ABSTRACT The purpose of this study was (1) to analyze and find out what the Government’s policy to relocate street vendors Manado City in the center of the city of Manado. (2). To analyze and determine the factors that influence Relocation Policy Implementation street vendors by the City of Manado. Data collection techniques include in-depth interviews and documentation. Data analysis techniques include data reduction, data presentation and conclusion. Data validity checking techniques include degree of confidence, and the degree of dependency and certainty. In this study it was found that PKL relocation policy based Perwako No. 1 of 2006 concerning the relocation of street vendors in the market due to Manado Bersehati population and the presence of street vendors in the city center of Manado 45 raises complex issues that directly impact the other activities in the region, especially public transportation routes to be disrupted due to the capacity of the central area of the city of Manado 45 can no longer accommodate diverse activities. Assertiveness factor is needed in the City Government made a policy on street vendors. Are also important factors to be considered is the feasibility of a sale is seen from all aspects, primarily the physical condition of the building is also provided for the relocation of economic value that can be obtained by street vendors in these locations. Also affecting the relocation policy implementation is weak supervision and monitoring of the implementation of the policy. Thus it can be suggested that the relocation of street vendors Policy mayor Regulation No. 1 of 2006 should be revised or updated to a higher legal force the relocation of local regulation of street vendors. Government policy has had to consider the interests of both parties. On the one hand giving opportunity to all people to a decent life with his work, but still managing urban obliged to be a comfortable place for all activities of the citizens. Assertiveness factor is needed in the City Government made a policy on street vendors. This shows about government authority as the holder of the authority under applicable laws. Are also important factors to be considered is the feasibility of a sale, arranged from all aspects, primarily the physical condition of the building is also provided for the relocation of economic value that can be obtained by street vendors in these locations. This research was motivated by the fact that there was resistance from street vendors in Madiun City as a manifestation of people's resistance to the country. The city of Madiun, the capital city of Bakorwil 1, Madiun, is economically developing so that the number of street vendors explodes. Therefore this area is economically meaningful and has high economic value, so it becomes the goal of workers seeking, namely as street vendors. To organize the traders in the city of Madiun and the DPRD make a PKL Regional Regulation. The PKL Regional Regulation is intended to regulate the PKL selling in the city of Madiun. But the process that happened to street vendors was less involved, causing resistance. There was people's resistance to the state, because the state did not prosper the people. The regulation made by the DPRD and the Madiun city administration aims to keep traders in order, and implement the rules, but the regulation creates resistance. This study aims to: (1) understand the causes of the street vendors 'resistance (2) understand the meaning and purpose of street vendors' resistance to the Satpol PP. (3) understand the forms of street vendors' resistance to the Madiun city administration. The approach used in this study is qualitative with data collection techniques with observation, interviews and documentation. The paradigm in this study uses a social definition. While the theory used to explain the resistance of street vendors to the policies of the city government of Madiun James C. Scott's resistance theory.

Serang City has a symbol in which there is the Motto Serang Madani City. A word that becomes motivation from Serang city in running its government. The motto should be a mutual consensus between the people of Serang City and the city government of Serang. The motto that should have been the way of life of the people of Serang City. Implementation of the Serang City Motto is observed in depth with regard to the visible phenomenology. If the implementation is going well then it will seem the impact in daily life of the people of Serang city associated with the Motto. In his writing, Motto's implementation is reviewed in the areas of hygiene, orderliness, arrangement of street vendors, parking, terminal arrangement and public transportation. The result of this research is to see the various phenomenon that appear in the field can be concluded that the motto of Serang Madani City is not implemented in the middle of life of Serang city because of the low self awareness (self consiusnes) of Serang City to obey the regulations that have been made by the government of Serang City

