scholarly journals The Police’s role in the field of improving functioning fuel sector as an element of energy safety management in Poland

The energy sector is an example of an unusual branch of the economy whose success largely depends on the amount of energy carriers owned by a given country. Paying attention to Poland, it should be noted that next to hard coal, which is the largest quantity of raw material, the role of oil and natural gas is steadily increasing. Energy security gives the opportunity for development in individual countries only if it can function and satisfy basic goods that allow economic prosperity. These goods include, but are not limited to, energy resources, which may determine the prosperity of individual economic sectors. In turn, energy carriers along with other raw materials decide about the level of fuel security of the country, and thus affect the level of energy security. However, due to the existing threats to this sector, one of the important roles is played by the Police, which counteracts all criminogenic phenomena that deplete the economic benefits for the state from the fuel sector. The article is an interesting supplement to the issues raised in the journal, because it draws attention to a special problem that should be tackled not only on a national, but also international scale, so the text seems to be important from the perspective of the topics discussed. In addition, the issues raised, which are not so often discussed in the scientific literature, constitute an interesting supplement in the field of matter.

This program is conducted to assist Siponjot Village while empowering the people of Siponjot Village to be able to utilize and maximize the benefit of the village forest. Village forest might support the availability of raw materials required for making musical instruments, such as high quality of wood, including how to process wood waste from making musical instruments to be used as creative souvenirs and improve the economic value. The raw material for production determined its results of the production of wood-based musical instruments. Thus, in order to produce a high quality tanginang, hasapi, and gondang, which previously began to be produced by arts crafts in the Sitangkubang area of Siponjot Village, a high quality of raw materials is needed. The community service team surveyed the location of planting seeds for village forest restoration, provided socialization related to the importance of village forest cultivation and the suitability of the Siponjot Village area for the cultivation of these plants. Village forest restoration aims to maintain the beauty and beauty of the village. Implementation of village reforestation activities starting from socializing forest tourism and the strength of village forests to the community, followed by a discussion about village forest management and its economic benefits. Handover of a thousand units of forest plant seedlings given to the villagers of Siponjot as part of the forest restoration program in the area.

Energy security, alongside with industrial, food, societal, environmental and sustainable development, information, cyber, economic, defense and national order security, etc., is part of the concept of national security of a state. The level of security of a state is the ability of that state to aggregate resources internally and gain or maintain access to external economic resources. Energy security means being ensured in terms of raw material sources, control of transportation and distribution routes and alternatives. Sufficient and available raw material resources are an urgent prerequisite for achieving energy security. Any longer interruption of energy supply has a negative effect on the economic growth, the political stability and the welfare of the citizens of a state. The following elements of energy security instability can endanger a state’s energy security: risks (physical, economic, geopolitical, geostrategic, social, environmental protection, etc.); threats (terrorist action, political, industrial, economic and national instability, armed conflicts, piracy, etc.); dangers (lack of energy supply and/or raw materials, the finite nature of energy resources, use of energy as a pressure instrument or energy weapon, use of energy revenues to support undemocratic regimes, high energy costs for developing countries and global climate change) and vulnerabilities (natural and/or anthropogenic hazards). For the purpose to ensure the stability of national and EuroAtlantic security, the following factors are proposed by authors to achieve and ensure energy security: 25 proposed way to achieving energy security; 8 proposed way to ensuring energy security, and 9 proposed scenarios to quantification energy security almost complete. The final conclusion is: the energy security of a state is in fact the national security of that state.

Research background: Stable and reliable access to a variety of energy carriers is undoubtedly a basis for the development of any economy. Therefore, the primary condition for the security of the state and its citizens is to ensure the essential minimum of energy on its territory. We can observe, however, an increasing dependence of the Polish energy sector on external sources. Purpose of the article: The aim of this paper is to examine and evaluate the economic aspects of the Polish energy security considering the fact of growing de-pendency on foreign supplies of energy carriers. Methods: In this paper we analyze the Polish energy security using several indicators: fuel/price efficiency ratio, energy intensity of the economy and Herfindahl-Hirschman rate of market concentration. For calculations we use statistical data provided by Energy Market Agency publications, including “Energy Situation in Poland” covering the years of 2000– 2015. Findings & value added: On the one hand, the Polish energy security depends on its internal conditions and resources - in this context, the available resources of coal and lignite play an extremely positive role because they provide access to a reliable source of energy. On the other hand, Poland is becoming dependent on external commitments that restrict the free use of domestic resources, thus lowering the energy security of the country, speaking in particular of oil and natural gas resources. The analysis carried out in this paper will allow to evaluate the effectiveness of using various energy carriers with respect to their price, market structure and geopolitical conditions.

The microbiological performance of a food safety management system in a food service operation was measured using a microbiological assessment scheme as a vertical sampling plan throughout the production process, from raw materials to final product. The assessment scheme can give insight into the microbiological contamination and the variability of a production process and pinpoint bottlenecks in the food safety management system. Three production processes were evaluated: a high-risk sandwich production process (involving raw meat preparation), a medium-risk hot meal production process (starting from undercooked raw materials), and a low-risk hot meal production process (reheating in a bag). Microbial quality parameters, hygiene indicators, and relevant pathogens (Listeria monocytogenes, Salmonella, Bacillus cereus, and Escherichia coli O157) were in accordance with legal criteria and/or microbiological guidelines, suggesting that the food safety management system was effective. High levels of total aerobic bacteria (>3.9 log CFU/50 cm2) were noted occasionally on gloves of food handlers and on food contact surfaces, especially in high contamination areas (e.g., during handling of raw material, preparation room). Core control activities such as hand hygiene of personnel and cleaning and disinfection (especially in highly contaminated areas) were considered points of attention. The present sampling plan was used to produce an overall microbiological profile (snapshot) to validate the food safety management system in place.

Raw material logistics reflects an important aspect of global trade. Raw materials form an essential basis for society, for daily life, and range from apples to zinc. This paper addresses the analysis and optimization of supply chains of raw materials in terms of their economic viability and their sustainability. Type representatives are chosen according to annual transported quantities. Hard coal represents bulk goods, aluminum primary raw materials with medium quantities, and rare earths primary raw materials with small quantities. Their respective supply chains are analyzed and subsequently possible strategies and methods and their application are discussed. The paper shows for the first time that the selection and application of optimization priorities (e.g. profitability or sustainability) depends on the primary raw material and its integration into global production chains.

This article contains a description of the developed installation for salting and heat treatment of raw meat, which allows accelerate the salting process due to electrophysical effects. To provide the population with quality products from small-sized meat raw materials with reduced energy consumption, it is necessary to create rational conditions for their processing, ensuring the intensification of production processes based on the use of non-traditional types of energy carriers, and in particular electromagnetic waves of ultrahigh frequency. When raw materials are introduced into the resonator chamber in the developed installation, a traveling component appears in the standing wave, which transfers energy from the source to the raw material, which ensures its heating.
