Formulation of the problem. Analysis of competitiveness factors and identification of mechanisms for managing competitiveness in the modern digital economy, both at the enterprise level and at the national economy level, is a necessary tool for today's changing economic environment. The purpose of the article is to investigate trends and factors that determine the competitiveness of the national economy in the context of digitalization. The object of the study is the digital economy as a medium for forming the competitiveness of the national economy. Methods used in the study. System approach, structural-logical and statistical analysis, generalization. The hypothesis of the study. Competitiveness factors are being transformed as part of the development of the digital economy. Statement of the main material. Distinctive features of the digital economy are formulated as key factors of economic competitiveness at both the micro and macro levels. The world experience in developing state policy in the field of digital economy demonstrates a keen understanding of the need to use digital economy tools to increase the level of national competitiveness. The analysis of the directions of the policy of digitalization of the economy of the Republic of Belarus allowed us to state certain, but insufficient, efforts of the government to form a holistic approach to digitalization at all levels of government. Originality and practical value. Transformation of competitiveness factors in the digital economy, identification of a number of competitive trends and the main factors of success in digitalization as factors of competitiveness. Conclusions. The main factors of success in digitalization are properly organized state policy, increased interest from the industrial sector, and their competent interaction, taking into account the specifics of the goals of each of the agents.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

The article is devoted to an overview of the development and state of the digital economy of the Republic of Uzbekistan and the world as a whole. In particular, the role of information and communication technologies in enhancing the economic growth of countries and facilitating access to public services is being examined. The main components that stimulate the development of the country’s digital economy (investments in information and communication technologies and their development, digital infrastructure, e-government) are revealed. When studying the material, the methods of analysis, observation, grouping, comparison of world experience in the development of information and communication technologies, and the digitization of the economy were used. A review of the main world ratings that are significant in the development of the digital economy is carried out and the place of the Republic of Uzbekistan in the ratings is revealed, a growth trend is noted. The analysis of the prospects of digital technologies in the Republic of Uzbekistan is carried out, the special role of the documents issued by the government on the development of the digital economy, as well as the organizations created that allow making innovative proposals, is noted. Based on the results of the study of the material, recommendations were made for improving the state of the digital economy in the country and in the world as a whole. These recommendations are also reflected in the regulatory documents on regulating the digitalization of the economy of the Republic of Uzbekistan.

The purpose of the article is to explore the issue of the formation of macroeconomic proportions in the conditions of the shaping of new economic relations. Research methods. The works of the classics of economic science, modern research of foreign scientists-economists, scientific developments of domestic scientists, decisions and decrees of the government of the Republic of Azerbaijan on improving the structure of the economy and increasing its efficiency are used. Research results. The interrelation of economic and social links of macroeconomic proportions is theoretically and methodologically substantiated. The essence of the formation of macroeconomic proportions as a functional basis for building a socially oriented economy is characterized. Scientific novelty. The process of formation of primary income during the transformation period, the level and dynamics of wages and GDP, trends in the ratio of wages and labor productivity, as well as profits in the value and sectoral structure of GDP are considered, macroeconomic indicators of the efficiency of the national economy are analyzed. Practical significance. The research results can be used to substantiate social and economic efficiency associated with the formation of macroeconomic proportions of the national economy during the transformation period and the performance of industrial enterprises. The article is devoted to the development of the organizational and economic mechanism for the implementation of the state policy for the restoration of the spheres of life in the post-conflict territories of Ukraine. Methods. To solve the set tasks, the essence of the organizational and economic mechanism for implementing the state policy of restoring the spheres of life in post-conflict territories of Ukraine was investigated and clarified, the methods of interaction between the government and local self-government bodies with key participants in local development were analyzed and systematized to maintain the efficiency and competitiveness of the region, the organizational and information support of the mechanism was substantiated. As a result of the study, an approach to the formation of an organizational and economic mechanism for the implementation of the state policy for the restoration of the spheres of life in postconflict territories of Ukraine was developed, a feature of which is the transformation of the emphasis on strengthening the institutional framework for creating dialogue, interaction and strong relationships between participants in post-conflict reconstruction from the state and communities in order to overcoming social and economic tensions accompanying post-conflict development. The proposed organizational and economic mechanism for implementing the state policy of restoring the spheres of life in post-conflict territories of Ukraine goes beyond its traditional understanding (with an emphasis on physical restructuring), takes into account the methods, levers and tools aimed at building inclusive institutions, spaces for dialogue between the state and participants in post-conflict reconstruction , the population, which helps to establish the relationship between economic and social life in the peaceful and post-conflict territories of the country, to overcome disproportions and alienation in the process of reintegration of territories into the national economy. The proposed mechanism makes it possible to overcome the economic problems of the affected territories and accelerate their reintegration into the national economy.

