This study aims to analyze policies from the socio-political scope as the basis for development in education in madrasah. Therefore, it goes on to say that this research was conducted through a descriptive qualitative approach to the type of library research, with the data source referring to literature data. The data analysis technique was carried out using content analysis, the scope of which consists of the depth of information content. The results showed that madrasah-based management is participatory management of madrasah by involving the principal, teachers, students, stakeholders, and the community to achieve the quality of education goals. The movement of education reform from centralization to decentralization abroad has been going on for 30 years, since 1960-1990. In Indonesia, constitutional reformation of education began to coincide with the reform era marked by the fall of the New Order in 1998. Education, which had been the matter of the central government, since the enactment of regional autonomy through Law number 22 of 1999 concerning Regional Government, was later amended by Law number 32 of the year. 2004, then the education affairs were handed over to the local government.

Purpose of Study: Concentration fully reform the institutional aspects and teaching, still remaining implicates fundamen- tal problem that has not gotten way out until today. The fundamental problem in question is still ongoing inconsistencies between the various national education policies. The disharmony generates serious impacts in the process of education reform in the country after the collapse of the New Order. Especially for education stakeholders, this disharmony makes their confusion, how education reform agenda should be executed. They are confronted with education policies that sub- stantially contradict or at least overlap with one another. Worse yet, stakeholders of education in educational institutions is not only confused but also become a victim of unwanted effects (unintended impact) or wild effect (spillover impact) on the implementation of the policy. So whether the Islamic educational institutions and academic staff who manage this institution "forced" to accept other forms of discriminatory treatment as a result of the policy of disharmony. Methodology: This study is library research, using a qualitative type with a factual historical model. Results: The disharmony of education policy is still quite prominent since the presence of the reform era until now. Disharmony is very potential to develop institutions that involve Islamic education institutions or madrassas in Indonesia. Implications/Applications: The disharmony manifestation is the overlap between the policy of implementing religious affairs which have been the responsibility of the Ministry of Religion and the decentralization policy of education. The consequence of this disharmony, namely the Regional Government, has a reluctance to place madrassas as part of their authority.

This paper discusses the discourse about the complexity of ethnic and religious identity monism in Mataram Lombok West Nusa Tenggara; Sasak ethnic is Islam, while Balinese ethnic is Hindu. The question is then does religious conversion also include ethnic conversion? Methodologically, this paper is library research. Several notes related to this discourse are as follows: (1) Increasing conflict escalation occurs during the Reformation era. Identity politics emerge and strengthen. In several conflicts at Mataram, the ethnic and religious identity is thickening. (2) There is a complexity between democracy and diversity. Democracy demands unity, while multiculturalism emphasizes particularity. Balancing them is easy in theory but difficult in practice. (3) It must be distinguished between politics and politicization. In the case of Indonesia, ethnic and religious issues are often politicized by some people to achieve their own group goals. (4) Relying on ethnicity is a natural instinct in self-defense and affirming identity. This is not necessary to be troubled and blamed. (5) These problems are like a Pandora's box, a box full of diseases. It was the reform era that opened the box which had been closed or covered by the New Order. What happened in the Reformation Era is the emergence of various ethnic and religious problems which were not recognized during the New Order era.

Revitalizing traditional markets is a form of improving the quality of public space as a policy of the regional government in cooperation with local communities. The purpose of revitalizing traditional markets is not merely to improve the physical form of traditional markets but also to manage these traditional markets. The researcher raised a case study on the policy after revitalizing the Lembu Market, Tanjungpinang City, to what extent the policies that have been implemented before and after the market revitalization match the public's expectations, it is necessary to evaluate the programs that have been implemented. Researchers used policy evaluation techniques with a formal evaluation approach using Dunn 2018 theory. The research method used by researchers used library research, by carrying out a search of several library sources such as e-books, journals, websites, organizational reports, and other good documents. print and online relevant to the topic being evaluated. The results showed that the evaluation of the revitalization program for the beef slaughter market in the city of Tanjungpinang had not found the value of cross-impact analysis and discounting on the program so that the revitalization of traditional markets was only in the form of target mapping, value clarification and mapping of barriers that had become the impact of the revitalization policy of the traditional cattle slaughter market in Tanjungpinang City. The researcher also did not find Urgency in realizing the traditional market revitalization policy in order to change the characteristics of the market for the better.

