Main problem: Issues of evaluating regional competitiveness, search for competitive territories’ advantages, especially by improving human resources’ quality, remain insufficiently studied. In this regard, in article it is presented existing models for evaluating regional competitiveness in Kazakhstan economy. In addition, in article authors carried out regional classification according to analysis of main socio-economic indicators of Kazakhstan regions, originating in Concept of regional policy. Authors calculated main indicators of Kazakhstan regions’ competitiveness with aim of determining level of region’s competitiveness in comparative perspective. Purpose: Purpose of the research is comparative analysis and evaluation of the competitiveness of Kazakhstan’s regions in modern conditions. Methods: The article uses rating model for evaluating competitiveness of Kazakhstan’s regions based on indices, developed by Agency for research on investment profitability, operating at National chamber of Entrepreneurs of Kazakhstan (rating of competitiveness of Kazakhstan’s regions). Results and their value: Value of the paper considered in that classification of regions is carried out according to analysis of main socio-economic indicators of Kazakhstan regions, which originates in Concept of regional policy. The authors also calculated main indicators of competitiveness index of Kazakhstan regions according to National chamber of Entrepreneurs of Kazakhstan in order to determine the specifics of regions and identify directions for developing regional strategies. Based on results of the study, analysis was carried out that allowed to reveal strengths and weaknesses of regions of Kazakhstan. It is emphasized that a high level of regional competitiveness cannot be achieved without development of human resources and their rational use. In general, directions of regional policy are determined by chosen development scenario. The approach proposed by authors to methodology for evaluating regional competitiveness has a number of advantages - it reflects the specifics of regions, allows seeing the nearest competitors and determining directions of the region’s development strategy.

A classification of regions of Ukraine by the level of formation of social tensions together with determination of preventive measures aimed at preventing the creation of crisis situations are carried out. It is proved that the socio-economic situation typical for Ukraine has deteriorated significantly. This is evidenced by the decline of a large number of international indicators that characterize the stability of the country’s development. The suggested in the article methodological approach to the classification of regions by the level of formation of social tensions includes two main stages: substantiation of the system of socio-economic indicators that characterize the level of social tension; selection and substantiation of models of classification of regions. The carried out analysis of the values of socio-economic indicators of each cluster allowed to allocate the following classes of regions by the level of formation of social tension: 1st class – increased level of formation of social tensions; 2nd class – low level of formation of social tensions; 3rd class – high level of formation of social tensions. Of particular importance for the research is the 3rd class, i.e., the class with a high level of formation of social tensions, which leads to a crisis. The regions of this class should have serious government support in the social sphere. The results of the research showed that the number of regions classified with high level of social tensions is constantly growing and, unfortunately, the number of regions where the social sphere is more developed is decreasing. It should be noted that this situation is extremely dangerous, because it can lead not only to social, but also economic and political crises. The carried out analysis of the status of region of each of the received classes provides the possibility to prevent aggravation of crises in the social sphere and determine the list of preventive measures that can lead to a decrease in losses both in terms of individual classes and in the State as a whole.

Regional policy in the field of law-making in support of innovation, investment, improvement of interregional and international relations, on the one hand, and implementation of the provisions of the antimonopoly legislation, replenishment of the budget, development of economic, financial, transport and other infrastructure of the region, on the other hand, discloses the content of favourable, and constraining the development of corporate activities conditions that determine the purpose and planned value of indicators of the corporation functioning. Establishment of economic targets from the scientific and practical point of view is only one side of the management function, it is important to organize the accounting, analysis and evaluation of the effectiveness of achieving the goals of the corporation, the results of which serve as the information base for making managerial decisions and adjusting planned activities.Indicators of the effect and efficiency of managing corporations are the subjects of many discussions. At the same time, it is important to understand that attention should be drawn not as much to the results obtained, as to the conditions and factors that determined them. The analysis of cause-effect relationships allows modern corporations to build a system of dependencies, to adjust their development strategy taking into account their territorial affiliation and to apply modern tools for matrix analysis and planning, to which the system of balanced scorecard of Norton and Kaplan can be related.

The study was targeted at developing a methodology for constructing a macroeconomic performance index at a provincial level for the first time in Vietnam based on 4 groups of measurements: (i) Economic indicators; (ii) oriented economic indicators; (iii) socio-economic indicators; and (iv) economic - social – institutional indicators. Applying the methodology to the 2011 - 2015 empirical data of all provinces in Vietnam, the research shows that the socio-economic development strategy implemented by those provinces did not provide balanced outcomes between growth and social objectives, sustainability and inclusiveness. Many provinces focused on economic growth at the cost of structural change, equality and institutional transformation. In contrast, many provinces were successful in improving equality but not growth. Those facts threaten the long-term development objectives of the provinces.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

