Digital transformation has been increasing in all fields of human being around the globe. Within this global trend Kyrgyz Republic also declared its National Development Strategy for 2018-2040 in 2018, which outlines the contours of the country's digital transformation. In the country, 2020 is declared the year of digitization and the process has begun. Although all this transformation processes are crucial in terms of development and building transparent state, such significant changes don’t occur without challenges. Along with main obstacles such as poor infrastructure, limited financial and human resources, residents’ readiness to embrace e-services is also matter. In this context, the main purpose of this study is to examine residents’ readiness level to e-government services. The scope of the study is limited to Bishkek, capital of Kyrgyz Republic, for several reasons. First of all, e-government services are piloted in Bishkek, and then implemented in other regions. The second reason is related to high rate of online population in Bishkek. Primary data were obtained using structured questionnaire among residents. Findings of this empirical study can provide useful insights in terms of public policy on digital transformation. Especially, the government can gain very useful insights into readiness level of consumers and their anxieties about e-government services. Deeper understanding of users’ behavior can be reliable base for making decision to eliminate this problem as an obstacle for digital transformation.

The writing of this research aims to explain the management and impact of waqf for education in SMP Muhammadiyah Ahmad Dahlan Metro City. As for the background in this writing is the demands and expectations of the community for the greater quality of education but the capacity of the government is not yet worth the demand of the community. So the waqf movement became one of the alternatives offered to answer the challenge. Waqf movement, especially in SMP Muhammadiyah Ahmad Dahlan aims to improve the quality of education in accordance with Muhammadiyah jargon namely "advanced education". This research is a qualitative study with this type of case study research.  The data sources in this study consist of primary data sources and secondary data sources. Data collection techniques are conducted in the form of observations, interviews and documentation. The methods of data analysis are data reduction, data presentation and verification. The results of this study show that the waqf movement in SMP Muhammadiyah Ahmad Dahlan Metro City is supported not only by Muhammadiyah cadres but from sympathizers and the general public. The waqf development strategy carried out at SMP Muhammadiyah Ahmad Dahlan Kota Metro consists of (1) the conversion (substitution) of waqf assets, (2) promotion and socialization, (3) the management of waqf assets by prioritizing the allocation of waqf with regard to the 2015-2027 plan, (4) establishing partnerships and (5) strengthening the teachings of Al-Ma'un Muhammadiyah. The impact of waqf has a profound effect on the quality of education such as the improvement of school facilities and the education system in the school. Keywords: Waqf Muhammadiyah, Advanced Education Penelitian ini bertujuan untuk  memaparkan pengelolaan dan dampak wakaf bagi pendidikan di SMP Muhammadiyah Ahmad Dahlan Kota Metro. Adapun yang menjadi latar belakang dalam penulisan ini adalah tuntutan dan harapan masyarakat akan kualitas pendidikan yang lebih besar namun kapasitas yag dimiliki pemerintah belum sepadan dengan permintaan masyarakat. Sehingga gerakan wakaf menjadi salah satu alternative yang ditawarkan untuk menjawab tantangan tersebut. Gerakan wakaf khususnya di SMP Muhammadiyah Ahmad Dahlan bertujuan untuk meningkatkan mutu pendidikan sesuai dengan jargon Muhammadiyah yakni “pendidikan berkemajuan”.Penelitian ini merupakan penelitian kualitatif dengan jenis penelitian studi kasus.  Sumber data dalam penelitian ini terdiri dari sumber data primer dansumber data sekunder. Teknik pengumpulan data yang dilakukan berupa observasi, wawancara dan dokumentasi. Adapun metode analisis data yang dilakukan adalah reduksi data, penyajian data dan verifikasi. Hasil penelitian ini menunjukkan bahwa gerakan wakaf di SMP Muhammadiyah Ahmad Dahlan Kota Metro tidak hanya didukung oleh kader Muhammadiyah saja melainkan dari simpatisan dan masyarakat umum. Adapun strategi pengembangan wakaf yang dilakukan di SMP Muhammadiyah Ahmad Dahlan Kota Metro terdiri dari (1) penukaran (substitusi) harta wakaf, (2) promosi dan sosialisasi, (3) pengelolaan harta wakaf dengan memprioritaskan alokasi wakaf dengan memperhatikan renstra tahun 2015-2027, (4) menjalin kemitraan dan (5) Memperkuat ajaran Al-Ma’un Muhammadiyah. Dampak wakaf sangat berpengaruh terhadap mutu pendidikan seperti peningkatan fasilitas sekolah dan sistem pendidikan di sekolah tersebut.

Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

This study attempts to reflect on the implementation of the Second National Fadama Project in Kaduna and Katsina states of Nigeria with a view to assessing whether the project implementation has been effective in reducing poverty among the participating communities. It was therefore, hypothesized that there is no significant relationship between the Community-Driven Development Strategy and effective implementation of Fadama II project in the area of access to rural financial services and poverty reduction in the host communities. The primary data were obtained through the use of questionnaire and personal interview while secondary data were sourced from books, journals, unpublished materials and internet. The study showed that there is a significant relationship between Community-Driven Development and effective implementation of the project in the host communities. The research recommended that to enhance the success of future projects, the government should not interfere with the activities of such projects, especially in the selection of members of such associations and government should provide loan facilities to the beneficiaries in order to boost their assets acquisition capacity.

Customary law is the law of life and as a guideline to behave in social life. While the government through Presidential Decree No. 9 of 2000 on Gender Pengharusutaan in National Development. In connection with these two problem are; 1). What is the meaning of the gender ideology? and 2). How the ideological implications of the customary law of Bali? This study is a socio-legal, where field data as primary data. The results of the study addressed that there are two groups; The first group's view justify Balinese customary law is sound and reflects the uniqueness of Balinese society, women are not involved in decision-making in the family, a decision was taken on the deal man. In the field of inheritance girls are not taken into account. So the first group did not reflect the views of gender ideology, while the second group's view, gave the reason that customary law is difficult to change, to change requires public awareness, awig-awig has not set things up in accordance with the development of society and legislation can be made perarem. Most respondents have not gender responsive and only a small portion gender responsive and progressive-minded. Thus gender ideology customary law is not implicated in Bali. Factors that become barriers that the legal culture of the Balinese people, the patriarchal customary law is still strong binding Balinese life. The conclusion that the meaning of gender ideology implies equality of men and women and it is not affected by the customary law of Bali, because of the legal culture of society and customary law still strong binding. Hukum adat adalah hukum kehidupan dan sebagai pedoman untuk berperilaku dalam kehidupan sosial. Sedangkan pemerintah melalui Keputusan Presiden Nomor 9 Tahun 2000 tentang Kesehatan Jender dalam Pembangunan Nasional. Sehubungan dengan kedua masalah tersebut adalah; 1). Apa arti ideologi gender? Dan 2). Apa implikasi ideologis hukum adat Bali? Penelitian ini bersifat sosio-legal, dimana data lapangan sebagai data primer. Hasil penelitian menyebutkan bahwa ada dua kelompok; Pandangan kelompok pertama tentang membenarkan hukum adat Bali adalah suara dan mencerminkan keunikan Bali, wanita tidak terlibat dalam pengambilan keputusan di dalam keluarga, sebuah keputusan dibuat berdasarkan kesepakatan manusia. Di bidang warisan anak perempuan tidak diperhitungkan. Jadi kelompok pertama tidak mencerminkan pandangan ideologi gender, sedangkan pandangan kelompok kedua, dengan alasan bahwa hukum adat sulit untuk berubah, untuk berubah membutuhkan kesadaran masyarakat, awig awig tidak mengatur segala sesuatu sesuai dengan perkembangan masyarakat. Dan perundang-undangan bisa dibuat perarem. Sebagian besar responden belum responsif terhadap gender dan hanya sedikit yang responsif terhadap gender dan progresif. Dengan demikian ideologi gender hukum adat tidak dilibatkan di Bali. Faktor-faktor yang menghambat budaya hukum masyarakat Bali, hukum adat patriarkhi masih mengikat kehidupan masyarakat Bali yang kuat. Kesimpulan bahwa makna ideologi gender menyiratkan kesetaraan laki-laki dan perempuan dan tidak terpengaruh oleh hukum adat Bali, karena budaya hukum masyarakat dan hukum adat yang mengikat.

