The transformation of institutional conditions of development of economic agroformations and personal subsidiary farms of the population is investigated. The article deals with the dynamics of changes in the structural-institutional organization of agricultural production. The perspective directions of structural shifts in agribusiness of Ukraine are determined.

Agriculture in Kazakhstan can be described as the main resource, but it is far from being fully used. One of the priorities of agro-industrial complex of the Republic is the development of processing of agricultural products.This is confirmed by the implementation of the objectives of the State program on the development of agro-industrial complex of the Republic of Kazakhstan for 2017–2021. The article gives a picture of the development of agricultural production in Kazakhstan, explores the current state and problems of the agricultural sector of the republic in the context of the financial crisis, including in the Aktobe region.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.


Objective. An analysis of the current state of the agricultural industry of the Siberian Federal District Methodology. The following methods were used: statistical, monographic, graphic. Results. The authors revealed that the main producers of agricultural products are agricultural organizations, followed by households (ranking second) and peasant farms (ranking third). Use in practice. The authors examined the dynamics of production of major crops and livestock, which subsequently can be included into the development programs for state support of agriculture. Originality. The paper emphasizes that an increase in agricultural production is possible through the use of intensive factors of production.

The role of these enterprises in the production of agricultural products and the formation of an export-oriented agricultural economy is shown. Proposals for the development of large-scale agricultural production are justified.

Land resources are one of the most important resources in the environmental management system. This resource is necessary for almost all types of human activity: agriculture, construction, industry, mining, recreation, etc. According to the intended purpose in the Land Code of the Russian Federation, lands are divided into seven categories, differing from each other in the economic and legal regime of use. One of these categories is agricultural land. This category of land includes territories necessary for obtaining agricultural products or other purposes related to agriculture, as well as they are geographically distributed outside settlements. Lands of this category of designated purpose are characterized by a high level of anthropogenic impact (agro-preparatory processing of the territory, obtaining agricultural products, placement and grazing of livestock), which significantly affects the indicators of natural biodiversity downward. In order to study the state of land resources in the South of Russia, an analysis was made of the dynamics of changes in the area of agricultural land in the regions that are part of the Southern Federal District. The relevance of the work lies in the study of the current state of agricultural land in the South of Russia. The aim of the work was to study the dynamics of changes in the area of agricultural land in the period from 2009 to 2019. Statistical and analytical methods of geographical research were involved in the work, information was searched for on the state of lands of this category of lands in a certain period of time. In the course of the work, information was collected on the state of agricultural land in each of the regions that are part of the Southern Federal District and the features of changes in the area of land of this category were determined.

The article analyzes the current state of the oil and gas complex in Russia. Steady trends in changes in the structure of production by major mining macro–regions and companies have been identified. Systematized conditions that contributed to the deterioration of the parameters of the oil and gas complex of Russia. Among which are a reduction in oil production in the framework of the agreements between the participating countries OPEC + transaction in April 2020, falling oil prices on the world market, in particular Urals, to $ 15–20 per barrel, reduced demand for oil and other energy carriers due to the multiplier effect on the production and other sectors of the economy from the spread of coronavirus.

The problem of payback of subsidies in agricultural industry due to obligatory payments in the budgetary system of the country rises. It is shown that the minority of this problem for the state is caused by the social and economic importance of the industry for society and inaccuracy of opinion on low budgetary efficiency of allocations in agricultural production. The technique of assessment of efficiency of use of funds of state support from a position of the state financial system is proved. On the basis of the analysis it is revealed that at creating favorable conditions of development of producers not only prerequisites of ensuring food security and preservation of rural territories, but recoverability of means due to obligatory payments in the budget and off-budget funds are formed. By means of the constructed models the optimum ratio of payback of subsidies and profitability of costs of production taking into account conditions of simple and expanded reproduction of resources without loss of cost of the budgetary investments is revealed. The importance of results of a research consists in the revealing opportunities of planning of efficiency of use of the raised funds in production of agricultural products both for agrarian business, and for the state.

Now days there is no a single mass-produced vehicle for agriculture which does not match requirements of the state standard for the maximum allowable impact of movers on the soil. This leads to significant losses and under-harvest of agricultural products. As a promising direction for increasing the efficiency of the transport infrastructure of agricultural production, it is proposed to develop an environmentally friendly transport and technological chassis for agricultural purposes.

The dynamics of prices for agricultural products, the factors that affect the pricing policy in modern conditions are considered in the article. Price is the most important element of the economic mechanism of the modern agrarian system, and in a market economy inefficient use of the price mechanism or complete rejection of price regulation results in large-scale negative consequences for the development of agricultural production of the country. Price disproportions arising in the system of agro-industrial complex between its separate links cause necessity of the state regulation of pricing. Agricultural producers cannot control the production of their products to the same extent as non-agricultural firms because the total output is determined by the work of many relatively small producers operating independently, and secondly, production results depend largely on weather conditions and biological systems. The end result in most cases depends on many uncontrolled factors that affect the yield or animal productivity – weather, natural disasters. The abilities of agricultural producers to respond to changing market conditions are quite limited - it is impossible to quickly stop or change agricultural production. Conversely, processing enterprises and consumers can adapt to changes in the supply of agricultural products in a shorter time than farms to changes in factors of production. The existing pricing mechanism for agricultural products is still imperfect and a system of measures to improve its functioning at all levels of state and legislative power is needed. An important place in agrarian transformations is occupied by the issues of a reasonable combination of free pricing with state price regulation. Public policy should continue to play the role of the main regulator in agriculture on the basis of investments in science, resource and energy-saving production technologies, lending, insurance, marketing, etc. The state must compensate deviations from the market price to agricultural producers in the amounts necessary for their activities at a given level of profitability.

The article evaluates structural changes in agricultural production in the Russian Far East (makrorenion) in comparison with the situation in the country as a whole. Scientific novelty of the research: indicators of structural shifts in the production of certain types of agricultural products were calculated, for which a critical dependence on external supplies is noted. Practical significance of the study: the conclusions formulated in the study can be used in determining the priority areas of structural policy at the meso-level (including when planning the distribution of state support for agricultural producers). The author analyzed the value of the coefficient of reaching the threshold level of food independence for the main types of agricultural products of the country and the macroregion in the period 2014–2018, based on the results of which a reasoned conclusion was made about the unsatisfactory pace of implementation of the import substitution program at the level of the Far East. The structure of production in the context of the main categories of commodity producers in the Russian Federation and the Far East of those types of agricultural products, the provision of which does not meet the threshold values of food security, has been investigated, namely: in crop production – grain crops, vegetables in open and protected ground; in animal husbandry – meat of cattle and poultry, milk. The article calculates the following indicators of structural shifts in the production of crop and livestock products: weight, average annual rate of change and structural shift index. It is concluded that in order to increase the effectiveness of import substitution in the Far East of Russia, management decisions are needed to transform negative structural shifts in the agricultural sector into positive ones, including by stimulating the activities of agricultural enterprises of various organizational and legal forms.