Indonesia is currently experiencing an education crisis. Education is the key to the success of a nation. Human Resource Improvement is an outstanding problem solving solution. Teachers as educational staff and the main factor in the creation of a qualified Islamic education. Teacher professionalism has an effect on improving the quality of education. This study uses a qualitative approach with library research research methods in the form of documents. The data analysis technique used was descriptive (non-statistical) analysis technique. The results of the study: First, teacher professionalism in improving the quality of Islamic education can be seen from four aspects of competence, namely pedagogical competence, personality competence, social competence, and professional competence. Second, the supporting factors are divided into two, namely internal factors and external factors while the inhibiting factors, namely the majority of teachers have not fully pursued their profession, there are still universities that produce original teacher graduates, and the low motivation of teachers in improving the quality of the profession. Third, the impact of the low professional competence of teachers is that learning activities are less effective and efficient, learning is less than optimal, the learning atmosphere is less pleasant and comfortable, learning outcomes are less creative, active, and productive.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas

This study discusses the dynamics of da'wah communication that occurs in the Muslim minority area of Tana Toraja. The main problem discussed was how the dynamics of da'wah communication in the Muslim minority area of Tana Toraja. This research is a qualitative research, with a phenomenological approach in the context of da'wah and communication. Data collection was carried out by observation, interviews, and literature review. The data analysis technique was carried out, referring to the data analysis principles put forward by Miles and Huberman. It offers an interactive model analysis system, which consists of three components, namely data reduction, data display, and drawing conclusions. The research suggested that the dynamics of da'wah communication in the Muslim minority areas of Toraja experienced five phases with different dynamics, namely the pre-colonial era, the colonial era, the independence era, the New Order era, and the reform era.

The Qur'an, apart from being a basic guideline in religion, has long been a primary data source in various studies and studies because of the richness of scientific concepts contained in it. Istifhâm as one of the various sentences used as a medium of interaction in the Al-Qur'an. In this study, the researcher discusses the istifhâm in the 20th Al-Qur'an juz. This research is a qualitative research with a research library research design. The purpose of this study was to describe the types and functions of the interrogative words (istifhâm) contained in Al-Qur'an juz 20. The data was collected using purposive sampling technique. The research instruments were data cards and recapitulation sheets. The data analysis technique used the content analysis method. The results of this study indicate that the researchers found 32 data in the form of adawatul istifhâm, including hamzah, man, hal, maa, aina, kaifa, maadzaa, am, and ayyana consisting of 26 istifhâm majazi and 8 istifhâm haqiqi data which are divided into 9 functions and istifhâm goals.   Al Qur’an selain sebagai pedoman pokok dalam beragama sejak dahulu telah menjadi sumber data primer dalam berbagai penelitian dan studi karena kekayaan konsep keilmuan yang ada di dalamnya. Istifhâm sebagai salah satu ragam kalimat yang digunakan sebagai media interaksi dalam Al-Qur’an. Dalam penelitian ini peneliti membahas istifhâm pada Al-Qur’an juz ke 20. Penelitian ini merupakan penelitian kualitatif dengan desain penelitian library research. Tujuan penelitian ini adalah untuk mendeskripsikan jenis-jenis dan fungsi kata tanya (istifhâm) yang terdapat dalam Al-Qur’an juz 20. Pengumpulan data dilakukan menggunakan teknik sampling pertimbangan (purposive sampling). Instrumen penelitian berupa kartu data dan lembar rekapitulasi. Teknik analisis data menggunakan metode analisis isi. Hasil penelitian ini menunjukkan bahwa peneliti menemukan 32 data yang berupa adawatul istifhâm antara lain hamzah, man, hal, maa, aina, kaifa, maadzaa, am, dan ayyana yang terdiri atas 26 istifhâm majazi dan 8 data istifhâm haqiqi yang dibedakan menjadi 9 fungsi dan tujuan istifhâm.

