The purpose of this study was to analyze the application of the k-means algorithm in classifying tourist visits to the city of Pagar Alam. The k-means algorithm in grouping tourist objects begins by determining the number of clusters to be formed, determining the centroid value of each cluster, calculating the distance between the data, and calculating the minimum object distance calculated. There are 10 tourism objects that are superior from the data from the Tourism Office of the City of Pagar Alam. The research data used is the number of tourist visitors during the COVID-19 pandemic, namely 2020. The data are grouped into 4 clusters, namely C1 = high number of tourist visitors, C2 = moderate number of tourist visitors, C3 = low number of tourist visitors, C4 = number of visitors travel is very low. the centroid values ​​used are C1 = 92,494, Centroid C2 = 71,658, Centroid C3 = 26,981 and centroid C4 = 4,485. then we get the results of grouping C1=Green Paradise tourism, C2=Janang Orange Gardens,, C3=Curup Tujuh Kenangan, Curup Mangkok, Curup dew, Tegur Wangi Site, Pelang Kenidai Village, and C4= Lumai Site, Tebing Tinggi Site and Tanjung Aro Site . From the results of grouping for c4 it becomes a note for the government of the City of Pagar Alam in increasing the number of tourist visitors.

Transportation is a primary need that cannot be separated from life to continue their daily activities, especially nowadays which require a trip bya transportation. Transportation has many options, one of the primadonna for trips in the city of Jabodetabek is the KRL Commuter Line, provided by PT. Kereta Commuter Indonesia. However, currently the Covid-19 pandemic has an impact on transportation trips, including the KRL Commuter Line. Since then, policies regulated by the government have been implemented to stop the spread of Covid-19, such as limiting the number of passengers and enforcing health protocols for passengers and officers. The existence of these restrictions has an effect on transportation travel. This research was conducted to determine the level of awareness of KRL passengers behavior toward the health protocols applied when carrying out activites outside the home and the effect on their travel patterns, as wel as to find out the policies realized by KRL operator officers. The research data were obtained through a questionnaire, then processed by normative anda descriptive analysis methods. From the analysis, it was found that both passengers and officers were quite alert and good at implementing existing policies and passengers revealed that this policy affects their travel patterns. ABSTRAKTransportasi merupakan kebutuhan primer yang tidak dapat dipisahkan dari kehidupan untuk menyambung kegiatannya sehari-hari khususnya pada masa sekarang yang memerlukan suatu perjalanan dengan transportasi. Transportasi punya banyak pilihan, yang menjadi salah satu primadona perjalanan dalam kota Jabodetabek adalah KRL Commuter Line, yang disediakan oleh PT. Kereta Commuter Indonesia. Namun, saat ini adanya wabah pandemi Covid-19 memberikan dampak dalam perjalanan transportasi tidak terkecuali pada KRL Commuter Line. Semenjak itu diterapkanlah kebijakan-kebijakan yang diatur pemerintah guna memutus penyebaran Covid-19, seperti pembatasan jumlah penumpang dan pemberlakuan protokol kesehatan untuk penumpang maupun petugas. Adanya batasan-batasan ini menyebabkan pengaruh pada perjalanan transportasi. Penelitian ini dilakukan untuk mengetahui tingkat kesadaran perilaku penumpang KRL terhadap protokol kesehatan yang diterapkan ketika melakukan kegiatan di luar rumah dan pengaruh terhadap pola perjalanannya, juga untuk mengetahui kebijakan yang direalisasikan oleh petugas operator KRL. Data penelitian didapat melalui kuesioner, lalu diolah dengan metode analisis normatif dan deskriptif. Dari hasil analisis, didapatkan baik penumpang maupun petugas sudah cukup awas dan baik dalam menerapkan kebijakan yang ada dan penumpang mengungkapkan dengan adanya kebijakan ini mempengaruhi pola perjalanannya.