Socio-economic development is often linked to efficient infrastructure provision. In China, the government has rolled out ambitious infrastructure projects as part of its national development strategy. There is much to praise about China’s infrastructure provision, such as its remarkable scale and speed of infrastructure delivery. However, based on studying 153 infrastructure cases between 1983 and 2018 and two in-depth case studies, we find that China’s infrastructure performance is not as positive as often assumed. We show that infrastructure projects continuously arrive significantly over budget. We argue that this cost performance depends – similar to Western countries – on inaccurately anticipating technical hindrances and geographical challenges. In addition, however, we identify another important and so far less discussed project performance determinant specifically relevant to the Chinese context: population resettlements and land acquisition.

Given the current coronavirus global crisis, e-services have never been more relevant as they are today. Like many countries and for many years, the UAE government has focused on the rapid adoption of smart government services in the public sector in orderto achieve the highest international standardsin the electronic-based services. The UAE has established its government strategic plan 2021 vision. In light of this vision, the government of Emirate of Sharjah formed a SupremeCommittee for Digital Transformation. This article aims to investigate Sharjah'sgovernment employees' readiness and preparation for the digital transformation.This article provides an assessment of employees’ readiness by examining how employees perceive e-government andthe extent to which they are ready to embark on the digital transition.The theoretical framework is based on Everett Rogers’ diffusion theory (1962). Diffusion of innovation is the process through whichnew technologies, products, or ideasare diffused and adopted in a social system. The paper used a survey of 110 government employees using both quantitative questions and open-ended qualitative questions. The paper found that while a lot of progress has been made, government employees are still ambivalent about the implementation of Sharjah digital transformation.

Since after independence in Nigeria in 1960, the country has been fighting for good governance and a capable state in terms of economic and socioeconomic. The Nigeria development programs have been implemented to achieve the objectives. In 2009, the government of Nigeria embarked upon vision 2020, the ambition to position Nigeria to become one of the top 20 economic in the world national development by 2020 by linking the objective of the National Economic and Empowerment Development Strategy(NEEDS) and the seven-point agenda. However, there are certain questions that need to be asked such as; how much the vision 2020 myth is becoming reality; how has Nigeria performed in terms of good governance and a capable state as far as vision 2020 is concerned. Tax is one of the sources of financing for national development in order to improve society. Taxes have a very important role to play in state revenues in the present, This happens because taxes are a sure source of contribution to the country. In this regard, the importance of managing tax is a priority for the government. There are various types of taxes imposed on the public, one of which is the Land and Building Tax. This study aims to determine the effect of taxpayer awareness and tax knowledge on taxpayer compliance in paying land and building tax in the city of Bengkalis. The sample in this study were 347 taxpayers in the city of Bengkalis. The sample collection technique used in this study was using non probability sampling by convenience sampling method. The types of data used in this study are quantitative data in the form of values or scores on the answers given by respondents to the questions in the questionnaire. The data source used is primary data. Primary data obtained from direct observation, interviews, questionnaires and observations. The method of data analysis uses the test of validity and reliability test, classic assumption test, multiple regression analysis. Based on the results of the research that has been done, it can be concluded that there is a significant positive influence between the awareness of taxpayers and knowledge of taxation on taxpayer compliance in paying land and building tax.

