The article analyzes the current state of categorized hotels in Ukraine, their dynamics for 2018–2021 and distribution by regions. The activity of the State Agency for the Tourism Development of Ukraine on the establishment of categories of hotels, with the subsequent identification of the main trends and frequency of obtaining the declared category by the hotel is investigated. The main motives for obtaining a category by modern hotels are summarized. The existence of a relationship between the selected target audience and the decision to undergo categorization by the hotel was identified. The influence of new requirements for hotels receiving permission to organize and conduct gambling on the rapid growth in demand for hotels to undergo the categorization procedure has been determined. The register of permits issued by the Gambling and Lottery Regulatory Commission was investigated and compared with a list of hotels that had recently been categorized and re-examined of an existing category. It is predicted that by the end of the year there will be a significant increase in the number of categorized hotels in the whole country, and specifically in Kyiv. The place of the Odessa region among other administrative-territorial units of Ukraine was determined by the number of categorized hotels for 2018–2021. The characteristic of the main trends that distinguish the Odessa region from the list of categorized hotels from other regions of Ukraine is given. The main changes that took place in the Odessa region in the context of various categories of hotels are revealed. The distribution of categorized hotels with more than one hundred rooms has been investigated. The dependence of the location of hotels and the result of their categorization is substantiated. The existing tendencies regarding categorized hotels in Ukraine are determined, including the uneven distribution by region, the revival of the rate of obtaining the category by hotels after the entry into force of the Law of Ukraine on state regulation of activities for the organization and conduct of gambling, positioning the Odessa region as the region with the largest number of «five stars» hotels. Suggestions for further research on this issue are given.

The rapid growth in the number of cybercrimes committed in the banking sector requires the creation of an effective system for preventing such crimes and ensuring the cybersecurity of the state. The constant updating of means and methods for cybercrime commission necessitates the identification of effective measures to combat them. The paper uses a survey method to study the theoretical experience and practical measures to prevent cybercrime in the banking sector to identify effective ways to combat crime in the virtual space of Ukraine. The paper analyzes the experience of the world’s leading countries concerning cybercrime prevention, deals with measures to improve the level of cybersecurity of national and international cyberspace. It is concluded that the current state of cybersecurity in Ukraine does not meet contemporary requirements and needs initiating effective measures and coordinated cooperation between private and public sectors in order to effectively combat cybercrime, in particular: enshrining the classification of cybercrimes in the regulatory legal acts of Ukraine; introduction of the concept of “banking criminal law” in the scientific and legal sphere; creation of Ukrainian cyber forces, whose activities will be aimed at preventing and combating crimes committed in cyberspace.

Aim: The purpose of the article: To analyze the current state of the transport network development, the index of transport communication, the dynamics of the number of users of mobile communication services, on the example of Kyivstar Company in Ivano-Frankivsk region. Determine the role of transport and mobile networks in promoting and enhancing the development of tourism on the basis of multifunctionality, mutual permeability and complementarity of various elements of socio-economic systems. Methods – the study of communicative and its role in the development of tourism on the example of the Ivano-Frankivsk region is based on the combination of methods of sectoral and territorial analysis. In particular, a systematic approach is used for the study using comparative methods, statistical analysis, analytical analysis, etc. This methodology includes an analysis of the conditions and factors of tourism development within the administrative unit of Ukraine based on statistical data of indicators (types of vehicles and connections, number of arrivals / departures of passengers, directions of tourist flows from / to Ivano-Frankivsk region, etc.). Results – the article analyzes the impact of transport and mobile networks on the development of the tourism industry, for example, Ivano-Frankivsk region. The emphasis is placed on the index of transport communicativeness of the Ivano-Frankivsk region. The analysis of migration monitoring with the help of Kyivstar telecommunication operator was carried out, namely: citizens' migration in Ivano-Frankivsk, duration of their stay, geography of their arrivals. In comparison with the statistical indicators of the state of tourism development, external (country) and internal (oblast) donors of tourists are determined. The influence of communicativeness on the current state of the tourism industry is substantiated. Scientific novelty – for the first time, on the basis of sectoral-territorial analysis the state of development of the tourism industry through the prism of transport and mobile networks has been analyzed. The results of the research may form the basis for writing course papers, theses, preparation of lecture-practical material, monitoring of the national tourism market. Practical significance – materials of the publication, conclusions can be used during the educational process, preparing training for the national tourism industry, the practical activities of tour companies, to popularize the western region of Ukraine, on the example of Ivano-Frankivsk region on the external and internal tourist markets.

