitoring of deviations in environmental management, data accounting, environmental audit and environmental management. Their comprehensive implementation will allow to organize and ensure effective activities that will achieve the optimal ratio of environmental and economic indicators.

The article is devoted to the development of the methodology of rational management of the economics of environmental management. The importance of this study stems from the need to establish principles and strategies for sound economic management to promote economic development, sustainable resource use, reduce environmental problems and support human livelihoods. This article highlights the latest developments in the field of economic development management strategies for environmental management. Regulatory forecasts are proposed to rationalize management in accordance with the strategic goals and the achievement of established measures for the development of the environmental economy, which allows to ensure the country's competitiveness. Theoretical approaches and practical recommendations for the formation of the structure of rational management of the economy of natural resource use have been developed. The article reflects the current research results in the field of development of the methodology of rational management of the economics of environmental management. The features of environmental management are revealed and their assessment is proposed, where the functional purpose of rationalization, the purpose and the direction of the results are highlighted as classification signs. The practical experience of the level of achievement of planned values of indicators of environmental state subprograms in the Russian Federation is analyzed. The advantages of rational management of nature management economics are shown. The key elements of this article can be used as theories and strategies for justifying, selecting and implementing economic and economic projects, integrating environmental protection measures, mitigating environmental impacts, mitigating the effects of climate change and managing climate change. The conclusions drawn are based on an assessment of good or bad governance and technical judgment.

Introduction. The study of the current state of financing of environmental protection and the identification of the most significant problems and the ways of their solution is extremely a topical issue of modern financial science. Purpose is monitoring of the current state of financial provision of environmental protection in order to identify the most significant problems and propose ways of their solution, taking into account the domestic practice and the experience of European countries. Results. In 2016 the costs of environmental protection in Ukraine amounted to 32,5 billion UAH (excluding VAT) or 1,25 billion dollars. The largest share in the structure of these expenditures was made up by own funds of enterprises and organizations (68%), funds of state and local budgets were 6% and other sources of financing were 26,1%. Almost 70% of enterprise funds were used on waste water treatment and on waste management (including the processing of low-level radioactive waste, garbage composting, recycling). An extremely small amount of money was used to clean the air and climate change. The main tax, which has a special purpose and is the main budgetary source of financing of the environmental protection, is an environmental tax. Income instability of environmental tax revenues in the Consolidated Budget of Ukraine has been observed. Also chronic underperformance of the environmental tax revenues plan was in 2016 (33%), and in 2017 (24,8%). Expenditures of the consolidated budget on environmental protection in 2017 amounted to 7,3 billion UAH. The largest share of budget funds was spent on the needs of the exclusion zone in Chornobyl and on the operation of the state water management complex and water resources management. Only UAH 246,7 million was spent directly on environmental protection measures, which is an extremely insignificant amount, which is not enough to solve the existing environmental problems in the country. Conclusion. The main directions of improvement of financial provision of environmental protection in Ukraine: – to improve the efficiency of the current environmental tax; – to introduce new environmental taxes and taxes; – to ensure the targeted use of all ecological payments that come to the budgets; – to increase the efficiency of the use of environmental funds; – to change the method of calculation of fines for violation of environmental legislation; – to develop a system of preferential taxation for economic entities that use non-waste, resource-saving technologies.

The article explores ways of forming a modern concept of rational nature management of agricultural waste. The analysis of the nomenclature of agricultural waste was carried out, their influence on the environmental situation was studied. The modern technologies of rational nature management of agricultural waste are systematized, the most promising areas of waste recycling are identified. The ecological effect of the application of technologies for the rational environmental management of agricultural waste was studied.

Diante do avanço da produção econômica no Brasil e os consequentes impactos sobre os recursos naturais, a criação do Sistema Nacional de Unidades de Conservação – SNUC, Lei 9.985/2000, determina importantes normatizações e incentivo às medidas de conservação de áreas naturais dos diferentes ecossistemas brasileiros, na busca da difícil compatibilização do desenvolvimento econômico com a proteção à natureza. No estado de Mato Grosso do Sul, município de Aquidauana, as medidas de proteção ambiental são essenciais em virtude das características peculiares do ecossistema Pantanal. Com o objetivo de levantar informações acerca das condições ambientais das Unidades de Conservação no Município de Aquidauana-MS, o estudo propõe uma análise preliminar da evolução do uso da terra e cobertura vegetal das Unidades de Conservação que abrangem a área do Pantanal, referente ao período de 1987 a 2012. Os procedimentos metodológicos adotados consistiram no levantamento bibliográfico, cartográfico, iconográfico e da legislação existente, bem como análise da legislação. Os resultados indicam considerável preocupação em relação ao avanço da pecuária e consequente perda da vegetação nativa, implicando na necessidade urgente de monitoramento e  gestão ambiental para medidas de conservação do Pantanal. Palavras-Chave: Pantanal; Unidades de Conservação; Gestão ambiental AbstractAs a result of the economical advance production in Brazil and the consequent impacts on natural resources, the creation of the Conservation Units National System – SNUC, Law 9.985/2000, determinates important regulations and incentive to the conservation rules for natural areas in the different Brazilian ecosystem, seeking to have the difficult compatibility between economical development and the nature protection. In the state of Mato Grosso do Sul, municipality of Aquidauana, the environmental protection measures are essential due to the singular characteristics of the Pantanal ecosystem. Aiming to collect information about the environmental conditions of the Conservation Units in the municipality of Aquidauana-MS, the study proposes a preliminary analysis of the evolution of the land use and vegetal coverage in the Conservation Units that include the wetlands of Pantanal, referring to the periods from 1987 to 2012. The methodological procedures adopted consisted of literature, cartographical and iconographical survey as well as the existing legislation study. The results indicate considerable concern about the cattle breeding rise and eventual loss of the native vegetation, implying the urgent necessity of monitoring and environmental management for Pantanal conservation measures. Keywords: Pantanal; Conservation Units; Environmental Management.

