EXPERIENCE IN CREATING AN INTERDEPARTMENTAL INFORMATION SYSTEM ON OVERCOMING THE CONSEQUENCES OF RADIATION ACCIDENTS

Статья представляет сообщение об опыте информирования населения, в первую очередь, проживающего на радиоактивно загрязнённых территориях, о радиационной обстановке на основе межведомственного (МЧС России - Росгидромет - Роспотребнадзор) интернет-портала. Работа межведомственного интернет-портала включала в себя не только компонент информирования, но и формирование населением (студентами и школьниками при поддержке преподавательского состава) альтернативного контента о радиационном фоне в местах проживания. The article presents a report on the experience of informing the population, primarily those living in radioactively contaminated areas, about the radiation situation on the basis of an interdepartmental (EMERCOM of Russia - Roshydromet - Rospotrebnadzor) Internet portal. The work of the interdepartmental Internet portal included not only an information component, but also the formation by the population (students and schoolchildren with the support of the teaching staff) of alternative content about the radiation background in places of residence.

Purpose: To describe the historical experience of overcoming the consequences of radiation accidents for the environment, and also to enable the remote user independently obtain data on the radiation contamination of areas through the Internet-portal implemented within the Interdepartmental Information System on the issues of radiation safety and radiation problems. Material and methods: Specialists have collected a large volume of information obtained during expedition inspections of contaminated areas, starting in 1986 – the moment of the radiation accident at the Chernobyl NPP – and ending with 2015 (the year of the 30th anniversary of the accident), an array of paper official documents of different levels of hierarchy (departmental, interdepartmental, governmental). The Catalog of documents is composed in such a way that at each level one can get acquainted with the list of documents, with the meta-description of documents, with the original scanned source document (by reference given in the meta description).The scientific task of creating an information system, containing archival information, included the development of two groups of criteria for selecting information. All information was firstly analyzed by experts on two criteria: openness (a status that does not currently have restrictions on publication) and historical affiliation. The documents of this group include information from 1986 up to 2012. Then the criteria for assigning information to a particular group were developed. Results: This work, for the first time, enables the remote user to obtain reliable data on radiation contamination independently. The user can know the years of the first and last inspection of the selected settlement, average density of cesium-137 contamination in the year of interest, as well as information on the number of samples taken in the year of interest. All data on the content of 137Cs obtained at different times are recalculated to the indicated single date (as of January 1 of each year), taking into account the correction for the radioactive decay of this radionuclide. In addition, the user can find out in the zone of which pollution category, approved by the Government List, is the locality indicated by the user. Conclusion: Thus, the approach of presenting information on a specialized Internet-portal allows us to consider it as a tool for analyzing decisions taken. This approach allowed us to see the overall picture of efforts to overcome the consequences of a radiation accident. In the case of large scale radiation accidents and the adoption of many unconventional solutions at all levels of the hierarchy, this experience available to the remote user is crucial importance. The approach to the presentation of archival information on the overcome of the consequences of radiation accidents through Internet-portal showed the urgency of presenting the efforts of management, specialists and various services to overcome the consequences of such accidents with the help of a systematic array of historical documents. The users’ appeals to the Internet-portal through page of Rosgydromet are recorded in the Journal of events. It tells about the expediency of this work. The model of the information system adaptable to automation and the system architecture are proposed in this article. The features of the system implementation are also discussed. The model and functions provide effective maintenance of the automation information system. The results of using the system are also given.

Nowadays, many scientific organizations of Russia own collections of microorganisms on which large volumes of information have been generated. These data represent the descriptions of objects of diverse nature (bacteria, archaea, fungi, protists) and their properties, which have been carefully collected and cataloged by generations of researchers. Not every organization that has such collections has an open access electronic catalog, which not only complicates work with these unique materials, but also even hides the fact of the existence of such collections. This state of affairs requires the development of electronic resources for presenting these materials to the scientific community. To put together the information on microorganism collections, we have developed an internet portal (http://www.biores.cytogen.ru/microbes/) of microbial bioresource collections of FASO organizations in the Russian Federation. The portal was created under the project developing the information system for bioresource collections of FASO institutes. It is a platform where collection organizations can place information about the storage units of their collections, as well as other information on collections, including links to their own catalogs. In this paper, we describe the principles of working with the portal. The portal’s graphical interface allows users, both registered and unregistered, to receive the following information about collections of microorganisms: a list of collections represented in the database, contact details of the organization and information about the curator of the collection, summary statistics for each collection, as well as information on storage units. Registered users – owners of collections – have the opportunity to create and modify records about the storage units of their collections, and to update their description. To automate work with the portal, software access to the database through the REST API has been implemented (http://api.biores.cytogen.ru/ microbes/). At present, the portal is still being filled, but it already contains a description of more than 13,000 items of storage (of which 3500 are in the microorganisms’ part) of 65 bioresource collections in Russia’s FASO organizations. Of these collections, 12 with microorganisms have a total diversity of funds of about 50,000 strains).