In this article, the authors propose to bring macroeconomic policy to the level of state policy by studying various approaches to the concept of macroeconomic policy in order to reduce unemployment and inflation, support an increase in macroeconomic indicators, prevent economic crises and ensure sustainable functioning of the economy. An analysis based on the example of Uzbekistan shows what measures are being taken by the government to digitalize the economy during a pandemic and what needs to be done by the government. Based on the analysis of the branches of macroeconomic policy on the example of the Republic of Uzbekistan, some measures are proposed for the optimal solution of problems associated with macroeconomic policy.

The global economy, strong competition, changing the nature of the workforce and consumer sophistication have influenced the need to transform the traditional economy into a digital economy, as a new phenomenon that permeates almost all economic and social processes in one society. The aim of the research is to point out the nature and characteristics of the digital economy, as well as its achieved level of development in the Republic of Serbia. The digital economy, showing its global nature, "leaked" to us, and the very process of digitization by the government was set as one of the three pillars of Serbia's development (in addition to economic growth and education). Using case-study method we found that Serbia is still very far from a massive digital lifestyle. Engaging in an ambitious regulatory reform process in the field of telecommunications: all digital services, applications and content depend on the availability of fast and secure infrastructure.

In the period from March to October 2021, the presidency of the Republic of Peru under Martín Vizcarra Cornejo had developed a series of public policies that sought to address the Covid-19 pandemic, including a process that involved the search and acquisition of vaccines against the virus that had left the country in a situation of national calamity. Upon leaving the government, preliminary inquiries had determined that the negotiation and acquisition of vaccines involved a series of acts that could generate an alleged commission of crimes, until it was certified that the vaccine inoculation process had been carried out on characters of the direction of government and people linked to the scope of the presidency of the country. As a result of this situation, the situation in Peru is analyzed in a text developed under a qualitative hermeneutical methodology, analyzing the negative impact of the alleged crimes committed during the development of public policy that sought to address the pandemic. , as a study problem. The proposed objective is the evaluation of the constitutional and criminal responsibilities and the formulation of a reform of the State policy in Peru for the attention of emergencies in a state of exception is proposed as a hypothesis.

This article reveals the main directions of reforms carried out in the modern period in the field of statistics of the Republic of Uzbekistan. In particular, the authors noted that at present in the statistical industry of the Republic of Uzbekistan a whole range of measures has already been carried out, which made it possible to achieve certain results in the republican and international ratings.The article shows that a solid regulatory and legal framework has been created for the effective development of the statistical sphere of the Republic of Uzbekistan.The authors’ studies show that reforms in the field of statistics of the Republic of Uzbekistan are carried out in such areas as improving the organizational and legal infrastructure, developing the statistical infrastructure, establishing optimal interaction between providers and users of statistical data, effectively developing the information and communication infrastructure, improving sectoral and regional statistics, improving the quality of training and comprehensive development of personnel, improving the country’s indicators in the Index of the statistical capacity of the World Bank countries.The article tells that thanks to the openness and transparency of statistical data, users have free access to relevant statistical information, and these results are highly appreciated not only by domestic, but also by foreign users and, most importantly, by the international statistical community.The authors note that recently a lot of work has been done to bring a number of indicators of macroeconomic and social statistics, methods of statistical assessment of the shadow economy, statistics of tourism, employment, environmental accounting, transport, public finance and other sectors in line with the requirements of international standards, a thorough preparation for censuses (population, agriculture, business), etc.Purpose. The purpose of this article is to highlight the ongoing reforms in the field of statistics of the Republic of Uzbekistan, as well as to determine the prospects for further development in the context of the formation of a digital economy for the effective functioning of the statistical sphere in the unified socio-economic system of the country.Materials and methods. In the process of writing this article, factual materials of the State Committee of the Republic of Uzbekistan on Statistics, comparative, systemic analysis, methods of monographic research, as well as modern methods of working with computer networks and WEB-sites, specialized software products were used.Results. This article presents the directions for improving the statistical sphere of the Republic of Uzbekistan in the modern period, developed the main approaches for the further development of the statistical sphere of the national economy of the Republic of Uzbekistan in order to form an advanced statistical system of the country that fully meets the requirements of international standards.Conclusion. This work shows that the transformation of the statistical sphere of the Republic of Uzbekistan is currently taking place on the basis of advanced world experience, regulatory documents and the formation of a digital economy in order to form an effectively functioning statistical sphere in a single complex space of industries and spheres of the national economy of the Republic of Uzbekistan.

The introduction of the Energy Management System into the industrial sector of the Republic of Serbia, as one of the sectors within the System, formally started on March 15, 2013, when the National Assembly of the Republic of Serbia adopted the Law on Efficient Use of Energy. This indigenous and legally established system of organized management of energy flows, from the processes of production through the processes of transmission, distribution, and ways of consumption of energy, for the purpose of optimization and rationalization of this processes, includes a wide range of regulatory, organizational, incentive, technical, and other measures and activities that within the scope of their powers are determined and implemented by the subjects of this system: the Government of the Republic of Serbia, the Ministry of Mining and Energy, designated organizations, energy managers, and authorized energy advisors. For the purpose informing the industrial sector, as one of legal obligors of the Energy Management System, the achieved results, next steps and future plans for the development of this System are present in this paper.