Purpose. Disseminating knowledge on tourist space as a subject of study (ontological aspect) and methods for researching (describing and measuring) it, including paradigms and applied research approaches (epistemological aspect). Research hypothesis: the measure of tourism (tourist space) development is the achievement, within a given area, a state of long-term sustainability, defined as the situation in which the (widely understood) benefits outweigh (widely understood) costs of tourism development incurred by all (direct and indirect) groups of stakeholders. Method. The first part of the paper provides an overview. On the basis of the existing definitions and ways of understanding or delimiting tourist space, different measures (including measures of tourist space development) were distinguished and classified. In the second part of the paper, the results of a pilot research project investigating the state of sustainability of tourist space (tourism) in the town of Jastarnia were presented (case study). The research project was carried out using an innovative research method based on a model of sustainable tourism. This was a qualitative project and the obtained results have been quantified. Findings. The current state of tourism (tourist space) in Jastarnia was found to meet the criteria of sustainability, although certain sub-groups of respondents reported lack of sustainability in the component of costs. Research and conclusion limitations. The results of the empirical research reflect the current state (2015). The research project was carried out on a determined sample (it is not representative). Practical implications. The proposed method can be used for assessing the state of tourism at any destination. The obtained results can serve as a guide in the decision making process regarding the directions of tourism development. Originality. An innovative empirical research method has been applied. Type of paper. The first part of the paper provides an overview. The second part contains results of an empirical research project.

The tourism industry has been studied as one of the important components of the world economy. The place and role of licensing of tourist activity in the system of state regulation in the field of tourism are considered. The normative-legal regulation of licensing of tourist activity in Ukraine is analyzed. It is determined that the obligation to issue licenses for the right to conduct tour operators is assigned to the State Agency for Tourism Development of Ukraine (DART). The views of representatives of the tourism business on the abolition of licensing of travel agencies in Ukraine, which was carried out on the basis of the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine to Restrict State Regulation of Economic Activity». Modern approaches to the protection of the rights and legitimate interests of tourism market participants in some countries and in Ukraine are analyzed. The procedure for issuing licenses for tourism activities in such popular tourist countries as Italy, France, Great Britain, Turkey, Thailand, Japan and the UAE is considered. The legal regulation of tourism in the European Union is studied and the Directive (EU) № 2015/2302 of the European Parliament and of the Council of 25 November 2015 on package tours and related travel organizations is analyzed, which aims to promote the proper functioning of the internal market and achieve the highest possible higher and equal level of protection of consumers of tourist services. It is determined which public authorities in foreign countries are responsible for state regulation of tourism. The types of licenses that can be obtained when opening travel agencies in foreign countries are considered. It is established that the procedure for obtaining a license differs from country to country and depends on a number of factors, including: models of public tourism management, development of the general legal framework, formation and structure of the tourism market, the presence of an association of tourism professionals. The improvement of state regulation of tourism development in Ukraine on the basis of international experience is analyzed. The directions of Ukraine which are directed on improvement of tourist sphere, namely introduction of the register of subjects of tourist activity are defined.


Turkey has a high level of competitiveness and prerequisites for reaching the leading positions on the world stage of tourist services. It is a result of the effective state tourism policy, which ensures the stable functioning of the organized national market of the tourism industry. Therefore, the analysis of the state regulation of the tourism sphere based on the experience of Turkey is relevant and can contribute to the overcoming of the disadvantages and to the development of strong and unique aspects of tourism national market.The subject of research of the article is the state regulation of tourism in Turkey, which can become an example for the development of tourism in Ukraine. The goal is the analysis of the state regulation of the tourism sphere in Turkey and the development of proposals for improving the state tourism management policy in Ukraine. The objectives are to research the tourism development and the state regulation in Turkey and Ukraine, to determine the possibilities of adaptation of the Turkish Republic experience in practice of the domestic tourism. General scientific methods are used, such as system analysis – to determine the peculiarities of the state regulation of tourism in the Republic of Turkey and in Ukraine, comparative analysis– to characterize the recreational resources, tourism infrastructure, statistical analysis– to review the dynamics and patterns of the tourism development in Turkey and Ukraine.The following results were obtained: on the basis of the analysis the problem aspects and the priority orientations for the reorganization of mechanism of the state tourism regulation in Ukraine based on the experience of Turkey were identified. Conclusions: the experience of the state regulation of the tourism sphere in Turkey should be used as recommendations for determination of the modernized strategy of Ukraine in the world tourist market.

The end of Keynesian thinking and the advent of neoliberal policies that induced globalization, the new management models and technological changes have all confined the role of state regulation. At the same time they have also enhanced flexibility in working patterns. This change is more evident in the French industrial relations model, due to the importance of the state and the weakness of trade unions. Based on the French experience, the paper attempts to depict the future evolution of industrial relations, beyond current changes, by putting forward two possible scenarios; the state-market and the democratic. The argument presented by the author supports the second one, yet the paper shows that the first one seems more possible based on current trends.

