The subject of the study is the employment of refugees in the Republic of Belarus. The aim of the work is to identify problems and find solutions to refugee employment in the Republic of Belarus. The methodological basis of the article was the scientific works of domestic and foreign scientists on the employment of refugees in the country, statistics from official portals. Results of work. The article analyzes static data on the dynamics of the number of forced migrants in the Republic of Belarus, studies the country's policy on the labor market for refugees, identifies problems in their employment and suggests a solution that includes promoting the principles of social entrepreneurship in national practice. Scope of the results. The conclusions and results of the article can be used in improving labor relations in the field of refugee employment by securing at the legislative level a new type of economic activity, «social entrepreneurship». Findings. As a result of the study, effective measures for the employment of refugees were proposed and established priority areas for the development of social entrepreneurship in the Republic of Belarus were established, which include: - consolidation of the concept of «socially vulnerable layers of the population»; - improving the regulatory framework, including labor relations of socially vulnerable groups of the population, including refugees; - the development of social entrepreneurship as a form of doing business with a pronounced social goal; - the formation of an information-analytical system for managing social entrepreneurship; - creation of a virtual portal of social entrepreneurship, where information on employment of socially disadvantaged groups of people by their groups will be presented in separate content, a vacancy bank, requirements, working conditions and direct contact details of social entrepreneurship entities will be presented. The implementation of the indicated directions and priorities will accelerate the processes of integration, socialization and adaptation of refugees in our country, and effectively develop the labor market of socially vulnerable layers of the population, which is one of the priority directions of the policy of the Republic of Belarus.

Modern transformations of economic systems involve the socialization of business processes, which requires business representatives to adapt and form not only economic, consumer, but also social value in the process of their activities. Social entrepreneurship is actively spreading in our country, based on both traditional Ukrainian practices of patronage and modern business models that are actively used in Western scientific thought. The lack of a legally regulated understanding of social entrepreneurship does not prevent the development of this activity in both scientific and practical senses. At the same time, the issue of choosing a business model of a social enterprise and providing it with resources remains open and relevant, including and human. The study analyzed the labor market, namely: the number of unemployed, unemployed in terms of age and gender, place of residence and causes of unemployment. Official statistics and statistical analysis methods were used. General scientific methods of analysis and synthesis were also used, abstract-logical - for theoretical generalization, formation of conclusions and recommendations, determination of the essential load of basic categories. This study analyzed the business model of social enterprises and found that most social entrepreneurs choose a model based on the inclusion of socially vulnerable groups in the labor market. The analysis of the structure of the unemployed and the unemployed allowed to form a portrait of a potential participant of a social entrepreneurship entity - a woman aged 15-34 and 40-49, who is unemployed or excluded from the labor market, and a man aged 15-29 and 40. -59 years; significant potential for employment and inclusion among socially vulnerable groups has been identified - 3244.0 thousand people. It is noted that when managing the personnel of social enterprises it is advisable to rely on the theory of generations, which takes into account the age of labor. Further research involves the development of recommendations for personnel management of social enterprises, taking into account the theory of generations.

The paper argues that franchising is a specific form of doing business that applies to all developed market-economy countries. However, the scope of franchise practice in the Ukrainian economy, in particular in the area of doing business and entrepreneurship among socially vulnerable groups, remains rather limited. The research hypothesis is to assess the attractiveness of franchising for socially vulnerable populations. The implementation of this type of entrepreneurship by socially vulnerable groups allows to gain significant benefits for all the participants of franchising relationships: for start-uppers this is a good opportunity for effective self-employment, since they obtain a stable profitable business; for reputed firms and companies – to expand and strengthen their market positions; for the state – to acquire an effective tool to support entrepreneurship. The purpose of this study is to provide rationale for selecting the most appropriate franchise business model for socially vulnerable populations and to evaluate its implementation specifics. To summarize the research findings, the following methods were used: the taxonomy method – to analyze the key stages of business models evolution and classification; cluster and factor analysis – to expound the basic elements and tools of a franchise business model; the methodology for modeling of future by constructing scenarios – to predict possible socio-cultural and existential franchise-based entrepreneurship risks. The paper also seeks to explore characteristics of franchise entrepreneurship; its significance and role in the socioeconomic framework; the sources and motifs behind social entrepreneurship; the specific patterns of building business models for socially vulnerable groups along with justifying the particular indicators and criteria to develop a franchise business model typology and to reveal the institutional aspects in the formation of different types of franchise-based business models. The above study on the conceptual paradigm of social entrepreneurship has allowed to expand the theoretical understanding of social business entities functioning and development and to identify the peculiarities in the formation of different types of franchise business models. The application of the most optimal model will contribute to enhance the management efficiency of social businesses, which in turn will increase the cumulative social effects through the replication and dissemination of successful sustainable business models.

Main aim of the paper is to investigate the correlation between social entrepreneurship and development of local self-governments, in order to effectively and efficiently steer the potential of this form of entrepreneurship towards greater inclusion of socially vulnerable groups and improved development of local self-governments. Authors have developed a conceptual model that investigates the effects of social entrepreneurship on self-government development, as well as the impacts of self-government development on the perception and attitudes towards this type of entrepreneurship. The research results show that the respondents think that activities of social entrepreneurship have a positive influence on the development of local self-government; they also believe that main barriers to stronger development of social entrepreneurship in local self-governments are vague status of social enterprises, poor access to funding and a general lack of entrepreneurial spirit. The results provide an important contribution to policy makers to identify and understand the link between the development of social entrepreneurship and local self-governments.