The transportation office of the city of Medan is the executing element of the Medan City government in the transportation sector which has duties in the field of public transportation services. City transportation is one of the modes of transportation that is still the focus of government reform and public transportation service providers, especially regarding the quality of services to the community. The problem in this thesis is how city transportation in the route in Medan, how the oversight mechanism is carried out by the Department of Transportation on implementation licensing of city transportation in routes in the city of Medan, what are the obstacles faced by the Medan City Transportation Agency in supervising the implementation of city transportation licenses in routes in the city of Medan. Legal arrangements for city transportation are aimed at realizing traffic and road transport safely, safely, quickly, smoothly, orderly, comfortably, and efficiently, at a cost that is affordable to the purchasing power of the community. Supervision carried out by the Department of Transportation on city transportation in Medan City is to arrange transportation facilities / infrastructure management, conduct transportation control arrangements, supervise the implementation of duties of units and UPTs in the transportation sector, make arrangements for licensing in transportation and conduct transportation violation investigations. The obstacle faced by the Department of Transportation in supervising city transportation in Medan City is that there are still personnel from the Transportation Agency who do not understand what is their duty in the field to monitor city transportation, the lack of community participation becomes a factor of weak supervision due to lack of input to the Transportation Agency so Transportation itself cannot properly evaluate

Batik Semanggi is one of the typical batiks in Surabaya which has economic value for the community. However, the competitiveness of the clover batik business is relatively low. This study aims to identify the internal environmental conditions (strengths-weaknesses) and external (opportunities-threats) of the clover batik craftsmen as the basis for formulating a strategy to increase competitiveness. The study used a qualitative approach with data collection techniques focus group discussions (FGD), semi-structured interviews, observation and document collection. Informants were determined using a purposive method. The data analysis uses interactive models and SWOT analysis. The results showed several strengths that can encourage the floating of clover batik, namely the ability to make a capable batik, iconic distinctive motifs and organic batik technology. The opportunities that arise, namely export opportunities, support of the city government, support of other elements of society, and online marketing opportunities. While weaknesses include the number of craftsmen, low online marketing capabilities, motives not yet registered as intellectual property rights, limited production, and marketing volumes, traditional tools, and low capital. The threat that arises namely, the emergence of other motifs as a competitor batik, and batik printing production that offers cheaper prices with a larger production scale. The map of strengths and weaknesses and threats above are very useful as a material for formulating strategies in empowering clover batik craftsmen.

Public transportation is one of the most critical needs for a city, including in Indonesia. The fast and dynamic movement of society makes public transportation expected to accommodate the needs of city residents to move more quickly and efficiently. Available public transport can also reduce congestion because many city residents are switching from their private vehicles. Many cities in Indonesia are competing to develop their public transportation to modernize the life of the town. Problems will arise if the city government does not learn from history in planning the development of public transport in the city. This study aims to examine the role of historical science in the development of urban public transportation in Indonesia. The method used in this research is descriptive-qualitative through literature review by analyzing data and information according to the topic of the research topic. The data and information are sourced from 20 journal articles and five credible online portal sites with published years between 2019-2021. The result of this study is the role of historical science in the development of urban public transportation in Indonesia as a reference for city governments to reorganize their transportation systems in the future. This research has research limitations on the development of urban public transport in Indonesia in the 21st century. The researcher recommends further research on the role and benefits of historical science in improving urban public transportation in Indonesia to complement some lacking things from this research. At the same time was adding to the scientific treasures for many people, significant position holders in city government to be more intense in using historical knowledge as an essential study to encourage a better civilization of a city by improving the public transportation system.

AbstractFor a group of Wayao street vendors in Dar es Salaam, Tanzania, kinship relations were simultaneously an advantage and a hindrance. Their migration to the city and entry into the urban economy had occurred along ethnic and kinship lines. But, as they perceived the socially heterogeneous environment of the city that potentially offered them opportunities to cooperate with people from different social or ethnic backgrounds, they experienced their continuing dependency on their relatives as a form of confinement. Against the backdrop of the city, the Wayao perceived their social relations as being burdened with an inescapable sameness that made it impossible to trust one another. Mistrust, contempt and mutual suspicion were the flip side of close social relations and culminated in accusations ofuchawi(Swahili: witchcraft). However, these accusations did not have a disintegrative effect; paradoxically, their impact on social relations among the vendors was integrative. On the one hand,uchawiallegations expressed the claustrophobic feeling of stifling relations; on the other, they compelled the accused to adhere to a shared morality of egalitarian relations and exposed the feeling that the accused individual was worthy of scrutiny, indicating that relationships with him were of particular importance to others.

