The research conducted aims to obtain an overview of the education and training budget for improving the professionalism of teachers in Mamuju district, using a qualitative approach. The technique used in determining research informants is purposive sampling. The data collection was carried out with participatory observation techniques, semi-structured interviews and document review. The results of the study show that the education and training budget planning process for increasing the professionalism of teachers in Mamuju District is not yet fully ideal for implementing the five principles that are theoretically believed to be good budgeting principles in the public sector. There are many influential factors in the budget planning process, namely apparatus resources, planning documents (development and budgeting), nominative lists, budgets, and facilities (facilities and infrastructure). The education and training budget for increasing teacher professionalism in the government in the Mamuju district faces the following constraints: 1. Limited resources; 2) participant mechanisms for education and training for improving teacher professionalism; and 3) communication and coordination of related parties that are still weak. To overcome these various obstacles, interested parties have made staff review efforts to the regents, improved budgets and organized education and training for improving teacher professionalism and increasing the intensity of communication and coordination with various relevant parties.

Teacher Guidance and Counseling in the present day must have a strong foundation of educational science, because the Counselor is one of the types of education personnel in the Law of the Republic of Indonesia Number 20 of 2003. In line with the recognition of government policy counselors in developing the quality of teacher Guidance and Counseling. Teacher certification policy is expected to be able to improve the quality of teacher professionalism Counseling Guidance / Counselor. However, teacher certification did not have a significant impact on improving the professionalism of teacher guidance and counseling, there are still many teachers who have low UKG Counseling / Counselor scores, there are still many Teachers Counseling Guidance / low quality quality counselors and the lack of scientific work contributions generated by teachers Counseling Guidance / Counselors Therefore, it is necessary to have various forms of professional improvement in Guidance and Counseling Teachers so as to increase the choice of Counseling / Counselor Guidance methods in developing Skills professionalism. In developing the professionalism of the Counseling / Counselor Guidance there are several methods, methods in the form of education and training and not education and training, and to realize a truly professional and competent teacher is not enough to follow the PLPG / PPG certification program, the government must have a program continued after the teacher Counseling / Counselor Guidance has a professional certificate to maintain and uplift knowledge according to the times, there are dimensions that must be fulfilled so that the professionalism is maintained, guarantees and always increases in accordance with the needs and demands that develop, among others, with Continuing Professionality Development). Facilitated Counseling / Counseling Teachers and routinely carrying out Continuous Professional Development will certainly show very significant results in the development of Counseling / Counseling Teacher Skills so as to add insight, skills and competencies in today's era.

Tujuan dari penelitian ini adalah untuk mengetahui bagaimana optimalisasi fungsi perencanaan pada program pendidikan dan pelatihan tenaga teknis keagamaan di Balai Diklat Keagamaan Bandung. Adapun metode yang digunakan dalam penelitian ini adalah metode deskriptif. Dari hasil  penelitian ini, diperoleh informasi bahwa  proses perencanaan yang dilakukan Balai Diklat Keagamaan Bandung meliputi: melakukan AKD, melakukan rapat koordinasi dengan satuan organisasi di wilayah kerja Balai Diklat, menentukan panitia, mengadakan rapat persiapan, menentukan waktu dan tempat,  menetapkan peserta, narasumber dan moderator, menyusun jadwal dan panduan, menyiapkan sarana prasarana, dan terakhir membuat laporan persiapan. Adapun yang menjadi factor pendukung perencanaan diklat tenaga teknis keagamaan adalah tenaga kediklatan, program diklat, kurikulum, sarana prasarana, metode, media, materi, dan lain-lain. Sedangkan yang menjadi factor penghambat adalah terbatasnya anggaran dari pemerintah dan peserta yang seringkali tidak sesuai dengan anggaran. Selanjutnya, strategi yang diterapkan BDK Bandung dalam mengoptimalkan proses perencanaan pada program diklat tenaga teknis keagamaan adalah dengan senantiasa mengikuti standar kediklatan yang telah ditentukan, mengadakan sistem penjaminan mutu diklat teknis, berlandaskan pada pedoman penyelenggaraan diklat, menyelenggarakan Diklat Kerja Sama, dan senantiasa melakukan koordinasi dengan satuan organisasi di wilayah kerja Balai Diklat. The purpose of this study was to determine how to optimize the planning function in the education and training program for religious technical personnel at the Bandung Religious Education and Training Center. The method used in this research is descriptive method. From the results of this study, information was obtained that the planning process carried out by the Bandung Religious Education and Training Center included: conducting AKD, conducting coordination meetings with organizational units in the work area of ​​the Education and Training Center, determining committees, holding preparatory meetings, determining time and place, assigning participants, resource persons and moderator, compiling schedules and guidelines, preparing infrastructure, and finally making a preparatory report. As for the supporting factors for the planning of training for religious technical personnel are education and training programs, curriculum, infrastructure, methods, media, materials, and others. Meanwhile, the inhibiting factor is the limited budget from the government and participants, which often does not match the budget. Furthermore, the strategy applied by BDK Bandung in optimizing the planning process in the training program for religious technical personnel is to always follow predetermined educational standards, establish a quality assurance system for technical education and organizational units in the work area of ​​the Training Center.

