In 2017, the digital revolution reached a new global milestone: every second inhabitant of our planet was connected to the Internet. The Digital Economy Program approved by the Government of the Russian Federation in July 2017 aims to address ambitious tasks dictated by new requirements to the public administration system and the organization and structure of the state apparatus of the Russian Federation. The mission of implementing digital technologies in public administration should involve improving the quality of the latter, primarily the quality of public services and management of the implementation of national projects (programs) aimed at ensuring Russia’s economic growth.Aim. The presented study aims to determine priority areas and directions of public administration in the context of the implementation of digital technologies at the federal and regional levels.Tasks. The authors rank the constituent entities and federal districts of the Russian Federation by the extent to which the potential of digital technologies is realized in all aspects of national economic activity and identify the leading constituent entities and federal districts of the Russian Federation in terms of the implementation of digital technologies in public administration.Methods. This study uses general scientific methods of cognition and the scientific sociological quantitative method for ranking the constituent entities and federal districts of the Russian Federation in terms of the implementation of digital technologies in public administration.Results. The authors conclude that regulatory and legal acts need to be specified at the federal level in matters of project implementation in the context of digital technologies. With respect to the constituent entities of the Russian Federation, the study identifies factors that affect the uneven development of digitalization, particularly the under-qualified staff, lack of project funding in regions, digital divide, and problems of creating a new regulatory environment.Conclusions. The development of digital technologies requires close cooperation between public bodies across all levels of the executive branch. It should be noted that the methodology of forming a digital government itself facilitates the establishment of the necessary conditions for addressing national economic challenges, including those associated with strategic planning based on unified digital information platforms. This aspect is crucial for the development of the Russian economy. Thus, digitalization should lay the groundwork for the further implementation of results-based management by the government.

A comprehensive study of digitalization is of fundamental importance for the development of the national economic system – an assessment of the features of the development of the digital economy in the regions of the Russian Federation. In order to identify the competitiveness of Russian Federation in terms of digitalization, the authors performed international comparisons on the values of various digitalization indices. In order to study the level of development of the digital economy in the regional context, the authors formed a system of indicators. The article highlights groups of indicators that characterize the readiness of the population, organizations, and public administration. The paper gives the characteristics of the fluctuation of the values of indicators that characterize the level of development of the digital economy in the subjects. According to the results of comparing the indicators that characterize the readiness for the digital economy in the federal districts in 2018 with the average Russian value, the authors identified the leading and lagging federal districts. The study performed the ranking of federal districts according to the values of indicators characterizing the development of the digital economy, as a result of which, received conclusions regarding the uniformity of the development of the considered components of the digital economy. The paper systematizes recommendations for the implementation of multidimensional groupings of regions both in individual areas and in the entire set of indicators proposed for analysis. Based on the results of grouping by the method of cluster analysis, the authors formulate key conclusions for groups of subjects of the Russian Federation. The analysis made it possible to see not only the differentiation of the subjects of Russian Federation in terms of the level of development of the digital economy, but also the “weak points” of digitalization in different regions. The results obtained in the study can be useful for statisticians and economists when conducting research on the degree of informatization of the population and the economy both in the country as a whole and in its territories.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

Introduction. The article is devoted to the use of digital technologies in the field of public administration using the example of state and municipal information systems. Currently, two types of such systems can be distinguished in the Russian Federation: 1) allowing direct enforcement activities; 2) used to capture certain information. Theoretical analysis. Information systems of the first type acquire the properties of an object of complex legal relations, in which suppliers and consumers of information, government bodies, as well as other persons become participants. This entails the fact that in the implementation of public administration, the source of regulation of public relations to a certain extent becomes the program code of these information systems. Accordingly, any failures and errors in the public information system become facts of legal importance. Empirical analysis. The main risks of using information systems of the second type in public administration relate to the illegal access (or use) of information stored in their databases. The consolidation of databases containing different types of information is a serious threat. In this regard, the creation of the Unified Federal Information Register containing information about the population of the Russian Federation, provided for by the Federal Law No. 168-FZ of 08.06.2020, may lead to a large number of socially negative consequences and comes into obvious conflict with the legislation on personal data. Results. State and municipal information systems themselves can improve public administration, including reducing corruption in the country. At the same time, their reduced discretion in management decisions is not always appropriate. Accordingly, their implementation should be preceded by the analysis of the characteristics of a specific area of management, as well as the proposed use of digital technologies.

