This study aims to analyze the performance of village-owned enterprises (BUMDes) in terms of service aspects. analyze the Performance of Village-Owned Enterprises (BUMDes) in terms of the Accountability Aspect. analyze the Performance of Village-Owned Enterprises (BUMDes) in terms of aspects of improving living standards. And to analyze the Performance of Village-Owned Enterprises (BUMDes) in terms of compliance with the Law has been implemented. The research method used is a qualitative research method using research informants. The results of the research show that service performance, profitability and sustainability related to operational standards are good, it is necessary to improve the quality and quantity of management and administration training for managers or administrators as well as supervision from parties in the Village Community Empowerment Agency (BPMD), so that it remains created service standards that remain flexible but have authority, strict and selective boundaries and are able to find the best solution in each case. Performance Aspect of Accountability and Village Asset Development The conclusion is that the asset management strategy (increased accountability) undertaken by BUMDES in Pohuwato Village has contributed and can increase village income. Performance Performance Improvement Aspects can be concluded that the presence of BUMDes in the Village of Pohuwato has added income for the management, commissioners and also the people involved, and has been able to reduce the number of unemployed young people in the village, especially fishing communities who live on the coast. In addition, the existence of fishermen depots and fishing stalls in Pohuwato Village can indirectly save fishermen's transportation costs. Compliance with the Laws and Regulations of BUMDes management has been carried out in accordance with financial reporting, service, and SHU distribution has been carried out according to regulations. Penelitian ini bertujuan Untuk menganalisis Kinerja Badan Usaha Milik Desa (BUMDes) ditinjau dari Aspek Pelayanan.  menganalisis Kinerja Badan Usaha Milik Desa (BUMDes) ditinjau dari Aspek Akuntabilitas. menganalisis Kinerja Badan Usaha Milik Desa (BUMDes) ditinjau dari Aspek Peningkatan Taraf Hidup. Dan Untuk menganalisis Kinerja Badan Usaha Milik Desa (BUMDes)  ditinjau dari Aspek Ketaatan terhadap Undang-undang telah dilaksanakkan. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan menggunakan informan penelitian. Hasil penelitian menunjukkan pada Kinerja Pelayanan, Keuntungan dan Keberlanjutan terkait standar operasional sudah baik, maka perlu ditingkatkan kualitas dan kuantitas pelatihan-pelatihan manajemen dan administrasi untuk para pengelola atau pengurus juga dilakukan pengawasan dari pihak di Badan Pemberdayaan Masyarakat Desa (BPMD), agar tetap tercipta standar pelayanan yang tetap fleksibel namun memiliki wibawa, batasan-batasan tegas dan selektif serta mampu mencari solusi terbaik dari setiap kasus. Kinerja Aspek Akuntabilitas dan Perkembangan Aset Desa diperoleh  kesimpulan bahwa Strategi manajemen aset (peningkatan akuntabilitas) yang telah dilakukan oleh BUMDES di Desa Pohuwato ini telah berkontribusi sekaligus dapat meningkatkan pendapatan desa. Kinerja Aspek Peningkatan Taraf Hidup dapat disimpulkan bahwa dengan hadirnya BUMDes di Desa Pohuwato telah menambah penghasilan bagi pengurus, komisaris dan juga masyarakat yang terlibat, serta telah mampu mengurangi jumlah pengangguran anak muda yang ada di desa terutama masyarakat nelayan yang tinggal di pinggiran pantai. Selain itu juga dengan adanya depot nelayan dan kios nelayan di Desa Pohuwato secara tidak langsung dapat menghemat biaya transportasi nelayan. Ketaatan terhadap Peraturan Perundang-Undangan pengelolaan BUMDes telah dilakukan sesuai dengan pelaporan keuangan, pelayanan, dan pembagian SHU telah dilaksanakan sesuai peraturan.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Empowerment derived from the word ‘power’. Therefore, the main idea of empowerment in contact with the concept of power. Meanwhile, the authority itself is often attributed with the ability to make other people do what we want, regardless of their wishes and interests. Empowerment refers to the ability of the people, especially the weak and vulnerable groups so that they have the ability in some respects. This in turn makes the praxis of empowerment of communities on the territory of the literacy movement. The inclusion of community empowerment on the literacy movement to make the movement experienced a transformation from the previous only general movement based on issues that are more specific, one that is in the Pondok Sinau Lentera Anak Nusantara as setting research. The purpose of this research is to know the realization community empowerment-based literacy movement and the impact of socio-economic change in the surrounding communities. By using the theory of community empowerment and literacy theory and qualitative descriptive method, it can be noted that there is a relationship between the empowerment of community-based literacy movement toward socio-economic changes in the surrounding communities. The background and the focus of community empowerment-based literacy movement in Pondok Sinau Lentera Anak Nusantara is as follows: (1) the existence of empowerment-based literacy movement in Pondok Sinau Lentera Anak Nusantara the answer to the problems of social-historical territory of the village; (2) the realization of the empowerment funded based on the principle of volunteerism and independence; (3) the main focus of the activities of empowerment is the transformation of the values of the characters building for the productive age group as well as encourage socio-economic independence based on a series of soft skill thematic activities.

