The purpose of this study is to gain an understanding and know the factors that influence political communication and budgeting functions of the Indragiri Hulu District Parliament. Research informants numbered 6 people who were determined through incidental sampling. The results of this study indicate that in the determination of the budget, Indragiri Hulu Regency DPRD through the Budget Agency together with the Regional Government Budget Team (TPAD) agreed on the General Budget Policy - Priority Budget Ceiling (KUA-PPAS) based on the budget guidebook. Political communication in the budget function has a distinctive form, strategy, media and activity, political construction that leads to interests built on the reality of knowledge, public awareness, public discourse resulting from the political construction of budget management, the relationship between government spending and regional revenues so the budgeting function works based on fiscal policy, the allocation function and the principle of equitable development. The APBD also forms the basis for regional financial control, inspection and supervision activities as seen from the budget cycle of the APBD budget which starts on January 1 and ends on December 31 of the year concerned consisting of the preparation and stipulation of 1 year before the fiscal year, implementation 1 year during the year current budget and APBD accountability reports. Executive policy-related polemics often leads to war of opinion that led to a conflict with the legislature, one of which is the formulation of the Draft Regulation (Ranperda) on Spatial Planning (Spatial) Buton Selatan Regency. This study aims to determine the pattern of the relationship between the executive and legislative communications along with constraints and problems encountered in the implementation of the authority and form of the conflict between the executive and the legislature in lawmaking Spatial Buton Selatan. The method used is qualitative approach. Data obtained directly by using interviews with informants about the conflict in political communication in addressing regional legislative policy as the executive regent Buton Selatan on Spatial Ranperda Buton Selatan. The data in thisstudy using the model data analysis komponensial (componential anaylisis). The results showed that the pattern of the relationship between the executive and legislative communication in conflict resolution in the determination of Buton Selatan Spatial regulation is through the process of formal organizational communication and informal organizational communication. Form of the conflict between the executive and the legislature in lawmaking Spatial Buton Selatan Regency is a conflict between organizations, between the executive and legislative of Buton Selatan Regency. This research aims to determine the interaction of actors (Local Government and Regional Budget/APBD) Sinjai District in the discussion and determination of the Budget District Sinjai Fiscal year 2018. This reseach is also aimed to know the process of discussion of the draft of regulation about APBD of Sinjai Regency 2018 based on the regulation of Minister of Home Affairs No. 33 the year 2017 about Guidance of Budget formation of fiscal year 2018. This research was conducted in DPRD of Sinjai Regency with a research base used in this research is qualitative research by using descriptive research type. This research illustrates in depth the interaction between DPRD members and the Regional Government of Sinjai District along with their staffs in the process of discussion and determination of the Sinjai District Budget for Fiscal Year 2018. Research data obtained from the members of the Regional House of Sinjai, Chairman of The Commission of DPRD Sinjai and leaders of the Organization of Regional Devices. The results of the research indicate that the process of deliberation on the draft of Regional Regulation concerning APBD of Sinjai Regency is inconsistent with the regulation of the Minister of Home affairs No. 33 year 2017 Concering Guidelines for the Preparation of APBD for Budget year 2018. The agreement between DPRD and Local Government of Sinjai Regency toward the draft of Local Regulation Concerning APBD of Sinjai Regency Budget Year 2018 on November 30, 2018 is in accordance with Regulation of Minister of Home Affairs No.33 year 2017 about Guidance of Depreciation of APBD of Fiscal Year 2018.

This study aims to describe the interaction model of the Regional People's Representative Council and the regional government of Sidenreng Rappang Regency regarding the timely ratification of the Regional Budget (APBD). The method in this research is descriptive with a qualitative approach. The total number of informants was 16 (sixteen) people. Data / information is collected through interview techniques equipped with observation techniques. The data collected were analyzed using qualitative analysis techniques, namely interactive analysis models, then the results of the analysis were presented in narrative form. The result of the research shows that the interaction in the policy context involves various elements and elites who interact with each other, but the phenomenon that occurs is sometimes contravention which often occurs in the midst of elite interaction. The interaction takes place in the form of bargaining after there is a difference in perceptions of a number of program and activity nomenclature along with the nominal value stated in the draft. The interactions that occur between the actors of the Regional People's Representative Council (DPRD) and the Regional Government since the preparation of the General Budget Policy - Temporary Budget Ceiling Priority (KUA-PPAS) to the determination of the APBD, have always been colored by dissociative, associative forms of interaction but finally resolved with a local wisdom approach.

The purpose of this study is to describe and analyze the relationship between the DPRD and the City Government of Palangka Raya in the preparation and determination of the Regional Budget and to describe and analyze the factors that influence the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of APBD regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results showed that the pattern of interaction between the executive and the legislature in the discussion of the Regional Expenditure Budget (APBD) in Palangka Raya City in 2018, starting from the stages of KUA and PPAS formulation and the RAPBD discussion until the budget approval stage was always colored by several phenomena of interaction between the executive and legislative to carry out the functions of authority to master each other, dominate. In determining budget policy, it was found that the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of the Regional Budget was still conducive so that it did not lead to deadlock in the formulation and determination of the Palangka Raya City Budget in 2018. Factors affecting the interaction of DPRD and Palangka City Government Raya in the preparation and determination of APBD is the existence of a special mission to negotiate in the form of non-agenda, bargaining with executives to gain the interests of the legislature, a vision that may be different in running a good governance (transparent, democratic, good, fair, responsible and objective ) and equalize the same understanding in responding to every issue and scene in formulating local regulations on APBD and their implementation.