The purpose of the article is to analyze the effectiveness of the information component for popularizing the territory brand. In modern conditions, the mobility of people and capital has reached such a level that a well-thought-out branding of the territory allows it to actively compete for resources, investment, skilled labor, partners, and so on. Therefore, the territories need to have their own identity and actively promote it. The importance of creating and promoting a brand is confirmed by both international brand ratings and the results of the development of territories after the implementation of a successfully developed brand. Territory branding helps to transform a country or a separate region from a ge-ographical unit into a full-fledged product that has its own value. The work shows that the creation of an effective brand of a territory is a com-plex mechanism that includes a system of principles, adherence to which allows one to create a brand that reflects the unique characteristics of the territory, its features and attractiveness. Additionally, a successful brand of a territory can become the ba-sis for effective brands of goods and services. The article analyzes the effective and ineffective brands of territories around the world. Based on this, it was concluded that for the marketing strategy of the territory to be successful, it is necessary to equally involve representatives of government, business and citizens themselves. An important component of promoting the brand of the territory, like any other product, is the effective dissemination of information about it to the target audience. The Internet has huge opportunities for this as one of the cheapest and easiest ways to disseminate information. The analysis of data for 2000-2020 carried out in the work showed that the share of Internet users in the world is constantly growing. In developing countries, it tends to have accelerated growth, that according to the prognosis will continue its being in the nearest future. At the same time, the main users of the networks are able-bodied and paying people aged 20 to 39 years, whose share is more than 50% of the world's population. Therefore, promoting the brand of territory using Internet technologies has undeniable advantages over other methods of promoting goods. In order to attract solvent buyers, the territory must be recognizable, have a competitive and attractive Internet portal. The analysis carried out in the work showed that the websites of the Ukrainian territorial units have a number of short-comings in comparison with the leading European practices. Therefore, the authori-ties should actively involve professional marketers to develop competitive brands, which will ultimately help the Ukrainian territories to fight equally for resources and capital. In addition, the development of the official site of the territory with the popularization of working enterprises and industries can give an impetus to attracting investment in business.

The lecture is intended for training specialists in higher educational establishments according to the Federal state standard «Robotics for military and special purposes» and also for training operators of robotic complexes (facilities) for military purposes in training centers and military units. The lecture addresses two study questions: 1) Retrospective analysis of radiation accidents and their consequences. 2) Analysis of the use of robotic technology and robotics systems for elimination the consequences of radiation accidents. Conclusion: The material presented in the lecture is aimed at expanding the knowledge of those who are trained in the history of radiation accidents (disasters), as well as in the use of robotic technology and robotic systems for eliminating the consequences of such accidents. The analysis of the use of robotics in conditions of an increased radiation background, given in the lecture, will make it possible to form the necessary competencies of specialists of the NBC protection troops in order to effectively perform their tasks as intended.

Management of education information systems is the management and utilization of information and communication technology (ICT) in education or e-Education. The management of the education information system has contributed to facilitating the tasks carried out by all teaching staff during the pandemic that occurred in Indonesia. This research is a quantitative study where this study aims to determine whether implementing education information system management on the professionalism and pedagogic competence of teachers in MI Muslimat NU Pucang and SD Muhammadiyah 1 Pucanganom Sidoarjo. In the process, this study conducted data collection techniques in questionnaires, interviews, and observations. Data management obtained from data collection results is managed using quantitative techniques through statistical test management using SPSS version 19. It is known from the results of the regression test from the analysis of the research results showing that the t value in the table is 1.993, for professional competence t count is 4.540 then ( 4,540> 1,993), and the pedagogic competence t count is 4,030 then (4,030> 1,993). So it concluded that Ho is rejected. It states that the education information system's management affects teachers' professionalism and pedagogic competence at MI Muslimat NU Pucang and SD Muhammaidyah 1 Pucanganom Sidoarjo

The use of management information systems in the field of education (SIMDIK) is very important in management, both in terms of managing academic administration, staffing administration, administration of facilities and infrastructure, reporting administration and so on. However, managing the administrative staff is more prioritized in educational institutions, especially teaching staff because they are the most important element in the education process. The use of management information system as a service system for teaching and education staff will be managed and empowered through SIMPATIKA (Information System for Educators and Education Personnel of the Ministry of Religion). It is helpful the management of teaching and educational staff, although some weaknesses in it. SIM is not only necessary but it is used to realize the vision, improve the educators and educational staff quality in accordance with the educators and education standards. So the use of SIM is as a mandatory step to carry out its mission. SIM maintenance should be prioritized to serve educators and education staff so it realizes the educators and educational staff quality in accordance with the educators and education standards.

Feedback Information System Teaching and Learning Against Web-Based Teaching Staff In the Department of Information Technology Padang State Polytechnic is an information system that receives feedback from the learning process of students to teaching staff in the form of questionnaires, to then process and provide the necessary information. This system can be accessed by many users at the same time. Users of this system consists of students, operators, administrator, and faculty leaders. The system is built using PHP programming language and MySQL database server. This system could make it easier, save time and reduce errors in entering, process and provide information on the results of data processing questionnaires. While limitations are only limited to faculty assessment only and limited to the processing of assessment ratio.

Thirty five years ago, the All-Union Distributed Registry of Persons Exposed to Radiation as a re-sult of the accident at the Chernobyl Nuclear power plant (Chernobyl Registry) was created. The Computing Center of the Research Institute of Medical Radiology of the USSR Academy of Sci-ences (Obninsk) became the core of the Chernobyl Registry. Their contribution to the creation of the registry was made by all former Soviet republics. Currently, the registry is called the National Radiation and Epidemiological Register (NRER), which is a state information system for personal data of Russian citizens exposed to radiation as a result of radiation accidents and incidents. The NRER is a multi-level system consisting of 85 regional segments in subjects of Russian Federa-tion and 4 departmental sub-registries. Currently, the NRER stores information about 811 thou-sand people, of which 751 thousand people represent the so-called “Chernobyl contingent”. The article presents the description of regulatory framework, organizational structure and technologi-cal approaches to the management of NRER. The article also describes the specific elements and subsystems of the registry that ensure the effective functioning of the NRER system for many years. The final part of the article presents the main results of research on the assessment of the radiological consequences of the Chernobyl disaster, obtained on the basis of the analysis of da-ta accumulated in the NRER for the period 1986-2020.
