Car parking is a challenging part of urban transportation and traffic violations cause many problems for citizens. Studies have shown that there is a direct relationship between vehicle parking violations and urban places. In this study, we investigated the spatial distribution of vehicle violations in a region of Tehran, Iran, that is suffering from a heavy traffic load and heavily polluted air. Although there are two dissimilar urban segregations in the north and south of the study area, in both of the regions, about 70% of all curb-parks are legal, while the remaining are illegal. However, our analysis indicates a dissimilar pattern of car parking violations. Additionally, spatial analysis reveals a direct relationship between some POIs (Point of interests) and the occurrence of car park violations. For example, the number of vehicle park violations around the hospitals is more than the average of the study area. However, the number of park violations around the universities is less than the average. Our results also show that POIs have an impact radius that leads to violations occurring in that area. For example, the influence range of a hospital on the creation of car park violations was estimated at 125 meters. Our presented approach along with the discussed findings and conclusions can be useful to an extensive range of stakeholders, including urban planners, traffic police departments, local municipalities, law enforcement agencies and environmentalists, to have a better perspective of infrastructure planning.

In recent years, due to the fast growth and development of urbanization, temporary and unauthorized stopping of cars along the streets, especially in large cities, has led to an increased traffic, urban disorders, dangers for citizens, and violation of rules. Studies have shown that there is a direct relationship between vehicle parking violations and urban places. GIScience capabilities and tools play an important role in analysing the spatial distribution of these violations. In this study, we investigated the spatial distribution of vehicle violations in a region of Tehran, Iran that is suffering from a heavy traffic load and heavily polluted air. Although two dissimilar urban segregations exist in the north and south of the study area, our analysis indicates a similar pattern of car parking violations. Our findings reveal that co-location of certain POIs, for instance a hotel and a supermarket will lead to an increase in the number of park violations. In other words, there is a strong correlation between the type of POIs and curb-parks violations. Our results also show that POIs have an impact radius that leads to violations occurring in that area. For example, the area of the impact of a hospital on the creation of car park violations was estimated at 125 meters. <p>In this paper we present weight measurements of urban heavy traffic comparing two different Weigh In Motion (WIM) systems. One is a WIM-ROAD system using Lineas quartz pressure sensors in the road surface. The other is a WIM-BRIDGE system using optical fibre-based strain sensors which are applied under the bridge to the bottom fibre of a single span of the bridge deck. We have designed our tests to determine which system is most suited to Amsterdam. We put special focus on the accuracy that each system can achieve and have set up an extensive calibration program to determine this. Our ultimate goal is to draw up a realistic traffic load model for Amsterdam. This model would lead to a recommendation that can be used to re- examine the structural safety of existing historic bridges and quay walls, in addition to the current traffic load recommendations.</p>

Energy consumption in optical access networks costs carriers substantial operational expense (OPEX) every year and is one of contributing factors for the global warming. To reduce energy consumption in the 10-gigabit Ethernet passive optical network (10G-EPON), a hybrid intracycle and cyclic sleep mechanism is proposed in this paper. Under heavy traffic load, optical network units (ONUs) can utilize short idle slots within each scheduling cycle to enter intracycle sleep without postponing data transmission. In this way, energy conservation is achieved even under heavy traffic load with quality of service (QoS) guarantee. Under light traffic load, ONUs perform long cyclic sleep for several scheduling cycles. The adoption of cyclic sleep instead of intracycle sleep under light traffic load can reduce unnecessary frequent transitions between sleep and full active work caused by using intracycle sleep. Further, the Markov chain of the proposed mechanism is established. The performances of the proposed mechanism and existing approaches are analyzed quantitatively based on the chain. For the proposed mechanism, power saving ability with QoS guarantee even under heavy traffic and better power saving performance than existing approaches are verified by the quantitative analysis. Moreover, simulations validate the above conclusions based on the chain.

With the steadily growing of global transportation market, the traffic load has increased dramatically over the past decades, which may develop into a risk source for existing bridges. The simultaneous presence of heavy trucks that are random in nature governs the serviceability limit for large bridges. This study investigated probabilistic traffic load effects on large bridges under actual heavy traffic load. Initially, critical stochastic traffic loading scenarios were simulated based on millions of traffic monitoring data in a highway bridge in China. A methodology of extrapolating maximum traffic load effects was presented based on the level-crossing theory. The effectiveness of the proposed method was demonstrated by probabilistic deflection investigation of a suspension bridge. Influence of traffic density variation and overloading control on the maximum deflection was investigated as recommendations for designers and managers. The numerical results show that the congested traffic mostly governs the critical traffic load effects on large bridges. Traffic growth results in higher maximum deformations and probabilities of failure of the bridge in its lifetime. Since the critical loading scenario contains multi-types of overloaded trucks, an effective overloading control measure has a remarkable influence on the lifetime maximum deflection. The stochastic traffic model and corresponding computational framework is expected to be developed to more types of bridges.

In New Jersey, collaboration between police departments and advocates from domestic violence organizations is mandated by state policy, which requires law enforcement agencies to participate in domestic violence response teams (DVRTs). The purpose of this study is to examine factors that motivate police officers to implement DVRT. Twenty-four semi-structured interviews were conducted with DVRT coordinators and domestic violence liaison police officers. Findings suggest that police motivation for implementing the intervention is often influenced by perceived benefits to police response and investigation, perceived benefits to victims, the need to comply with mandates, and recognition of domestic violence as a serious crime.

AbstractElinor Ostrom and her colleagues in The Workshop in Political Theory and Policy Analysis at Indiana University in Bloomington conducted fieldwork in metropolitan police departments across the United States. Their findings in support of community policing dealt a blow to the popular belief that consolidation and centralization of services was the only way to effectively provide citizens with public goods. However, subsequent empirical literature suggests that the widespread implementation of community policing has been generally ineffective and in many ways unsustainable. We argue that the failures are the result of strategic interplay between federal, state, and local law enforcement agencies that has resulted in the prioritization of federal over community initiatives, the militarization of domestic police, and the erosion of genuine community-police partnerships.

Purpose This paper aims to examine whether there are morally defensible reasons for using or operating websites (called ‘booters’) that offer distributed denial-of-service (DDoS) attacks on a specified target to users for a price. Booters have been linked to some of the most powerful DDoS attacks in recent years. Design/methodology/approach The authors identify the various parties associated with booter websites and the means through which booters operate. Then, the authors present and evaluate the two arguments that they claim may be used to justify operating and using booters: that they are a useful tool for testing the ability of networks and servers to handle heavy traffic, and that they may be used to perform DDoS attacks as a form of civil disobedience on the internet. Findings The authors argue that the characteristics of existing booters disqualify them from being morally justified as network stress testing tools or as a means of performing civil disobedience. The use of botnets that include systems without the permission of their owners undermines the legitimacy of both justifications. While a booter that does not use any third-party systems without permission might in principle be justified under certain conditions, the authors argue that it is unlikely that any existing booters meet these requirements. Practical/implications Law enforcement agencies may use the arguments presented here to justify shutting down the operation of booters, and so reduce the number of DDoS attacks on the internet. Originality/value The value of this work is in critically examining the potential justifications for using and operating booter websites and in further exploring the ethical aspects of using DDoS attacks as a form of civil disobedience.