At the present stage of Ukraine’s development, its tourism resources are extremely limited compared to the leading mass and cultural-educational tourist destinations of the world, which creates the need to find alternative directions for the development of the Ukrainian tourism market. Rural tourism has been successfully practiced abroad for many years, which in the future can become a full-fledged component of the tourism market of Ukraine and a guarantee of its tourist attractiveness. In order to successfully implement these potential innovations in the Ukrainian tourism sector and prevent mistakes already made by the pioneers of rural tourism, the experience of developing this type of tourism abroad requires detailed study, which became the aim of this article. Analysis, generalization and classification were used as research methods. The publication defines approaches to the regulation of rural tourism; factors of diversification of approaches to stimulation and regulation of rural tourism development are identified; functions of the State regulation related to the development of rural tourism are classified; the experience of rural tourism development of Cyprus, Sri Lanka, Canada, India, the USA, Australia, Great Britain and Germany is analyzed, general and distinctive features are distinguished; the instruments used in the framework of organizational and economic mechanisms to support rural tourism abroad are defined; approaches to supporting the development of rural tourism are formulated according to the criterion of intensity of efforts on the part of the State and regional management bodies; the role of rural tourism in the development of agriculture is substantiated; the key factors of using foreign experience in the rural tourism development in Ukraine are identified. According to the results of the carried out research, rural tourism has every chance to be successfully implemented in the tourism market of Ukraine.

The national branch of the hunting economy is an integral part of the national economy of the state and plays one of the important roles in the use and conservation of natural resources, which is the necessary condition for further development of the state. It should be noted that during the investigation period the development of the hunting industry is unsatisfactory and is characterized by high level of losses of many hunting farms and low number of hunted animal species. This encourages many national scientists to find the ways to improve the functioning of this area of national economy. Many national researchers, particularly: V. Bondarenko, G. Govda, P. Khoyetsky, R. Novikov, Y. Muravyov, A. Volokh, A. Bashta, V. Burmas, I. Delegan, V. Myronenko, O. Protsiv, I. Sheremeta and others devoted their investigations to the problems and prospects of the development of this field, as well as to the organizational-economic and normative-legal aspects of its functioning, problems of hunting reformation and its state regulation. Most of these researches point out that national hunting industry requires reformation taking into account the successful experience of neighboring European countries. The current state of hunting economy of Ukraine is analyzed in this paper. The main economic indicators of this industry such as: change in the national hunting areas during the investigation period and their distribution among the users of different forms of ownership, the number of full-time employees of the industry and hunters, as well as the number of hunting animal species – the main resource of the hunting economy are considered. The sources of monetary income of hunting farms are given and analyzed. During the process of investigation of the current state of hunting industry, it is determined that its functioning is influenced by many negative factors, causing the loss of many domestic hunting farms. While assessing the current state of the hunting industry of Ukraine, it is found that in order to find the ways for the improvement of this industry efficiency, the comprehensive monitoring of its current state, as well as system investigation of the problems hindering its development are required.


The article is devoted to the study of the current state of the infrastructure of Ukrainian tourist market, particularly, in Kharkiv region. The dynamics of the country's tourist flows over the last five years, the problems of tourism development in Ukraine as well as the ways of improving Ukrainian tourist market were analysed. The tourism industry is developing around the world, and in some countries it is the basis for budgeting. Ukraine has all the preconditions for tourism development and it can become competitive in the global tourism market. The development of a tourism structure must be balanced and fully responsive to the needs of people. The tourism enterprises must work effectively. The process of market infrastructure development should be proportional and it requires a systematic approach to management. It is necessary to work out a strategy for developing the infrastructure of tourist market on the basis of a scientifically grounded procedure of its forecasting, regulation, adaptation to changes in consumer priorities, external conditions and risks. Our research proves that there is a significant potential for tourist services in Ukraine that can increase the level of competitiveness. The strategy for development of the infrastructure of the tourist market in Ukraine should take into account the following ways: rationalization of schemes of tourist routes; active integration of information technologies in the field of tourist services; active participation in international programs; financing of applied research in the field of tourism; simplification of state regulation of business entities in the sphere of tourism business; improvement of legal regulation; monitoring of the state of the infrastructure of tourist market and co-financing of objects by the state and private sector; introduction of an advertising campaign to attract domestic and foreign tourists to Ukraine; implementation of measures for the development of tourist transport infrastructure.
