Child abuse in Indonesia is increasing every year. In 2011 there were 2178 cases of violence, in 2012 there were 3512 cases, in 2013 there were 4311 cases, in 2014 there were 5066 cases (KPAI, 2015). Of these cases, there were 5 of the highest cases from 2011 to April 2015, namely (1) children dealing with the law recorded 6006 cases, (2) cases of care 3160, (3) education cases 1764, (4) health cases and drugs 1366 and ( 5) cases of pornography and cybercrime 1032. Where also need to be known that there are 3 child locus of violence, namely: family environment, school environment and community environment. Many parents consider child abuse to be a natural thing. These acts of violence can have both physical and psychological impacts. Both parents and the public do not understand the existence of hazards that threaten child safety and awareness of the need for child protection from threats of violence and sexual crimes are still low. This condition is clearly very alarming and requires precautionary measures for subsequent sacrifices involving various parties. The government does have to take the main part of the prevention effort, both through impartial policy formulation and applicable operational programs. In addition, various social organizations must also be seriously involved in their efforts to anticipate more violence and sexual crimes against children. The Community Partnership Program (PKM) is packaged by designing a social movement together by forming a volunteer group to protect children from the Panggungharjo Village community as an effort to prevent and deal with cases of violence against children. The method used in this activity includes TOT or child protection volunteer training in Panggungharjo Village can be described as a pyramid, in line with the pyramid of psychosocial recovery services.Keywords: Empowerment, Volunteer, Countermeasures, Child Violence

Lampung indigenous people have valuable local wisdom that has the values of character education. The purpose of this research is to form a form of support to the government that continues to campaign for character education as an effort to restore the original character of the moral Indonesian nation and this study also aims to discover how the values of character education in the local wisdom of Lampung indigenous people namely Nengah Nyappur. This research uses descriptive-qualitative method to explore various data with library research. Nengah Nyappur as one of the elements of the philosophy of life of the people of Lampung has a character value in the form of tolerance, courtesy, and cooperation. These three character values are rooted in the daily lives of the indigenous people of Lampung. Referring to the presidential regulation of the Republic of Indonesia Number 87 of 2017 concerning Strengthening Character Education, Education Units and School/Madrasah Committees consider the adequacy of educators and education personnel, availability of facilities and infrastructure, local wisdom and opinions of community leaders and or religious leaders outside the School/Madrasah Committee. The third point about local wisdom feels the need for writers to review as one of the bases of character education, the writer offers local wisdom of Lampung. The findings of this study are that the values contained in Nengah Nyappur are still very relevant until now and can be applied in the family environment, community environment, and school environment.

Sexual crimes have seen a considerably increase in Indonesia. It not only affects women but also children. Sexual crime against children is also known as “pedophilia” and has now become a terrifying phenomenon. The escalation of sexual crime against children in Indonesia shows that there is a dire need to look into possible prevention strategies to sexual crime prevention. Considering the rapid increase of case of pedophilia in Indonesia, the government has enacted more severe punisment to the offender, that is, by imposing chemical castration under the Law No. 17 Year 2016 on the second amendment of the Law No. 23 Year 2002 on child protection. This article examines the causal factors of pedophilia by employing the social bonds theory introduced by Travis Hirschi. The primary premise of this theory states that deliquency comes up when social bonds tend to be fragile or not unavailable, or in other words, the stronger there bonds, the less likelihood of delinquency. Hirschi also mentioned four social bonds that push up socialization and conformity in society, those are: attachment, commitment, involvement, dan belief. Finally, the problems raised in this article is how does pedophilia in perspective of social bonds theory?. This article is a legal research with normative approach. It is geared to look phaedophilia as a sexual deviance in perspective of social bonds theory.

