The Village Fund Allocation (ADD) sourced from the APBN which is intended for villages that is transferred through the Regency / City APBD and is used to finance governance, development implementation, community development, and community empowerment in the village. Article 55 of Law Number 6 Year 2014 concerning Villages, said that the Village Consultative Body (BPD) has the function of accommodating and channeling the aspirations of the village community, discussing and agreeing on a Village Regulation Draft with the Village Head, and the BPD has the authority to supervise the performance of the Village Head so that fraud does not occur.This type of research is quantitative that aims to conduct desk monitoring Implementation of Article 55 of Law number 6 of 2014 concerning the function of the village consultative body against the Village Fund Allocation Policy in the Karang Tinggigi District of Central Bengkulu Regency. The research data was obtained by distributing questionnaires in 18 (eighteen) villages of Karang Tinggi District, Central Bengkulu District who were serving as Village Officials and the Village Consultative Body. The analytical method used is linear regression using statistical software, the target outputs of this research are published in national journals and held in a national seminar so that it can be implemented directly by the village consultative body in carrying out its functions.The results of this study prove that there is a significant influence between the implementation of article 55 of Law N0. 6 of 2014 from the legislative function and aspirations towards village fund allocation policies. Keywords: Implementation of article 55 of the Village Law, Village Fund Allocation Policy

Abstract The aims of this study are to determine the Effectiveness of Village Fund Allocation Management in the 2018 Village Income and Expenditure Budget in Dawan Klod Village, Dawan District, Klungkung Regency, and to find out the factors that become obstacles in the Management of Village Fund Allocation in Dawan Klod Village. The sample method of this study uses a purposive sampling technique with a sample size of 30 respondents. The method uses to collect the data in this study are interviews and documentation. The data analysis uses in this study is descriptive qualitative methods with effectiveness ratios. The types of the data in this study are primary data and secondary data with research subjects consisting of the Village Government, the Village Consultative Body, the Village Community Empowerment Institute and the community of Dawan Klod Village. The result shows that the effectiveness of Village Fund Allocation Management in Dawan Klod Village in 2018 includes in the effective category, with an effectiveness level of (100%). With the support of the village program, 90% have been implemented. And at the planning stage, starting with the formation of an implementation team and the results of the development of community participation is very high and active in every activity, due to the transparency of the information conveyed by the Dawan Klod Village apparatus to the community. At the implementation stage it can be said to be effective, which is the use of the Village Fund Allocation budget can be resolved properly. In the accountability stage, the process of managing Village Fund Allocation is included in the effective category, in which the accountability report preparation is prepared by the Dawan Klod village government and there is an evaluation of activities carried out together with the Dawan Klod Village community. And in this study, there are no factors which become obstacles in the management of the Village Fund Allocation in Dawan Klod Village. Keywords: Effectiveness; Management; Village Budget and Revenue (Village Budget); Village Fund Allocation Abstrak Penelitian ini bertujuan untuk mengetahui Efektifitas Pengelolaan Alokasi Dana Desa pada Anggaran Pendapatan dan Belanja Desa Tahun 2018 di Desa Dawan Klod, Kecamatan Dawan, Kabupaten Klungkung dan untuk mengetahui faktor-faktor yang menjadi penghambat dalam Pengelolaan Alokasi Dana Desa di Desa Dawan Klod. Metode sampel dalam penelitian ini menggunakan teknik purposive sampling dengan jumlah sampel 30 responden. Metode pengumpulan data yang digunakan dalam penelitian ini adalah wawancara dan dokumentasi. Analisis data menggunakan metode deskriptif kualitatif dengan rasio efektivitas. Jenis data dalam penelitian ini adalah data primer dan data sekunder dengan subjek penelitian yang terdiri dari Pemerintah Desa, Badan Permusyawaratan Desa, Lembaga Pemberdayaan Masyarakat Desa dan masyarakat Desa Dawan Klod. Hasil penelitian menunjukan bahwa Efektifitas Pengelolaan Alokasi Dana Desa di Desa Dawan Klod Tahun 2018 termasuk dalam kategori efektif, dengan tingkat efektivitas sebesar (100%). Dengan didukung program desa yang terlaksana sebanyak 90%. Dan pada tahap perencanaan, dimulai dengan pembentukan tim pelaksana dan hasil musrembang partisipasi masyarakat sangat tinggi dan aktif disetiap kegiatan, dikarenakan transparansi informasi yang disampaikan oleh perangkat Desa Dawan Klod kepada masyarakat. Pada tahap pelaksanaan dapat dikatakan efektif, yang mana penggunaan anggaran Alokasi Dana Desa dapat terselesaikan dengan baik. Pada tahap pertanggungjawaban, proses pengelolaan Alokasi Dana Desa termasuk dalam kategori efektif, dimana penyusunan laporan pertanggungjawaban disusun oleh pemerintah Desa Dawan Klod serta adanya evaluasi kegiatan yang dilakukan bersama masyakat Desa Dawan Klod. Dan pada penelitian ini, tidak ditemukan faktor-faktor yang menjadi penghambat dalam pengelolaan Alokasi Dana Desa di Desa Dawan Klod. Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. The allocation of village funds is funds allocated by the district/municipality governments for villages sourced from the state budget and revenues or central and regional fiscal balances funds, used to finance the implementation of governance, development implementation, community development and community empowerment. The grant of village funds is done in several stages budgeting, allocation, distribution, use, reporting, and monitoring or evaluation of village funds. The objectives of this research is to find out the mechanism of channeling the allocation of village funds in the kauneran village of one of the subdistricts of sonder of minahasa district and to know the constraints faced in the tranparency and accountibility of the management of the village fund allocation in th kauneran village of one district of minahasa regency. The results of this study indicate that transparency and accountibility of gradual allocation of village funds from budgeting, allocation, use, reporting, and monitoring or evaluation work well.Keywords : Allocation of village funds, Transparency, Accountibility

