The article highlights the approaches to professional future music teacher training in the institutions of higher pedagogical education to work in out-of-school education institutions. The importance of providing the young generation with general art education and students of pedagogical universities training is emphasized. Emphasis is placed on the expediency of mastering the theoretical foundations of the organization and implementation of musical activities in out-of-school educational institutions in the process of formal education. At the same time, the need to combine such formal education with non-formal art education is highlighted. It is emphasized that in the process of preparing students for future music and pedagogical activities in out-of-school educational institutions, it is valuable to involve students in artistic and pedagogical educational activities in musical artistic and creative groups at higher pedago­gical educational institutions. It is noted that such activities are examples of non-formal art education, and such experience of which s is an essential component of future music teacher training to work in out-of-school education.

The article reveals little-known aspects of the life of Sofia Fyodorovna Rusova, clarifies her contribution to the formation and development of extracurricular education in Ukraine, the society “Education” in eastern and western Ukraine. The analysis of published and manuscript works of S. Rusova is carried out, in which the issues of education, national education, native language education are outlined. The role of out-of-school education as a unifying factor in the activity of the nationally conscious intelligentsia and the key to building an independent Ukrainian state is emphasized. Based on primary sources and periodicals of the early twentieth century S. Rusova’s activity in the field of out-of-school education is thoroughly analyzed. It is emphasized that if in Ukraine during its independence (1917 – 1919) a teacher and public figure was able to develop and partially implement a program of organizational formation and approval of various forms of extracurricular education, in emigration it focused mainly on theoretical justification of universal education and its role in moral and social formation of the young generation, preparing it for conscious work for the future of independent Ukraine, improving the social and political conditions of its citizens, as well as covering foreign experience of adult education and its state in the Ukrainian lands of Galicia, Bukovina and Transcarpathia. It is proved that with the direct participation of S. Rusova clear guidelines for the development of the system of out-of-school education were developed, concrete steps were taken to achieve its goal: science for all through active independent learning. It is revealed that actualization of S. Rusova’s ideas is completely correlated with the leading postulates of the Law of Ukraine “On Extracurricular Education”, in which the latter is interpreted as a component of the system of continuing education defined by the Constitution of Ukraine, the Law of Ukraine “On Education”, students and listeners, meeting their interests, spiritual needs and needs in professional determination. A review of the activities and works of Sofia Rusova in the field of extracurricular education allows us to conclude that the scientist had a deep understanding of the need to educate the people, to convey knowledge to all segments of the population.

The article deals with the historical process of formation of educational and legal support for the activities of out-of-school educational institutions during the independence of Ukraine. Based on the formulated socio-cultural, cognitive, educational and legal criteria of the intensity of qualitative changes in the legislative and legal support of educational activities of out-of-school educational institutions, 3 main stages of this period were identified. The first stage (1991-1999) was characterised as a transition from the old Soviet to the new Ukrainian system of out-of-school educational institutions. It was noted that during this period, the foundations of the legislation were formed, the international experience of providing the development of extracurricular education was attracted, the results of foreign scholars’ scientific researches were processed, scientific researches were conducted by domestic scientists. Instead, the second stage (2000-2009) was marked by the active development of the regulatory and legal support of the out-of-school education system. It was emphasised that the adoption of the Law on Extracurricular Education, which regulates state policy in the field of extracurricular education, was of great importance. The dynamics of quantitative indicators and tendencies of development of out-of-school educational institutions, directions of Ukrainian scientists’ scientific researches on the problems related to out-of-school education are characterised. The beginning of the process of forming legislation on the issues regarding children with special needs is highlighted. It is emphasised that at the third stage (2010-2019), the principles of inclusive education were adopted, legal support was provided for the quality education of all children without exception. It is emphasised that for the period of 1991-2019, there was intensive development and modernisation of the legal support of the out-of-school education system, and the model of inclusive education of children with special educational needs in out-of-school educational institutions was involved.

The aims of out of school education is to make independent human, especially the young generation. Now, many problems which found in young generations, like juvenile delinquency, drugs, rape, and the otehers problem which impacts of the weakness nation’s potential, so it must be done. Scouting method is a solution which expacted to give education value to make indpendent young generation. This sarticle specially discuss abaout implementation indepence learning model based Satya and Darma’s Scout to make independent young generation in open natural activity. This article conclude that effectiveness of independence learning model in open natural activity if implemented according to scout’s fundamental principles and method by a deeper understanding the meaning of the life in universe.

