AbstractThis article contributes to an institutional economics analysis of the public economy by answering the following question: what is the role of intergovernmental grants in laboratory federalism? In line with factual evidence, the fiscal federalism literature on policy experimentation hints that grants can be employed to stimulate policy innovation through trial and error learning. Yet it lacks a theory of policy experimentation through grants, meaning that, in effect, we lack a fiscal theory of laboratory federalism. In the proposed approach, an intergovernmental grant is likened to a fiscal institution for political compromise between levels of government that frames policy experimentation options and constraints. At the same time, since policy solutions are not always easy to find or to implement, policy experimentation requires some degree of flexibility. Thus, the article shows that the extent of experimentation induced by a grant is influenced (or, more fashionably, nudged) by the conditionality attached to the grant. It argues, moreover, that if a grantor would like to induce more (less) experimentation, then, all other things equal, a grant with fewer (more) conditions attached should fare better than a grant with more (fewer) conditions attached.

Tourism is an important economic activity in most countries around the world. As well as its direct economic impact, the industry has significant indirect and induced impacts. The outlook for the Tourism sector in 2017 remains robust and will continue to be at the forefront of wealth and employment creation in the global economy, despite the emergence of a number of challenging headwinds. In tourism, GDP growth is expected to accelerate to 3.8%, up from 3.1% in 2016. As nations seem to be looking increasingly inward, putting in place barriers to trade and movement of people, the role of Tourism becomes even more significant, as an engine of economic development and as a vehicle for sharing cultures, creating peace, and building mutual understanding.

In this article we address the following question: does culture play a role in economic behavior? We conclude that culture influences economic behavior in all three areas of economic activity: work, consumption, and leisure. Our proof lies not so much in replicating certain experimental results, but in documenting in real-world circumstances how culture influences economic behavior. Attention to the role of culture in economic affairs acknowledges that humans are more than the one-dimensional, autonomous, individuals, as premised in mainstream economics, whose very existence is temporal, whose role in economic affairs is strictly instrumental, and whose behavior is virtually the same across cultures. We have argued that humans are two-dimensional twice over. First, humans are individual beings and social beings: solitary and communal, self-made and culture-bound, autonomous and dependent, rational and emotional, self-centered and other-centered. Second, humans are both matter and spirit. The duality of the human person, rooted in individuality and sociality, affords an opportunity to unify economic theory wherein individuality is the focus of microeconomics and sociality is the center of macroeconomics. Putting the isolated individual at the very heart of economics closes down that opportunity and assures that mainstream economic theory will remain truncated indefinitely. The makeover of mainstream economics will take place once neo-classical economists accept that the ultimate end of economic systems relates not to maximum personal net advantage but to integral human development.

The concept of sustainable development requires entrepreneurs to increase awareness and responsibility for business and society. In this regard, the question of the entrepreneurial attitudes in the economic sphere is of scientific interest. The study (N=413) reveals the specifics of economic attitudes of the entrepreneurs compared to employees. Business owners more soberly assess consumer behavior in terms of rationality, they are more inclined to invest, more optimistic about their financial future, and they are more competent in financial issues. At the same time, the cognitive economic activity of the entrepreneurs is expressed at the average level; they tend to evaluate the individual's independent achievements in the economic sphere lower, considering them as something ordinary. Four main strategies of the economic behavior of the entrepreneurs were identified: the strategy of economic activity based on financial knowledge, the strategy of high goals combined with low risk and financial optimism, the strategy of earning and spending money, and the strategy of savings and rationality. In general, business owners tend to agree with the idea of the social responsibility of rich people to the poor, which creates the prerequisites for the sustainable development of society.

Weak governance is a major threat to sustainable development, especially in rural contexts and within ecosystems of great social and economic value. To understand and compare its arrangement in the grasslands and wetlands of the Colombian Llanos and the Paraguayan Pantanal, we build upon the Institutional and Development Framework (IAD) as we explore the role of political, economic, and social institutions and combine components of the theory of common-pool resources (CPR) and new institutional economics (NIE). This hybrid conceptualization provides a synthesis of how top-down hierarchical and market-based systems of community-based and natural resource management negatively affect sustainable development in both study areas. Our findings suggest three underlying mechanisms causing a situation of weak governance: centralized (economic and political) power, the role of central and local governments, and social exclusion. Understanding these multidimensional contextual mechanisms improves the understanding that institutional structures supporting arrangements that handle grasslands and wetlands in a sustainable way are needed to protect the ecosystem’s social and economic values, especially in rural and marginalized contexts.

This study explores the influence of green entrepreneurial activity on sustainable development, using institutional economics as a theoretical framework. Also, the role of entrepreneurship policy is analysed in the context of Saudi Arabia. Using information from the General Authority for Statistics from 13 Saudi Arabian cities, the main findings show that green entrepreneurship positively contributes to the economic, social, and environmental components of sustainable development during the period 2012–2017. These results demonstrate a measurable indication of sustainable development outcomes, whereby Saudi Arabian institutions align entrepreneurial activities with a positive triple bottom line effect. Accordingly, these findings contribute new evidence to justify government commitment to supporting green entrepreneurship in Saudi Arabia and encourage future domestic policies.

The article is aimed at studying the theoretical and methodological foundations of the process of managing and evaluating novelty portfolios at industrial enterprises focused on the international market, as well as at developing recommendations helping to improve their efficiency. The concepts of novelty portfolio (intellectual property portfolio) and innovation portfolio are analyzed, differentiated and further developed. The place and role of the process of novelty portfolio management in ensuring effective international economic activity of an industrial enterprise and its sustainable development are substantiated. A proprietary model for assessing a novelty portfolio and efficiency of its management process at industrial enterprises planning to enter the international market is developed and suggested for use as a basis for ensuring their competitiveness and sustainable development in the context of economy digitalization and the growing number of challenges and threats. Promising research areas on this issue are highlighted, such as developing optimizing programs for novelty portfolios in accordance with the industry specifics; improving the process of forming a novelty portfolio at industrial enterprises through carrying out marketing and patent research as a tool to harmonize stakeholders’ interests; and creating favorable conditions for the implementation of an already formed novelty portfolio by introducing relevant strategies in the activities of industrial enterprises as soon as possible
