This study aims to describe the interaction model of the Regional People's Representative Council and the regional government of Sidenreng Rappang Regency regarding the timely ratification of the Regional Budget (APBD). The method in this research is descriptive with a qualitative approach. The total number of informants was 16 (sixteen) people. Data / information is collected through interview techniques equipped with observation techniques. The data collected were analyzed using qualitative analysis techniques, namely interactive analysis models, then the results of the analysis were presented in narrative form. The result of the research shows that the interaction in the policy context involves various elements and elites who interact with each other, but the phenomenon that occurs is sometimes contravention which often occurs in the midst of elite interaction. The interaction takes place in the form of bargaining after there is a difference in perceptions of a number of program and activity nomenclature along with the nominal value stated in the draft. The interactions that occur between the actors of the Regional People's Representative Council (DPRD) and the Regional Government since the preparation of the General Budget Policy - Temporary Budget Ceiling Priority (KUA-PPAS) to the determination of the APBD, have always been colored by dissociative, associative forms of interaction but finally resolved with a local wisdom approach.

The paper is devoted to the implementation of regional budget policy in Ukraine. The main vectors of budget policy development as a component of socio-economic policy at the local level are highlighted. Within the framework of the declared budget policy, the peculiarities of the formation and functioning of local (regional) budgets are considered. The interpretation of the definitions of "budget" and "policy" is presented, and the author's definition of the essence of the budget policy of the region is offered. The conceptual dominants of budget policy, the implementation of which takes place through the budget mechanism, are studied. It is proved that budget policy is an important lever of influence and a real reflection of the tactics and strategy of public authorities and local governments in the budget sphere. It is substantiated that the effectiveness of the implementation of regional budget policy directly depends on the sequence of steps aimed at increasing the level of competitiveness of the regions and overcoming the existing regional disparities. On the basis of generalization of thematic researches and practice the offers concerning application of levers of budgetary regulation which define a level of efficiency of budgetary policy of region are formulated. It is stated that the content of the budget policy of the region should be to determine the course, tasks and activities of the state and local governments in the field of formation and use of budget funds. Full implementation of the budget policy of the region stimulates the functioning of economic activity of administrative-territorial units, promotes rational budget planning, as well as the effective filling, distribution and use of local financial resources.

This research aims to determine the interaction of actors (Local Government and Regional Budget/APBD) Sinjai District in the discussion and determination of the Budget District Sinjai Fiscal year 2018. This reseach is also aimed to know the process of discussion of the draft of regulation about APBD of Sinjai Regency 2018 based on the regulation of Minister of Home Affairs No. 33 the year 2017 about Guidance of Budget formation of fiscal year 2018. This research was conducted in DPRD of Sinjai Regency with a research base used in this research is qualitative research by using descriptive research type. This research illustrates in depth the interaction between DPRD members and the Regional Government of Sinjai District along with their staffs in the process of discussion and determination of the Sinjai District Budget for Fiscal Year 2018. Research data obtained from the members of the Regional House of Sinjai, Chairman of The Commission of DPRD Sinjai and leaders of the Organization of Regional Devices. The results of the research indicate that the process of deliberation on the draft of Regional Regulation concerning APBD of Sinjai Regency is inconsistent with the regulation of the Minister of Home affairs No. 33 year 2017 Concering Guidelines for the Preparation of APBD for Budget year 2018. The agreement between DPRD and Local Government of Sinjai Regency toward the draft of Local Regulation Concerning APBD of Sinjai Regency Budget Year 2018 on November 30, 2018 is in accordance with Regulation of Minister of Home Affairs No.33 year 2017 about Guidance of Depreciation of APBD of Fiscal Year 2018.

The purpose of this study is to describe and analyze the relationship between the DPRD and the City Government of Palangka Raya in the preparation and determination of the Regional Budget and to describe and analyze the factors that influence the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of APBD regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results showed that the pattern of interaction between the executive and the legislature in the discussion of the Regional Expenditure Budget (APBD) in Palangka Raya City in 2018, starting from the stages of KUA and PPAS formulation and the RAPBD discussion until the budget approval stage was always colored by several phenomena of interaction between the executive and legislative to carry out the functions of authority to master each other, dominate. In determining budget policy, it was found that the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of the Regional Budget was still conducive so that it did not lead to deadlock in the formulation and determination of the Palangka Raya City Budget in 2018. Factors affecting the interaction of DPRD and Palangka City Government Raya in the preparation and determination of APBD is the existence of a special mission to negotiate in the form of non-agenda, bargaining with executives to gain the interests of the legislature, a vision that may be different in running a good governance (transparent, democratic, good, fair, responsible and objective ) and equalize the same understanding in responding to every issue and scene in formulating local regulations on APBD and their implementation.

