ABSTRACT  Banks have the main activity, namely collecting public funds and channeling them to the public. Non Performing Financing (NPF) is a performance appraisal instrument in Islamic banks which is an interpretation of the assessment of earning assets, particularly in the assessment of nonperforming financing. The purpose of this study was to determine the efforts that will be made by UUS (Sharia Business Unit) Bank of North Sumatra in dealing with the problem of Non Performing Financing (NPF). This research uses a qualitative approach. Data collection methods by interview, observation and documentation. The data analysis technique used a descriptive qualitative analysis method. The results showed that the efforts made by UUS Bank North Sumatra were 4 pillars, namely, collection, restructuring, auction, and write-offs.   Keywords: Islamic banks, financing, NPF, billing, restructuring, auction, write off books. ABSTRAK Bank mempunyai kegiatan utama yaitu menghimpun dana masyarakat dan disalurkan kepada masyarakat. Non Performing Financing (NPF) merupakan salah satu instrumen penilaian kinerja pada bank syariah yang menjadi interpretasi penilaian pada aktiva produktif, khususnya dalam penilaian pembiayaan bermasalah. Tujuan penelitian ini adalah untuk mengetahui upaya yang akan dilakukan UUS (Unit Usaha Syariah) Bank Sumut dalam menangani masalah Non Performing Financing (NPF). Penelitian ini menggunakan pendekatan kualitatif. Metode pengumpulan data dengan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan metode deskriptif analisis kualitatif. Hasil penelitian menunjukkan upaya yang dilakukan UUS Bank Sumut adal 4 pilar yaitu, penagihan, restrukturisasi, lelang, dan hapus buku.   Kata kunci: bank syariah, pembiayaan, NPF, penagihan, rektrukturisasi, lelang, hapus buku

Penelitian ini bertujuan untuk mengetahui pelaksanaan fungsi pengawasan Dewan Pengawas Syaraiah (DPS) pada bank syariah serta kendala yang dihadapi DPS dalam melaksanakan fungsi pengawasan pada bank syariah. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Lokasi penelitian di Unit Usaha Syariah (UUS) Bank Sulselbar yang berada di Kota Makassar. Responden penelitian ini adalah anggota DPS di UUS Bank Sulselbar. Metode pengumpulan data menggunakan teknik wawancara dan kepustakaan. Hasil penelitian menunjukan bahwa pelaksanaan fungsi pengawasan DPS di UUS Bank Sulselbar telah cukup optimal. Bentuk pengawasan DPS terdiri dari pengawasan on-site (pengawasan langsung) dan off-site (pengawasan tidak langsung). Pengawasan DPS meliputi; menganalisa laporan hasil audit internal dan fungsi kepatuhan untuk pemenuhan prinsip-prinsip syariah atas kegiatan penghimpunan dana dan penyaluran dana serta pelayanan jasa bank, melakukan uji petik, memberikan saran dan opini syariah, melaksanakan rapat dan kajian internal, serta membuat laporan pengawasan secara periodik. Adapun kendala pelaksanaan fungsi pengawasan DPS yakni kurangnya sumber daya insani (SDI) di bank syariah, serta belum maksimalnya penerapan Good Coorporate Governance (GCG) oleh DPS. This study aims to determine the implementation of the supervisory function of Sharia Supervisory Board (DPS) in Islamic banks as well as the obstacles faced by DPS in carrying out the supervisory function in Islamic banks. This type of research is a descriptive study with a qualitative approach. The location of the study is in the Sulselbar Bank Syariah Business Unit (UUS) located in Makassar City. The respondents of this study were DPS members at the Sulselbar Bank UUS. Data collection methods using interview techniques and literature. The results of the study showed that the implementation of the DPS supervision function at UUS Bank Sulselbar was quite optimal. The form of DPS supervision consists of on-site supervision (direct supervision) and off-site (indirect supervision). Supervision of SSB includes; analyzing reports on the results of internal audit and compliance functions to fulfill sharia principles for fundraising and distribution of funds and bank services, conducting sampling tests, providing sharia advice and opinions, conducting internal meetings and studies, and making periodic monitoring reports. The obstacles to the implementation of the supervisory function of the DPS are a lack of human resources (SDI) in Islamic banks, and not yet the maximum implementation of Good Corporate Governance (GCG) by DPS.

