The purpose of the article is to analyze the production of vegetables and potatoes in the current conditions, as well as the level of their consumption by the population in the regions of Ukraine. Determining a possible strategy for competitive behavior of vegetable and potato growers. Research methods. Methods used: analysis and synthesis, analytical generalizations - during the analysis of vegetable and potato production; tabular - for clarity of the image of the received results of research; economic and statistical - to assess trends in production and consumption of vegetables and potatoes; abstract-logical - drawing conclusions. Research results. The article analyzes the structure of vegetable production, which is based on a set of borscht, which includes cabbage, tomatoes, onions, cabbage, garlic, carrots and beets. The current state of development of vegetable growing and potato growing in the open ground in Odessa, Vinnytsia and Kyiv regions is considered. The main problems of open-ground vegetable production have been identified. The use of vegetables and potatoes in the Ukrainian food market has been analyzed. It is established that the consumption fund in 2019. incoming vegetables-68.6%, potatoes -28.1%. Scientific novelty. The main parameters of the development of Ukrainian vegetable growing and potato growing from the standpoint of the need for rational provision of the needs of the population are substantiated. The introduction of service cooperatives in vegetable and potato growing is proposed. Practical significance. The results of the research should be used in the development of targeted programs for the development of vegetable and potato growing for the rational provision of the population of the studied regions of Ukraine with vegetables and potatoes. A possible strategy of cooperation in the market of vegetables and potatoes is proposed. The tools for substantiation of decisions for an estimation of a condition and formation of measures of development of vegetable growing and potato growing are developed. Tabl.: 5. Figs.: 1. Указано, что за счет перехода на органическое земледелие в России появится возможность освоить значительную часть брошенных с. – х. угодий. Это приведет к увеличению рабочих мест, обеспечит внутренний продовольственный рынок отечественной продукцией высокого качества и сделает Россию конкурентоспособной на мировом рынке органической продукции.A brief overview of the current state of organic vegetable production in Russia is presented. It is indicated that due to the transition to organic farming in Russia will be able to develop a significant part of the abandoned agricultural land. The purpose of the article is to investigate the tendencies of the machinery for field forage production in Ukraine and to substantiate the main criteria for decision-making by the management of the agricultural enterprises and agroservice structures in the formation of their fleets. Identify ways to improve the production of equipment for field fodder production in Ukraine Research methods. The methodological basis of the research is the dialectical method of cognition of the processes and phenomena, scientific works of the domestic scientists on the problems of formation, development and functioning of the agricultural machinery markets. The following research methods have been applied to solve the problems set in the work: monographic (for analyzing the peculiarities of the formation of the forage harvesters market in Ukraine), empirical (for complex assessment of the current state of the research object), abstract and logical (for generalization and formulation of the conclusions). Research results. The current state, preconditions and peculiarities of the market formation of field forage harvesters and provision with them of the rural producers have been analyzed. The factors that hinder the organization of production of complex agricultural machinery in Ukraine during the days of the state independence have been investigated. The main directions of implementation of the scientific and technological progress in the constructions of complex agricultural machinery of the leading world producers have been analyzed. The scientifically substantiated proposals on the criteria of decision-making in the formation of the forage harvesters fleets have been worked out. Ways to improve the production of equipment for field fodder production in Ukraine have been identified. Scientific novelty. The theoretical provisions on the formation of the agricultural machinery market have been further developed, taking into account the introduction of the latest innovative achievements of the scientific and technological progress in agricultural machinery construction and structural changes in agriculture of Ukraine. Practical significance. The main technical and technological, economic factors influencing the formation of the market of technical means for field forage production in Ukraine have been identified. The proposals for determining the criteria for managerial decision-making in the formation of the forage harvesters fleets by the agricultural enterprises and agroservice structures have been developed. Abstract. Relevance. The article provides an overview and analysis of the consequences of changes in the global educational space during the period of action of measures to counter the spread of the new COVID-19 coronavirus infection.The aim of the work was to understand the current state and identify possible trajectories of developmentof educational systems in the “post-pandemic” era. Research methodology and methods. The main methods used in the preparation of the work were methods of analysis and synthesis. The review and understanding of various standpoints on the educational organizations functioning in the situation of emergency introduction of quarantine measures and the uncertainty of their consequences allowed us to summarize the main challenges facing the education system today. The forecasting method was used to systematize the capabilities of universities in overcoming crisis phenomena and determine the strengths that can be used as the basis for the transformation of University management.Results. The analysis of the trajectories of the prospective organization of the educational process at the University of “post-pandemic” time is carried out. The article highlights the main ways of the educational system adaptation to work in the conditions of an unpredictable crisis consequences and presents the authors’ vision of the future of higher education in Russia, which is inextricably linked with the country’s attractiveness in the global educational space.Scientific novelty. The authors systematize the impact of the pandemic on various sectors of the economy, including the education sector. The results of the analysis of the practical experience of educational systems in  the new conditions are presented. Scenarios of educational organizations development in an unfavorable dynamic uncertain environment are shown.Practical significance. The results obtained will be useful in adjusting University management systems and developing strategies for universities to overcome the crisis caused by COVID-19 and its consequences.