Talking about the street vendors (PKL) and control the level of implementation like tangled yarn pointless and there is alwaysin in resistance Such an event is happening in almost all regions in Indonesia. Another case the arrangement of street vendors in Surakarta, they volunteered to move trade to a location that has been prepared by the Government carried out peacefully and not through violence, with up shuttles that have prepared the City Government with a procession of long and rousing. They joyfully to the new location. It is natural for this phenomenon by some parties understood as a successful development communication Surakarta City Government. The purpose of this study to determine the extent of the role and contribution of the mass media on the success. This study uses a mix-method approaches with sequential exploratory strategy. The results showed that the role and contribution to the effectiveness of mass media communication Surakarta City Government (2005-2012), is not so dominant, but more related to the solutions offered by the City Government of Surakarta.Berbicara soal pedagang kaki lima (PKL) dan penertiban dalam tataran implementasinya bagaikan benang kusut yang tak ada ujungnya dan selalu saja ada perlawanan Peristiwa semacam ini terjadi dihampir seluruh daerah di Indonesia. Lain halnya penataan PKL di Surakarta, mereka dengan su-karela berpindah tempat berdagang ke lokasi yang telah disiapkan oleh Pemerintah dilakukan secara damai dan tidak dengan cara kekerasan, dengan menaiki angkutan yang telah disiapkan Pemerintah Kota dengan arak-arakan yang panjang dan meriah. Mereka dengan sukacita menuju lokasi yang baru. Maka wajar jika fenomena tersebut oleh sementara pihak dipahami sebagai suatu keberhasilan komunikasi pembangunan Pemkot Surakarta. Tujuan penelitian ini untuk mengetahui sejauhmana peranan dan kontribusi media-massa atas keberhasilan komunikasi pem-bangunan tersebut. Penelitian ini menggunakan pendekatan pendekatan mix-method dengan strategi eksploratoris sekuensial. Hasil penelitian menunjukkan bahwa peranan dan kontribusi media massa terhadap efektivitas komunikasi Pemkot Surakarta (2005-2012) tidak begitu dominan, tetapi lebih terkait dengan solusi yang ditawarkan Pemkot Surakarta.

As the second largest metropolitan city after Jakarta, Surabaya is one of the economic centers for people who live both in Surabaya or around the city of Surabaya. Along with the increasing number of residents around Surabaya which makes Surabaya as the center of economic activity causes a commuter movement pattern during working hours. This study aims to explain the use of local trains can help time efficiency in terms of labor productivity that supports economic growth in the city of Surabaya. This study uses a qualitative descriptive method with a phenomenological approach to community activities and uses cluster random sampling and snowball sampling techniques where using this method will provide a description of the use of local trains for communities around Surabaya specifically Sidoarjo in supporting economic growth in the city of Surabaya. The results showed that people prefer to use local trains with a reason to avoid congestion compared to other transportation. This research can be a reference for the Surabaya city government to further improve services in organizing public transportation, especially on the local Sidoarjo-Surabaya trains.