This study aims to determine the effect of the provisions of the understanding and perception of actors taxpayer Micro, Small and Medium Enterprises of the Government Regulation No. 46 of 2013 on tax compliance in implementing the provisions of Government Regulation No. 46 of 2013 in the city of Yogyakarta. Sampling in this study using a convenience sampling and questionnaire survey method with the data collection. Respondents were sampled in this study are the individual taxpayers and corporate taxpayers in the city of Yogyakarta. Research data analysis using multiple linear regression with SPSS 17.0. Based on the results of the analysis conducted this study indicate that understanding the taxpayer on Government Regulation No. 46 of 2013 significantly influence taxpayer compliance in implementing the provisions of Government Regulation No. 46 of 2013. While variable taxpayer's perception of Government Regulation No. 46 of 2013 has no effect significantly on tax compliance in implementing the provisions of Government Regulation No. 46 of 2013. The purpose of this study is to examine the tourism sector that is continuously being developed by the government as a pillar of national development because it is able to sustain the national economy when the world is experiencing a crisis. In Law Number 10 Year 2009 it is stated that tourism development is needed to encourage equal opportunity to try and benefit and be able to face the challenges of changing local, national and global life. Medan City as one of the autonomous regions in Indonesia which when viewed in terms of spatial planning, then almost 70% is a densely populated residential area. The growth of the tourism sector in the city of Medan, does not originate from natural tourist attractions like other areas in general, but rather to city tourism, such as nightclubs, hotels, hangout places, cafes, restaurants and salon and spa places. The industry has become one of the reliable projects of the City of Medan to increase regional revenues of the City of Medan. The tourism license of the City of Medan has been regulated in law No. 19 of 2009 concerning Tourism, Law No. 23 of 2014 concerning Regional Government. And Regional Regulation of Medan City No. 4 of 2014 concerning Tourism. The role of the local government in realizing good governance in the field of tourism is to provide infrastructure, expand various forms of facilities and regulate and promote the public both at home and abroad in matters relating to the tourism industry in the city of Medan

<p><strong>Abstract </strong>: Kauman Surakarta become important in Surakarta in historical aspect as well as the current situation. Because the leading village Bappeda in city tourism. Kauman Yogyakarta itself is also a city government to develop tourism. However, Kauman region is not developed into a tourism, he remains intact into the territory of the strong will be the value of religious aspects although this is the influence of the community organization Muhammadiyah carried by Ahmad Dahlan. But a set of Abdi Dalem Pamethakan in Yogyakarta still exists and is still closely related to the Sultan Palace. So, compared with Yogyakarta can describe how the policy of the government of the city and claims against the city itself make Kauman Village experience social change, economic and religious. The purpose of this research is to know the changes what happened from there can be done comparatively changes and process. Next, knowing the cause/ factors changes can be analyzed the relationship Kauman Village with the life of the City of Surakarta and Yogyakarta. This research uses a type of qualitative research with ethnographic methods. How people organise their culture in their minds and then use the culture in life. In the process, changes covers 3 aspects: religious kinship, the nexus of Social Status Abdi Dalem Pamethakan that finally become economic change and the Nexus of blood that finally become social change Kauman community. From these changes are classified into 4 phases and the known causes of factors changes, namely internal factors (economy needs to change and how to maintain the existence of the village) and external factors (Tourism Policy of Local Government and the state of the Keraton Surakarta and Yogyakarta). Next, internal factors called to the village and external city. In the City of Surakarta and Yogyakarta itself together to develop tourism as a regional income. So that makes reference symbols found in the village can be an alternative tour package for the city itself. So from there can be described how the flow of a city and the village of mutual influence and also how komparasinya between the City of Surakarta and Yogyakarta City.</p><p><strong>Keyword : </strong>Social Change, Kauman, tourism, symbols</p><p>Kauman Surakarta menjadi kampung unggulan Bappeda dalam pariwisata kota. Kauman Yogyakarta sendiri juga merupakan pemerintah kota yang mengembangkan pariwisata namun ia tidak berkembang menjadi pariwisata. Sehingga, membandingkannya dengan Yogyakarta dapat menerangkan bagaimana kebijakan pemerintah kota dan tuntutan terhadap kota itu sendiri membuat Kampung Kauman mengalami perubahan sosial, ekonomi dan keagamaan. Tujuan dari penelitian ini adalah mengetahui perubahan apa saja yang terjadi dari sana dapat dilakukan komparasi perubahan serta prosesnya. Selanjutnya, mengetahui penyebab/ faktor perubahan dapat dianalisis hubungan Kampung Kauman dengan kehidupan Kota Surakarta maupun Yogyakarta. Penelitian ini menggunakan jenis penelitian kualitatif dengan metode etnografi. Teknik pengambilan sampel yang digunakan adalah <em>Purposive Sampling</em> dan <em>Snowbal</em>l. Dalam prosesnya, perubahan sosial yang terjadi meliputi 3 aspek yaitu Pertalian Keagamaan, Pertalian Status Sosial Abdi Dalem Pamethakan yang akhirnya menjadi perubahan ekonomi dan Pertalian Darah yang akhirnya menjadi perubahan sosial masyarakat Kauman. Sedangkan perubahan status sosial abdi dalem Pamethakan adalah jumlah pengangkatan Tafsir Anom. Lalu, <em>feedback</em> yang diterima Penghulu Tafsir Anom. Jika jaman dahulu mendapat tempat tinggal dan uang bulanan, kini Kraton tidak memberikan upah apapun kepada Penghulu Tafsir Anom. Selanjutnya proses pertalian darah yang berawal dari perkawinan endogami namun kini sudah tidak demikian lagi dan berubah menjadi bagaimana kehidupan sosial di Kauman terbentuk. Dari perubahan tadi digolongkan menjadi 4 fase dan diketahui penyebab/faktor perubahan, yaitu faktor internal (Kebutuhan Ekonomi Berubah dan bagaimana Mempertahankan Eksistensi Kampung) dan faktor eksternal (Kebijakan Pariwisata Pemda dan keadaan Keraton Surakarta maupun Yogyakarta). Selanjutnya, faktor internal disebut dengan kampung dan eksternal kota. Di Kota Surakarta maupun Yogyakarta sendiri sama-sama mengembangkan pariwisata sebagai pemasukan daerah. Sehingga membuat rujukan simbol-simbol yang terdapat di kampung dapat menjadi alternatif paket wisata bagi kota itu sendiri. Sehingga dari sana dapat digambarkan alur bagaimana suatu kota dan kampung saling mempengaruhi dan juga bagaimana komparasinya antara Kota Surakarta dengan Kota Yogyakarta.</p><p> <strong>Kata Kunci: </strong>Perubahan Sosial, Kauman, Pariwisata, Simbol</p>