The main purpose of the article is – on the basis of the research of Mykolaiv oblast recreational potential to define problems and ways of improvement of tourist industry, in particular on the example of Voznesensky district. Methods. The following research methods were used in the article: cartographic, historical, statistical, literary, analysis method. Results. The current state of tourist industry of Mykolaiv region and perspectives of tourism development in one of its regions, namely Voznesensky is considered. The tourist object of the district are investigated. A tourist route has been developed. Scientific novelty. The problems of development of the tourist industry of the region are determined, and also the tourist route has been developed. Practical significance. The recommendations for the tourist industry of Mykolaiv region and in particular Voznesensky region are given.

The goal of the work was to identify awareness-raising measures and prospects for the development of rural tourism in Ukraine. The following research methods are used to achieve this goal: historical - when studying the origins of the tourist industry in Ukraine; analysis and synthesis - in the study of the dynamics of tourism activities; abstract-logical - at generalization of theoretical, methodological and practical aspects of the problem being investigated. The article examines the current state of Rural Tourism and the tourism industry of Ukraine as a whole. A number of functions have been analysed and highlighted that the tourism industry performs in the national economy. The concept of rural tourism is based on a theoretical synthesis and rural areas, agro-tourism and ecotourism. It has been determined that all types of tourism can be developed in Ukraine but this potential is under-exploited and, as a consequence, the development of the tourism industry isn`t dynamic and doesn`t grow rapidly. Analyzing the current state of rural tourism in Ukraine, a number of disadvantages and advantages were identified. The prospects for the development of the tourism sector in Ukraine, including through the popularization of rural tourism, are revealed. Rural tourism is motivated by the desire to change load due to urban hypodynamy of the urban pace of life and desire for privacy and recreation in nature, the rejection of social constraints, introduction to the national characteristics of everyday life; use of environmentally friendly products in food, clothing, cosmetics. It is determined that in rural areas it is appropriate to jointly develop areas of ECO - and agro-tourism, based on the ever-increasing interest and need for environmentally friendly recreation areas and environmentally friendly products. During the study of this problem, a number of main components of rural tourism are identified and promising directions for the development of rural tourism are proposed. The practical significance lies in the fact that the proposed measures can be used in the development of regional strategies for rural development and during the popularization of rural tourism among the population of Ukraine and abroad.

The purpose of the article is to determine the prospects for the introduction of biogas technologies by households in Ukraine and the energy, economic and environmental benefits from their use. Research methods. Dialectical methods of cognition of processes and phenomena, analysis and synthesis were used - to study the current state of waste accumulation by households; empirical - for a comprehensive assessment of the current state of household provision; scientific abstraction - to summarize the results, form conclusions and determine the prospects for biogas production in peasant households in Ukraine. Research results. The analysis of the main characteristics of households in Ukraine is carried out and the prerequisites for organizing the production of biogas by households are determined. According to the assessment of household income and expenses, it was determined that the costs of housing and communal services tend to grow. In addition, the prices for natural gas for the population will also grow, thus replacing natural gas with biogas of our own production becomes especially relevant. The potential of biogas production from household waste in Ukraine has been analyzed. The positive economic and environmental factors of the construction of individual biogas plants for rural residents are characterized. A number of measures have been proposed to facilitate the construction of individual biogas plants. The positive effects of waste and wastewater utilization have been determined. Proposals have been formulated for the development of individual biogas plants in Ukraine. Scientific novelty. The advantages of biogas production in individual biogas plants from biowaste in Ukraine have been substantiated. The economic benefits of biogas production by households are presented. Possible obstacles for the construction of individual biogas plants are considered. Practical significance. The applied significance of the results is considered as the basis for the formation of a strategy for the production of biofuels from agricultural crops and waste in Ukraine. Tabl.: 6. Figs.: 3. The topicality. In today’s crisis of hotel and restaurant business in terms of ensuring the effectiveness of the management component is relevant to the use of controlling as an element of crisis management in the hospitality industry, which allows you to take management to a qualitatively new level by evaluating, coordinating, coordinating, optimizing and monitoring all services. and divisions operating at the enterprise. The purpose of the article is to develop and substantiate the conceptual theoretical and methodological provisions and practical recommendations for improving the controlling system in the hotel and restaurant business. Research methods. In forming the methodology of conceptual vision of the controlling system in the hotel and restaurant business and the main directions of its application used a set of general and special research methods: methods of observation, modeling, analysis and synthesis, comparison, strategic analysis, abstract modeling and historical logic. Results. The key features of improving the controlling system at the hotel and restaurant business have been identified and substantiated. The stages of its creation are analyzed, in particular the stage of preparation, implementation and automation. The main conceptual principles of improving the controlling system in the field of hospitality are outlined. A conceptual adaptive model of improving the controlling system in the hotel and restaurant business has been designed and substantiated, which is characterized by complexity and cyclicity and consists of three circles (internal, middle and external), for each of which the parameters of flow and interconnection are defined. Conclusions and discussions. The scientific novelty of the obtained results lies in the design and substantiation of a conceptual adaptive model of controlling system improvement at hotel and restaurant business enterprises, which has a cyclical nature and allows to provide continuous and continuous improvement of both the controlling system and the enterprise as a whole. The practical significance of the obtained results is manifested in the possibility of applying the developed and substantiated theoretical and methodological and applied conceptual aspects in the real business practice of hotel and restaurant business enterprises in order to ensure their efficiency and competitiveness in the services market of Ukraine and abroad.

