This study aims to find out how the capacity of local institutions in administering government and public services after the expansion with a case study in Kulim District, Pekanbaru City, and to find out what factors support institutional capacity in administering government and public services after the division of the sub-district area. This research use desciptive qualitative approach. Primary data were obtained directly through interviews with informants, namely the administrative staff of the regional secretariat of the Mayor of Pekanbaru, the Head of Kulim District, the Village Head of Mentangor, sub-district service staff, and community service recipients in the sub-district. The results of this study indicate that the capacity of regional institutions in administering government and public services after the division in Kulim District is sufficient. This is marked by the implementation of various activities in the sub-district in carrying out government administration, public services, and also empowering the community in Kulim District. The factors that support the institutional capacity of the sub-district after the division include organizational structure, work team, number of human resources, commitment and competence, work experience and seniority, and completeness of supporting infrastructure.AbstrakPenelitian ini bertujuan untuk mengetahui bagaimana kapasitas kelembagaan daerah dalam penyelenggaraan pemerintahan dan pelayanan publik pasca pemekaran dengan studi kasusnya di Kecamatan Kulim Kota Pekanbaru, serta untuk mengetahui faktor-faktor apa saja yang mendukung kapasitas kelembagaan dalam penyelenggaraan pemerintahan dan pelayanan publik pasca pemekaran wilayah kecamatan. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Data primer diperoleh langsung melalui wawancara dari informan, yaitu Staf bidang pemerintahan sekretariat daerah walikota pekanbaru, Camat Kulim, Lurah Mentangor, staff pelayanan kecamatan, dan masyarakat penerima layanan di kecamatan. Hasil penelitian ini menunjukkan bahwa kapasitas kelembagaan daerah dalam penyelenggaraan pemerintahan dan pelayanan publik pasca pemekaran di Kecamatan Kulim sudah cukup memadai. Ini ditandai dengan sudah berjalannya berbagai aktifitas kegiatan di kecamatan dalam melaksanakan penyelenggaraan pemerintahan, pelayanan publik, dan juga pemberdayaan kepada masrayakat di Kecamatan Kulim. Adapun faktor-faktor yang mendukung kapasitas kelembagaan kecamatan pasca pemekaran antara lain, struktur organisasi, tim kerja, jumlah SDM yang dimiliki, komitmen dan kompetensi, pengalaman kerja dan senioritas camat, dan kelengkapan sarana prasarana pendukung.     Kata Kunci:  Kapasitas Organisasi, Desentralisasi, Pelayanan Publik

Purpose of the study: The rambu solo’ ceremony is a traditional death ceremony of the Tana Toraja regency with roots in local beliefs. However, over time, the tradition has become associated with social status and economic motives. These changes have led to many issues. This article analyses the motivations that drive the compromises that families must accept when selecting a form of rambu solo’. Methodology: This was a case study conducted in the village of Lemo in the regency of Tana Toraja. Primary data collected through in-depth interviews and observation. Informants consisted of cultural figures, religious figures, and indigenous locals with experience performing rambu solo’ — secondary data taken from existing literature about Toraja Regency. Main Findings: Results showed that compromises taken for motives of social status were irrational but comprised the most common reasoning behind rambu solo’ ceremony selection. For those families motivated by social status, choice of rambu solo’ ceremony form performed for one of two reasons: preserving their social status ascribed to them from birth (attributed status) Applications of this study: The selection of non-rapasanrambu solo’ ceremonies based on economic motives were rationally-sound but relatively rare. Avoiding wastefulness in the performing of rambu solo’ is done through simplifying the procession through shortening the storage period of the remains of the deceased before the rambu solo’ reducing the number of days of the rambu solo’ ceremony. Novelty/Originality of this study: This shows that irrational decision-making, in the context of traditional ceremonies, cannot be considered irrational; even irrational decisions can be justified and explained based on individual interpretations of rationality based on local culture. Interestingly, social status was the most common motive form selection based on economic motives were rational but less popular among the people sound choice theory

