ORGANIZATION OF FULFILLING THE BUSINESS MODEL TRANSFORMATION PROJECT

The article presents the results of studying the problems of fulfilling a comprehensive project on transforming a defense enterprise business model, mastering modern approaches to build production systems, including the concepts of lean manufacturing, “6 sigma”, CALS technology, and others. The ongoing reduction of the government defense contracts to the level ensuring the planned renewal of the army and navy armament requires an increase in manufacturing civilian products by defense enterprises to load the released capacity. The President of the Russian Federation has set the task of bringing the share of such products to 30% by 2025 and to 50% by 2030. However, the entry of these enterprises into the competitive market is not adequately prepared due to their lack of market competencies, the mastery of which requires significant changes in the organization of production, labor and management, or otherwise - transformation of the business model being implemented. The business model in the study refers to the conditional representation of the enterprise’s business, which allows us to understand the composition and interconnections of its elements, ensuring the creation and delivery of value to the consumer. In turn, the value approach focused on maximum customer satisfaction is contrasted with a conservative product approach to building production systems based on the priority of the capabilities of the existing production apparatus. The application of the modern concepts provisions for production and business modeling made it possible to identify features and to justify organizing the project for transforming the business model of a defense enterprise, mastering modern methods of constructing production systems, the composition and tasks of its participants, as well as the mechanism for consolidating the results of changes in the regulatory and methodological framework enterprises. Thus, based on the recommendations of the study, organizational prerequisites are formed for the successful diversification of defense enterprises, as well as the institutionalization of transformations of the production system in the practice of their work.

The reduction of the state defense order due to the implementation of the tasks of the state weapons program for the current period has led to the need for enterprises of the defense-industrial complex (DIC) to find additional opportunities to preserve their potential and prevent possible insolvency. The main one is the diversification, which implies a massive transition of defense enterprises to civilian production. Meanwhile, the long-standing orientation of such enterprises to the requirements of a single customer, the conservatism of production systems and the absence of market competences does not allow to take advantage of this opportunity without making changes in the organization of production. In turn, it is impossible to master progressive concepts of building production systems of defense enterprises without changing the entire business model implemented by them. The methodological provisions of this work are discussed in this article.

The purpose of the article is to consider the peculiarities of investigative and judicial actions that are caused by their postponement, the inability to attract a lawyer, as well as the suspension of the preliminary investigation during the period of emergency measures taken by the government of the Russian Federation in response to the outbreak of the coronavirus infection pandemic (COVID-19). The authorsanalyze the features of the courts activity in connection with the coronavirus pandemic, which is associated with minimizing the personal reception of citizens and submitting documents via electronic Internet reception offices of courts or by Russian Post, as well as the possibility of conducting online court sessions. The authors come to the conclusion that the judicial system was not sufficiently prepared for the pandemic, and therefore it is urgently necessary to adopt a special normative act that would regulate the implementation of judicial proceedings in emergency situations, allowing to continue to consider urgent cases, including materials on the election, extension, cancellation or change of a preventive measure.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

In the article, the author reflects the existing problems of the fight against corruption in the Russian Federation. He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article presents the results of a comparison of the Orphan Drugs Register approved for use in the United States and the 2020 Vital and Essential Drugs List approved on October 12, 2019 by Order of the Government of the Russian Federation No. 2406-r. The comparison identified 305 international non-proprietary names relating to the main and/or auxiliary therapy for rare diseases. The analysis of the market of drugs included in the Vital and Essential Drugs List, which can be used to treat rare (orphan) diseases in Russia was conducted.

Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

Build-to-order was once the only way in which products were made, but limited the market to only the rich buyers. Mass production contributed to a wider access to products, however with losses in individuality. Finally, mass customization aimed at holding out the promise of both, and “lean” concepts helped to (partly) make it a reality. However, the world has changed significantly since the first introduction of “lean” – especially in the most recent years. European companies are facing a growing international competition in volume markets due to the increasing economical and technical emancipation of low labour cost countries. While multinational enterprises are shifting their manufacturing activities to Far East to keep competitive in terms of costs, small and medium sized companies often have to leave their traditional market segments and retreat into niches. However, smaller production lot sizes and the increasing complexity of product programmes require innovative manufacturing strategies. According to several studies and empirical proves, less than 0,5% of a company’s production lead time is value adding, the bigger part of it is dedicated to waiting, handling and internal transport. This paper presents a new approach for the design of lean manufacturing support systems in make-to-order production systems that have to deal with a huge variety of product types and with high variations in demand. A special focus is given to the design of manual material handling and transport (MMHT) solutions. With the help of axiomatic design principles, a tree of design parameters is derived and translated into generally applicable design rules. With the help of a practical example from make-to-order industry, the validity of the methodology is illustrated.
