The systems of corporate management in the fi eld of Agro-Industrial complex with the use of information technologies and their modernization

In the creation of new eff ective systems of corporate management in the agricultural sector of the Republic of Belarus at the moment, the latest advanced information and communication technologies come to the fore. Through the active use of these technologies today it is already becoming possible to perceive and subsequently process huge amounts of information, clear structuring and formalization of the received data, providing switching, routing and high-speed exchange of information and data between the control units (objects) and the control system itself. In connection with the global trend of deep digital transformation of all spheres of the economy and clearly defi ned directions of today’s state economic policy and prospects for the gradual transition to full-format digitalization of domestic agriculture, there is a real need to create modern «digital» management systems in agriculture, both at the enterprise level, and at the district (regional) and Republican levels in order to improve the eff ectiveness of enterprises in the industry. To date, one of the promising tasks in the further improvement of the functioning of agricultural organizations is the development of domestic methods for choosing the best options for digitalization of management of agricultural production and processing enterprises of diff erent organizational and legal forms. The general principles of informatization, digitalization of management processes in agricultural enterprises and the principles of building diff erent basic models of information and analytical systems in order to modernize existing management systems in the fi eld of agriculture have been discussed in the article.

The article is devoted to the problem of human resourcing in the agricultural sector of the economy which has been aggravated for a long time. The measures taken under the framework of the widespread implementation of the State Program for Development of Agriculture and Regulation of Agricultural Commodity Markets for 2013–2020 contribute to the modernization of the physical infrastructure, growth of agriculture, development of the village social assets, but they do not ensure abatement of depopulation of the rural population and the influx of skilled personnel into the agro-industrial complex. This is facilitated by the lack of a spatial aspect in the programs implemented, insufficient consideration of features, potential and possibilities of self-development of territories that reduces performance and effectiveness of municipal programs. A typology of municipalities of the Republic of Mordovia was carried out on the basis of “center – periphery”, demographic situation and economic specialization characteristics. The proposals on improving management of human resources reproduction in municipal territories, in particular, on creating a system for monitoring labor resources and selecting personnel using modern information technologies, as well as on improving the current system for assessing the effectiveness of local governmental activities are formulated.

Purpose - the authors consider the relevant aspects of the current state, the prospects for the development of agro-industrial complex of the Republic of Kazakhstan and economy as a whole, as well as the world experience of transport and logistics systems. The high relevance of solving problems aimed at expanding the scale of transport logistics, which determined the importance of choosing this research topic. Methods - economic assessment on the basis of which, the basic principles and measures for the implementation of the State program "Digital Kazakhstan" are presented; the feasibility and significance of the project for the functioning of transport enterprisesis shown; analytical – in monitoring the current situation in transport industry; a systematic approach that allows to identify the effectiveness of management processes when using innovative mechanisms that contribute to the growth of the competitiveness of domestic agro-industrial production. Results - in recent years, close attention has been paid to the development of a single national transport system, modernization of all its elements, increasing the sustainable operation of transport complex, providing sustainable services to agricultural sector as a priority sector of country, its integration into the world economic community. The authors state that the trend towards digitalization of transport and logistics services sets new standards for all market participants. The main directions of traffic management are summarized, and the integrated digital platform is characterized by a high degree of transparency and traceability of the food supply chain. Conclusions - the assessment of the effectiveness of the functioning of transport and logistics systems based on the widespread use of digital information and communication technologies for planning, monitoring and control of all procedures delivery of goods from manufacturers to end consumers is done. Improving logistics functions in agricultural sector is a key catalyst for the growth of the logistics sector in most countries.

The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.