Abstrak: Di Kota Surabaya, dalam rangka untuk memudahkan mobilisasi terdapat kebijakan terkait dengan kendaraan bermotor umum, yaitu Suroboyo Bus. Sistem sistem pembayaran yang digunakan adalah denganmenggunakan sampah botol plastik dengan tujuan untuk menjaga kebersihan Kota Surabaya.  Dalam praktiknya, ternyata Surboyo Bus ini beroperasi dengan plat nomor berwarna merah, padahal di dalam Peratuan Kepala Kepolisian Negara Republik Indonesia No. 5 Tahun 2012 tentang Registrasi dan Identifikasi Kendaraan Bermotor, dijelaskan bahwa kendaraan dengan plat nomor berwarna merah adalah kendaraan milik pemerintah yang notabene tidak boleh memungut pembayaran. Berdasarkan hal tersebut, maka rumusan masalah dalam penelitian ini adalah: 1) Apakah penggunaan plat nomor berwarna kuning pada Suroboyo Bus telah sesuai dengan ketentuan peraturan perundang-undangan? 2) Bentuk pengelolaan seperti apa yang sesuai dalam mengelola kendaraan bermotor umum Surboyo Bus? Penelitian ini merupakan penelitian normatif, dengan mengaji dan menganalisa peraturan perundang-undangan ataupun bahan hukum lain yang berkaitan dengan pengelolaan Suroboyo Bus di Kota Surabaya. Penelitian ini menggunakan pendekatan peraturan perundang-undangan dan pendekatan konseptual. Berdasarkan hasil penelitian ini, ditemukan bahwa 1) Penggunaan plat merah pada kendaraan bermotor umum bertentangan dengan  Pasal 39 Peratuan Kepala Kepolisian Negara Republik Indonesia No. 5 Tahun 2012 tentang Registrasi dan Identifikasi Kendaraan Bermotor, dan 2) Pengelolaan Suroboyo Bus sebaiknya beralih dari Dinas Pemerintah Kota Surabaya ke BUMD, karena Pengelolaan dengan sistem BUMD akan menyebabkan pengelolaan manajemen baik manajemen keuangan maupun manajemen organisasinya akan bersifat lebih luas dan tidak terikat pada APBD Kata Kunci: Suroboyo Bus, BUMD, Plat Nomor Berwarna Kuning, Plat Nomor Berwarna Merah Abstract: In the city of Surabaya, to facilitate mobilization a public means of transportation exists, namely the Suroboyo Bus. The payment system applied for the bus is by using plastic bottle waste to maintain the Sanitation of the city. In practice, it turns out that Surboyo Bus operates with a red plate number, even though in the Indonesian Police Chief Association No. 5 of 2012 concerning Registration and Identification of Transportations, it is explained that vehicles with red plate numbers are government-owned vehicles which in fact should not collect payments.Based on the stated issue, the problem formulations in this study are: 1) Does the use of yellow plates number on the Suroboyo Bus comply with statutory provisions? 2) What forms of management are appropriate in managing Surboyo Buses public transportation? This research is a normative study, by reviewing and analyzing laws and regulations or other legal materials relating to the management of Suroboyo Bus in Surabaya. This research uses the statutory approach and conceptual approach.  Based on the results of this study, it was found that 1) The use of a red plate on public transportation is contrary to Article 39 of the Indonesian Police Chief Regulation No. 5 of 2012 concerning Registration and Identification of Transportations, and 2) Management of Suroboyo Buses should move from the Surabaya City Government Office to become a Province owned business because the management system in province owned business will cause the management of both financial management and organizational management to be broader and not bound to the regional budget.Keywords: Suroboyo Bus, Region owned business, Yellow Plate number, Red Plate Number

As a result of rapid urbanization and motorization in China, numerous mega-cities have emerged, and large numbers of people live and work in the city centers. Consequently, developing a public transport-oriented urban structure and promoting sustainable development are major planning strategies for the country. To understand the impact of rail transit on motorization in a high-density city center, we conduct a household travel survey in three neighborhoods around metro stations in the central area of Shanghai. We examine the car buying and commuting behavior of those Shanghai “original” residents who lived there when the city began growing, engulfing them in the center. Studies have shown that 40 percent of commuters in the city center commute outward, following a virtually reversed commute pattern, and the factors significantly affecting their car purchasing choice include their attitude toward cars and transit, household incomes, ownership of the apartments they live in, and the distance between family members’ workplaces and nearest metro stations. Despite easy access to the metro from their home in the city center, those who purchase their apartment units also likely own a car, while those who rent their apartment units are less likely to own a car; however, these odds are still higher than for those who live in an apartment unit inherited from their relatives or provided by their company. In the city center, if a family owns a car, then that car would almost certainly be used for daily commuting. A multinomial logistic model is applied to examine the factors influencing the tendency for using cars. The results show that people’s choices of commuting by alternative modes rather than cars are also shaped by their attitude toward public transportation, but other factors can also subtly change people’s commuting behavior under certain conditions. The commuting distance discourages people from walking and taking buses (but not metro). As the egress distance to the workplace increases, the metro becomes less appealing than cars. Mixed land use encourages people to walk or take buses instead of driving. Older people prefer riding buses and walking to driving, and female respondents tend to prefer walking, cycling, and riding the metro to driving compared to male respondents. These findings contribute to understanding the behavior of people who are familiar with public transportation and how to encourage them to switch from driving cars to alternative transport modes.