The purpose of this study is to analyze 1) the exchange rate of fish cultivators (NTPI) in Garut Regency, and 2) the factors that affect the NTPI in Garut Regency. A case study method including both primary and secondary data was used in the study. Primary data were generated from the interviews with respondents. Secondary data were obtained from the relevant agencies. This study used 45 respondents as research sample based on the purposive sampling. The data analysis used is NTPI and multiple linear regression. The results obtained in this research are the average NTPI in Bayongbong Subdistrict, which is 116%, explaining that fish cultivators' expenditures on household consumption and production cost are lower than their income. So it can be concluded that fish cultivators in Bayongbong Subdistrict are prosperous cultivators. Factors that can affect NTPI are age, education level, work experience, number of family members, income, and expenditure.

This research aimed to describe the relationship between women and nature in maintaining and preserving the natural environment. The relationship was illustrated in problems 1) the existence of patriarchal power on women of Lou Dempar, which causing sexual violence in the "Fire Cloud Smoke/Api Awan Asap" novel; 2) women's intelligence due to the knowledge they had in maintaining the biodiversity of Lou Dempar in the "Fire Cloud Smoke/Api Awan Asap" novel; 3) women's intelligence in preserving the traditions of the ancestors of Lou Dempar in the "Fire Cloud Smoke/Api Awan Asap" novel. This research used descriptive qualitative research with an ecofeminism approach. There were 2 kinds of data in this research, they were primary data consisting of words, phrases and sentences quoted from the "Fire Cloud Smoke/Api Awan Asap" novel written by Korrie Layun Rampan, while the secondary data were in the form of other data obtained from the reading of journals, books, newspapers that had a relation with primary data. The research data were collected by using the documentation technique. Data analysis techniques used were identification, classification, analysis, and triangulation. The results and discussion stated that patriarchal power penetrated nature and women became the victims, but Nori appeared as a representation of a woman who had the knowledge and also thought in advancing the village by taking care of nature or biodiversity. The Lou Dempar community rose up in terms of agriculture, animal husbandry, mastery of modern technology, and marketing of agricultural products. Women's knowledge was able to preserve nature, including preserving the hereditary traditions of Lou Dempar cultural community. Vandana sHiva's ecofeminism showed the relationship between women's knowledge, protecting culture and biodiversity.

This study aims to understand the practice of government financial accountability in Kludan Village, Tanggulangin District, Sidoarjo Regency. Village finances are very interesting to study, because of the large amounts of funds released by the centre for the development and welfare of communities in the village. This study uses two forms of public accountability, namely vertical accountability and horizontal accountability. The use of these two forms of accountability is expected to be able to dig deep information for the village government. This study uses an interpretive paradigm with a case study method. The data used are primary data, obtained from interviews with informants and secondary data obtained from documentation owned by the village government. Village culture is also a tool used by researchers in making decisions when observing research carried out. This is because village culture also influences the way the community and village government think about making decisions. The results showed that the village financial accountability vertically and horizontally had been carried out in accordance with the rules of government on 113 of 2014. This was evidenced by the implementation which was carried out in a transparent, accountable, participatory as well as orderly and budgetary discipline. However, there is still a lack of mastery by village officials regarding the recording of accountability reports. The village government tends to have less accountability. This will have an impact on the level of trust of the village community and the welfare of the village environment.