Toddler children are a nutrition-prone group. so that if the nutritional intake is not as needed. Malnutrition in all its forms brings large direct and indirect costs to individuals. family and all countries. The purpose of this study is the relationship between the structure of the Lampung Province budget and the incidence of malnutrition and low birth weight during the last ten years. This study method uses a method of analyzing literature and documents, by comparing the regional budget with the incidence of malnutrition and LBW and accompanied by a graph of linear equations. The effect of the financing provided by the Lampung Regional Government in the form of the annual budget and regional income in Lampung Province over the past 9 years against the incidence of malnutrition and LBW has an impact on the decline in incidence. Decrease in malnutrition 7 toddlers per 1,000,000 toddlers and LBW decreased by 4 per 100,000 from the incident with the addition of 1 million rupiah.

Abstract The decision of the central government is unanimous, namely the Bureaucratic Trimming policy and must be immediately implemented by ministries / agencies as well as local governments. Although several K/Ls have completed implementing the simplification, it is not necessarily the case for local governments, including the Bukittinggi City Government. The dualism of directives and regulations from the Ministry of Empowerment of State Apparatus and Bureaucratic Reforms and the Ministry of Home Affairs hampered the implementation of this policy. So the purpose of this paper is to find out the inhibiting factors of the implementation of the Bureaucratic Trimming policy, especially in the Bukittinggi City Government. This is a qualitative research with data collection methods by means of in-depth interviews, non-participatory observation and review of related internal and external data sources. Determination of informants by means of purposive sampling. The findings where in the Communication Dimension, there are differences in the direction of the Minister of Empowerment of State Apparatus and Bureaucratic Reforms and the Minister of Home Affairs regarding the completion of the equalization of positions. The Resource Dimension, not all structural positions can be transferred to functional positions and the availability of several suitable functional positions. Furthermore, the loss of career patterns such as employee transfers and the fact that the simplification of the bureaucracy actually burdens the Bukittinggi City Budget. The dimensions of the Bureaucratic Structure, the finding of procedural confusion in terms of the focus of Bureaucratic Trimming, between prioritizing equalization of positions to functional or prioritizing simplifying structure. Finally, the Disposition Dimension, the Bukittinggi City Government fully complies with the central government's instructions by submitting a proposal for equalization of positions to functional in April 2021 to the Ministry of Home Affairs. However, with the issuance of Permenpan No. 17 of 2021, the city government of Bukittinggi is still waiting for further directions considering the guidance and supervision of the implementation of regional government is under the Ministry of Home Affairs.   Keywords: Bureaucratic Trimming, Inhibiting Factors, Policy Implementation   Abstrak           Keputusan pemerintah pusat telah bulat yaitu kebijakan Penyederhanaan Birokrasi (Bureaucratic Trimming) dan harus segera dilaksanakan oleh kementerian/lembaga maupun pemerintah daerah. Meskipun beberapa K/L sudah rampung melaksanakan penyederhanaan dimaksud namun belum tentu bagi pemerintah daerah termasuk salah satunya Pemerintah Kota Bukittinggi. Adanya dualisme arahan maupun regulasi dari Kemenpan dan Kemendagri membuat implementasi kebijakan ini terhambat. Maka tujuan dari tulisan ini adalah untuk mengetahui faktor-faktor penghambat daripada implementasi kebijakan Bureaucratic Trimming khususnya di Pemerintah Kota Bukittinggi. Merupakan penelitian kualitatif dengan metode pengumpulan data dengan cara wawancara mendalam, observasi non partisipatif dan penelaahan sumber data internal maupun eksternal yang terkait. Penentuan informan dengan cara Purposive Sampling. Hasil temuan dimana pada Dimensi Komunikasi, terdapatnya perbedaan arahan Menpan RB dan Mendagri terkait penyelesaian penyetaraan jabatan Dimensi Sumber Daya, tidak semua jabatan struktural dapat dialihkan ke jabatan fungsional serta belum tersedianya beberapa jabatan fungsional yang cocok. Selanjutnya hilangnya pola karier seperti mutasi pegawai dan fakta bahwa penyederhanaan birokrasi justru membebankan APBD Kota Bukittinggi. Dimensi Struktur Birokrasi, ditemukannya kerancuan prosedur dalam hal fokus Bureaucratic Trimming, antara mengutamakan melakukan penyetaraan jabatan ke fungsional atau mendahulukan melaksanakan penyerderhanaan struktur. Terakhir Dimensi Disposisi, Pemerintah Kota Bukittinggi sepenuhnya mematuhi instruksi pemerintah pusat dengan telah menyampaikan pengusulan penyetaraan jabatan ke fungsional pada Bulan April 2021 ke Kemendagri. Namun dengan terbitnya Permenpan No. 17 Tahun 2021, pemkot Bukittinggi masih menunggu arahan lebih lanjut mengingat pembinaan dan pengawasan penyelenggaraan pemerintahan daerah adalah dibawah Kemendagri.   Kata Kunci: Bureaucratic Trimming, Faktor Penghambat, Implementasi Kebijakan

