On the basis of the system analysis of the implementation in the Concept for the development of the national innovation system, developed and approved by the Cabinet of Ministers of Ukraine in 2009, it is stated that its efficiency is rather low. It is established that the main reason for this is inconsistent and low effectiveness of state, educational, scientific and innovation policy. It is proved that Ukraine needs today a new systemic innovation development strategy that should combine the efforts of power, business, education, science and become a guarantor of dialogue between them. The place and role of the educational-scientific subsystem in the national strategy of innovation development are outlined and the main problems of higher education and vocational education in the context of the training of innovative-oriented specialists are identified. It is substantiated that domestic education, in particular, higher education, can become the most important indicator of the quality of life in society, react effectively to exponential technologies and promote technological change in the business environment by making five radical steps. Realizing them, Ukrainian society has a chance in the medium term to ensure the  introduction of the latest innovative technologies and to become significantly closer to the level and way of organizing the life of developed countries.

The article considers the current and future systems for assessing the effectiveness of the use of state resources to create a national innovation system as a factor in improving the economic security of the state, the author develops a methodological approach to assessing the effectiveness of the use of state resources to create a national innovation system. The cyclical development of the world economy in the conditions of globalization is connected, first of all, with the change of technological structures, as well as with the provision of competitiveness for all levels of economic management. In the domestic and foreign economic literature, there is an idea of the national innovation system, which covers all types of economic objects in the country with innovations, increasing their competitiveness, and, thus, the national economy as a whole, and also directly affects the increase in the level of economic security of the country. Most developed countries and many developing countries have already established or are in the process of establishing their national innovation systems, built either on the basis of models already known and tested in other countries, or new, unique models for building innovation systems. The differences between these models of creation of national innovation systems of different countries are, both in the levels of economic objects, which are the basis of innovative breakthrough, and in the degree of use of public resources: "centralized model", based on public resources, or "market model", or a mixed model of "public-private partnership". These issues are the basis for consideration of the presented article. The methodological basis for writing the article was modern scientific research methods, including: dialectical method, method of system analysis, methods of analogy, comparative analysis, expert methods, structural-functional and normative approaches.

The article analyzes the modern concept of human capital and its role in the socioeconomic development of society. The structure of human capital in Russia and the state of its main components have been studied. The necessity of creating mechanisms for significantly more effective use of the intellectual potential of scientific and educational institutions of the country, as well as of the formation of a national innovation system, is shown. It is demonstrated that according to the World Bank estimates, today the national human capital in developing countries accounts for more than half of their national wealth, and in the developed countries of the world – for about 70-80%. Thus, human capital is now considered as the most important economic category, the importance of which will significantly increase in the 21st century. The author believes that it is advisable to use the positive experience of the functioning of such a system in China.

Introduction. The transition to an innovative development model requires a dramatic increase in the share of innovative products and services by activating innovative entrepreneurship, introducing organizational innovations. One of the effective ways of modernizing the economy is the implementation of the attractor of integrated development of innovation infrastructure at four levels: macro level (national innovation system, free economic zones, venture financing); meso-level (creation of business incubators, technoparks, hacking, coworkings); micro-level (funds attraction, outsourcing, intrapreneurship) and nano-level (freelancing; crowdsourcing).The hypothesis of scientific research is based on the assumption that a new understanding of the priorities of educational and innovation policy and the creation of an appropriate institutional environment for the development of the ecosystem "education – science – business" will promote the establishment of equivalent relations between market actors in accordance with national priorities and world trends in scientific and technological development.The purposeof the research is to provide a comprehensive substantiation of the theoretical and methodological foundations of the formation of a management system of cluster interaction of interactive tools of the innovation chain of knowledge on a new basis, providing the attractor of innovative development of innovation and technological centers of coworking as a platform for the development of educational clusters.The methodology of the research is based on the general scientific methodology – philosophy and system approach, as well as on interdisciplinary methodological approaches – institutional, resource, network and cluster, used in socio-economic sciences.Results. A new approach to the formation of institutional forms of the implementation of innovative entrepreneurship, as well as mechanisms for the formation and functioning of small cluster business structures on the basis (with participation) of university units, allows to provide an efficient transfer of knowledge from the system of education to entrepreneurship in order to provide innovative development as the most entrepreneurial institution of higher education, and cluster action zone.Conclusions. An integrated combination of the proposed approaches to business organization provides introduction of innovative directions of economic activity, creation of additional workplaces, reduction of unemployment, poverty reduction and formation of a stratum of potentially innovative-active people who can create their own business for improving the quality and standard of living of the population.