The work provides data on the dynamics of the abundance of 205 taxa from 19 genera: Cleptes, Colpopyga, Elampus, Omalus, Philoctetes, Pseudomalus, Hedychridium, Hedychrum, Holopyga, Chrysidea, Chrysis, Euchroeus, Chrysura, Pseudochrysis, Spinolia, Spinolia, including species rare and new for the fauna of the North Caucasus and Russia. By the nature of the population dynamics, five groups of cuckoo wasps were identified: spring – represented by 7 species from 4 genera; spring-summer – 76 species from 10 genera; summer – 113 species from 16 genera; summer-autumn – 4 species from 2 genera and spring-summer-autumn – 5 species from 3 genus. According to the duration of flight, eurychronous species of cuckoo wasps were identified, which are found throughout the season from spring to autumn; mesochronous – the years of which affect the end of May and summer months and stenochronous – confined to a short period of time. Eurychronic accounted for 2.4%, mesochronous 24.9%, stenochronic 72.7%. The number of generations of cuckoo wasps is related to the dynamics of the number of the host. In the mountains, the peaks of activity shift towards the middle of summer, most species have one peak of activity; due to the frequent changes in weather conditions in the mountains, the phenological characteristics of the cuckoo wasps and their hosts do not coincide in terms with the lowland populations and the periods of activity can be extended in time. Phenological characteristics of rare and new species for the fauna of the North Caucasus and Russia are presented for the first time. The data obtained expand the understanding of the biodiversity and dynamics of the abundance of cuckoo wasps in the North Caucasus and can be used for environmental protection measures and rational nature management in the south of Russia.

With the rapid development of economy, the economic efficiency of enterprises has also brought environmental problems. As the heavy pollution industries of iron and steel enterprises, we should take the environment as an important part of enterprise development, and make use of environmental management to enterprise management, improve the vigor and competitiveness of enterprises. In this paper, the econometric method is used to analyze factors affecting our country iron and steel enterprise environment management, evaluate environmental management situation of our country iron and steel enterprise, and put forward some suggestions.

The purpose of the article is to develop and apply the concepts and mechanism of fiscalization to the processes of managing the collection of payments from business entities to the budget for environmental offenses. The research methodology - application of the resource approach to the defini- tion of concepts, abstract-logical, system-structural and comparative analysis, ranking. The scientific novelty. The mechanism of fiscal management of nature users for their environmental pollution is revealed; the peculiarities of the calculation of the ecological tax, the distribution of the amounts of the current tax between the state and local budgets are indicated; applied innovations are substantiated taking into account the factor of ownership of natural resources. Conclusions. The need for environmental fiscalization is due to the environmental situation in the country, the fiscal system, energy and industrial security, pricing policy, business activity, the country’s international obligations and other factors. At present, the acute question of rational resource consumption and resource saving arises in the republic. Sustainable development of the economy of Kazakhstan should be based on the planned and effective use of natural resources, in terms of the combined use of raw materials by enterprises of the mineral and raw materials complex. The current situation at the enterprises of the mineral and raw materials complex testifies to the need for the further development of the enterprise management system in order to obtain an additional chain of surplus value by passing out valuable components from raw materials. In connection, fundamental scientific research is needed, which makes it possible to scientifically substantiate improvement of the enterprise management system, the results of which can significantly improve the efficiency of the enterprise in the rational use of raw materials, both in terms of its processing, and in the direction of preserving the ecology of the region.

It is important for enterprise management to measure effectiveness of return on investment for machine and manufacturing system. It shall be considered not only to measure based on annual production value, but also to measure the effectiveness with cost caused by labors’ injuries and cost of protection measures that prevents industrial accidents. To make it realized, we shall define a calculation method for machine and manufacturing system includes protection measures from the aspect of the total life cycle, and a calculation method for total cost caused by industrial accidents. Then we shall define an evaluation index of investment effectiveness includes protection measures that will be led by a relation with values that comes from the above mentioned calculations.

The paper deals with the theoretical analysis of peculiarities of agricultural nature management influence on the components of natural environment in the Voronezh Region. A retrospective analysis of soil research reveals a degree of its degradation. Dynamics of agro ecosystems development and the degree of change in the natural background of vegetation are determined; the peculiarities of agricultural impact are shown. The value of land resources in the Voronezh Region is determined by their fertility. The State Center of Agrochemical Service Voronezh and the State Station of Agrochemical Service Talovskaya control the structure, dynamics and condition of soils. As a result, soils of agro ecosystems on phosphorus, potassium, humus, acidity, heavy metals, mineral fertilizers and pesticides are comprehensively monitored. The Land Committee for the Voronezh Region reveals violations of the land legislation. Agro ecosystems have an unclosed cycle of biogenic elements. This is related to the loss of nutrients during harvesting and the activation of erosion processes. Changes in the balance of basic soil nutrients reduce the quality and yield of crops. Agro ecological monitoring includes systematic observation, study and analysis. In this regard, there is a need for research into the significant magnitude of the associated factors. The existing system of regional monitoring is based on the repeatability of soil, agrochemical and bacteriological studies of agroecosystems. Both continuous and local agro monitoring is conducted. It should be noted that agroecosystems of the region are insufficiently provided with biogenic elements, microelements and in this connection there is a need to create a model of balanced agricultural environmental management.