City tourism (Urban Tourism) develops from year to year. City tours are very popular in major cities in the world such as Paris, New York, Singapore. It is also developing and developing by Indonesia, in this case Jakarta. This type of tourism can be stimulated by historical and cultural attractions, as well as shopping and event tours, as well as business trips. Much of the above also stimulates development. The tourism sector in DKI Jakarta Province also has a dominant role because it contributes around 13% of DKI Jakarta's Regional Original Revenue (PAD). For this reason, to advance the economy in DKI Jakarta, the government continues to develop the tourism sector, one of which is city tourism. South Jakarta Administrative City as a city that continues to develop, now approximately 2.2 million people live in South Jakarta. The city also has a growing tourism sector, including the urban tourism sub-sector. The choice of the Cipete Raya road area to be developed as a city tourism area is based on the policies of the South Jakarta Administration City Government, the development of culinary tourism activities in recent years, and accessibility because it is close to Cipete Raya. MRT station. The approach method used to solve this problem is to use a qualitative approach, such as tourism attributes and urban planning. Jenis wisata ini dapat dirangsang oleh atraksi sejarah dan budaya, serta wisata belanja dan acara, serta perjalanan bisnis. Banyak hal di atas juga merangsang perkembangan. Sektor pariwisata di Provinsi DKI Jakarta juga memiliki peran dominan karena menyumbang sekitar 13% dari Pendapatan Asli Daerah (PAD) DKI Jakarta. Untuk itu, untuk memajukan perekonomian di DKI Jakarta pemerintah terus mengembangkan sektor pariwisata, salah satunya pariwisata kota. Kota Administratif Jakarta Selatan sebagai kota yang terus berkembang, sekarang kurang lebih 2,2 juta orang tinggal di Jakarta Selatan. Kota ini juga memiliki sektor pariwisata yang berkembang termasuk sub sektor pariwisata kota. Pemilihan kawasan jalan Cipete Raya untuk dikembangkan sebagai kawasan wisata kota didasarkan pada kebijakan Pemerintah Kota Administrasi Jakarta Selatan, perkembangan kegiatan wisata kuliner beberapa tahun terakhir, serta kemudahan aksesibilitas karena dekat dengan Cipete Raya. Stasiun MRT. Metode pendekatan yang digunakan untuk memecahkan masalah tersebut adalah dengan menggunakan pendekatan kualitatif, seperti penyesuaian atribut pariwisata dan juga penataan kota. Output dari penelitian ini berupa analisis tren perubahan penggunaan lahan kawasan pariwisata kota Cipete Raya dan kesesuaiannya dengan Rencana Detail Tata Ruang (RDTR 2030).

