In Government Regulation No. 38 of 2017 concerning Regional Innovation, regional innovation aims to improve the performance of local government administration. In order to achieve the objectives as intended, the target of regional innovation is directed at accelerating the realization of public welfare through improving public services, empowerment and community participation and increasing regional competitiveness. The purpose of this study is to describe and explain how innovation in rural areas is carried out and to analyze the factors and impacts of these innovations for each region with various phenomena. This research uses a qualitative approach. The data collection technique used by researchers is to conduct literature studies related to research in order to obtain relevant concepts.can create something better, more functional, easier and such. Where, the innovations carried out by the three districts have distinctive characteristics, are new ideas that have never been published before, carried out in a planned manner, and the various innovations carried out have a purpose, namely to improve quality in various phenomena in accordance with regional characteristics.

The Indonesian government made a new policy which was stated in Government Regulation no. 38 of 2017 concerning regional innovation aims to improve the performance of local government administration. In order to achieve the objectives as intended, the target of regional innovation is directed at accelerating the realization of public welfare through improving public services, empowerment and community participation and increasing regional competitiveness. One of the regional innovations that has become a national priority is Maritime Affairs and Fisheries. This is also in line with one of the visions and missions of the President and Vice President, namely the Realization of a Prosperous Marine and Fisheries Community and Sustainable Marine and Fisheries Resources. So that the marine sector in the regions needs to be developed. One of the areas with marine and fisheries potential is Pasuruan Regency, East Java. The Pasuruan Regency Government, which knows the marine and fisheries potential of its area, needs to support this potential by making programs or innovations to accelerate the development of coastal areas. So this research was conducted to identify the effectiveness of programs or innovations carried out by the Pasuruan Regency government. The fishery innovation in Pasuruan Regency in the form of Mina has been regulated in a regional law, because it has a high potential for the welfare of its people. And from these sources, the Government has developed a number of mini innovations, such as spawning concrete pond tilapia for mass production of superior tilapia, making new mina systems or technologies, even integrating fisheries with agriculture through mina rice cultivation. These innovations are expected to improve the welfare and economy of the people of Pasuruan Regency, East Java. This study used descriptive qualitative method. The results of this study found that Pasuruan Regency has high marine and fisheries potential. The innovations and programs carried out by the Pasuruan Regency Government provide a lot of advantages and results, where it can not only produce the fishery sector, but can also get results from rice plants grown using the mina method. Suggestions in the future, it is necessary to do further research to find out other factors beyond the factors that have been done in research on the adoption of fisheries business innovation in Pasuruan Regency.

Public service is an important issue for the sustainability of a city. To create excellent service, supporting cities such as South Tangerang and other cities are required to develop smart cities as a new way to serve the community. This study aims to further examine regional innovation policies in encouraging regional competitiveness in South Tangerang City. This research used qualitative descriptive research methods. The descriptive research method is used to describe regional innovation policies in South Tangerang City as a unit of analysis based on the facts as they are. The data collection technique in this study uses interview techniques by collecting information from various stakeholders such as government officials, executive and legislative ranks, Businesses/MSME actors, and communities involved in implementing innovation to improve regional heads and regional competitiveness in South Tangerang City. This study concludes that the implementation of regional innovation policies in South Tangerang has not been maximized. In addition to the quality of human resources, several agencies have not been creative in creating innovations. It can be seen from the control of innovation held by the mayor as the regional head. Furthermore, the role of the Regional Head in implementing innovation to improve regional performance and competitiveness is very important, considering that leaders must be able to leverage the knowledge management movement in government organizations so that organizational knowledge development can be executed into much-needed innovation. Recently, the South Tangerang City Government needed to implement the RAJADO model (Replication, Authority, Innovation Network, Budget, and Digitalization/Online).

Rapid global developments make people demand real improvements from the government so that the impact can be felt directly, such as increasing competitiveness, improving public welfare, and empowering communities. The government responded to this push by issuing several regulations that are expected to accelerate service change in Indonesia. One of them is by issuing Government Regulation No. 38 of 2017 concerning Regional Innovation which is used as a solid foothold in guarding the transformation of governance at the local level. The purpose of this study is to provide an idea of ​​guidance and supervision that the Ministry of Home Affairs must carry out, in this case, is APIP.