In the article the current state of the Georgian NIS is shown with the identification and characterization of its still few components, then the priorities for its formation are outlined and justified in the context of the following constituent blocks: the blocks for ensuring the state innovation policy, innovation, the scientific-research sector, technology transfer organizations and other elements of innovation infrastructure, the system of cooperation with international innovation environment, innovation financing unit, training unit, unit to support projects implemented by donors, the block to support innovation development of agriculture. Some directions of the formation of innovation clusters in Georgia were briefly discussed.

Stable reproduction of resources in the labor market, as well as their  adaptation to current trends, largely depend on the awareness  of potential employees of their capabilities and prospects. Such views are formed already at the initial stages of mastering the  profession - in obtaining higher education. These representations are  an important indicator especially in the context of the  transformation of the higher education system, in particular in  connection with the updated GEF HE. In this article, the authors  consider approaches to studying the youth labor market and focus  their attention on issues of professional self-determination and  gaining experience in labor activity. Based on the focus group study,  the authors disclose the expectations and self-assessments of  students regarding their professional prospects in the labor market. Researchers identify specific features of selfassessment of  professional perspectives depending on the course of study, on the  level of professional education and other factors. As it turned out,  undergrads tend to assess the degree of their readiness to enter the  labor market rather high, but nevertheless feel undefined. According  to the students, frequent short-term internships in specific  enterprises could increase their confidence and expand the prospects  for successful employment. At the same time, students  are more focused on working in specific organizations than actually  on professional self-actualization.

The materialand technical base of many (especially technical) higher education institutions today isoutdated, in need of updating, as well as teaching methods. The system of branch institutesof advanced training has also been destroyed, enterprises do not have the funds forin-house training, the motivation for inventive activity has decreased.It is important to maintain a positive experience. The organization of youth creativitythrough competitive activities has become an important area of public policy in almostall industrialized countries. One of the main directions of the invention is the state programsfor the development of technical creativity of youth. Ministries and departments,corporations and firms take part in the implementation of such programs. The WIPOconducted a study aimed at generalizing progressive forms and methods of state stimulationof inventive activity in industrialized countries.The Ukraine, unlike industrialized countries, does not have such a long tradition inholding such competitions. But what has already been done is valuable to society. It remainsto multiply this experience.

The article analyzes the concept of innovation and innovation development. Innovations hold a primary role in today' Abstract s model of economic growth and are considered an important factor of sustainable development. With that aim in mind, it is necessary to define adequate innovation policy, as well as the development of inovation incentive environment, which needs to be strengthened both at macro level and the business entities level. The basic aim of this research is the analysis of the impact of innovation policy of the Serbian industry business entities as a factor of sustainable development in transitional environment. The starting hypothesis is that the largest number of Serbian business entities does not base their competitiveness on innovation development, as is common in developed countries. The paper summarises what industry business entities in Serbia need to do in order to be more numerous and more efficient. The paper consists of theoretical research that was realised in accordance with the techniques of the methodology of scientific research.

Many efforts have been made in developing the National Innovation System (NIS) concept. However, there are the limitations, which do not make it operable and effective in practice. This investigation attempts to eliminate some limitations of the approach. The NIS is presented as three interrelated macro blocs: business environment, environment producing new knowledge, and knowledge transfer mechanism. The principles of performance and efficiency measuring of NIS are proposed. The system structure-object and functional approaches to NIS performance and efficiency are applied. The former is used for decomposition of NIS objects of high aggregation level. The latter is available for analysis of NIS efficiency and its factors. The methods allow the estimation of the NIS component by component and identification of the cause-effect chains of factor impacts on its elements. The key policy tools tailored to liquidate and mitigate market failure and NIS dysfunctions are proposed.