This study aimed at determining public perceptions towards the existence of Trans Sarbagita public transportation. The type of the research was descriptive study with a qualitative approach to describe the public perception of Trans Sarbagita public transportation in the Bali Province. The population in this study were all people living in the Sarbaguta Region with a sample of 400 respondents who were searched using the Slovin formula.Data collection methods used were questionnaires and interview. The data analysis technique used in this research is descriptive analysis. Based on the results of the study, public perceptions of the performance dimension gained a score of 10,238 which categorized as good. The service dimension was categorized as good since it received a score of 5,850 . The reliability dimension obtained a score of 5,777 which considered as good. The dimensions of product characteristics earned a score of 2,988 it was categorized as good. Dimensions of conformity with specifications was categorized as good. It obtained a score of 2,819, while the dimensions of the results obtained a score of 5,075 which categorized as below average.

This study aims to describe Reyog Ponorogo from the historical aspect, the negative stigma that has accompanied its development, and local wisdom that spreads to all its components. This problem is studied using a qualitative approach. Data collection techniques using in-depth interviews with data collection tools is the researcher himself as a key instrument. The data analysis technique used in this research is descriptive analytical with the process of data reduction, data presentation, and conclusion drawing. The findings of this study are as follows; (1) Reyog Obyog is an important and inseparable part of Reyog Ponorogo. In fact, it is very possible that Reyog Obyog is the origin of the Reyog Ponorogo which has developed and is known to the public today; (2) Reyog Obyog performance model which tends to be free, not bound by standards, is performed in the audience and is predominantly filled with entertainment, in its development various negative stigmas have emerged in the community, namely eroticism, drunkenness, and mystical performance rituals; (3) The Reyog Obyog has a great value in the form of a noble life guidance which is strategic enough to be used as a medium for building civilization.

Compared to conventional banking, the distribution of Islamic banking financing is more optimal, growth is continuous and asset enhancement is very good. This is indicated by the Financing to Deposit Ratio (FDR) which ranges between 94.88%. This means that a Sharia Bank is able to meet the targets and expectations of Bank Indonesia. Given the lack of Islamic banks and their limited assets, this optimization is certainly influenced by many factors, therefore it is necessary to test the factors that influence the distribution of Islamic banking financing, which includes Third Party Funds (DPK), Non Performing Financing (NPF) and Bank Indonesia Syariah Certificate (SBIS). This study uses the Sharia Commercial Bank and the Sharia Business Unit as a whole as a unit of research object, with the research period from 2009-2019 (in the quarterly period). The analysis technique used is multiple linear regression, while hypothesis testing uses the t-test to test the effect of variables partially, and the F-test to test the effect of variables simultaneously with a significance level of 5% or 0.05. Based on the research, it was found that Third Party Funds (TPF) had a positive and significant effect on the distribution of Islamic Banking financing. Non Performing Financing (NPF) has a positive and insignificant effect on the distribution of bank financing. While Sharia Bank Indonesia Certificates (SBIS) have a negative and significant effect on the distribution of bank financing.

The purpose of this research is to find out the implementation of regional disaster management policies in Sukabumi City and to find out the inhibiting and supporting factors of the successful implementation of regional disaster management policies. This research method uses descriptive analysis method with a qualitative approach. The results showed that the implementation of regional disaster management policies was not optimal. The conclusion is that the socialization activities are still lacking and equitable, human resources and infrastructure have not been added yet. The inhibiting factors are in terms of institutional, apparatus discipline, budget, resources, facilities and environment that are less conducive. Supporting factors are the existence of regulations or regulations on disaster management. for communication carried out by BPBD Sukabumi City in carrying out socialization activities or training on disaster management to the public is still lacking and uneven. Every government agency, company, or other institution must have a PublicRelations and Protocol. Public Relations and Protocols have the duty and function totake responsibility and maintain a positive image that already exists in an agency orcompany and to better re-image where the agency or company is located, has the roleof delivering a policy or all information carried out by an agency or a company. Fromthe above background, the purpose of this study is to find out how the effectivenessof the implementation of the duties and functions of the Public Relations and ProtocolSection in Maintaining the Image of the Regional Head (Study in the Public Relationsand Protocol Section of the Jembrana Regency Regional Secretariat.The data in thisstudy are qualitative secondary data. The population was taken from employees in thePublic Relations and Protocol Section of the District Secretariat of Jembrana totaling35, the sample method used was the census method. The data analysis technique usedis descriptive qualitative analysis. Data collection methods used in this research areinterview and documentation study methods.The results of the study showed that theeffectiveness of the duties and functions of the Public Relations and Protocol sectionin maintaining the image of regional heads in the Regional Secretariat of JembranaDistrict had been going well, as seen from the indicators: Reception / hearing(domestic and foreign) was carried out in accordance with the specified standards.Guest visits (domestic and foreign) are carried out in accordance with applicableguidelines. Travel to the region / Overseas is carried out in accordance with specifiedguidelines. Meeting / session arrangements are well implemented. The holding of areception / banquet has been carried out well. The implementation of the ceremoniesis in accordance with the established rules. With the implementation of the duties andfunctions of the Public Relations and Protocol section, the image of the regional headcan be maintained properly, as seen from the indicators: Personality of the regionalhead increases with the implementation of public relations and protocol activitiesproperly. Reputation of Jembrana Regency has improved the implementation ofpublic relations and procolo activities. The value of Jembrana Regency increases withthe implementation of public relations and procolo activities properly. Identity or selfcan be seen by the implementation of public relations and protocol activities well.