Based on the research findings, Tanzania has been cognisant of the fact that students can learn better in a language they understand. The government has been issuing policies with the intent to make Kiswahili a medium of instruction at all levels of education but without implementation. The study was conducted using documentary review, semi-structured interviews and focus group discussions to examine government generated documents, namely the Cultural Policy of 1997, Education and Training Policy of 1995 and 2014 on the use of Kiswahili as medium of instruction (MoI). The focus was to examine the government generated documents on the intent to use Kiswahili as a medium of instruction and the implementation of this decision, to analyse stakeholders’ views on the appropriate medium of instruction, and to give a critical analysis as to why the proposal to make Kiswahili MoI in the Education and Training Policy could face some challenges in implementation. Previous policies, reports, the perceptions and views of education stakeholders were analysed. The findings indicate that there have been some initiatives to make Kiswahili a medium of instruction at all levels of education but such initiatives have been crippled by lack of a political will and misconceptions by some stakeholders who question the possibility for the learners to use Kiswahili as the MoI and still learn English, the language Tanzania needs for wider communication. The article concludes that although the proposed policy is suitable in Tanzania and actually long overdue, we are sceptical of its implementation. This is based on the previous state of affairs in which the government did not implement the proposed switch to Kiswahili as indicated in the reviewed policies and government pronouncements.

Skilled human capital is highly important in economic development. This career aspiration is to create a skilled workforce in a country. A lack of Orang Asli involvement in vocational fields is worrisome for many parties, especially the government. Thus, this study aims to explore the participation and involvement of Orang Asli youths in Vocational Education and Training (VET). Qualitative research methods were used in this study to provide in-depth knowledge of the involvement of Orang Asli youths in VET. Ten Orang Asli youths from various ethnics groups, aged 17¬–18, were selected as study participants. Data were obtained from semi-structured interviews and document analysis. From the analysed data, themes were pointed out and a triangulation technique was performed to determine the validity. The findings showed that awareness about VET among the Orang Asli youth is satisfactory. This paper also will discuss the involvement of Orang Asli youth in VET courses nationally and the unemployment among the Orang Asli youth because of their lack of skills and training required by employers. This paper also presents conclusions and recommendations to improve the participation of Orang Asli youth, especially in employment prospects and to enhance their socio-economic status among the communities for a brighter future.

Characteristics of professional teachers include obeying regulations, maintaining and improving professional organizations, maintaining relationships with peers, guiding students, creating a good atmosphere in the workplace, obeying leaders and love of work.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

Improvement and quality assurance of public services is very needed, therefore the Government through Law Number 25 of 2009 concerning Public Services and Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014 concerning Guidelines for Service Standards requires that every public service provider be obliged to establish and apply Public Service Standards for each type of service that it provides. One of them is the Yogyakarta Education and Training Agency as a public service provider in the form of education, training, and competency development for the State Civil Apparatus. Public service standard documents that have been prepared by the Yogyakarta Education and Training Agency in 2017 need to be evaluated because they allegedly did not meet the method in the preparation process. The research conducted is a literature review with data mining techniques using observation techniques, interviews, mini focus group discussions and public hearings. Based on the research results it is known that the public service standard documents that have been owned by the Yogyakarta Education and Training Agency are still not comprehensive, but this solution is then obtained after an analysis and discussion with stakeholders at the Yogyakarta Education and Training Agency has also successfully identified various types of services that need to be it is prioritized to develop public service standards.

