This research titled is “Empowerment of Rattan Industry Craftsmen After Disasters by Department of Trade and Industry in Palu City Central Sulawesi Province”. The purpose of this research is to find out and analyze the empowerment process, supporting factors and inhibiting factors faced, as well as efforts made by the Department of Trade and Industry to overcome obstacles in the empowerment of rattan industry crafters in the aftermath of a disaster. The research method used by the author in this study is descriptive qualitative.The data collection techniques are interviews, documens and observations. The data analysis techniques in this study are data reduction, data presentation and data verification. The result of this research apprenticeship show that empowerment of crafters in managing the rattan industry after disaster has been carried out. But in the implementation, the empowerment process has not been carried out optimally. Because the mindset of craftsmen who are still using old mindset, the absence of Standard Operating Procedures regarding the rattan industry which results in an ineffective upstream and downstream system, Limited funds owned by the government in providing assistance and the independence of the craftsmen in producing raw materials supporting the rattan industry. After disaster, Department of Trade and Industry has made efforts to overcome obstacles with : make a Standard Operating Procedures dan rebuilding the upstream and downstream systems. In addition, Department of Trade and Industry has also allocated funds in accordance with needs and provides socialization in changing the mindset of rattan industry crafters and training to develop rattan industry businesses. The authors suggests to the city government that in the future in making a development and empowerment planning, the city government must fist make Standard Operating Procedures. Surabaya is one of the cities in Indonesia that has problems on garbage. In handling the garbage, the city government of Surabaya issued a large enough budget to transport the waste to the landfill (TPA). This can be reduced if the waste from the source can be managed properly. Lack of public awareness in RT. 019, RW. 04 Kelurahan Wonokromo Surabaya City in managing household waste, it can be seen from the community disposing of waste is not sorted and do not know how to recycle the waste. By recycling waste into compost, in addition to helping the government in reducing the waste can also green the environment with the resulting compost fertilizer. Community service is done to members of the PKK in RT. 019, RW. 04, Wonokromo urban village of Surabaya, and implemented on April 1 -November 31, 2015. The method used in community service is counseling and training in managing household waste. The result of community service is that most PKK members can sort waste and manage their household waste into compost, and the community environment becomes green from the resulting compost.

 The purpose of this study is to describe the success of the Solo 99 super meatball culinary business in the city of Bengkulu, as many as three subjects in this study. This research is a qualitative research. Data collection techniques using interview, observation and documentation. Data analysis techniques include data reduction, data presentation and conclusion drawing. Checking the validity of the data using triangulation techniques. The research results show that first, there is a form of success obtained during running a meatball culinary business in the form of assets such as shop houses, boarding houses, cars and motorcycles as well as gaining popularity and benefits of building an economic system in the vicinity. Second, the acquisition of meatballs culinary entrepreneurship skills education is obtained by the owner by self-taught by learning from experience, actively asking and paying attention and diligently reading books and looking for info from social media. Third, the effort to develop innovative businesses is to make new innovations in food and beverage menus and the process of making meatball balls so that they can be promoted. Fourth, the obstacle faced is the price of raw materials going up and down or unstable. Fifth, the solution made to deal with existing problems is by reducing the portion of meatballs that are sold but not too much. Keywords: Success, Business, Culinary, Meatballs