The article examines the problem of theoretical foundations of people with intellectual disabilities’ out-of-school education, its special significance as a social institution, one of the main factors of socio-cultural, professional mobility of the individual, which are deprived in socio-economic terms in society. It is established that the specifics of the activities of out-of-school education as an element of society, designed to fulfil the state order for the socialization of children and to promote social protection of the individual, its social formation and development. It is established that the effective socio-pedagogical activity of out-of-school educational institutions is due to the content, technological and organizational-pedagogical components that allow for an individualized approach to the child in the process of socialization (given the peculiarities of its habilitation due to the type and severity of intellectual disability); to reveal and develop the adaptive potential of a child with intellectual disabilities in the process of collective creative work in the natural environment of peers; implement mechanisms for coordinated interaction of social partners. It is determined that the leading role in the organization of extracurricular educational institutions for children with intellectual disabilities is assigned to methodological work aimed at developing and updating the extracurricular education content and methods of various areas. The article focuses on the development of individual programs of group work to socialize schoolchildren with intellectual disabilities.

In the context of Ukraine's integration into the European space, more and more Ukrainian scholars pay attention in their scientific research to the local lore component of the study of various spheres of Ukrainian culture, more often raise issues of national culture and people's attitude to their historical heritage. The artistic life of a particular region, which has its peculiarities and traditions, becomes of interest not only as a component of the general culture of Ukraine but also as a part of European culture. We believe that the high value of contemporary artists’ contribution to the development of the artistic culture of Poltava region is one of the most pressing issues today. Among the outstanding names in Poltava, one of the honorary places is occupied by Hryhoriy Semenovych Levchenko, who is the Ukrainian choral conductor, a composer, a music teacher, a professor, Honored Worker of Culture of Ukraine, Honored Artist of Ukraine, a founder and an artistic director of the Ukrainian Folk Choir "Kalyna" of Poltava V.G. Korolenko National Pedagogical University. The article considers the path of Hryhoriy Levchenko’s personal and professional development. It is determined that an important factor in shaping his personality was the national-aesthetic environment of his homeland, along with an early acquaintance with music culture, education in various educational institutions (including music ones), the influence of his teachers, educators, and persistent systematic work. It is proved that H. Levchenko combines high professionalism, active civil position, bright national self-identification, incredible diligence, a wide range of moral qualities, spirituality in his artistic and professional activity, which is an indisputable example for a great number of students and followers. It is determined that the scientific-creative and pedagogical-educational components of Hryhoriy Levchenko’s artistic and pedagogical activity are aimed at training future teachers not only in the field of art but also at forming future specialists in the field of natural sciences, etc. In their pedagogical practice, they will contribute to a better understanding of the Ukrainian cultural heritage and the development of cultural cooperation with other countries; preserving and increasing of our region traditions; will be capable of national self-awareness, moral and patriotic upbringing of the young generation, which is an important basis for the formation of a highly spiritual pedagogical elite of Poltava region.

The Era of Industrial Revolution 4.0 has an impact on the young generation, especially, on attitudes and character changes. In this case, we felt that the implementation of education about values, attitudes, and character in the educational institutions, eitherformaland non-formal education, especially primary education, was very important, and urged to increase its intensity and quality. This research aimed to develop a learning model in the form of a value clarification technique (VCT) based on a role-playing game for improving the value of internalization in the students. The research method used is research and development (R & D). The research subjects were the elementary students of grade V in the Bengkulu Municipality. Data collection was carried out by using attitude observation sheets. Based on the results of the study, it can be concluded that (1) internalization of student character values can be improved through the development of an integrated learning model between technique and games value clarification. (b)the application of learning models by integrating value clarification technique and game was very effective to improve the internalization of character values into students.

Implementation of educational standards of professional education entails significant enhancing of the scope of a teacher’s professional activity, related to educational and methodological support of the educational process: elaboration of educational and program documentation, control means, methodological provision of the educational process. Methodological activity of a teacher comes to the fore and, respectively, requirements to a teacher’s methodological culture in modern conditions increase, and the essence of teacher’s methodological culture requires a new understanding. The paper considers a topical issue of modern professional training of a future music teacher, namely the formation of their methodological culture. The paper substantiates pedagogical conditions for formation of methodological culture of a future music teacher on the grounds of hermeneutic approach.