The purpose of this study is for learning. This study entitled Social Change Towards Development of Rasau Jaya Village 3 After the Development of the Rajati Flower Garden. With the problem of how social change in the village of Rasau Jaya 3, economic improvement after the construction of a flower garden, development planning or the addition of facilities. This research method is a descriptive qualitative approach. Data sources of this research are primary data and secondary data. The results showed that: after the construction of the flower garden in Rasau Jaya 3 village the development of social change there was increasing, the people there accepted the development of the flower garden, because with the development of the community's economy there could be increased, because the people there could sell at around the flower garden so that it can increase their economy again there, and there will be plans to add facilities in the flower garden so that it can attract visitors to keep coming to the flower garden of the flower garden rajati.

The people of Tilatang Kamang, Agam Regency, West Sumatra have a tradition, namely the tradition of khatam Qur'an children. This tradition is a celebration / gratitude for the success of children in completing their recitation of the Koran (khatam). Usually this activity is held once a year, to be precise during school holidays. This tradition is a tradition that is ingrained in the life of the Tilatang Kamang community. This Quranic tradition of khatam is also found in several other areas in Minangkabau, but each region has its own uniqueness. In Tilatang Kamang this ceremony is enlivened by barracks around the village, the aim is to inform the crowd that there are several children in this area who have successfully finished reading the Qur'an (finished their studies) and can read the Koran properly and correctly. . The ceremony ended with the announcement of the winners of the khatam participants in the recitation of the Qur'an. The research method used is descriptive qualitative with an ethnographic approach. The data collection technique was done by interview and observation, while the data analysis technique used data reduction, reflection, and conclusion. The results of this study illustrate that the Khatam Qur'an ceremony has become a tradition for the Tilatang Kamang community of the Agam Regency for children who have completed their studies and also as one of the requirements for children to continue their education to a higher level.

The Village Community Empowerment With Traditional Culinary Business in the Group of Boga Ganesha Buleleng The development of fast food must be balanced with the consumption of traditional foods because fast food is allegedly to be a risk factor for the emergence of various diseases. This study aimed to analyze the behavior of IbIKK group of Boga Ganesha. The choice of location of the research was determined purposively with the consideration that the Boga Ganesha is one of the groups to empower the people with the traditional culinary efforts. The method used in collecting the data in this study was interviews with questionnaire instruments. Based on the research results, the potential of the IbIKK of Boga Ganesha is a kosher, hygienic and healthy traditional food processing. Behavior that was demonstrated by the members can be classified into an excellent category (4,6). The achievement of the implementation of the empowerment program that is included in the category of successful (4,2). Empowerment of program aimed to improve the quality of human resources. In this regard, members of the group should implement their skills so that they can open up business opportunities in order to improve the economy of the family. To support this, the facilitator should use the appropriate method so that all participants can obtain information equally.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.

