The relevance of the article is due to the need for further development of the agri-food industry of the Russian Federation, taking into account the useful experience of other countries. Attention is drawn to the growing importance of the analysis of internal and external factors that weaken the food security of the Russian Federation. A great dependence on imports of basic food products is shown, which reduces the level of food security of the country, exacerbates negative trends in the Russian agricultural economy.

This article addresses the role that the legacy of the pre- and post-WWII past has played in ongoing identity debates among the inhabitants of Kaliningrad oblast of the Russian Federation. Since 1991, interest in preserving this legacy has been on the rise, influencing the inhabitants’ feeling of regional distinctiveness in numerous ways. While the pre-war legacy is important for a considerable number of Kaliningraders, others believe that it threatens the Russian and Soviet mien of the Oblast, both in cultural and political terms. They favor taking greater care of Soviet-era buildings, monuments, and other commemorations of war heroes. This viewpoint disparity has recently widened due to both internal and external factors, including the deterioration of Russo-western relations. A March 2015 incident in the village of Veselovka is used to reflect upon the way in which pre-war and post-war legacies are used in the above-mentioned identity debate. The author examines the direction of identity construction in the oblast through the officially-acknowledged vision of Russianness as pursued by President Vladimir Putin, in particular, and the Russian government, in general.

The article shows the role of the agro-industrial complex in ensuring food security of the state. Characterized are the changes that have occurred in recent months in connection with the coronavirus pandemic. Proposals are made about possible strategic transformations of food enterprises that will allow Russian producers to overcome the risks that have arisen and provide consumers with high-quality and safe food products. Rosstat data for the period from 2012 to 2018 on the production of basic food products in the Russian Federation and the Voronezh region, the purchasing power of the population, as well as their consumption of basic food products are presented. The analysis of the actual nutrition of the population of the Russian Federation and the Voronezh region. Proposals have been made that to overcome the post-crisis crisis, it is necessary to restore Russia's influence in the post- Soviet space and the formation of a single economic space within the EAEU.

The state and level of development of livestock industries depend on internal (availability of basic production funds, material and labor resources, the level of technological and technical support, etc.) and external factors (the state of the country's economy, fluctuations in market conditions, the solvency of the population, natural resources, economic and political stability, etc.). The effectiveness of livestock industries and the level of their development are determined by a favorable combination of internal and external factors, with their rational use. The research aims to study and analyze the state and level of development of animal husbandry industries in the Russian Federation and abroad, with further identification of areas for improving efficiency and developing recommendations for their further development. As of 2019, compared to the pre-reform period (1990), the number of livestock of agricultural animals in the Russian Federation has sharply decreased: cattle (cattle) - by 3 times, including cows-by 2.6 times, pigs-by 1.5 times, sheep and goats-by 2.6 times. This led to a decrease in the density of livestock per 100 hectares of agricultural land, which reduces the efficiency of land use, including hayfields and pastures. On the territories of the Russian Federation, there are quite a lot of natural forage lands, which, with reasonable specialization and territorial placement of livestock industries, can increase the efficiency of their use. The lack of a unified policy to improve the sustainability of agroecological systems and their effective use in the country does not allow us to reach the pre-reform level of livestock production. For the period from 2010 to 2019, beef production decreased by 6.7%, and milk production by 0.5 %. For meat and meat products, the actual production volumes are above the established threshold of food security, and for milk and dairy products, this level has not yet been reached. So, by 2019, taking into account reserves, the share of domestic production was 83.1 % (with a threshold value of 90 %), and the share of imports was 16.9 %. All this dictates the need to study internal and external factors affecting the development of livestock industries, identify internal reserves and, on this basis, increase production volumes, and ensure competitiveness in the foreign market. In the world market of livestock production, the leading positions are occupied by such industrialized countries as the United States, Canada, Northern Europe, Australia, New Zealand. The analysis of the state of development of animal husbandry in these countries allows us to conclude that the growth of livestock production and livestock productivity was promoted by taking into account and combining internal and external factors - the use of industrial industrial technologies (dairy cattle breeding), taking into account natural factors (meat cattle breeding). The use of cheap sources of natural forage land and climatic conditions that allow for the production of livestock products in some of these countries (Australia, New Zealand, some US states) without the construction of capital livestock buildings makes it possible to obtain cheap, high-quality and competitive products. Taking into account the experience of foreign countries, taking into account the possibilities of agroecological systems, it is necessary to choose the right specialization of livestock industries and on this basis to increase the production volumes and efficiency of livestock products

The influence of the globalization process on the world food market as a basic element of ensuring the domestic needs of the national economic system and affecting the level of economic security of individual states is analyzed. It is shown that the effectiveness of the import substitution policy pursued in the Russian Federation is related to the sanctions pressure and the devaluation of the national currency, while increasing the level of food security associated with self-sufficiency in basic food products is accompanied by a drop in the quality of domestic producers' products. Formation of a quality and safety management system for food products is possible within the framework of the creation of regional agro-industrial clusters, the use of which will also make it possible to apply the available technological, human and scientific and production potential more efficiently through more optimal interaction between economic agents.