The purpose of this study is to gain an understanding and know the factors that influence political communication and budgeting functions of the Indragiri Hulu District Parliament. Research informants numbered 6 people who were determined through incidental sampling. The results of this study indicate that in the determination of the budget, Indragiri Hulu Regency DPRD through the Budget Agency together with the Regional Government Budget Team (TPAD) agreed on the General Budget Policy - Priority Budget Ceiling (KUA-PPAS) based on the budget guidebook. Political communication in the budget function has a distinctive form, strategy, media and activity, political construction that leads to interests built on the reality of knowledge, public awareness, public discourse resulting from the political construction of budget management, the relationship between government spending and regional revenues so the budgeting function works based on fiscal policy, the allocation function and the principle of equitable development. The APBD also forms the basis for regional financial control, inspection and supervision activities as seen from the budget cycle of the APBD budget which starts on January 1 and ends on December 31 of the year concerned consisting of the preparation and stipulation of 1 year before the fiscal year, implementation 1 year during the year current budget and APBD accountability reports. This pandemic period is the most difficult period for local governments, especially the pandemic has been going on for almost one fiscal year. The sudden arrival of the pandemic has forced the government to do budget refocusing. This study specifically wants to describe the dynamic governance capabilities of local governments in formulating regional budget policies during the pandemic or after the Covid-19 outbreak ends, so that in the future fiscal year, agile bureaucracy will be built in the regions. Another objective of this study is to describe the fundamental problems that occur in the budget formulation process and offer guidance related to how to solve problems in the budget preparation cycle for the 2021 fiscal year. The focus of the study is on the process of making budgeting policies in the regions, not on fiscal policies. This study uses a qualitative descriptive method, with data sources entirely obtained through secondary sources, so that this study can be called a literature research. The results of this study found that within the framework of thinking a head, local governments must be able to applicate using existing budgetary flexibility and exceptional spending procedures to fund first, so that the programs and activities to be carried out can be more flexible. Another thing that was found was the accelerating revision of regional finance regulation to secure a budget for the response through. During this pandemic, local governments continue to carry out planned programs and activities, so that regional budget absorption can be achieved and the economic life of the community can continue to develop.

The regional expansion is a way to accelerate development acceleration. In addition, regional expansion is the process of dividing an existing administrative area into two or more new autonomous regions. Regional expansion in Indonesia is carried out based on the Law of the Republic of Indonesia number 9 of 2015 concerning Regional Autonomy and Regional Government as a result of the second amendment to the Law of the Republic of Indonesia Number 23 of 2014. However, in the process of regional expansion in Indonesia, there are still some problems. Therefore, this study aims to evaluate government policies in regional expansion and determine regional boundaries in the provinces of Banten and West Java based on the laws in force in Indonesia. The method used in this research is the mix method, namely quantitative and qualitative. The data used are obtained from references and interviews related to regional autonomy policies, regional governments, and the determination of regional boundaries. The results of the evaluation, there are several factors that cause regional expansion, namely religious differences, ethnic and cultural differences, inequality in economic development in an area, and the size of the area. The formation of regional boundaries is carried out through 4 stages, namely Allocation, Delimitation, Demarcation, and Administration. One very important aspect of the implementation of regional autonomy is to merge regions with the hope of strengthening the relationship between local governments and local communities. In addition, it is hoped that there will be more intensive interaction between the community and the new local government, civil society will get better rights and obligations as citizens.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

Sources of revenue and expenditure of APBD (regional budget) can be allocated to finance the compulsory affairs and optional affairs in the form of programs and activities related to the improvement of public services, job creation, poverty alleviation, improvement of environmental quality, and regional economic growth. The implications of these policies is the need for funds to finance the implementation of the functions, that have become regional authority, is also increasing. In practice, regional financial management still poses a complicated issue because the regional head are reluctant to release pro-people regional budget policy, even implication of regional autonomy is likely to give birth to little kings in region causing losses to state finance and most end up in legal proceedings. This paper discusses the loss of state finance and forms of liability for losses to the state finance. The result of the study can be concluded firstly,  there are still many differences in giving meaning and definition of the loss of state finace and no standard definition of state losses, can cause difficulties. The difficulty there is in an effort to determine the amount of the state finance losses. The calculation of state/regions losses that occur today is simply assessing the suitability of the size of the budget and expenditure without considering profits earned by the community and the impact of the use of budget to the community. Secondly, the liability for losses to the state finance is the fulfillment of the consequences for a person to give or to do something in the regional financial management by giving birth to three forms of liability, namely the Criminal liability, Civil liability, and Administrative liability.Keywords: state finance losses, liability, regional finance.