Abstract : This study aims to determine the magnitude of the influence of Training, Infrastructure and Budget on the Performance of the Government Internal Supervisory Apparatus (APIP) at the Regional Inspectorate of Kapuas Regency . Data was collected using questionnaires and documentation Questionnaires are used to measure the variables of Education and Training, Infrastructure and Budget and employee performance. Data analysis technique used is U ji validity , test reliability , test correlation coefficients , t-test (Partial) , Test Multicollinearity , Kolmogorov-Smirnov test (Test Normality) , ANOVA (F test Simultaneous) and Test Multiple Linear Regression . The results showed that the budget has a positive and significant effect on employee performance . The results of the t test between X 3 (Budget) and Y (APIP Performance) show t count = 3.114. While the t table (α = 0.05 ; db residual = 17) is 1.740. Because t arithmetic > t table is 3.114 > 1.740 or sig t value (0.008) < = 0.05, the effect of X 3 (Budget) on Y (APIP Performance) is significant. This means that Ho is rejected and H1 is accepted, so it can be concluded that APIP's performance can be significantly affected by the Budget .Based on the coefficient because it has the greatest beta coefficient value of 0.707 when compared to the regression coefficient of the education and training variable and infrastructure. this means that H 0 is rejected and h 3 is received, so that it can be concluded that the budget is the dominant variable affecting the performance of internal government regulatory authorities in Kapuas district inspectorate valued at 70.7% and the remaining 29 , 3 % is influenced by other variables not examined in this research. Keywords: Training, Infrastructure and Budget , Employee Performance.   Abstrak : Penelitian ini bertujuan untuk mengetahui besarnya pengaruh Diklat, Sarana Prasarana Dan Anggaran Terhadap Kinerja Pegawai Aparat Pengawas Internal Pemerintah (APIP) pada Inspektorat Daerah Kabupaten Kapuas. Pengumpulan data dilakukan dengan menggunakan koesioner dan dokumentasi. koesioner digunakan untuk mengukur variabel Diklat, Sarana prasarana dan Anggran serta kinerja pegawai. Adapun teknik analisis data yang digunakan adalah Uji Validitas, Uji Reliabilitas, uji Koefisien Korelasi, Uji t (Parsial), Uji Multikolinearitas, Uji Kolmogorov Smirnov (Uji Normalitas), ANOVA (uji F Simultan) dan Uji Regresi Linear Berganda. Hasil Penelitian menunjukkan bahwa Anggran mempunyai pengaruh yang positif dan signifikan terhadap kinerja pegawai. Hasil t test antara X3 (Anggaran) dengan Y (Kinerja APIP) menunjukkan t hitung = 3,114. Sedangkan t tabel (α = 0.05 ; db residual = 17) adalah sebesar 1,740. Karena t hitung > t tabel yaitu 3,114 > 1,740 atau nilai sig t (0,008) < α = 0.05 maka pengaruh X3(Anggaran) terhadap Y (Kinerja APIP) adalah signifikan. Hal ini berarti Ho ditolak dan H1 diterima, sehingga dapat disimpulkan bahwa kinerja APIP dapat dipengaruhi secara signifikan oleh Anggaran. Berdasarkan koefisien dikarenakan mempunyai nilai koefisiensi beta paling besar 0,707 jika Dibandingkan dengan koefisien regresi variabel Diklat dan sarana prasarana. hal ini berarti h0 ditolak dan h3 diterima, sehingga dapat disimpulkan bahwa anggaran merupakan variabel yang dominan mempengaruhi kinerja aparat pengawas internal pemerintah pada inspektorat daerah kabupaten Kapuas senilai 70,7% dan sisanya 29,3% dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitian ini. Kata Kunci: Diklat, Sarana prasarana dan Anggaran, Kinerja Pegawai.

Abstract Adult education and training (AET) over the life-course is necessary to participate in economic, social, and political activities in the time of globalization and technological advancement. However, little research has been done to identify mechanisms to fund AET opportunities among middle-aged and older adults from a comparative international perspective. Our study aimed to identify strategies to finance AET opportunities for middle-aged and older adults through an international lens, to help identify barriers and facilitators in effort to best support adult learners regardless of education background or socioeconomic characteristics. We carried out a descriptive qualitative study to facilitate an in-depth understanding of funding mechanisms available to adult learners in the selected countries, from the perspective of adult education and policy experts. Data were collected using semi-structured interviews with 61 international adult education experts from government agencies, non-governmental organizations, and education institutions. Our informants represented 10 countries including Australia, Canada, Germany, Italy, the Netherlands, Norway, Singapore, Sweden, the United Kingdom, and the United States. Data included at least one in-depth phone or web-based qualitative interview per informant in addition to information gathered from written materials (e.g., peer-reviewed publications and organizational reports). We identified three financing options that arose as themes: government-sponsored funding; employer-sponsored funding; and self-funding. We found that government-sponsored funding is especially important for low-skilled, low-income older adults for whom employer-sponsored or self-funding is not available. Our results have implications for lifelong AET policy changes, such as adaptations of successful AET funding programs across global communities.

This study aims to analyze and evaluate the context, input, process, and product of a substantive technical training program for preparing lesson plans for Madrasah Ibtidaiyah teachers. The study used a qualitative approach with the CIPP evaluation model (context, input, process, and product). The results showed that; first, the context dimension states that the implementation of education and training is by the legal basis for working; second, the input dimension includes the availability of reliable resources, adequate facilities, and infrastructure and financing borne by the government, so that its implementation can be carried out properly; third, the dimension of the process which includes the implementation of programs that are by the predetermined plans and designs; fourth, the product dimension where the teacher already understands the specified competencies.