The tax system in different countries of the world is developed taking into account the peculiarities of the economy of states, the tax culture of the citizens of this country, and other indicators that affect the formation of an effective tax system. The article presents a comparative description of the current tax system of the Russian Federation and a number of European countries, presents the main tax charges, tax rates, features of tax accounting, and also presents the mechanisms of tax administration. In many European countries, the tax system is formed based on internal and external factors. Despite the single European Union, each member country has its own distinctive characteristics of forming a national tax system.

Создание условий для развития продовольственного рынка и обеспечения продовольственной безопасности страны в условиях глобализации и недобросовестной конкуренции на внешнем рынке является стратегической задачей органов государственной власти и бизнеса. Важное место в решении этой задачи отводится разработке и реализации эффективных законов и государственных программ для формирования эффективной товаропроводящей инфраструктуры и обеспечения гарантированного сбыта отечественного продовольствия на внутреннем рынке по справедливой цене. Необходимым условием решения этой проблемы для реализации скоропортящейся продукции является создание эффективной системы оптовых продовольственных и розничных рынков. Основным преимуществом этих каналов сбыта является то, что они создают условия для развития добросовестной конкуренции между поставщиками продуктов питания на территории этих рынков и формированием справедливой цены на продукты питания. Как показывает зарубежный опыт, государственная поддержка этих каналов сбыта обусловлена их ролью в продовольственном снабжении населения городов и решением социально-экономических проблем общества. Для создания эффективной системы оптовых продовольственных рынков в субъектах Российской Федерации 27 сентября 2021 г. Правительством Российской Федерации утверждена Концепция развития оптовых продовольственных рынков и подготовлены законопроекты по внесению изменений в Закон о регулировании торговой деятельности в части развития розничных рынков. Creating conditions for the development of the food market and ensuring food security of the country in the context of globalization and unfair competition in the foreign market is a strategic task of public authorities and business. A ranking place in solving this problem is given to the development and implementation of effective laws and state programs to form an effective commodity distribution infrastructure and ensure the guaranteed sale of domestic food products on the domestic market at an equitable price. The necessary condition for solving this problem for selling perishable products is the creation of an effective system of wholesale food and retail markets. The main advantage of these marketing channels is that they create conditions for the development of fair competition between suppliers of food products in the territory of these markets and the formation of a fair price for food products. As foreign experience shows, the state support of these marketing channels is due to their role in the food supply of the population of cities and solving socio-economic problems of society. In order to create an effective system of wholesale food markets in the subjects of the Russian Federation, on September 27, 2021 by the Government of the Russian Federation approved the Concept of development of wholesale food markets and prepared the bills on amendments to the Law on regulation of commercial activities in terms of development of retail markets.

The Doctrine of Food Security of the Russian Federation, approved in a new edition by the Decree of the President of the Russian Federation No. 20 of January 21, 2020 [1], determines that this Doctrine is a strategic planning document, which reflects the official views on the goals, objectives and main directions of the state social economic policy in the field of food security of the Russian Federation. In paragraph 4, it is established that this Doctrine is the basis for the development of regulatory legal acts in the field of food security, development of agriculture and fisheries. It should be noted that this Doctrine (paragraph 5) takes into account the recommendations of the Food and Agriculture Organization of the United Nations (FAO) on the share of imports and food stocks taken. Familiarization with the content of the Doctrine allows us to conclude that the Doctrine, according to the rules of normography [2] and legal technique [3], cannot be qualified as a legal act. It would be more correct to call this document as a concept for ensuring food security, which sets out general approaches to the formation of the main directions of state policy in the field of food security. The constituent parts of the concept are: a) sustainable development of agricultural production based on medical indicators per capita; b) ensuring the range, quality and safety of food products; c) meeting the domestic needs of the Russian state in domestic agricultural products and increasing their volumes for export, which confirms the stability of the agricultural sector in the agri-food market in terms of ensuring food independence; d) increasing the economic availability of high-quality food products to form a healthy diet for all groups of the population; e) ensuring the physical availability of food products through the trade system, agri-food markets, catering facilities of various types.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.