<em>A village fund program is a form of government concern for the development of rural areas. The management of village funds consists of five stages, namely planning, implementation, managing, reporting, and responsibility, which should be based on the principles of good governance. The Cepogo Village Government, Cepogo District, Boyolali Regency, in Central Java Province is one of the village governments in Indonesia that has implemented the principles of good governance in managing village funds. This study aims to see how the implementation of the principles of transparency and accountability in the management of village funds by the Cepogo Village Government to achieve good governance standards. This study uses a descriptive qualitative approach. The data collection technique used was direct interviews with a semi-structured method. The participants of this study were the Village Head of Administration, Village Secretary, Village Treasurer, and staff of the Administration Section for managing the village fund who are responsible for managing it. The results showed that the planning and implementation of Village Fund Program activities had shown accountable and transparent management. In terms of accountability, both physical and management activities, it has shown that the implementation is accountable and transparent. </em>

Article 386 paragraph 1 of Law Number 23 Year 2014 concerning Regional Government which made for increasing the regional government’s performance. The innovation that took place in the city of Manado in 2016 was a successful innovation in the region. After the issuance of Government Regulation Number 38 of 2017 concerning Regional Innovation, it’s stated that regional innovation is organized by the head of the Research and Development Agency (R & D). Applying a qualitative approach through literature studies. It aims to contribute ideas about various efforts that can be done by R & D of Manado City institutions in carrying out their functions in Government Regulation Number 38 of 2017 concerning Regional Innovation. Agencies must be the organization responsible for regional innovation by providing solutions for regional innovation, becoming the Independent Team Coordinator to deal with problems that occur in these countries. Agencies must carry out additional budgets to support tasks to improve the Regional Innovation System.Keyword :Regional innovation, agency and governments.

The purpose of this study is to describe and to analyze government implementation after developing in political district east sempaja. This study used descriptive qualitative approach, with data collection technique by observation, interview, and study of documentation, and they were analyzed by using analysis technique of interactive model data, through, step of data condensation, data presentation, and determine conclusion/ verification. Data validity testing used technique of source triangulation credibility test. The result of this study showed that government implementation after developing in political district east sempaja looked from political district function in doing the task government affair implementation, development, and social showed that all of those function have been done but in doing it still got obstacle and obstruction because of lacking coordination and preparation in doing government administration process after developing between government of political district east sempaja and other institution.Keyword: implementation, political distric government, after developing

The development experienced by humans when explored deeply will make people more confident in the power of God. Simple things such as the process of developing the language and art of children, in fact there is something extraordinary in it, which if disturbed will have an impact on further developments or other aspects.Writing this journal uses a qualitative approach, through observation, interviews, and documentation as a data collection technique. Based on the results of the research conducted, there are some results, namely the indicator of language development of VA class children basically has been achieved in accordance with the task of development at his age. But there are some things that have not been maximized in achieving this, such as the use of synonyms from several words, and metaphorical sentences that do not fully understand. The development of VA class art is in the phase of the Early Realism and the Early Age of Pseudo Naturalism which in the early realism phase In the period of Early Realism, children's work more closely resembled reality. As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

The work discusses issues of the infrastructure, its instruments, and specifics of infrastructure in Polish and Slovak rural areas. The aim of this article is to analyze the level of technical infrastructure development in rural regions of the Małopolskie Voivodeship in Poland and the west part of Slovakia—Trnava self-governing region (Trnava region) as two regions with a similar position regarding regional competitiveness index. Following the topic, after identification of strengths and weaknesses of mentioned regions, the opportunities, and threats of sustainable development of infrastructure in rural areas have been analyzed using the SWOT method. The development of sustainable, reliable, and functional infrastructure does not only refer to the chosen regions of Poland and Slovakia but also other regions in the European Union. Sustainable infrastructure is a factor stimulating social and economic progress as one of the most important determinants of sustainable development and regional competitiveness. The authors notice a particular lack in the sustainable development of infrastructure in the field of water and sewerage management together with the supply of water. Therefore, this article tries to complete the gap in research focusing on the concept of a more systematic approach to technical infrastructure improvement in the context of sustainable development, and strategy of cooperation.

This research aims to identify and analyse students’ response on the application of the Hypnoteaching in learning Hindu religious education in class X of SMAN 7 Denpasar. This research follows a qualitative approach with observation as the main data collection technique. The sample of the study is X Mipa 6 class with 34 students from a total of 389. The application of hypnoteaching methods is fun for students compared to  conventional methods which tend to be uninteresting. When using Hypnoteaching method, students were very excited during learning activities. By using hypnoteaching methods in learning Hindu religious education students becomes very enthusiastic in listening to the teacher's explanation of Hindu religious learning materials. To improve learning activities students prepare themselves for the topic discussion. Students’ response to the application of Hypnoteaching method is positive. They think that the method is effective as it can increase students’ enthusiasm to learn.