Bank performance appraisal is based on bank financial report itself. The financial report can be form balance report which give information about the financial position to the outside of bank that can be used of eksternal to assess the level of risk exist in a bank. Based on ownership consist of national bank, mixture bank and foreign bank. These banks has tight compete to show a good performance to the public. This research aimed to analyze the financial performance difference of national bank and foreign bank at the period of 2004 to 2013 with the proxy finance ratio (CAMEL ratio) consist of: Capital, Asset Quality, Management, Earnings, and Liquidity. The population in this research consist of national bank, mixture bank, and foreign bank listed on the Indonesia Stock Exchange at the period of 2004 to 2013 which amount 42 banks. Based on purposive sampling techniques, the number of samples that meet the criteria are as many as 15 banks (5 national banks, 5 mixture banks, and 5 foreign banks). Analysis technique that use in this research is t-test. As the result the usage of proxy CAMEL ratio to analyze comparison bank performance give evidence that mixture bank performance is better than foreign bank and national bank performance.

The aim of this present study is to initiate Islamic education in order to rectify the educational paradigm in Indonesia. With respect to the research methodology, this study employed a qualitative approach and literature study method. In its implementation, the collected data was then analyzed using a descriptive analysis method. Based on the results of the discussion, in order to rectify the educational paradigm in Indonesia, it should initially change the secularism paradigm that has been fossilized in the world of education into the paradigm of Islam, al-Qur`an, and Tauhid. As a consequence, this paradigm will have implications for the establishment of the conceptualized education system that inevitably also affects the to-be-achieved educational objectives. In order to realize a good education system, there should be integration between the elements of education practitioners which consist of family, mosques/schools/campuses, and society. As a result, those aforementioned objectives will be successfully achieved in the moment when Islamic rules are fully implemented in all aspects of life. Therefore, it is necessary to continuously educate the public regarding the importance of implementing Islamic rules in all aspects of life, including in the aspect of education.

This study aimed to determining the positioning of the State Museum of West Nusa Tenggara based on visitor’s perception. The research method used was qualitative approach with data collecting through interview, observation and documentation. Informants is selected by accidental sampling technique. Data  from  interviews  with 20  informants  were  analyzed  using content analysis method. The  results  showed  that  the  State  Museum  of  West  Nusa  Tenggara  hada positioning as edutainment with dimensions of value, uniqueness, credibility, sustainability and conformity. The museum should consider the desire and needs of visitors with the main purpose of the museum, which is to present the mission of education as well as entertainment to the public. Thus, the Museum of West Nusa Tenggara is expected to be a place to gain knowledge and experience as well as recreation that reaches all levels of society. The most important contribution of this study is the positioning model of the State Museum of West Nusa Tenggara based on the perception of visitors i.e. edutainment concept to become a pioneer for further empirical research. It is expected that in the future the managerial of West Nusa Tenggara State Museum can increase visit to the museum. Keywords: Museum, positioning, visitor perceptions, edutainment

This research has the purpose to measure efficiency and analyze the efficiency comparison between Sharia Commercial Bank (BUS) and Sharia Bussines Unit (UUS) in Indonesia and compare the efficiency during the period 2008-2013. There are 10 Islamic banks which are used as samples of this research consisting of 3 Sharia Commercial Bank (BUS) and 7 Sharia Business Unit (UUS) that were chosen by purposive sampling. Efficiency measurements in this research using Data Envelopment Analysis (DEA). To determine differences in efficiency between Sharia Commercial Bank (BUS) and Sharia Bussines Unit (UUS), this study uses a different test parametric independent sample t-test. The result of this research showed that there is no significant difference between the efficiency of Sharia Commercial Bank (BUS) and Sharia Bussines Unit (UUS), during the period of 2008-2013 with possible intervention t value (-0.429) < t table (2.002) and probability value =0.000.