ABSTRAKPemerintah dalam upaya pembangunan nasional terutama dalam aspek sumber daya manusia, pemerintah menerbitkan UU nomor 40 tahun 2004 tentang sistem jaminan sosial nasional (SJSN) dan UU nomor 24 tahun 2011 tentang badan penyelenggara jaminan sosial (UU BPJS). Sehingga pemerintah membentuk BPJS kesehatan, diharapkan agar seluruh warga negara Indonesia mendapat jaminan sosial kesehatan. Akan tetapi didalam masyarakattimbul persepsi-persepsi dalam program yang digalang oleh pemerintah ini, yang mana persepsi tersebut dapat mempengaruhi minat masyarakat untuk mendaftar menjadi peserta BPJS. Berdasarkan hal tersebut peneliti mengulas dengan melakukan penelitian mengenai “Partisipasi Masyarakat dalam Implementasi Kebijakan Publik tetang BPJS Kesehatan di Kelurahan Purwosari Kecamatan Purwosari Kabupaten Pasuruan”. Berdasarkan hal tersebuttujuan penelitian ini adalah untuk mengetahui seberapa besar partisipasi masyarakat dalam implementasi kebijakan mengenai BPJS kesehatan ini beserta apa hambatan dan solusinya.Adapun lokasi penelitian ini adalah di kantor cabang BPJS kesehatan kabupaten Pasuruan dan di kelurahan Purwosari kabupaten Pasuruan. Dengan sample penelitiannya adalah 3 (tiga) orang dari pihak BPJS kesehatan cabang Pasuruan dan 5 (lima) orang dari masyarakat kelurahan Purwosari. Alat pengumpul data yang di gunakan adalah berupa data primer dan data sekunder. Teknik analisa data yang digunakan adalah kualitatif. Hasil penelitiannya yaitu: (1) Partisipasi masyarakat dalam implementasi kebijakan publik mengenai BPJS Kesehatan di wilayah Kelurahan Purwosari sangat baik hingga mencapai angka 40% dari keseluruhan penduduk Kelurahan Purwosari. Hal tersebut sejalan dengan pendapat Tilaar (2009:287) partisipasi adalah sebagai wujud dari keinginan untuk mengembangkan demokrasi melalui proses desentralisasi dimana diupayakan antara lain perlunya perencanaan dari bawah (button-up) dengan mengikut sertakan masyarakat dalam proses perencanaandan pembangunan masyarakatnya. (2) hambatan-hambatan yang di dapat yaitu kurangnya komunikasi antara pemerintah dan juga masyarakat. Serta kurangnya sosialisasi yang dilakukan oleh pihak BPJS kesehatan. (3) untuk memperbaiki komunikasi masyarakat dan juga pemerintah agar setiap kebijakan yang dikeluarkan pemerintah dapat diterima dalam masyarakat dan juga agar masyarakat mempunyai kesadaran bahwa program BPJS kesehatan ini memang benar-benar dilakukan untuk kesejahteraan masyarakat.Kata Kunci : Partisipasi, Implementasi, Kebijakan Publik, BPJS KesehatanABSTRACTGovernment in national development efforts , especially in the aspect of humanresources , the government issued Law No. 40 of 2004 on national social security system (Navigation) and Law No. 24 of 2011 concerning the social security agency (BPJS) . So the government formed BPJS healthy , it is expected that all Indonesian citizens receive social security health . But in public perceptions arise in a program at the girder by this government , which can affect the perception of public interest to register as a participant BPJS . Based on that review by researchers to conduct research on “Public Participation in the Implementation of Public Policies on BPJS of Healhty at Purwosari Village Pasuruan Regency”. Based on the purpose of this study was to determine how much public participation in the implementation of policies on health and its BPJS obstacles and solusinya.Adapun location of this research is in the district health BPJS branch office and in the village Purwosari Pasuruan Pasuruan . With the research sample is three members of the health BPJS Pasuruan branches and five members of the village community Purwosari . Data collection tool that is in use is a form of primary data and secondary data. Data analysis technique used was qualitative. The results of the research are: (1) Public participation in the implementation of public policies on BPJS in the Village Purwosari very well until reaching 40% of the total population of the Village Purwosari. This is consistent with the opinion of Tilaar (2009:287) participation is a manifestation of the desire to developdemocracy through the decentralization process which sought, among others, the need for planning from below (button-up) by including the public in the process of planning and community development. (2) obstacles in the can that is the lack of communication between the government and communities. And lack of socialization conducted by the health BPJS. (3) to improve public communication and also the government that any government policies can be accepted in the society and also so that people have no awareness that health BPJS program is indeed done for the welfare of the community.Keywords: Participation, Implementation, Public policy, Health insurance