Objectives: This study analyzes how pulic awareness of perception of child abuse and the recent child abuse policy changes appeared in the news comments about child abuse. The major policy changes include the Act on Special Cases Concerning The Punishment, Etc. of Child Abuse Crimes (Act No. 15255, Dec. 19, 2017), Mandatory CCTV Installation at Daycare Centers (2015), investigation for school children who have been absent school long-term (2016), the 100 state tasks in inclusive welfare (2017), e-Child Happiness Support Service (2018), and Strengthening the Publicness of Child Protection Service (2019).Methods: For the purpose, this study analyzed 1,333,677 comments on news about child abuse from 1 January 2014 to 31 December 2019. In this study, we conducted semantic network analysis to analyze how the contents of child abuse appeared in child abuse comments and the policy contents appeared at the time when major policies were implemented. The analysis using R program.Results: As a result of the analysis, the study found that the public recognized child abuse as a crime. Second, stereotypes on the perpetrators of child abuse were identified. Third, it was confirmed that the public is deeply interested in child abuse incidents occurred at kindergartens and daycare centers. Lastly, the result has revealed that the public, in general, does not yet acknowledge changes on the central policy of child abuse.Conclusion: Based on these findings, policy implcations are discussed to make improvements in awareness of child abuse more accessible to the public. Specifically, The government is responsible for solving stereotypes of child abuse, improving trust in daycare centers, and providing information on child care policies to the public.

The purpose of this study was to review the judge’s verdict on case No. 166/PID.B/2006/PN PDG in terms of: (1) whether the judge’s verdict fulfills the elements of legal certainty, fairness, and benefit, (2) whether the judge’s verdict relies on the national and international human rights instruments as well as reviewing the aspects of violations of human rights particularly in cases of child abuse. The type of the human rights cases is domestic abuse of under-aged girls. This research used qualitative method with normative judicial approach. Data processing is done using content analysis. The conclusion of the research; (1) Council of Judges needs to understand the ratification of the Child Protection Law and Law on the Elimination of Domestic Violence as well as the International Human Rights Instruments by the Government of the Republic of Indonesia relating to the Convention on Children’s Rights, in order to stress the domestic child abuse as a form of violation against human rights and as a crime against humanity, (2) in order to protect the victims of domestic violence, particularly women and girls, judges should implement the Child Protection Law and Law on the Elimination of Domestic Violence in their verdicts and the Convention of Children’s Right, because the Penal Code KUHP has not guaranteed fully the protection of children and women as primary victims of domestic violence. Abstract                                                                              Legal norms in the formulation of violence in the teaching and learning process from a criminal law perspective are contained in Law Number 35 of 2014 concerning Amendments to Law Number 23 of 2002 concerning Child Protection. The stipulation of Perpu Number 1 of 2016 concerning the Second Amendment to Law Number 23 of 2002. The formulation of the problems in this study are: 1) How is the policy of formulating criminal acts of violence in the teaching and learning process in the perspective of Indonesian criminal law? 2) How is the implementation of the formulation of violent crime policies in the teaching and learning process from the perspective of Indonesian criminal law? The author uses an empirical juridical approach, which is an approach that is carried out by studying the law in fact in the form of attitudes, judgments, behaviors, which are related to the problems being studied and which are carried out by conducting research in the field. Based on the research results, it can be concluded that: 1) The government welcomes this by issuing Law Number 17 of 2016 concerning Stipulation of Government Regulations in Lieu of Law Number 1 of 2016 concerning the Second Amendment to Law Number 23 of 2002 concerning Child Protection. Constitution. 2) The implementation of the formulation of violence in teaching and learning is still not optimal. One of the problems is that if schools and teachers are less assertive, students are free so they don't heed existing norms and regulations. For example, students will appear arbitrarily like thugs, free to skip school without harsh penalties, be free to commit delinquency beyond normal limits, underestimate teachers, and so on. The purpose of this study was to describe the implementation of character education in the concept of Muhammadiyah education in SD Muhammadiyah Kademangaran, Tegal Regency. Tegal. Educational concept in Muhammadiyah pioneered by KH. Ahmad Dahlan uses holistic education. Education that combines general education and religion in one curriculum. Holistic education is expected to be able to make students have cognitive and spiritual abilities, which make students competent in general and religious abilities. KH character education. Ahmad Dahlan is forming Muslim people who are noble minded, wide-sighted and understand worldly science issues and are willing to fight for the progress of society at large. The concept of Muhammadiyah education is centered into four things that must be interrelated, namely schools, families, communities and mosques. Data collected through interviews with information sources, observations, and documentation studies will be analyzed qualitatively and presented descriptively. Based on the results of the descriptive analysis it was revealed that (1) the implementation of character education through the concept of Muhammadiyah education in SD Muhammadiyah Kademangaran Tegal Regency through the integration of the four Muhammadiyah education centers has not been fully carried out in integration with families. (2) the effectiveness of character education programs in the concept of Muhammadiyah education needs to be improved in terms of the integration between education in the school environment and the family environment. In addition, in the community environment, the Muhammadiyah Kademangaran Elementary School in Tegal Regency is still cooperating with Muhammadiyah people only, while the general public is still not integrated (3) The constraints faced in the implementation of character education in the Muhammadiyah concept in the Muhammadiyah Elementary School in Tegal Regency are many student guardians or student guardians who simply hand over their children's education to the school in this case SD Muhammadiyah Kademangaran Tegal Regency