The article substantiates that in order to ensure the effective development of economic systems, the issues of rational use of natural resources and environmental safety are significant. Environmental problems for modern economies of the world are systematized. The aim of the research is to study the theoretical and practical experience in the formation of an inclusive society and the “green” economy of the regions in the Republic of Belarus based on the analysis of the mechanism for introducing circular technologies at the micro level, schemes for engaging vulnerable groups of the population, creating “green” jobs, creating courses on the principles of inclusion economy in the workplaces. The following tasks were set and resolved: the mechanism for the formation of the inclusive society and the “green” economy in the Republic of Belarus was identified through the introduction of circular technologies at the micro level; considered the features of involvement in employment of vulnerable groups of the population; identified and systematized features of creating “green” workplaces; specificity of courses for on-the-job training on the principles of inclusion and “green” economy is grounded. The research methodology is based on the principles of systems analysis, formal logic and an interdisciplinary scientific approach. Monographic and descriptive method was used in the formation of theoretical and practical basis for development an inclusive society with elements of the “green” economy; method of analysis and synthesis, method of statistical data analysis in the short-term analysis. The novelty of this research lies in the fact that the theoretical and practical foundations for building the inclusive society through the tools of the “green” economy and education have been studied and scientifically grounded. The conclusions are that the creation of “green” jobs, learning the principles of a “green” economy, as well as the implementation of other measures to ensure the sustainable development are necessary. And development of inclusive society and “green” economy depend on ability of government and firms to teach their basic principles and create inclusive and “green” workplaces and jobs. As recommendations it is proposed to involve older labor resources in employment, taking into account coordination of the vocational qualification structure of labor supply and technical and technological parameters of workplaces; to assess development of the international labor market and sustainable development of the labor market with created by authors list of indicators; to develop an electronic web resource with information about the skills of the workforce, indicating the geography of workplaces and schemes for building up the necessary skills contributes to the advance preparation of the workforce; and to organize and conduct courses for employers and employees in the field of inclusive development and “green” jobs.

Abstract The focus within this policy area was on the effectiveness of available school-based policies that aim at increasing energy expenditure. A special focus is directed to the type and content of the implemented interventions. In turn, interventions that were designed to increase physical activity were contrasted with the programmes that strived to improve physical fitness as well as with the strategies to reduce sedentary time. The moderation of the effects by gender, with a specific focus on socially vulnerable groups of children (e.g. socially disadvantaged children, ethnic minorities) was also examined. The current contribution of sedentary behaviours and physical activity to the current obesity epidemic are poorly understood, the STOP project looked at comparing the effectiveness of interventions that aimed to increase energy expenditure by reducing sedentary behaviour with interventions that targeted physical activity or physical fitness, with a special attention directed towards evidence involving disadvantaged groups of children.

Abstract People with disabilities are one of the socially vulnerable groups in the labor market. The main reason for this negative trend is the lack of integrated work environment that creates conditions for equal exercise of their right to work. At national level, the main piece of legislation which governs the right of an integrated work environment is the Law on Integration of People with Disabilities. The integration of the work environment is crucial for ensuring the opportunity for employment and professional realization of people with disabilities. Namely the professional realization of the labor market is one of the main mechanisms for the overall integration of this social group in various spheres of public life, which is set as a priority objective in the UN Convention on the Rights of Persons with Disabilities.

The article is devoted to the study of the role of social entrepreneurship in solving socio-economic problems of territorial communities. The authors analyzed the opportunities for the development of social entrepreneurship in the territorial community on the basis of the author's questionnaire. An empirical study has shown that social entrepreneurship in the community is underdeveloped. Survey participants demonstrate an understanding of the meaning of social entrepreneurship, their views are radically different from the views of experts and experts. Today's entrepreneurs see their mission in supporting socially vulnerable groups, helping to strengthen families and raising children, and preventing negative social phenomena. The analysis of the results of the survey shows the existence of gender problems due to the increased burden of family and household problems in the first place. From the point of view of gender features, the development of women's social entrepreneurship will be more conducive to overcoming social problems in society. Emphasis is placed on the fact that understanding the essence of social entrepreneurship in society will help to introduce new tools for socio-economic solutions that can be more effective than traditional ones. It has been proven that the success of social entrepreneurship at the local level is largely based on the perception of its community members and the understanding that the result of social enterprise is to improve the quality of life of community members by finding new ways to solve social problems. Community members' work on social entrepreneurship can "encourage" them to think about value orientations and opportunities to help the disadvantaged. It is the change in the behavioral patterns of community members that can become one of the components of the mechanism for the development of social entrepreneurship in our country at the local level. The authors propose to expand cooperation with local authorities in order to improve attitudes towards social entrepreneurship as an alternative to solving problems.

This article examines the existing approaches to the interpretation of the concept of "social entrepreneurship". Social entrepreneurship, as a field of scientific research, in the process of its formation is characterized by insufficient definition of theoretical boundaries, content and conceptual apparatus. The need to clarify the definition of social entrepreneurship will determine the format of its use and development in the process of growing contradictions between social and economic problems and, in the context of the global Covid-19 pandemic that has embraced all countries of the world. Being one of the actively developing forms of entrepreneurial activity, today social entrepreneurship is designed to solve problems affecting the improvement of the level of well-being and quality of life of both socially vulnerable groups of the population and society as a whole. Kazakhstan's experience of social entrepreneurship is a new trend in the development of the economy. Crowdfunding and fundraising should be mentioned as innovative and used tools in the foreign practice of social entrepreneurship. The realities of the current crisis indicate that the adaptation of people of a socially vulnerable group in society, the growth of their social and economic activity are becoming one of the many tasks that social entrepreneurship is designed to implement. In this regard, it is necessary to actively cooperate with state structures, the business and social sectors. The article uses general scientific principles and methods of logical analysis, synthesis, ascent from the abstract to the concrete, as well as a system of general methodological principles of dialectical cognition of social reality as the methodological basis of the research.
