The purpose of the article is to identify the role and place of digital technologies in public services. Considering the content and importance of the constitutional and legal regulation of public services using digital technologies in the context of the implementation of the constitutionally enshrined social statehood of Russia, the author draws the following conclusion: the objective of the modern State is to fully ensure enforcement of the needs of citizens and the provision of public services using digital technologies.The analysis of doctrinal approaches and normative consolidation of information and technological organization of interaction between citizens and public authorities showed that the innovative way of digital technologies has been chosen and normatively consolidated in modern Russia as the basis for economic development — the basis of Social Statehood. This requires scientific understanding and development of mechanisms for its implementation in social issues in the legal context.Also, the author gives a brief overview of the main risks of introduction of digital technologies in Russian constitutional law at the present stage of development. The paper reveals topical issues in heoretical and practical contexts; the author suggests the ways how they can be resolved.

The article analyzes virtual and augmented reality technologies, one of the most widely used modern technologies at present. Virtual and augmented reality technologies have recently been used in medicine, architecture, manufacturing, and education. In this article, we will focus on the application of these technologies in the field of education. It is known that the use of new technologies in the educational process increases students ' interest in classes. The use of digital technologies in education is the main achievement of the information society. However, creating a digital system for education using VR and AR technologies requires significant funds. Abstract. Structurally technological shifts in various spheres of life enhance the importance of digital technology. At the present stage, their application in the agricultural sector allows you to get a competitive advantage associated with cost reduction in the face of lower prices in the global agri-food market. The purpose of the study is to determine the role and place of digital technology in the economic interaction of agricultural organizations at the present stage and in the foreseeable future. Research objectives: based on the analysis of grain productivity in Russia from 1795 to 2019. to determine the place of digital technologies in the overall technological structure of agricultural production; highlight digital technologies providing at the present stage of development the economic interaction of agricultural organizations; outline the current and promising role of digital technology in ensuring the economic interaction of agricultural organizations. Scientific novelty and practical significance of the research results: based on a cliometric analysis of cereal yields in Russia for the period from 1795 to 2019. three stages of stable ten-year average values have been identified; through the correlation of the forms of economic interaction with digital technologies, the most characteristic of these forms of economic interaction, it was justified to distinguish the form of economic interaction of agribusiness organizations – digitalizationю The role and importance of digital technologies in the economic interaction of agricultural organizations are determined.

Digital education is education that primarily functions based on digital technologies, that is, electronic transactions that are implemented using the Internet. Digital education aims to professionalize and increase the mobility of those who study and at the present stage of ICT development, it can be considered as a technological basis for the fundamentalization of higher education. The purpose of the article is to analyze the technological capabilities of digital education on the example of the use of innovative classroom in the educational process. The article analyzes the advantages of the educational environment equipped with digital tools. Based on an expert survey, the main characteristics of the innovative classroom, as well as technological requirements for the innovative classroom, are determined and various models for the organization of the innovative classroom are presented.

The modernization of education emphasizes the importance of training highly professional specialists in the field of computer science. In this regard, the formation of professional competencies of future game project engineers in higher education institutions at the bachelor's level acquires special knowledge. The article considers the theoretical foundations of the formation of professional competencies of future engineers of game projects, conducted a theoretical analysis of psychological and pedagogical sources on the research problem. Some aspects of the formation of professional competence of future professionals, which requires extensive use in the educational process of higher education technologies that help attract future engineers of game projects to acquire and manage knowledge, gain experience in solving professional problems, implementation of game projects. The modern development of the social, informational and professional organization of society has led to a more dense integration of the university into the life of society. The integration of a modern technical university into the socio-cultural space requires that the activities of the university correspond to the development trends of modern culture, the emerging information society, economy, production and technology. The influence of culture, norms and values of society on the student substantiates the socio-humanitarian component of the training of students of a technical university. It also determines the socially acceptable trajectory of its technical projects, methods of their implementation and practical application. The task of an engineer at the present stage of development of the information society is not only the creation of technical mechanisms, devices and systems, but also ensuring their effective functioning in society. Today's reality is such that a modern specialist more and more must be able to independently include in the system of his activities the growing flow of social contacts and information, and not only professional ones, but also not directly related to professional activities. We are talking about the formation of a new quality and image of an engineer, adapted to the rapidly changing social and informational realities of modern society. As a result, a technical university should form an appropriate educational environment, including socio-informational aspects of the student's future professional activity.

In a dynamic society, digital technologies are a major priority of the modern education system. Digital technologies have now penetrated into all spheres of public life, creating an urgent need for their use. In this regard, high school graduates are subject to much more requirements, such as mastering the skills of collecting and analyzing, transmitting, using data in the information and digital space. The aim of our study is a theoretical and practical assessment of the impact of professional digital competencies on the careers of managers, as well as the development of recommendations for improving the curriculum for managers by studying the discipline "Digital Economics" and developing additional methodological support. For the formation of digital competencies of managers, an informational educational space is created, which includes electronic library systems formed in educational organizations. There are some questions when conducting practical classes in some areas of training managers. The level of preparation of students decreases due to the impossibility of face-to-face communication with distance learning. Proper control of students' knowledge is carried out in test form due to various subjective or objective reasons. Of particular importance in the formation of professional competencies of managers is the methodological work. Methodical work is a complex system of measures aimed at improving the quality of training, generalization and development of creative potential, as well as achieving optimal results in the digitization of education. The development of digitalization of the educational process requires special ways of organizing the modern educational process. Improvement occurs through the introduction of innovative technologies and methods of working with large databases. The main task of methodical work is to create conditions for the formation of motivation to study this course, to provide a conceptual apparatus for further education. As a result, there is a need to strengthen the training and professional development of the teacher, the development of modern creative thinking in the field of digital technology. These measures will contribute to the formation of professional competencies of digitalization of managers, increase the level of readiness to solve professional problems set by modern business models, as well as to the easiest and most active adaptation in the new digital system.

The article considers the peculiarities of improvement and principles of the strategy of architectural education and the training peculiarities of modern specialists-architects for a new social order to improve the quality of professional activity. The need to improve the quality of architectural education and training of specialists is described. Implementation of programs of environmental ecological protection, rational using of natural resources, formation of a full-fledged human living environment by means of garden and park architecture, preservation of the natural environment in the city and creation of anthropogenic landscapes is a professional task of architects. New forms of creative activity are ahead of the theory and methodology of architectural design, which include everything new in technical and cultural progress. Digital technologies have penetrated into all spheres of human activity and today it is impossible to imagine modern architecture without their use. The introduction of digital technologies in the educational process in higher education in the training of future architects has become a matter of time. Computer and information technology are only a tool, but not a universal tool that can replace all areas of educational activity in the field of higher architectural education. The potential and creative capabilities of modern information technology in the training of future architects is not fully used, which shifts the emphasis of vocational education towards technocratization to the detriment of the creative, artistic component. Architecture is both art, and engineering, and construction. Digital systems are no longer only amplifiers of the speed of human action, not only new means of analysis, formation and perception, but also integral components of design, which is understood as creative activity. A special place in the training of an architect is occupied by creative design. Science and the broad humanity education are becoming a breeding ground for architectural creativity. This determines the tasks of training and education of the architect. The organization of architectural education as a holistic system of architect’s activities must take into account the fundamental changes that under the influence of social development and scientific and technical, economic and social forecasts occur in the activities of the architect. Ideological and social views of the architect, his spatial, constructive and aesthetic ideas are expressed in the artistic form and stylistic nature of the architectural work. Architectural and artistic image of architecture is invariably formed from the worldview; current issues of the time, from ideas about what should be an artificial space and what requirements it must meet.
