MULTI-MODEL APPROACH TO THE INTELLIGENT ANALYSIS OF CITIZENS’ APPEALS

Today, implementation of the concept of electronic government is one of the priority tasks of state policy in Russia. One of the elements of this concept is organizing effective interaction between authorities and citizens (the Government-to-Citizen model), which, besides providing public services, should include processing of electronic applications (applications, complaints, suggestions, etc.). In turn, the speed and efficiency of processing the incoming requests depends to a large extent on the quality of the definition of the corresponding thematic heading, i.e. solving the problem of rubrication (classification). An analysis of citizens’ appeals to e-mail and official websites of various government bodies revealed a number of specific features (small size, errors in the text, free style of presentation, description of several problems) that do not allow the successful application of traditional approaches to rubrication. To solve this problem, it was proposed to use various methods of mining unstructured text data (in particular, fuzzy-logical algorithms, fuzzy decision trees, fuzzy pyramidal networks, neuro-fuzzy classifier, convolutional and recurrent neural networks). This article describes a new approach to the analysis of electronic communications from citizens, based on the complex application of several rubrication models, which is distinguished by taking into account the degree of intersection of thematic headings, the dynamism of their thesauri and the volume of accumulated statistical information. For a situation where a specific model cannot make an unambiguous choice of a thematic heading, it is proposed to use the method of voting of classifiers, which can significantly reduce the probability of classification errors based on weighted aggregation of solutions obtained by several models.

The practical implementation of the concept of electronic government is one of the priorities of Russian state policy. The organization of effective interaction between authorities and citizens is an important element of this concept. In addition to providing public services, it should include the processing of electronic appeals (applications, complaints, suggestions, etc.). Research has shown that the speed and efficiency of appeal processing largely depend on the quality of determining the thematic rubric, i.e. solving the rubrication task. The analysis of citizens' appeals received by the e-mail and official websites of public authorities has revealed several specific features (small size, errors in the text, free presentation style, description of several problems) that do not allow the successful application of traditional approaches to their rubrication. To solve this problem, it has been proposed to use various methods of intellectual analysis of unstructured text data (in particular, fuzzy logical algorithms, fuzzy decision trees, fuzzy pyramidal networks, neuro-fuzzy classifi convolutional and recurrent neural networks). The article describes the conditions of the applicability of six intellectual classifiers proposed for rubricating the electronic citizens’ appeals. They are based on such factors as the size of the document, the degree of intersection of thematic rubrics, the dynamics of their thesauruses, and the amount of accumulated statistical information. For a situation where a specific model cannot make an unambiguous choice of a thematic rubric, it is proposed to use the classifier voting method, which can significantly reduce the probability of rubrication errors based on the weighted aggregation of solutions obtained by several models selected using fuzzy inference.

The research objective is to analyze the major principles of IT-systems design and development and operation within the structure of the integrated architecture of electronic communications within the government authorities of Ukraine and to introduce the practical recommendations related to this issue while implementing the transition program to Unified architecture of electronic Government, that is based on the use and application of electronic services. The ways were proposed for the IT-architecture design and development within the structure of electronic communications of the government authorities on the basis of the uniform concept of the Electronic Government Integrated Architecture description. The following is considered: the basic IT-practices (models of scopes) describing IT-architecture and examples of their application at the construction of single architecture of electronic co-operation of society. The main distinctions are resulted in relation to their practical application. Development components of IT-architecture are briefly considered on the way of realization single and standardized management processes of enterprise by public institutions with the use of service-orientated approach.

Indonesian reformation era begins with the fall of President Suharto. Political transition and democratic transition impact in the religious life. Therefore, understandably, when the politic transition is not yet fully reflects the idealized conditions. In addition to the old paradigm that is still attached to the brain of policy makers, various policies to mirror the complexity of stuttering ruler to answer the challenges of religious life. This challenge cannot be separated from the hegemonic legacy of the past, including the politicization of SARA. Hegemony that took place during the New Order period, adversely affected the subsequent transition period. It seems among other things, with airings various conflicts nuances SARA previously muted, forced repressive. SARA issues arise as a result of the narrowing of the accommodation space of the nation state during the New Order regime. The New Order regime has reduced the definition of nation-states is only part of a group of people loyal to the government to deny the diversity of socio-cultural reality in it. To handle the inheritance, every regime in the reform era responds with a pattern and a different approach. It must be realized, that the post-reform era, Indonesia has had four changes of government. The leaders of every regime in the reform era have a different background and thus also have a vision that is different in treating the problem of racial intolerance, particularly against religious aspect. This treatment causes the accomplishment difference each different regimes of dealing with the diversity of race, religion and class that has become the hallmark of Indonesian society.