Toddler children are a nutrition-prone group. so that if the nutritional intake is not as needed. Malnutrition in all its forms brings large direct and indirect costs to individuals. family and all countries. The purpose of this study is the relationship between the structure of the Lampung Province budget and the incidence of malnutrition and low birth weight during the last ten years. This study method uses a method of analyzing literature and documents, by comparing the regional budget with the incidence of malnutrition and LBW and accompanied by a graph of linear equations. The effect of the financing provided by the Lampung Regional Government in the form of the annual budget and regional income in Lampung Province over the past 9 years against the incidence of malnutrition and LBW has an impact on the decline in incidence. Decrease in malnutrition 7 toddlers per 1,000,000 toddlers and LBW decreased by 4 per 100,000 from the incident with the addition of 1 million rupiah.

Subdistrict is a district/city regional apparatus as well as general government administrators to streamline the implementation of regional government and optimize public services as regional apparatuses that deal directly with the community. To carry out the Main Tasks and Functions of the Districts, competent human resources are needed in carrying out the tasks of achieving organizational work performance goals. For this reason, the researcher examines the relationship between these factors, with sub-districts in Tanjung pinang City as the place of research. Researchers used processed data using SEM with AMOS v.24 software, with 104 respondents. Squared Multiple Correlation whose value is respectively for Work Performance = 71.8%. Thus, it can be stated that Work Performance changes are influenced by Competence, Discipline, Work Culture, and Job Satisfaction of 71.8%. For job satisfaction R2 = 17.6%. Thus, it can be stated that changes in job satisfaction are influenced by Competence, Discipline.

SummaryWhen the International Normalised Ratio (INR) is used for control of oral anticoagulant therapy the same result should be obtained irrespective of the laboratory reagent used. However, in the UK National External Quality Assessment Scheme (NEQAS) for Blood Coagulation INRs determined using different reagents have been significantly different.For 18 NEQAS samples Manchester Reagent (MR) was associated with significantly lower INRs than those obtained using Diagen Activated (DA, p = 0.0004) or Instrumentation Laboratory PT-Fib HS (IL, p = 0.0001). Mean INRs for this group were 3.15, 3.61, and 3.65 for MR, DA, and IL respectively. For 61 fresh samples from warfarin-ised patients with INRs of greater than 3.0 the relationship between thromboplastins in respect of INR was similar to that observed for NEQAS data. Thus INRs obtained with MR were significantly lower than with DA or IL (p <0.0001). Mean INRs for this group were 4.01, 4.40, and 4.59 for MR, DA, and IL respectively.We conclude that the differences between INRs measured with the thromboplastins studied here are sufficiently great to influence patient management through warfarin dosage schedules, particularly in the upper therapeutic range of INR. There is clearly a need to address the issues responsible for the observed discrepancies.

The objective: to еxplore the relationship between the activity of endometrial proliferation and the state of the local immune response in the uterus in the conditions berprestasi process. Patients and methods. Examined 228 women of reproductive and perimenopausal age with endometrial pathology using ultrasound and then performing hysteroresectoscopy. Determination of the concentrations of the cytokines IL-1, IL-2, IL-6 and TNF was performed by solid phase ELISA. Results. Found a trend that confirms the loss of sensitivity to hormones at the stage of malignancy of the endometrium and can be used as diagnostic determinants in determining the nature of intrauterine pathology and criterion of the effectiveness of conservative therapy. Conclusion. Improving etiopatogenetice approach to the therapy of hyperplastic proce.sses of endometrium with determination of receptor phenotype of the endometrium is a research direction in modern gynecology, which will help to improve the results of treatment and prevention of intrauterine pathology. Key words: endometrial hyperplasia,the receptors for progesterone and estrogen, immunohistochemical method.

Vertical axis wind turbine technology has been applied last years, very long after horizontal axis wind turbine technology. Aerodynamic problems of vertical axis wind machines are discussible. An important problem is the determination of the incidence law in the interaction between wind and rotor blades. The focus of the work is to establish equations of the incidence depending on the blade azimuth, and to solve them. From these results, aerodynamic torques and power can be calculated. The incidence angle is a parameter of velocity triangle, and both the factors depend not only on the blade azimuth but also on the ratio of rotational speed and horizontal speed. The built computational program allows theoretically selecting the relationship of geometric parameters of wind turbine in accordance with requirements on power, wind speed and installation conditions.

Abstract This four-part series of papers addresses the problem of systematic determination of the influence of several tire factors on tire treadwear. Both the main effect of each factor and some of their interactive effects are included. The program was also structured to evaluate the influence of some external-to-tire conditions on the relationship of tire factors to treadwear. Part I describes the experimental design used to evaluate the effects on treadwear of generic tire type, aspect ratio, tread pattern (groove or void level), type of pattern (straight rib or block), and tread compound. Construction procedures and precautions used to obtain a valid and functional test method are included. Two guiding principles to be used in the data analyses of Parts II and III are discussed. These are the fractional groove and void concept, to characterize tread pattern geometry, and a demonstration of the equivalence of wear rate for identical compounds on whole tread or multi-section tread tires.