The objective of this research is to to determine the level of profit from the Cake Lumpia households business in the Bumi Nyiur Village Wanea districts. The method used in this study is the case study method. The data used in this study are primary data and secondary data. Primary data were collected in the field directly from the source in this research is the owner of household enterprises cakes spring rolls, for the purpose of research and the data has not been published before. This data was obtained through interviews based on questionnaires that are relevant and have been prepared. As for the secondary data includes vil-lage profiles will be obtained from government agencies associated with this research. To determine the amount of benefit artisans will use a rat stamp benefit analysis followed by analysis of R / C to determine the feasibility of this venture. These results indicate that the average total revenue in this business is Rp. 1,000,000 / day, with a total production cost of Rp. 283,896.7. Then the total profit earned in spring roll pastry business in Bumi Nyiur Village, District of Wanea is Rp. 716,103.3 / day. Analysis of R / C who do show that the average household businesses spring rolls baking in the Village Earth Nyiur District of Wanea experiencing gains, where the R / C ratio of 3.52 and it can be concluded that the business is feasible to run.

This study aims to determine the implementation of School Based Management (SBM) in the field of curriculum and learning, students, and educators and education staff at elemnetary school 2 Penujak, Praya Barat District, Central Lombok Regency. Research uses a qualitative approach using a case study. The type of data of this research are primary data and secondary data. The primary data material in this study was in the form of interviews with the principal, teachers and administrative staff. The secondary data material in this study is data on the state of elementary school 2 Penujak, organizational structure, human resources and so on. Data collection techniques in this study are: (1) interviews, (2) observations and, (3) documentation studies. Various data collection techniques (triangulation), and carried out continuously until the data is saturated. Checking the validity of the data in qualitative research includes four techniques, namely credibility, transferability, dependability, and confirmability. The results showed that the implementation of School-Based Management in SD Negeri 2 Penujak was carried out through 4 management processes, namely planning, organizing, implementing, and monitoring as well as in accordance with the essence of School-Based Management (SBM) namely autonomy, flexibility, participation, transparency and accountability

Purpose This paper aims to highlight the importance of social marketing at the midstream (meso) level as a key component of a proposed model for co-creating public services. The model demonstrates how supportive relationships and conversations within and between service organisations, front-line service staff, social networks and clients are essential for the effective co-creation of health and welfare services and social marketing interventions. Design/methodology/approach This is a conceptual paper that uses network and services theory and a case study to show how the midstream social marketing approach and service co-creation can be applied in practice and how these concepts relate to upstream and downstream social marketing. Findings The case study demonstrates the powerful role of social networks, staff–client relationships and conversations in the co-creation of effective services and the improvement in communications, trust and understanding between service providers and the community. Practical implications The paper shows how service providers and social marketers can achieve co-created, customer-oriented services/interventions through the development of congruent, empathetic narratives, relationships and conversations. The case study demonstrates how this can be achieved in practice through staff training, the identification of “community communicators” and value-based targeting and communications. Originality/value The integration of conversations, relationships, values, services and midstream social marketing into a model for co-creation offers a valuable tool for social marketing and health/welfare service professionals.

The study entitled "Income Analysis of Cut Flowers Farming (case study of White Chrysanthemumflower farmers at village of Kakaskasen Two, disctrict of North Tomohon)" was conducted to determinehow much farmers’ income from White Chrysanthemum flower farming in village of Kakaskasen Two,disctrict of North Tomohon and is expected to provide information to farmers about the number of farmers'income from White Chrysanthemum flower farming .The study lasted from October 2010 until December 2010 starting from data collecting up to preparationof the report. Areas of research conducted in the village of Kakaskasen Two, district of North Tomohon.The retrieved data are primary and secondary data. Primary data were obtained from 20 respondentsof White Chrysanthemum flower farmers, which is taken directly appoint (purposive sampling) and secondarydata obtained from the office of village of Kakaskasen Two. Income is calculated using the revenueanalysis. This analysis can also determine the level of farming efficiency which is calculated by dividingthe revenues and costs.Advantage of White Chrysanthemum flower farming compared to other farming is the use of land thatis not too large, on a narrow land, White Chrysanthemums flower can be developed. Other advantagescompared to other cut flowers is that White Chrysanthemum flower resistant to dust volcanic Mount Lokon.Chrysanthemum cultivation activities in the village of Kakaskasen Two is the main income source forfarmers to meet the needs of family farmers. This research shows that farmers’ income derived fromfarming of White Chrysanthemum flower is Rp11,132,146 by the efficiency is 4.43. In other words, farmingof White Chrysanthemum flower is profitable for farmers.