Missing values are ubiquitous in empirical marketing research. If missing data are not dealt with properly, this can lead to a loss of statistical power and distorted parameter estimates. While traditional approaches for handling missing data (e.g., listwise deletion) are still widely used, researchers can nowadays choose among various advanced techniques such as multiple imputation analysis or full-information maximum likelihood estimation. Due to the available software, using these modern missing data methods does not pose a major obstacle. Still, their application requires a sound understanding of the prerequisites and limitations of these methods as well as a deeper understanding of the processes that have led to missing values in an empirical study. This article is Part 1 and first introduces Rubin’s classical definition of missing data mechanisms and an alternative, variable-based taxonomy, which provides a graphical representation. Secondly, a selection of visualization tools available in different R packages for the description and exploration of missing data structures is presented.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Abstract The medical imaging field has grown significantly in recent years and demands high accuracy since it deals with human life. The idea is to reduce human error as much as possible by assisting physicians and radiologists with some automatic techniques. The use of artificial intelligent techniques has shown great potential in this field. Hence, in this paper the neuro fuzzy classifier is applied for the automated characterization of atheromatous plaque to identify the fibrotic, lipidic and calcified tissues in Intravascular Ultrasound images (IVUS) which is designed using sixteen inputs, corresponds to sixteen pixels of instantaneous scanning matrix, one output that tells whether the pixel under consideration is Fibrotic, Lipidic, Calcified or Normal pixel. The classification performance was evaluated in terms of sensitivity, specificity and accuracy and the results confirmed that the proposed system has potential in detecting the respective plaque with the average accuracy of 98.9%.

Subject. This article deals with the issues of determining the market value of the trading business, taking into account a number of characteristics. Objectives. The article aims to develop certain provisions of the methodology and practice of evaluating the business of trading organizations, namely, taking into account the additional risk of inventory feasibility when calculating the discount rate. Methods. For the study, we used a systems approach, and the cognition, and economic and analytical research methods. Results. The article presents a three-tiered classification of stocks and a definition of risk based on the criteria for dividing stocks by purpose, degree of implementation, and shelf life in accordance with the scale. Based on the classification, the article offers certain recommendations for determining the discount rate when evaluating trading organizations, aimed at taking into account additional risk. Conclusions. Various evaluation procedures within the framework of traditional approaches and methods in relation to trading organizations do not take into account risk specific to this type of economic activity. The proposed methodology for calculating the discount rate for trade organizations takes into account the features of their functioning.

Subject. The article reviews distinctions of M&A deals in innovation and technology. Objectives. We determine the specifics of innovative and technological companies and its impact on the synergy, process, finance, valuation of M&A deals. Methods. The article employs methods of generalization, comprehensive analysis, systematization, specification, comparison, study into trends and the structure. Graphics and tables are used to display the findings. Results. We conducted the content analysis of the term Mergers & Acquisitions, thus finding the divergence of foreign and the Russian approaches. We provide our own definition of the concept and analyzed the dynamics of the overall M&A market and the innovation and technological sector. The article describes operational distinctions of innovative and technological companies and compares them with conventional sectors. The article determined the specifics of synergy, process, finance, valuation of M&A deals in innovation and technology. Conclusions and Relevance. The innovation and technology sector saw M&A deals become more frequent for the recent five years. What distinguishes them is the number of startups and infant businesses, large M&A deals in order to develop their ecosystems, involve digital technology companies. Traditional approaches should be adapted for structuring M&A deals, their arrangement, financing and valuation of target companies. The findings can lay the groundwork for further studies into the specifics of the innovation and technology sector, M&A deals, and set up the methodological framework for the valuation of innovative and technological companies. The findings can also immediately support parties of M&A deals from theoretical perspectives.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

The article is devoted to issues of ensuring transparency and ac- countability of authorities in the conditions of participatory democracy (democ- racy of participation). It is argued that the public should be guaranteed not only the right for access to information but also the prerequisites for expanding its par- ticipation in state governance. These prerequisites include: the adoption of clearly measurable macroeconomic and social goals and the provision of control of the processes of their compliance with the government by citizens of the country; ex- tension of the circle of subjects of legislative initiative due to realization of such rights by citizens and their groups; legislative definition of the forms of citizens’ participation in making publicly significant decisions, design of relevant orders and procedures, in particular participation in local referendum; outlining methods and procedures for taking into account social thought when making socially im- portant decisions. The need to disclose information about resources that are used by authorities to realize the goals is proved as well as key performance indicators that can be monitored by every citizen; the efforts made by governments of coun- tries to achieve these goals. It was noted that transparency in the conditions of representative democracy in its worst forms in a society where ignorance of the thought of society and its individual members is ignored does not in fact fulfill its main task — to establish an effective dialogue between the authorities and so- ciety. There is a distortion of the essence of transparency: instead of being heard, society is being asked to be informed — and passively accept the facts presented as due. In fact, transparency and accountability in this case are not instruments for the achievement of democracy in public administration, but by the form of a tacit agreement between the subjects of power and people, where the latter passes the participation of an “informed observer”.