Abstrak Otonomi daerah adalah suatu bentuk demokrasi yang diberikan oleh Pemerintah Pusat kepada Pemerintah Daerah untuk mengelola rumah tangga mereka sendiri dengan berpegang pada hukum dan peraturan yang berlaku. Implementasi otonomi daerah merupakan titik fokus penting dalam rangka meningkatkan kesejahteraan rakyat. Pengembangan suatu daerah dapat disesuaikan oleh pemerintah daerah dengan potensi dan kekhasan masing-masing daerah. Ini adalah kesempatan yang sangat baik bagi pemerintah daerah untuk membuktikan kemampuannya menjalankan wewenang yang merupakan hak daerah. Otonomi daerah adalah salah satu agenda utama reformasi yang bertujuan mengurangi kesenjangan ekonomi-politik antara pemerintah pusat dan daerah. Era reformasi menjadi titik awal pergeseran paradigma terpusat yang diadopsi oleh Orde Baru ke era desentralisasi. Desentralisasi dalam konteks Indonesia diyakini sebagai cara untuk membangun pemerintahan yang efektif, mengembangkan pemerintahan yang demokratis, menghormati keanekaragaman lokal, menghormati dan mengembangkan potensi masyarakat lokal, dan mempertahankan integrasi nasional. Masyarakat menaruh harapan yang besar pada otonomi daerah untuk membawa perubahan dalam sistem negara. Sayangnya desentralisasi telah menyebabkan banyak korupsi di wilayah ini. Inilah yang terjadi pada 2018 lalu. Tahun 2018 tampaknya menjadi tahun yang gelap bagi upaya pencegahan dan pemberantasan korupsi, terutama di daerah. Pada 2018 Komisi Pemberantasan Korupsi (KPK) telah menjerat puluhan kepala daerah dalam sejumlah kasus dugaan korupsi mulai dari gubernur, bupati, walikota, hingga pejabat daerah. Hingga akhir 2018, KPK masih menjerat kepala daerah yang tersandung kasus korupsi yaitu Bupati Jepara Ahmad Marzuqi dan Bupati Cianjur Irvan Rivano Muchtar sebagai tersangka. Daftar panjang kepala daerah yang dijerat oleh KPK selama 2018 menunjukkan bahwa penanganan kejahatan korupsi di Indonesia masih membutuhkan perhatian serius dari banyak pihak. Demikian juga, Indeks Pencapaian Korupsi Indonesia masih jauh dari ideal, yaitu 3,7, seperti yang dikatakan oleh juru bicara KPK Febri Diansyah. Ini menunjukkan bahwa korupsi yang dilakukan oleh sejumlah kepala daerah merupakan salah satu bentuk kegagalan otonomi daerah. Dengan kata lain ada banyak pekerjaan rumah yang harus dilakukan terkait dengan implementasi otonomi daerah. Karena kasus-kasus yang ditangani oleh Komisi Pemberantasan Korupsi menunjukkan bahwa korupsi masih terjadi dan merupakan gejala di banyak lembaga. Kata Kunci: Otonomi Daerah, Korupsi, Kepala Daerah         Abstract Regional autonomy is a form of democracy given by the Central Government to the Regional Government to manage their own household by sticking to the applicable laws and regulations. The implementation of regional autonomy is an important focal point in order to improve people's welfare. The development of an area can be adjusted by the regional government with the potential and distinctiveness of each region. This is a very good opportunity for the local government to prove its ability to exercise the authority that is the right of the region. Regional autonomy is one of the main agendas of reform aimed at reducing the economic-political gap between the central and regional governments. The era of reform became the starting point of shifting the centralized paradigm adopted by the New Order to the era of decentralization. Decentralization in the Indonesian context is believed to be a way to build effective governance, develop democratic governance, respect local diversity, respect and develop the potential of local communities, and maintain national integration. The community places considerable expectations on regional autonomy in order to bring about changes in the state system. Unfortunately decentralization has caused a lot of corruption in the region. This is what happened in 2018 ago. The year 2018 seems to be a dark year for efforts to prevent and eradicate corruption, especially in the regions. In 2018 the Corruption Eradication Commission (KPK) has ensnared dozens of regional heads in a number of cases of alleged corruption ranging from governors, regents, mayors, to regional officials. Until the end of 2018, the KPK still ensnared the regional heads who tripped over corruption cases namely Jepara Regent Ahmad Marzuqi and Cianjur Regent Irvan Rivano Muchtar as suspects. The long list of regional heads snared by the KPK during 2018 shows that the handling of corruption crimes in Indonesia still needs serious attention from many parties. Likewise, the Indonesian Corruption Achievement Index is still far from ideal, namely 3.7, as said by KPK spokesman Febri Diansyah. This indicates that corruption committed by a number of regional heads is one form of failure in regional autonomy. In other words there is a lot of homework that must be done related to the implementation of regional autonomy. Because the cases handled by the Corruption Eradication Commission indicate that corruption still occurs and is a symptom in many institutions. The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. His study aims to analyze the role of Local Revenue, General Allocation Funds, Special Allocation Funds and SiLpa on Capital Expenditures in Districts/Cities in Central Java Province 2016-2017. The population in this study amounted to 35 districts/cities in Central Java. The sampling technique in this study used purposive sampling and obtained a sample of 33 districts/cities in Central Java. The data analysis technique used is multiple linear regression. The  results showed that the Regional Revenue and the Difference in Budget Financing have a positive and significant effect on capital expenditure, then the General Allocation Fund and the Special  Allocation Fund have a positive but not significant effect on capital  expenditure. The results of the determination test show that capital  expenditure is influenced by variables Independent of 79.5% and  the remaining 20.5% explained by variables outside this study. So the highest contribution is PAD in contributing to Capital Expenditures, because the contribution of the Balancing Fund, namely the General Allocation Fund and the Special Allocation Fund, is relatively small, meaning that the dependence on the Central Government is small,so the conclusion is that the higher the Regional Original Revenue, the greater the authority of the regional government in implement policies so that the region can be independent.