ABSTRAK             Sebagai suatu lembaga layanan publik bagi masyarakat umum, Kantor Desa Tanggaran dituntut untuk memberikan layanannya yg sesuai dengan harapan masyarakatnya sebagai penerima layanannya. Maka dari itu dari pihak Kantor Desa wajib menjaga kepercayaan & kepuasan yang diberikan masyarakarat untuk terus meningkatkan mutu jaminan layanan. Penelitian ini bertujuan untuk mengetahui & juga menganalisa nilai kepuasan masyarakatnya terhitung nilai pada unit layanan administrasi di Kantor Desa Tanggaran. Selain itu juga untuk mengetahui faktor pendukung & faktor penghambat pada nilai kepuasan semua masyarakatnya terhitung layanannya publik di kantor desa tanggaran kecamatan Pule kabupaten Trenggalek. Metode yang digunakan penulisan penelitian ini adalah deskriptif dengan menggunakan analisa kualitatif. Lokasi dari penelitian ini  pada kantor desa Tenggaran kecamatan Pule Kab. Trenggalek. Data primer penelitian ini yaitu berupa hasil angket online maupun dari hasil wawancara kepada masyarakatnya yg mendapatkan layanannya publik di kantor desa Tenggaran kecamatan Pule kabupaten Trenggalek. Data sekunder berupa kumpulan laporan, buku, & juga catatan yg berkaitan erat dengan pelaksanaan penelitian. Teknik pengumpulan data yg digunakan dalam penelitian ini adalah hasil dari kuesioner online, wawancara, & dokumentasi. Therefore, the Village Office must maintain the trust  and satisfaction of the community by improving the quality of its services. The purpose of this study was to determine and analyze the level of community satisfaction with administrative services at the Tanggaran Office and to determine the supporting and inhibiting factors of community satisfaction with public services at the Desa Tanggaran Office, Kecamatan Pule, Kabupaten Trenggalek.             The research method used in this research is descriptive with qualitative analysis, the location of this research is at the Desa Tanggaran Office, Kecamatan Pule, Kabupaten Trenggalek. The primary data in this study were the results of filling out online questionnaires and interviews with people who received public services at the Desa Tanggaran Office, Kecamatan Pule, Kabupaten Trenggalek. Secondary data in the form of reports, books, or notes that are closely related to research. Data collection techniques used in this study were online questionnaires, interviews, and documentation. ABSTRACTThe purpose of this study is expected to be useful for the development of the concept of quality public services in order to develop lecture material in the field of public administration, and also useful as a contribution of thought to the local government of Kendari City in the form of community service.The population in this study were 203 people, consisting of elements from the village and sub-district government officials and community elements who had received custody services in the last three months (April, May and June 2009). The sample size is calculated according to Yamne formula, by setting a precision of 5% and a degree of trust of 95%, then the sample obtained by respondents is 158 people. The sampling of each element is based on a proportional formula then drawn by a simple random sampling technique from each element. Data collection / information, breastfeeding using questionnaires and interviews. Data analysis was performed using tabulation tools, percentages and averages, which were then interpreted to determine the level of influence of variable dimensions of the apparatus' ability on the variable quality of public services in the Abeli District of Kendari City.The results of this study indicate that the condition of the ability of government officials to work in public services in the Abeli District of Kendari City can be illustrated through 3 (three) basic dimensions of apparatus capacity, as follows: (b) Professional technical training possessed by apparatus is classified as high. (c) The work experience of the officers in general is less useful because their placement is not relevant to their work experience. With these conditions, the influence of the ability of government officials on the quality of public services in the Abeli District of Kendari City is generally low.Keywords :  Apparatus Ability, Quality of Public Services