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

PENGARUH BELANJA MODAL, BELANJA SOSIAL, DAN PERTUMBUHAN EKONOMI TERHADAP TINGKAT KEMISKINAN DI KOTA MANADO Agustien Sendouw, Vekie A.Rumate, Debby Ch. Rotinsulu Ekonomi Pembangunan – Fakultas Ekonomi dan BisnisUniversitas Sam ratulangi  ABSTRAKKemiskinan merupakan masalah klasik disetiap negara. Usaha pengentasan kemiskinan telah lama dilakukan oleh pemerintah. Variabel yang mempengaruhi tingkat kemiskinan antara lain adalah pengeluaran pemerintah dan pertumbuhan ekonomi. Pengeluaran pemerintah Kota Manado melalui pos belanja modal, belanja sosial, dan pertumbuhan ekonomi diharapkan juga memberi pengaruh terhadap tingkat kemiskinan. Penelitian ini bertujuan untuk mengetahui pengaruh belanja modal, belanjasosial, dan pertumbuhan ekonomi terhadap tingkat kemiskinan di Kota Manado secara parsial maupun secara bersama-sama. Metodeanalisis yang digunakan adalah analisis regresi berganda. Hasil penelitian menunjukan bahwa belanja modal memiliki pengaruh yang negative dan signifikan secara parsial terhadap tingkat kemiskinan sedangkan belanja social dan pertumbuhan ekonomi tidak memiliki pengaruh secara parsial terhadap tingkat kemiskinan di Kota Manado. Secara bersama-sama belanja modal, belanja sosial, dan pertumbuhan ekonomi  tidak  memiliki  pengaruh  terhadap  tingkat  kemiskinan di Kota Manado. Kata Kunci  :   Belanja Modal,  Belanja  Sosial,  Pertumbuhan  Ekonomi, Tingkat  Kemiskinan.  ABSTRACTPoverty is a classic problem in every country. Poverty eradication efforts have been carried out by the government. Variables that affect the level of poverty among other government are government expenditure and economic growth. Manado City Government expenditure through capital expenditure, social expenditure, and economic growth is expected to also make an impact on poverty levels. This research aimed to determine the effect of capital expenditure, social expenditure, and economic growth on poverty levels in Manado partially or jointly. The analytical method used is multiple regression analysis. The results showed that capital expenditure has a negative and significant effect partially to the poverty level while social spending and economic growth do not have a partial effect on poverty levels in the city of Manado. Taken all research variables found that capital expenditures, social expenditure, and economic growth have no effect on the level of poverty in the city of Manado. Key Words : Regional Expenditure, Social Expenditure, Economic Growth, Poverty Level.

Palu city is the capital city of Central Sulawesi province bordering with Gorontalo Province. Indigenous people who inhabit the city of Palu is a community of Kaili tribe. Palu City was selected as a Special Economic Zone (KEK) for eastern Indonesia and consists of industrial zone, logistics zone and export processing zone. When viewed from the tourism business, there are several famous destinations such as Sibili Lake, Banua Mbaso, Hanging Bridge, Mosque 'Apung' Argam Bab Al Rahman, and Sis Al Jufrie.The method used by writer is qualitative with inductive data analysis. The results found that the city of Palu has shown passion in the field of tourism. Palu City presents a variety of new tourist destinations including natural attractions, culinary tours, and cultural tourism. For example Cars Tusuk Satay, Palu Bay, Four Palu Bridge, Solar Eclipse Monument, Nusantara Pavilion, and Palu Nomori Inscription. Then the tourists need to be given free space to satisfy the needs during a vacation. The business model implemented is that local people can entrepreneurship, gain profit, and create new jobs. Meanwhile, for the government through the Office of Culture and Tourism of Palu City is able to generate Pendapatan Asli Daerah (PAD) in addition to taxes from culinary executed by local communities. To support, the Office of Culture and Tourism of Palu City can hold and coordinate with all the agencies in accordance with their respective work programs. As the development and development of houses to become homestay homes and home industry, the integration of public transportation fleet, and build the concept of Information Management System (SIM) Tourism via online to package the tourism potential of Palu City.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

