The main purpose of the study is to assess the impact of digitalization on the labor market. The study examines four indices that are widely used in international practice. Also, the current state of digitalization in the Republic of Azerbaijan and its comparison with the CIS and other countries was analyzed. The results show that Azerbaijan is in a stable stage of development in the new stage of the industrial revolution. Digitalization affects all spheres and processes including socialization of personality, which were out of influence of digital technologies decades ago. At the same time, the science community analyses primarily the impact of digitalization on economy and IT sphere. There are less investigations of the new technologies’ influence on social and cultural sphere. Moreover, the scientists that research the spiritual life of our society leave it by the wayside. The prevailing opinion is that the digital technologies will be an impulse to the cultural Renaissance of Humankind.The article reports that the development of the social and cultural sphere is a critical part of the further technological development of the society. The wave development of the economy including the digital economy, depends on not only technologies, but on the cultural values. The success of the forth industrial revolution and its impact on the development of humankind are totally determined by the development of the culture, science and education.

The paper deals with the implementation of such a principle of criminal procedure as the adversarial nature of the parties, in relation to the modern con-ditions of digitalization of legal proceedings. The relevance of this topic is explained by the fact that the current stage of development of public relations, characterized by the significant digitalization of communication links, in turn, is reflected in changes in legislation in General, and criminal proceedings in particular. At the same time, competition is one of the fundamental principles of this branch of law, the application of which should also be reflected in changes in legislation. In the course of the work, the criminal procedure norms regulating these issues, statistical data on the work of courts of General ju-risdiction, opinions and positions of leading proce-dural scientists in Russia and foreign countries (the Republic of Kazakhstan, Germany) were examined. As a result of the conducted research, the conclu-sion is made about the impact of the development of digitalization of criminal proceedings on the prac-tical application of the principle of adversarial par-ties.

This article addresses the impact of the digital era and it specifically refers to information and communication technologies (ICT) in Public Administration. It is based on the international approach and underscores the importance of incorporating new technologies established by the United Nations and the Organization of American States. Thereon, it highlights the Argentine Republic national approach towards ICT, and how it has moved towards a digital paradigm. It then emphasizes on the challenges and opportunities that emerge from the impact that artificial intelligence has in transforming Public Administration. Finally, it concludes that the key challenge of the Fourth Industrial Revolution is to achieve a boost towards a Digital and Intelligent Administration and government, which promotes the effectiveness of rights and an inclusive technological development that assures the digital dignity of people.

The presented study examines the comparative characteristics of industrial revolution targets, national goals, and strategic objectives for the development of the Russian economy; proposes methods for measuring and evaluating technological development; describes its impact on economic growth and shows the performance of enterprises.Aim. The study aims to determine the specific features of formation of economic and social development targets and the potential of new technologies, including breakthrough technologies, for shaping the technological development of the Russian economy; to propose methods for measuring and evaluating technological development and its impact on the growth and development of the national economy that would improve the quality of economic and managerial decision-making.Tasks. The authors clarify the interpretation of the concept of breakthrough technologies; identify distinctive features in the formation of industrial revolution targets and priority targets for the development of the Russian economy; substantiate methodological approaches to identifying parameters and indicators, methods for measuring and evaluating the level of technological development, its impact on the results of changes in economic growth and development of the national economy and its economic entities.Methods. The authors use the methods of scientific research, theoretical and comparative analysis, synthesis, generalization, general theory of economic growth, and elements of the economic efficiency theory.Results. The interpretation of breakthrough technologies as dominant new technologies that can ensure accelerated progressive development of the economy and minimize damage to the natural environment is clarified. The distinctive features of formation of industrial revolution targets and their relationship with the targets for the development of the Russian economy are identified. Evaluative features are substantiated; indicators for measuring and evaluating the transformation of the technological development of enterprises engaged in different activities and indicators for measuring and evaluating the impact of new technologies, including breakthrough technologies, on economic growth and development are proposed. The influence of the recommended measurement and evaluation methods on improving the quality of management decisions is shown.Conclusions. The study substantiates the need to improve methods for assessing the actual achieved (projected, planned) level of technological development as a necessary prerequisite for its qualitative analysis, evaluation, control, and monitoring required to make sound economic and managerial decisions. The proposed methods for measuring and evaluating technological development, measuring and evaluating the impact of new technologies, including breakthrough technologies, on the quality of economic growth, efficiency and competitiveness of the national economy (region, industry, activity, enterprises) improve the quality of managerial decision-making in achieving national goals for the development of the national economy.

Abstract This article describes the impact of the global digital economy on the technological development of the mineral sector in the world. Due to the different specifics of the legislative bases of the investigated regions, such as the USA, China, EU, and Africa, the development of digital transformation is presented on the example of the Russian Federation in the context of world trends. The article presents an analysis of the possibilities of using straight-through digital technology in prospecting, design, development, and use of mineral resources. It describes a structure promoting the development of applied digital technology through research–education centers and international competence centers. This structure would allow forming the new competencies for personnel working in the digital economy. The underfunding of the information and computing infrastructure could be a significant challenge to the digital transformation of the economy. Creating the conditions for a reliable and secure process of generating, storing, and using data is the basis for protection from the cybersecurity hazard that could act as a brake on technology advancement. This article discusses the organizational and technological priorities of the development of the mineral resource sector on the example of the Russian Federation. The challenges for the mineral resource complex resulting from global changes can be taken on through technological changes of the industry. The article gives a thorough description of issues related to technological developments in the raw materials sector, oil refining industry, development of integrated and advanced mineral processing systems, and the use of household and industrial wastes. The research presents basic technology contributing to sustainable development, starting from exploration and production forecasting and up to sustainable planning and distribution of material and energy resources based on real-time data. It also pays special attention to the possibilities of creating digital platforms for the mineral sector. Digital integration, combining research areas, personnel, processes, users, and data will create conditions for scientific and technological achievements and breakthroughs, providing scientific and economic developments in related industries and, above all, in the global mineral and raw materials market.