The purpose of this research is to find out how the Responsibility of Village Fund Allocation in Tambat, Tanah Miring District, Merauke Regency. Theoretical Benefits, as reference material for research in the field of future accountability. In discussing and reviewing the issue of implementation, the accountability of village fund allocation in Tambat Tanah Miring District Merauke Regency the author uses a qualitative research method, namely data collection can be from interviews, observation notes, photo taking, audio and video recording. This type of descriptive research is a research that is sought to observe problems systematically accurate funds regarding the facts and characteristics of certain objects, with the number of informants as many as 13 people.The results of this study indicate that the accountability of village fund allocation in the implementation of village funds in Tambat, Tanah Miring District, Merauke Regency, runs well but there are still a number of problems that occur, planning, realization of the program and not in accordance with the details and calculations in the RAB. Kampung, Implementation of Village Fund Allocation conducted by Kampung Tambat Officials has not gone well and has not been carried out in accordance with the procedure because the village head of Tambat was considered not transparent regarding Village Fund Allocation to the people of Tambat Village, Reporting indicators, Village Fund Allocation has not been implemented properly due to reports what has been made is not maximal with what is done in Tambat and indicators, the accountability of the village head regarding the Village Fund Allocation also does not work with planning, implementation and reporting, this is evidenced by the making of the first report and the answer to ADD ADK, PROSPECTS made by other parties not by village officials have not been implemented with the reality that happened at Tambat.

Kelompok pemberdayaan dan kesejahteraan keluarga sebagai salah satu unit desa dapat dioptimalkan untuk mewujudkan keberdayaan masyarakat melalui program pelatihan mengolah sampah. Desain penelitian yang digunakan adalah penelitian survai, yaitu penelitian yang bertujuan untuk mencari informasi faktual yang memperlihatkan gejala yang ada, mengidentifikasi masalah atau untuk mendapatkan justifikasi keadaan dan kegiatan yang sedang berjalan, serta untuk mengetahui hal-hal yang dilakukan oleh orang-orang yang menjadi sasaran penelitian dalam memecahkan masalah. Metode yang digunakan dalam penelitian ini adalah observasi dan wawancara. Keberdayaan perempuan yang didasarkan dari hasil perhitungan menunjukkan jumlah persentase 82,5%. Nilai tersebut termasuk dalam kategori sangat baik karena berada pada interval koefisien 80% - 100% berdasarkan pedoman untuk memberikan interpretasi terhadap persentase. Women's Empowerment Post Training Processing Waste for Family Welfare and Empowerment Group AbstractThe family empowerment and welfare group as one of the village units can be optimized to realize community empowerment through waste processing program. The research design used is survey research, which is a research that aims to find factual information showing symptoms, identify problems or to justify the circumstances and activities that are running, and to know the things done by the people who were targeted research in solving problems. The method used in this research is observation and interview. The empowerment of women based on calculations shows the percentage of 82.5%. The value belongs to the very good category because it is at the interval coefficient of 80% - 100% based on the guidelines to provide interpretation of the percentage.

Bundesma empowerment is the  process of developing a village's economy. This program took the initiative to start a process of Social Economy activities that could improve the economic situation and conditions of the village community in Sukabumi, especially in the Warungkiara. In the  Empowerment activities, the participation of the Bundesma and the village community as a driving force for economic development is overseen by the Government.  The main objective of empowering Bundes and Bundesma is an independent village. This activity intends that rural communities in the Warungkiara area can turn their village into an independent village. The definition of an Independent Village is a village that is able to manage the economy of each citizen without the assistance of other parties. The creation of this condition reflects the strong willingness of the people of the village to move forward, the village that produces their products / works that are proud of and the ability of the village to meet their needs. In empowering Bundes and Bundesma  there are several problems that hamper them including; Difficulties in product marketing, financial limitations and limited human resources (HR).  In this study, the researchers used qualitative naturalistic methods. Qualitative naturalistic is a method that is carried out in the actual conditions that occur at the research location. This research method offers convenience and freedom for researchers to obtain accurate information from informants in the warungkiara sub-district. The results showed that in Warungkiara sub-district there were 12 Bundes in 12 villages and 2 Bundesma.  Keywords : Empowerment, Bundes, qualitative, marketing, financial, HRD