This study aims to determine the effectiveness of the use of Allocation of Village Fund and Village Fund in Samba Danum Village in 2018. Sample in this research is Technical Team of Village financial management in Samba Danum Village. Data were collected by documentation method and interview. Data analysis uses effectiveness technique ratio. The results showed effective performance (99,9%). Level of effectiveness of village fund allocation management in Samba Danum Village in 2015 In Field of Implementation of Village Government (100%), Field of Implementation of Village Development (100%), Field of Community Development (100%), and The Budget Village Community Empowerment Sector (100%) According to realization. Year 2015 is the first year of Indonesia disbursed the Village Fund as mandated by constitution no. 6 Year 2014 about the Village. This fund is expected to be utilized by the village government to finance the administration, development and empowerment of rural communities. Allocation of village funds and Village Fund Expected to lift the area which is difficult to develop, so as to catch up from other regions. This study aims to determine and describe the Competence of Village Fund Allocation Management in Kapala Pitu District, North Toraja Regency. The method used is an interactive model, namely data collection, data condensation, data presentation, and verification of conclusions. The results show that 1) The availability of adequate information about village funds is considered to have been implemented effectively. 2). Public knowledge and insights about village funds are considered to have been implemented effectively. 3). Increasing public trust in the management of the Village Fund is considered to have run effectively. 4). The increased community participation in village fund activities is considered to have been implemented effectively. Overall, it can be understood that the Competency of Village Fund Allocation Management in Kapala Pitu District, North Toraja Regency has been running effectively. project finished. So that the responsiveness of the village community in Kapala Pitu to the implementation of village governance runs well, the allocation in the implementation of the village fund program has been able to increase public trust in the village government, the result is that village development is getting more advanced. The creation of a good relationship between the community and the government through community empowerment with the labor-intensive model of the local village community is given the opportunity to implement the village fund program both in physical and non-physical development.