The purpose of this article is to analyze the dynamics and structure of the external debt of the Republic of Kazakhstan. This article analyzes the prerequisites for increasing and the current state of the external debt of the Republic of Kazakhstan, which from the point of view of the country's economic security are the most significant. Regarding methodology, we used system, logical, comparative-analytical, expert methods, as well as methods of generalization, grouping, analysis and synthesis. The provisions and conclusions are illustrated by statistical data presented in tables, diagrams, diagrams, accompanied by references to scientific literature and legal acts. The results obtained allow us to give clear recommendations that can contribute to the creation of an effective, more advanced system for managing the external debt of the Republic of Kazakhstan. The proposed recommendations will directly affect the removal of excessive burden on the Kazakh budget and the release of financial resources to address current economic and social problems of the country. The novelty of the article research as a whole lies in clarifying the theoretical foundations and key methods of the external debt management system of the Republic of Kazakhstan, taking into account factors of the external and internal economic environment. The significance of these studies lies in the development of conclusions and recommendations that can contribute to the creation of an effective, more advanced system for managing the external debt of the Republic of Kazakhstan.

The article is devoted to the analysis of the main modern trends of digitalization of the economies of the leading world powers. Particular attention is paid to the state of Affairs with the practice of information and communication technologies in the Russian Federation. The analysis of trends in the participation of the digital economy in the formation of GDP of a number of countries, including Russia. The impact of digitalization processes on the current state and further development of various spheres of management is assessed. The practice of development of strategic programs for the development of national economies, which determine the targets for the development and implementation of modern information technologies in various industries and activities to improve the efficiency of national socio-economic systems. The author’s position in determining the main features of the current state of the digital economy of Russia is based on the generalization of the results of studies conducted by a number of international companies, and is of practical importance in the study of the problem of the ongoing transformation of social and labor relations in the context of digitalization.

Gender disparity is present in the field of engineering and more broadly STEM disciplines (science, technology, engineering and mathematics). Statistical data on the enrollment in one of technical faculties in the Republic of Serbia over three decades illustrate this phenomenon, and there is a similar situation everywhere in the world. The negative effects of the under-representation of women in these areas on society and the economy have been recognized and a number of measures have been taken to mitigate them. With rapid technological changes, information technology development and the fourth industrial revolution, the labor market is changing and the global demand for STEM professions is growing. This paper discusses the impact that these technological changes may have on the existing disparity between women and men in the mentioned areas.

Modern industry is facing the next round of the industrial revolution or Industry 4.0. This collision is expressed in a significant change in the applied technologies of doing business and, first of all, in the production process. Large enterprises around the world are actively adapting to external challenges and digitalizing their production in the direction of the «Factories of the Future» concept, as evidenced by statistical research data from rating agencies such as McKinsey and PwC. In connection with these transformations, the question arises, is the technological development of enterprises synonymous with innovative development? The study hypothesis is the idea that technological development at the level of an individual enterprise is one of the subtypes of innovation. In order to verify it, the opinions of domestic researchers in this area were studied, and the modern definitions «technological development» and «scientific and technological development», which were adopted as synonyms in the study, were analyzed. The results of the study are confirmation of the hypothesis put forward, the construction of a logical scheme that reflects the essence of the term «technological development of an industrial enterprise» with the allocation of the main elements, as well as the proposed author's formulation of this term. It is concluded that it is necessary to conduct further research aimed at identifying the current state and prospects of small industry technological and innovative development.

Object: To study the current state and priorities of the labour market in the digital economy and the COVID-19 pandemic. Methods: The theoretical basis of the research is the work of domestic and foreign economists on the problems of the digitization of the labour market and the legislative and regulatory acts of the Republic of Kazakhstan. Data from the Statistical Committee of the Ministry of Economy of the Republic of Kazakhstan and the results of the authors' research have been compiled as an information base for the study. The methodological basis of the study is a systematic approach, abstract-logical, economical-statistical, monographic methods of studying economic processes. Findings: This article contains the results of an analysis of the labour market development of the Republic of Kazakhstan in comparison with foreign countries. Employment in the digital economy and the CORONA crisis are discussed. It is noted that the faster the digital economy is implemented, the more difficult it is to manage the digital economy. Technology is becoming not only an engine for the development of new industries, but also an important social role, making a significant contribution to the solution of societal problems such as population ageing, social stratification, environmental problems and climate change. With the help of advanced science and technology emerges a «smart» society based on new values oriented to the needs of the person, flexibility, creativity. As a result of digitization, the labour market, health care, education and spatial development are changing dramatically. Conclusions: The article discusses key aspects of the creation of conditions for the search for new forms of employment for the Kazakh economy from the standpoint of digitization. The emphasis is on the development of the digital environment in the modern environment. The content of state support of economic entities within the framework of the state program «Digital Kazakhstan» is considered. It was concluded that the changes brought about in the world economy by widespread restrictions in the context of the pandemic would lead to the search for new ways and forms of employment in the Kazakh labour market.