There is a transformation of the management environment, which focuses on intangible assets and thereby moves to competitive advantages. Within the framework of this article, the peculiarities of regulation and methods of human resources management at the enterprise in the conditions of digitalization are studied. Sea transportation is a major factor connecting the islands of Indonesia which has strategic and important value in supporting the sustainability of the national economy. Along with the government's policy on the sea highway program and the development of the domestic shipping industry, the growth of the commercial fleet, especially vessels, is currently experiencing rapid progress. In supporting the government program and the demand for reparation and procurement of new ships in domestic production, readiness is required from the shipyard. However, the current condition of the shipyard is only able to meet 83% of the demand for new shipbuilding so that the shipyard still needs to be developed in order to improve its capabilities, so that it can meet the needs and be able to carry out its functions in accordance with the progress of shipping technology. In this study discusses the strategy of developing shipbuilding using qualitative descriptive methods and quantitative SWOT analysis. In this case study shipyard development strategy by increasing the ability of shipyards to meet the demands of ship building by increasing supporting facilities and accompanied by increasing the ability of human resources in the mastery of science and technology. This research aims to formulate a development strategy that consists of strengths, weaknesses, opportunities and threats of tourism activities in the tourism object Ikan Sakti Sungai Janiah. This research is a descriptive research with qualitative data. Data collection techniques in this research were conducted by using the method of interviewing, observation and documentation involving several informants by using purposive sampling technique. The results of this study indicate that: 1) The strength of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the existence of a supportive land, there has been a conscious group of tourism, beautiful atmosphere and uniqueness of tourist attractions and traditions that are not owned by other regions. 2) The weakness of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the land that still belongs to the community, not regular art and cultural events, the security of tourists wich are not guaranteed and the lack of capital and community skills. 3) Opportunities from the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the availability of new employment opportunities for the community, adding tourist attractions supporting facilities, the cooperation between various agencies, and the emergence of groups that support tourism activities. 4) The threat of tourism activity in the tourism object Ikan Sakti Sungai Janiah is the increasing of waste, the destruction of the environment, the emergence of groups that disturb the security of tourists, and illegal traders. Strategy of development of tourism activity in the tourism object Ikan Sakti Sungai Janiah is a) to maximize the surrounding potential of land and human resources, b) cooperate with various institutions and community, c) optimize the participation of various circles related to tourism activities, d) adding supporting facilities for the smoothness of tourism activities.

During the years of independence in Ukraine, a certain set of investment instruments of state governance for regional development has been created: state and regional target programs, regional development agreements, agreements on implementation of interregional projects, programs for overcoming the state of depression, the State Fund for Regional Development (DFRD), and others. However, their level of performance is quite low.Notwithstanding the provisions of the State Strategy for Regional Development for the period up to 2020, regional development agreements and programs to overcome the state of depression of the territory are not implemented at all. The use of the DFRR in the "manual mode" reduces the role of the fund in solving the tasks of regional policy of the state.One of the main investment instruments of state governance for regional development are regional target programs. The analysis of target programs of the Odesa Oblast, which operated in 2015, showed that most of them did not meet the priorities of the economic and social development strategy of the Odessa region and (or) have other defects.Agreements on the implementation of interregional projects, the implementation of which contributes to the improvement of socio-economic development of two or more regions, have not been used at all. The same situation with regard to programs to overcome the state of depression of the territory.The inadequate institutional support of the DFRD leads to its underfunding, non-compliance with the rules for distributing its funds between regions, and non-compliance with the priorities of regional development.The article proposes: to return the practice of using agreements on regional development as a mechanism for coordinating the interests of central executive and local self-government bodies in relation to the implementation of strategic tasks of regional development; based on the principle of subsidiarity, delegate to the regional level the authority to develop programs to overcome the state of depression of the territory; to implement methodological recommendations for the evaluation of regional target programs.

The article presents a model of a strategy for the development of human resources in a knowledge-intensive enterprise, based on the use of qualitative and quantitative parameters, taking into account individual and collective characteristics. For a quantitative assessment of the organizational level of labor, the authors propose the use of a coefficient, with the help of which, within the framework of the strategy model, the criteria for the development of personality in labor activity are determined. To implement the proposed development strategy, a model for developing the skills of employees and managers of a high-tech enterprise and a model for developing professional competencies of personnel are presented.

Competitiveness together with innovation are printed on all components of a tourist destination, from the tourist product to the elements of attraction, infrastructure, entertainment, human resources, image and character, not forgetting the price that can launch or restrict it on a dynamic tourist market where quality overtakes in recent years and meets dynamic tourist demand. This article aims to analyze the two imperative components in the sustainable functionality of a tourist destination, inseparable binomial, competitiveness and innovation as the only viable ways of halting the decline in the lifecycle of a tourist destination Oltenia. The article also attempts to apply for the Oltenia region the criteria for denominate a tourist destination in the optics of regional competitiveness and more, a tourist destination which is unfortunately currently not competitive, although it has the necessary parameters for identifying competitiveness (natural and cultural resources, customs and traditions, unique local products, tourist identity, etc.). Through specific geographical methods (diagnosis, prospective, documentary, graphical representation, and also Butler's TALC model) the article sets out a complex theoretical and methodological framework, with factual determinations in promoting the destination Oltenia as a destination of excellence in Romania (The Danube Gorge may be considered as the region's visiting card, being thus awarded the title of "European Destination of Excellence" in 2008).