Determining the current state of the insurance market in Ukraine and identifying promising areas for its development. Analysis of the current state of the insurance market is based on methods of analysis and synthesis, induction and deduction. The study of prospects for the development of the insurance services market is based on the methodology of scientific abstraction. The current state of the insurance market is taken into consideration and the dynamics of its development are analyzed. It was found that the current state of the domestic insurance market in its institutional and functional characteristics does not fully meet the trends of the global insurance market. It is substantiated that the functioning of a powerful market of insurance services is an important source of accumulation of funds for their further investment in the state economy. Emphasis is placed on systematizing the function of the insurance services market. The analysis of the main indicators of the insurance services market is carried out. It is established that the indicators of the insurance services market development are insufficient and do not meet the needs of the national economy. The reasons for the decrease in the number of insurance companies in the insurance services market of Ukraine are revealed. insurance companies with foreign capital. It is determined that the reasons for the low level of insurance propagation are the low level of public confidence in insurance companies, lack of awareness of Ukrainians in the insurance sector, and their low capital. The result of the analysis of the state of the insurance services market for 2014-2019 indicates that in general its unsatisfactory condition, which is confirmed by low values of indicators. Reduced number of insurance companies operating in the insurance market, the lack of a unified state strategy for the development of the insurance market in the country, the instability of the economic situation in the country and low confidence in insurers among the population negatively affect the development of the insurance market in Ukraine. The main problems of the insurance services market of Ukraine and prospects of its development were determined. The need to develop an effective and comprehensive strategy at the state level for the development of the national market of insurance services and suggested ways to solve the problems of the modern market of insurance services in Ukraine. Purpose. A study of the current state of the fight against cyber terrorism and cyber extremism in the context of the development of new technologies, when modern achievements of scientific and technological progress are actively used in the area under consideration in order to develop new approaches to solving the question posed. Methodology: the article is based on a reasonable combination of the general scientific dialectical method with legal positivism. Social connections and phenomena, and their interaction with scientific categories are considered in dialectical unity. Consideration of a separate document is based on comparative legal positivism. The work uses scientific methods of analysis and synthesis, induction and deduction. Conclusions. 1. Today there is no comprehensive approach to organizing the fight against cyber terrorism and cyber extremism. 2. At present, terrorism and extremism are actively using in their activities modern capabilities of electronic and information-telecommunication systems and technologies. 3. The current global geopolitical situation in the world does not allow the creation of an effective international system for combating and countering terrorism and extremism, especially in the use of modern electronic and telecommunication technologies. Scientific and practical significance. The article presents some of the author’s positions on how, in the absence of effective legal means of organizing the interaction of law enforcement structures of states, it is possible to consolidate one’s efforts to minimize the spread of cybercrime in the world and, in particular, such most dangerous manifestations of it as cyber terrorism and cyber extremism.

The analysis of the current state of vegetable production in Ukraine is chosen for the purpose, the main problems of its development in modern conditions are established; The role of vegetable growing in the food market system has been studied and the directions of stabilization and increase of efficiency of functioning of the vegetable subcomplex have been determined. The methodological basis of the study were scientific papers on the formation and functioning of the vegetable market. The following methods were used: dialectical, abstract-logical, systematic analysis (theoretical generalizations and formation of conclusions); mathematical and statistical, the method of expert assessments (when establishing a rating assessment of the level of yield of vegetables). Results: The article analyzes the indicators of production, sown areas and yield levels of major crops for the period 2000-2019 in Ukraine, Europe and the world, outlines the general strategy of the vegetable industry, identifies the features of the vegetable and food subcomplex in system of the national food market. Aspects of formation of food security of Ukraine on the basis of an estimation of levels of production and consumption, volumes of export and import are considered. The level of food security of the country in 2015 and 2019 was determined by calculating the indicator of economic affordability of products and indicators of adequacy of consumption of different groups of products in Ukraine in 2019. The reasons for the unsatisfactory condition of the vegetable and food subcomplex are analyzed, the general strategy and priority directions of development of vegetable and melon growing and processing industry for the period up to 2025 are stated, the volumes of vegetable and melon production for the future are determined. The scientific novelty is to establish trends in the development of the vegetable industry for the 20-year period (2000-2019) in Ukraine, CIS countries, regions of the world and compare the rate of change of these indicators for this period. The practical significance of the publication is to identify the main problems of development of the vegetable industry in the food market and to identify ways to solve problems in the future.