The current stage of information technology development is characterized as digital called BCG (Boston Consulting Group) digitalization, while the analog period in agriculture is over, the industry has entered the digital era, which means that by 2050 the use of new generation technologies will be able to increase the productivity of world agriculture by 70 %. The main stages of information technology development in the world considers some of the most important areas of it technology development and global trends in the digital transformation of the agro-industrial complex based on the analysis of global scientific achievements, research reports, articles by well-known scientists, scientific and expert organizations have been investigated in the article. The main trends that determine the conceptual development of the so-called “Smart (digital) agriculture” are identified, the active use of elements of which contributes in every possible way to the highly rational social, economic, technical and technological development of the agricultural sector. A promising area is Precision Animal Husbandry (similar to Precision Farming). Among the elements of Precision Animal Husbandry the most widely used are identification and monitoring of individual animals using modern information technologies (feeding ration, milk yield, growth, body temperature, activity), meeting their individual needs; automatic regulation of the microclimate and control of harmful gases; monitoring the health of the herd, product quality; electronic database of the production process; robotization of the milking process.

The author examines the problems that have arisen in food market: rising food prices, restrictions on the supply of agricultural raw materials due to the coronavirus pandemic around the world. It is shown that in Kazakhstan the size of GDP for 8 months of 2020 decreased in relation to the same period in 2019 by 3%. The statistical data on changes in the level of development of sectors of the national economy for August 2020, the amount of gross output of agriculture, forestry and fishery in the republic are presented. State measures to support farmers in the current situation have been substantiated. Literary sources are summarized with emphasis on the importance and role of attracting foreign capital to agricultural sector. The analysis of investment projects for production, processing and storage of agricultural products is carried out on the example of Almaty region. Foreign investors who, together with the participation of government agencies, allocate material resources for modernization, reconstruction, construction of new factories and agricultural complexes are presented. At the same time, great attention is paid to increasing the efficiency of production facilities and innovative agricultural technologies. Subsectors of agriculture have been identified, where investments in this region are involved as a priority. The barriers and problems of limiting foreign investment in agro-industrial complex during the period of "COVID 19" are identified: uncertainty of continuation of the pandemic, the volatility of world oil prices, trade wars and sanctions, dollarization of the economy, etc. Recommendations and prospects for improving the implementation of investment projects are presented.

Informational support of educational process is based on increase of effectiveness and quality of all levels of educational process achieving the goals of developing training with the use of new information technologies and directing training of individual. In the law of the Republic of Kazakhstan «About Education»: «The main task of educational system – to create the conditions of education directed to the formation of individual and professional development on the basis of national and civil values and practice achievements, to set new educational technologies, informational support of the educational process, to go out into the world international communicative network», – were written. Thereby there are some tasks in front of teachers, not only give the knowledge to the students, but also to develop a many-sided, free, creative and competitive individual. One of our main goals is the development of new innovative technologies in the development of education and science. In this regard, the introduction of more information technology, new teaching methods is becoming one of the most pressing issues. Many modern technologies used in educational process are directed to the development of an individual and effective education. One of them, the use of information and communication technologies is an effective way of knowledge quality increase.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region

With the spread of the COVID-19 pandemic in most countries, after the adoption of emergency measures to prevent the spread of coronavirus infection, various economic measures have been implemented to support the population and stabilize the economy. Global changes are taking place in the world, which is associated with issues of cooperation, management activities using a wide range of methods, transformations in agro-industrial complex. To ensure food security of the country, the role of agricultural sector of the republic is increasing. The authors explored main directions of the effective development of vegetable growing in the southern region of the country. The issues of vegetable-growing subcomplex of agri-industrial complex have been identified. Based on the analysis, their assessment, as well as the potential of the industry's innovative activity are presented. There are great prospects for vegetable market, as the consumption of these products, which are rich in vitamins, minerals necessary for the organism, as well as a balanced diet, is increasing. The solution to the problems is in the transition to industrial technologies, the widespread dissemination of business ideas. The measures necessary to expand the scope of introduction of high-performance technologies in the vegetable sector are considered. The importance of public support for the growth of vegetable production is shown. The destabilizing factors of competitiveness of vegetable growing in Kazakhstan have been identified, proposals on improvement of the efficiency of this industry have been developed which are based on innovation. The authors state the need for innovative restructuring in breeding and seed production of vegetable crops, public variety testing, and control over the use of pesticides. The level of provision of the population with vegetable products, and processing industry with raw materials are determined by the development and location of vegetable growing in the republic, as well as labor provision and transport accessibility of sales markets.