ABSTRACTThis study aims to determine the level of independence and effectiveness of local revenue in the City / Regency Government in East Java Province from 2012 to 2016. The sample of this study was 38 City / Regency Governments. This research data comes from the 2012-2016 budget realization report obtained from the Central Bureau of Statistics website. The analytical method used is the ratio of independence and effectiveness ratio of local revenue. The results show that: From the analysis of the Independence Ratio it can be said that it is very low, it is known that 33 Cities / Regencies are in a ratio between 0% -25% this happens because the Regional Government still depends on the Central Government. It is known that only the city of Surabaya is truly independent in implementing regional autonomy with a ratio of 180.84%. 4 Other cities / regencies are known to be low and moderate with a ratio between 25% -75%. Judging from the PAD Effectiveness Ratio, there are still many that are said to be quite effective, which means that the City / Regency have not been able to achieve the PAD target set, it is known that there are 19 Cities / Regencies. However, almost half of them have a very effective ratio, it is known that there are 16 cities / regencies showing that the government is able to achieve more than the target set. 3 Other cities / regencies are known to be ineffective and have not maximized the potential of the region.

 KPPN Medan II is one of the government organization units at the Ministry of Finance. Where leaders and employees who work at KPPN Medan II always carry out official trips between cities and outside the city. With these conditions, making SPPD documents experiencing the intensity of official travel activities carried out by employees of KPPN Medan II can be said frequently. So that in making SPPD in KPPN Medan II is still using the manual method that is recording through Microsoft Word which in the sense is less effective and efficient. In naming employees who get official assignments, officers manually entering employee data that receives official travel letters are prone to being lost because data is manually written. The web-based SPPD application is built by applying this prototyping method which is expected to facilitate SPPD KPPN Medan II management officers in making SPPD that is effective, efficient, accurate, time-saving, and not prone to losing SPPD data of KPPN Medan II employees who will has made official trips due to the existence of a special database to accommodate all SPPD files.

The capital of Ciamis Regency has experienced several displacements. During the reign of Raden Adipati Aria Kusumadiningrat the development of the capital was encouraged to develop into a city. After the kulturstelsel era, many European capitalists invested in Ciamis. At the beginning of the 20th century economic infrastructure, especially the means of distribution of commodities is much needed. Building economic facilities have sprung up in several locations in Ciamis. Such conditions result in the development of the city. This study aims to get a picture of the spatial layout of Ciamis and the city development process. The research method applied descriptive research. Data collection is done through direct observation in the field and accompanied by the utilization of instrument in the form of ancient maps. In the area of Ciamis City there are still some old building objects that can be used as a spatial bookmark of the city. At a glance the city's development spontaneously, but visible on the basis of existing infrastructure, in the 20th century the city of Ciamis showed a planned city. The growth of Ciamis city is of course influenced by several factors including economic and geographical factors.Keywords: city, layout, planned, industrial area

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

<p align="center">ABSTRAK</p><p>Artikel hasil penelitian tentang kajian normatif keberadaan toko modern di Kota Semarang akan mengkaji mengenai keberadaan toko modern di Kota Semarang apakah sudah  memenuhi ketentuan dalam Peraturan Presiden Nomor 112 Tahun 2007. Untuk membahas permasalahan tersebut, metode pendekatan yang dipakai adalah yuridis normatif, dengan spesifikasi penelitian deskriptif analitis, metode pengumpulan datanya : studi dokumentasi dan studi kepustakaan, sedangkan metode analisis data yang dipergunakan adalah analisis kualitatif.</p><p>Hasil dari penelitian menunjukkan bahwa  keberadaan toko modern di Kota Semarang sudah memenuhi beberapa ketentuan yang ada dalam Peraturan Presiden Nomor 112 Tahun 2007, yang belum terpenuhi adalah : ketentuan Pasal 13  &amp; Pasal 15 Peraturan Presiden Nomor 112 Tahun 2007.</p><p><em>Articles of research on the normative study of the existence of modern stores in the city of Semarang will examine the existence of modern stores in the city of Semarang whether they have fulfilled the provisions in Presidential Regulation No. 112 of 2007.