Abstrak Country can be said to be a state if elements of the state have been fulfilled. One of the most fundamental elements is the existence of the people. The existence of the people means that there are people who live and become subjects of government and enforced rules. Without rules, the consequence is that there will be a large number of crimes that cannot be overcome. Therefore criminal law exists to optimize a regulation and implementation in the community. In the constitution of the Indonesian state, there has been guaranteed the rights of everyone from the right to life, the right not to be tortured, the right to religion and human rights that cannot be reduced in any case. But with Article 81 A paragraph (3) of Law No. 17 of 2016 concerning the second amendment to Law No. 3 of 2002 concerning Child Protection. In this article the phrase the addition of basic crimes especially chemical castration punishment becomes a problem that causes controversy among the public. So the government needs to reconsider with regard to Article a quo by using preventive and repressive measures to address these problems.  The theory that author use is Law Enforcement along with the principles of das sein and das sollen. With normative research methods that are descriptive, and through a conceptual approach. So the author recommend that the application of chemical castration and rehabilitation as a form of treatment oriented to protect perpetrators and sexual crimes.

This study aims to describe the thoughts of Abdurrahman An-Nahlawi in education, how the educational methods are used, and what is the relevance of An-Nahlawi's educational thinking in revisiting value education of the primary education in Indonesia. This research is qualitative research with a type of library research, while the approach used is discourse analysis. The results obtained are that to develop the potential of students to create value education, An-Nahlawi offers six varied learning methods sourced from the scriptures (the Qur'an and Hadith). An-Nahlawi also requires that education must be tiered. An-Nahlawi emphasizes that education is a shared task or responsibility, namely the school environment, the community environment (including student’s digital social environment), and the family environment. Therefore, herein lies the relevance of the value education concept on An-Nahlawi’s perspective with primary education in Indonesia, especially in the context of the current millennial era.   Keywords: Value Education, Primary Education, Abdurrahman An-Nahlawi

Family is the smallest government, where there are problems or conflicts that occur in both parenting, protection, supervision, education and giving freedom in choosing skills, favorites that can be developed and applied in society and for the future. Seeing more and more cases of bullying, violence in schools and in the community is growing, worrying parents. Based on that background, the formulation of the problem is whether the Principles and Policies in The Development of ChildrenWorthy Cities based on the Regulation of the Minister of State for Women Empowerment and Child Protection on Child Development Policy No. 11 of 2011. Based on Article 5, it affirms that the government in creating programs and policies that put children's rights first, both to grow and develop children because the current growth of the child will have an impact on their lives in the future. Give breadth so that the child can give his opinion according to his point of view, because we do not know that there is a great potential that exists on each side of the child. Children are the next generation of the nation, the pride of every parent and family, who must be looked after and protected as best they can. Under Article 6, its policy governs a. civil rights and freedoms; b. family environment and alternative parenting; c. basic health and well-being; d. education, leisure use, and cultural activities; and e. special protection. The principles in government management must be transparency, accountability, participation, information disclosure, and legal supremacy, and not discrimination or discriminating between tribes, races, cultures and others. The policy on children's rights is a civil right in which the right to identity is the child hasa birth certificate.

Spoiled is the attitudes and actions of children obtained from the environment such as family environment, community environment, and school environment. These things can affect children to not to have self-reliance to learn and to do things optimally. In overcoming the children indulgence, parents should know the factors that cause it. Several factors cause children to be spoiled can come from the family, community and school. Through this literature review, the author tries to propose some good and planned strategies that can be carried out by the teacher and parents. Parents and teachers can do various activities so that children are stimulated to do their activities. Teachers can also approach directly and work closely with children's parents in creating children's independence programs. Tips for parents to deal with spoiled children are consistent with parents mean what they say as it builds credibly, provide explanations that are easy for children to understand about independence in everyday life, show and explain good and bad behaviour in children. Besides, parents must consistently give punishment and praise to children if they succeed or violate the rules regarding self-reliance, and involve children in various social activities so that children can learn to share, communicate and control his ego.