The article deals with social and political interactions between the population and the authorities. Modern conditions have transferred a significant part of interactions into a virtual environment, which forms new reactive forms of communication between the authorities and the population. The innovative processes taking place in the regions should reflect not only the institutionally set priority directions of development, but also the interests and requests initiated by the local population, and this enhances the reactive nature of interaction. The purpose of the article is to analyze the reactivity of social and political interactions between the authorities and the population in the context of the innovative development of regions (federal districts) of the Russian Federation. The authors analyzed two digital platforms: the Russian Public Initiative (www.roi.ru) and Change.org (www.change.org). They highlighted the topical thematic areas of social initiatives and political petitions in the federal districts and outlined the transformation of social and political interactions in the formation of directions for the implementation of open innovations in the regions of the Russian Federation. As a result of the study, the authors came to the conclusion about the coincidence of the topics of the population's requests and the implemented purposeful state strategic project activities, expressed in national projects. In the context of digitalization, the population builds socio-political interactions in the channels and communication tools set by the authorities, and also gets the opportunity to carry out parallel network and cloud communications, which make it possible to form new spaces for interaction with authorities in the country and specific regions. Civic activism and participation in innovation processes are demonstrated by: the growth of digital presence; participation of citizens in the network and «cloud» (including self-organizing) communities; formation of a network environment for discussion and methods of digital interaction with the government institutions in the regions.

In 2018, the United Nations Volunteers organization recognized that the governmental support for volunteering is a superior public management practice, offering the much-needed fuel for the integration of volunteering in politics, law-making, and social planning at the government level. The present article analyzes the current situation of governmental support for volunteering at federal, regional, and local levels of public administration in the Russian Federation as a precondition for making coproduction of public services possible. The analysis is based on the scrutiny of documents, a questionnaire survey of Russian volunteers, and an expert poll of public servants and nonprofit organizations (NPO) leaders. The analysis of the state policy of support for volunteering is carried out with respect to the following parameters: the awareness and evaluation of national measures of the governmental support for volunteering, as well as the evaluation of informational, financial, consulting, and organizational measures to support volunteer organizations by regional and municipal civil servants. In a country such as the Russian Federation, where volunteering is a relatively young social phenomenon, public administration needs not only to provide support, but also to administer transformation processes toward sustainable development, relying on the partnership and resources volunteers bring for effectively managing public life.

The work shows the importance of rational and efficient assessment of control and supervision in health care for society as a whole and for its individual members. Health care is part of the system that shapes the quality of life of the population, influences the development of human potential, economic performance, on the adoption and diffusion of innovations in Russia. Control and supervision in public administration reform received much attention. The Ministry of Economic Development of the Russian Federation has developed a methodology for assessing and comparing the activities of Supervisory authorities. However, there is a need for not only implementation of the standardized approach in assessing but taking into account the specific features of activity of Supervisory authorities. The article presents the system of socially significant indicators for assessing the activities of Roszdravnadzor and its territorial offices in the RF entities. Currently the authority spends a lot of tests (about 10 thousand per year), however, the effectiveness of control and supervision is low. The health of the population remains low, satisfaction with public health services is reduced. Researching foreign experience of health systems development in countries with socially oriented economy allows to draw a conclusion about the necessity of building a qualitatively new assessment system of control and supervision, which should be based on the interests of society. The author proposes to depart from the principle of "check for validation" and change over to socially significant indicators for the government activities. The article highlights such indicators for healthcare and proposes their decomposition for fractional quantitative and qualitative assessment of activities. This system of indicators is aimed at improving the efficiency of public health care management and growth of the citizens’ health and their quality of life in a whole. The work is performed in as part of research of Financial University under the Government of the Russian Federation by order of the Government of the Russian Federation.