The purpose of this study is to explore how community empowerment is carried out by village governments through village funds in village Langen Sari, West Java, Indonesia. The community empowerment is realized through Village Fund Allocation (ADD). 30% of the Village Fund Allocation is used for operational costs of the Village Government and the Village Consultative Body (BPD), 70% for community empowerment, and strengthening the capacity of the Village Government. The research method used is descriptive research with a qualitative approach using Milles and Huberman's analysis methods. The results showed that the use of Village Fund Allocation for the community empowerment component was not yet on target. Community participation is a significant factor in launching community empowerment, while a lack of human resources and weak supervision are obstacles.

<p>The success of the development of a nation is determined by the Human Development Index (HDI). International scale parameter indicates the level of development of human resources emphasizes on three areas: education, health, and income per capita. The various dimensions of community development was a collective responsibility to make it happen. One way to do is through the proselytizing activities of community empowerment. This is as done in the village of Pemalang district, Danasari that has HDI levels is low compared than other villages. Community development in this village was done by taking three primary focus , they are the field of economics, health, and education and religion.</p><p align="center"><strong>***</strong></p>Keberhasilan pembangunan suatu bangsa ditentukan oleh Human Develop-ment Indeks (HDI). Parameter berskala internsional ini menunjukkan tingkat pengembangan sumber daya manusia yang menitiberatkan pada tiga bidang yaitu pendidikan, kesehatan, dan pendapatan perkapita. Pengembangan masyarakat yang berbagai dimensi tadi merupakan tanggung jawab bersama untuk mewujudkannya. Salah satu cara yang dapat dilakukan adalah melalui kegiatan dakwah pemberdayaan masyarakat. Hal ini sebagaimana dilakukan di Desa Danasari Kabupaten Pemalang yang memiliki tingkat HDI yang rendah dibandingkan desa lainnya. Pemberdayaan masyarakat di desa ini dilakukan dengan mengambil tiga fokus utama yaitu bidang ekonomi, bidang kesehatan, dan pendidikan dan keagamaan. Potensi yang ada perlu diberdayakan secara bersama dengan tujuan pencapaian perbaikan kehidupan masyarakat desa Danasari.

The village independence is an essential idea for the village community where they are located. Inaccordance to support this goal, the central, provincial and district/city governments provide fundsto villages that must be managed properly. Village financial management apparatuses endeavor inplanning, implementing, administering, and financial reporting in accordance with applicableregulations with supervision from the Village Consultative Body. This study aims to identifyindicators and determinants in village financial management and examine its effect on the villageindependence variable. This research will be carried out in villages of Yobeh, Ifaar Besar, Sereh,and Yahim, in Sentani District in Jayapura Regency. The analysis tool that will be used is FactorAnalysis to find key indicators and variables in financial management. The results showed thatreporting variables became the key in financial management, followed by financial accountability,planning, and implementation. This shows that respondents felt the reporting was very importantand needed to be considered in financial management.

Community Empowerment in the Tourism Sector in Efforts Acceleration of Economic Recovery in Dambalo Village As an effort to grow the economy which is currently slumped as a result of the covid 19 pandemic. He people of Dambalo Village have various livelihoods from self-employed fishermen, farmers and some are civil servants and construction workers, all of which aim to help the family economy. and almost 60% are creative and micro business actors. Here fore, we are interested in providing creative ideas in the tourism sector, where in this village there is a pretty good tourist attraction to be developed, namely the Botudidingga tourism object, as for the tourism objects in this village that have existed since a few years ago which are located on the coast which has its own uniqueness, because to go to this place the tourists seem to go on a trip to the mountains, the vast expanse of sea surrounded by mangroves and has a courtyard to the middle of the sea makes Botudidingga tourism object the maldeves of North Gorontalo. To further beautify and attract tourists, the thematic village community service students create interesting photo spots with materials taken in the village of Dambalo itself

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village.