Abstraksi   Masyarakat Sumbawa dikenal sebagai masyarakat yang heterogen, karena dihuni oleh penduduk dari berbagai suku, etnis, bahasa dan agama dengan konsekuensi terhadap pembawaan adat-istiadat serta sistem hidup yang berbeda-beda. Kondisi ini adalah salah satu modal utama yang jika disalahgunakan akan bisa berdampak negatif dengan munculnya sentimen-sentimen dan konflik komunal yang bisa merusak sistem kehidupan bermasyarakat. Proses mediasi, arbitrasi dan negosiasi adalah salah satu pendekatan yang digunakan  dalam meresolusi konflik selama ini. Sedangkan masih banyak metode atau pendekatan lain yang dirasa cukup efektif dan kadang terlupakan dalam pendekatan pencegahan dan resolusi konflik yaitu melalui pendekatan Kecerdasan Budaya.Sehingga riset ini, mencoba mengangkat masalah urgensi kecerdasan budaya dalam mencegah dan meresolusi konflik. Adapun masalah yang diangkat dalam penelitian ini adalah: 1).Faktor-faktor apa saja yang bisa menyebabkan terjadinya konflik dalam masyarakat?, 2). Siapa saja yang berperan sebagai struktural, akselerator dan pemakin atau trigger dalam konflik tersebut?, 3). Pendekatan apa saja yang selama ini digunakan dalam upaya mencegah dan menyelesaikan konflik dalam masyarakat oleh pemerintah?, 4). Mengapa kecerdasan budaya sangat penting dalam mencegah dan menyelesaikan konflik tersebut? Metode riset yang digunakan adalah deskriptif-kualitatif.Dengan tujuan agar pengungkapan fenomena di lokasi penelitian secara leluasa memungkin untuk mendapatkan hasil yang maksimal karena data tersebut valid dan dapat dipertanggung- jawabkan secara ilmiah dan rasional. Teknik pengumpulan data yang digunakan ada  yaitu teknik observasi, interview dan dokumentasi. Teknik analisis data dimulai dari proses pengumpulan data, reduksi data, penyajian data, dan keabsahan datayang terdiri dari Derajat kepercayaan (credibility), Keteralihan (transferability), Ketergantungan (dependability), dan Kepastian (comfirmability). Hasil penelitian, bahwa Terjadinya konflik di Kabupaten Sumbawa disebabkan karena adanya faktor Struktural, Akselerator dan Trigger (SAT) konflik, misalnya seperti: masih ada dan kuatnya Political Memory dalam Masyarakat. Serta pentingnya Kecerdasan Budaya dalam mencegah dan menyelesaikan konflik, karena semua aspek-aspek yang ada dalam Kecerdasan Budaya seperti: Pengetahuan, Strategi, Motivasi dan Perilaku ternyata memiliki relevansi dan kemampuan untuk mendorong dan menciptakan suasana yang aman, damai dan harmonis dalam masyarakat sepanjang masyarakat bisa dan mampu menginternalisasikan nilai-nilai tersebut dalam kehidupan sehari-hari. Kata Kunci: Kecerdasan Budaya, Pencegahan, Resolusi, Konflik   The Sumbawa community is known as a heterogeneous society, inhabited by people of various ethnic, ethnic, linguistic and religious backgrounds with consequences for different customs and systems of life. This condition is one of the main capital that if misused will be able to negatively impact the emergence of sentiments and communal conflicts that can damage the system of social life. The process of mediation, arbitration and negotiation is one of the approaches used in resolving conflicts over the years. While there are many other methods or approaches that are considered quite effective and sometimes forgotten in the approach of prevention and conflict resolution is through the approach of Cultural Intelligence. So this research, trying to raise the urgency issue of the cultural intelligence in preventing and resolving the conflict. The problems raised in this study are: 1). What factors can cause conflict in society ?, 2). Who actor that acts as a structural, accelerator and trigger or trigger in the conflict ?, 3). What approaches have been used in preventing and resolving the conflict in society by the government ?, 4). Why is cultural intelligence so important in preventing and resolving the conflict? The research method in this research is descriptive-qualitative. The aim of this research that the disclosure of the phenomenon in the research location freely possible to get maximum results because the data is valid and can be accounted scientifically and rationally.Data collection techniques that is used in this research are techniques of observation, interview and documentation. Data analysis techniques start from the process of data collection, data reduction, data presentation, and data validity consisting of credibility, transferability, dependability and comfirmability. The result of the research, that the occurrence of conflict in Sumbawa Regency caused by Structural factor, Accelerator and Trigger (SAT) conflict, for example: there is still and strong Political Memory in Society. As well as the importance of Cultural Intelligence in preventing and resolving of conflicts, as all aspects of Cultural Intelligence such as: Knowledge, Strategy, Motivation and Behavior have the relevance and ability to encourage and create a safe, peaceful and harmonious atmosphere in society as long as society can and able to internalize these values ​​in everyday life. This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance
