Abstrak Penelitian ini bertujuan untuk mengetahui bagaimana penerapan Permendagri No 2 tahun 2016 tentang Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Catatan Sipil Denpasar. Selanjutnya penelitian ini bertujuan mengetahui bagaimana proses dalam penerapan Permendagri No 2 tahun 2016 tentang Kartu Identitas Anak (KIA) di Kecamatan Denpasar Barat. Metode pengumpulan data yang digunakan dalam penelitian ini adalah studi kepustakaan dengan cara pengumpulan data bermacam-macam material dan referensi lain yang berkaitan dengan berkembang pada situasi sosial yang diteliti. Metode observasi dilakukan untuk mengetahui sesuatu dari sebuah fenomena yang didasari pada pengetahuan dan gagasan yang bertujuan untuk memperoleh informasi-informasi terkait dengan suatu fenomena yang diteliti baik yang sudah atau sedang terjadi. Menganalisis data dengan cara menarikan kesimpulan dari hasil Wawancara atau interview yang nanti dapat digunakan untuk mengambil kesimpulan. Sesuai dengan rumusan masalah, maka tujuan dari penelitian ini adalah meneliti bagaimana penerapan kebijakan dan proses penerapan Permendagri No 2 tahun 2016 tentang Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Catatan Sipil Denpasar                                                                                                                                                          Kata kunci: Implementasi Kebijakan, Kartu Identitas Anak, Dinas Kependudukan dan Catatan Sipil Denpasar   Abstract This study aims to determine how the application of Permendagri No. 2 of 2016 concerning Child Identity Cards (KIA) in the Department of Population and Civil Registry of Denpasar. Furthermore, this study aims to find out how the process of implementing Permendagri No. 2 of 2016 concerning Child Identity Cards (KIA) in West Denpasar. The method of collecting data used in this research is a library research method. It is done by collecting various kinds of material data and other references which is related to the analyzed development of social situation. The observation method is carried out to find out the phenomenon based on knowledge and ideas that aim to obtain informations related to a phenomenon that is being investigated either already or is happening. The method of analyzing data is done by drawing conclusions from the results of the interview. In accordance with the research problem, the purpose of this study is to examine how the application of the policies and the process of applying Permendagri No. 2 of 2016 concerning Child Identity Cards (KIA) in the Department of Population and Civil Registration of Denpasar. Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Abstract The study aims to determine the policy of publishing identity cards for children in Semarang. The method of approach taken in this study is normative juridical. Data collection is obtained from the results of interviews and through library research. The data analysis method used is a qualitative descriptive analysis method. The results showed that the Regional Government of Semarang City in carrying out KIA issuance made PERDA No.4 of 2016, but its implementation was in 2017. Delay in the implementation of MCH due to the lack of coverage of ownership of birth certificates for children. The preparations made by the Semarang City Government in the context of the implementation of the MCH in 2017 are collecting data on children, discussing the additional benefits of KIA with several official agencies and the private sector, conducting comparative studies in regions that have implemented KIA and the basis of its arrangements. Preparation of the Regional Government of Semarang City in the issuance of KIA experienced several obstacles, among others, the unclear distribution of KIA forms, limitations and delays in budgeting, lack of competent human resources for the operation of SIAK. For ITU, the Semarang City Government made an effort to procure KIA sheets themselves, prepare computerized system training or SIAK, and make Mayor Regulations as technical implementation of Regional Regulation No.4 of 2016 concerning Implementation of Population Administration. Keywords: Child Identity Card, Policy, City of Semarang Abstrak Penelitian bertujuan untuk mengetahui kebijakan penerbitan kartu identitas anak di kota semarang . Metode pendekatan yang dilakukan dalam penelitian ini adalah yuridis normatif, Pengumpulan data diperoleh dari hasil wawancara dan melalui penelitian kepustakaan. Metode analisis data yang digunakan adalah metode analisa deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Pemerintah Daerah Kota Semarang dalam melaksanakan penerbitan KIA membuat PERDA No.4 Tahun 2016, namun pelaksanaannya pada tahun 2017. Keterlambatan pelaksanaan KIA karena masalah cakupan kepemilikan Akta Kelahiran anak yang masih kurang. Persiapan yang dilakukan Pemda Kota Semarang dalam rangka pelaksanaan KIA di tahun 2017 adalah mengumpulkan data anak-anak, membahas penambahan manfaat KIA dengan beberapa pihak dinas dan pihak swasta, melakukan studi banding ke daerah yang sudah melaksanakan KIA dan dasar pengaturannya.  Persiapan Pemda Kota Semarang dalam penerbitan KIA mengalami beberapa kendala antara lain ketidakjelasan pendistribusian blanko KIA, keterbatasan dan keterlambatan pemberian anggaran, kurangnya sumber daya manusia yang kompeten untuk pengoperasian SIAK. Untuk ITU Pemda Kota Semarang melakukan upaya yakni pengadaan blanko KIA sendiri, mempersiapkan pelatihan sistem komputerisasi atau SIAK, dan membuat Peraturan Walikota sebagai pelaksanaan teknis dari Perda No.4 Tahun 2016 Tentang Penyelenggaraan Administrasi Kependudukan. Kata Kunci: Kartu Identitas Anak, Kebijakan, Kota Semarang

This study tries to describe the policy implemented by the Japanese fascist military authority toward pesantren education during their occupation in Indonesia. The research problem is how the policies used by the Japanese fascist military authority towards pesantren during their occupation in Indonesia before the independence of Indonesia. Primary data sources of this study include some works examining the policies of the Japanese fascist military authority towards pesantren education. Various scientific papers on Japanese colonization in Indonesia are used as secondary data sources of this study. This study uses historical approach and library research method focusing on the policies of the Japanese fascist military authority towards pesantren education. The collected data then were analyzed by using content analysis. This study exposes that the Japanese government provide more freedom for pesantren education than the Dutch colonial to develop themselves without any affection from the Japanese government. It could be seen from a fact that when pesantren were about to develop their basic potential as an educational institution teaching anti-colonial attitudes, Japanese government immediately acted repressively. They always monitored the kiai as well as all pesantren’s activities.

The need for information is increasingly high in the era of growing technology. The delivery of information quickly and actual becomes a challenge in developing an information technology. One type of public service that is the government's obligation and has a strategic role is public services in the field of population and civil registration. People are sometimes disappointed when they want to get population administration services, especially Electronic Identity Cards. By not announcing the availability of physical blank stocks of Electronic Identity Cards, intermediaries can use them in managing population administration. On the pretext that the physical blank of the Electronic Identity Card is used up, so that it can be used as a moment for intermediary individuals to seek profits in managing population administration. With this electronic Blank Information Display, it is hoped that the public will obtain information disclosure regarding available blank Electronic Identity Cards.

This study aims to determine the intellectual education of Ali bin Abi Thalib. The research method uses data collection techniques in the form of studying and collecting data through reading materials sourced from primary books and secondary books related to the themes discussed. This type of research is qualitative with library research, namely collecting data or scientific papers from the library, and analyzing it with content analysis. The results of his research are that the purpose of education is to humanize humans and deliver them to true happiness (al-sa'adah al-abadiyah). The curriculum used is an educational curriculum that is not much different from the curriculum of the Prophet Muhammad. The educational method used is sima'ah, which is a method that emphasizes the listening dimension, siyahah, which is an observation method based on wandering experience and siyadah, is a method of instilling authority in the realm of leadership.

This study examines the Quality of Electronic Identity Card Services at the Department of Population and Civil Registration of Palu City. The types of data used are primary data and secondary data. Data collection techniques, carried out through observation, interviews, and documentation. Informant withdrawal technique using purposive. The number of informants in this study amounted to 5 people. The theory used is the theory of Zethmal, Parasuraman and Berry, which consists of 5 (five) aspects : tangibles, reliability, responsiveness, assurance and empathy. Based on the results of research conducted, that the quality of Electronic Identity Card Services at the Population and Civil Registration Office of Palu City is not optimal. First; tangibles, namely inadequate facilities and infrastructure such as the lack of space for waiting rooms and limited available seats, as well as public toilets that look unclean. But in terms of the appearance of the apparatus is quite good. Second; reliability, namely the ability of the apparatus to use assistive devices is good, it's just that the services provided do not fully refer to the service flow. Third; responsiveness, namely the response of the apparatus who received the applicant's complaint was very good, but the speed of processing electronic identity cards was not maximized. Fourth; assurance, which is the guarantee given by the apparatus to the applicants that is not on time. However, the permit fee charged is in accordance with applicable regulations. Fifth; empathy, namely the service provided is not discriminatory and the apparatus always provides courteous and friendly service. Thus, from the five aspects of service quality above, there are still several things that need to be addressed, so that the quality of service provided can be maximized.

This paper aims to examine and understand the form of political mobilization and also the reason of the XTC Indonesia Community Organization in supporting the spouses of candidates Ridwan Kamil and Uu Ruzhanul Ulum in the West Java Governor Election in 2018. This research method uses qualitative approach, data and information obtained through observation method, interview and library method (Library Research). The results of the study concluded that, political mobilization carried out by XTC Indonesia is a gathering of members / cadres who are carried out through a command to be collected, and involved in democratic parties through political participation by mobilizing its members to support the spouse of Ridwan Kamil - Uu Ruzhanul Ulum in the West Java Governor Election Year 2018.

This research is a fieldwork and used library research method and observation method as research methods. This paper gives a wide explain about the mother goddesses, Kotravai deity and Sentul Kaaliamman.

This paper aims to analyze the judges’ considerations of the Class I B Tanggamus Religious Court in the case of the determination of the Marriage Dispensation Number 008/Pdt.P/2018/PA. Tgm and 0012/ Pdt.P/2019/PA.Tgm, and the reasons put forward by the petitioners, as well as reviewing them from the maslahahah side. This research method is descriptive qualitative, with the Ushul Fiqh approach. Collecting data through documentation and library research, using sources related to the main research problem, both primary and secondary sources with philosophical, juridical, and logical approaches, and content analysis techniques. As a result, the panel of judges gave its decision based on the fact that their marriage could be carried out immediately because the applicants were consensual and always together, and there was a concern that unwanted things would happen in religion or the law. The reasons for parents to marry off their children at a young age (under 19 years) are due to cultural factors, releasing the burden on parents, and because they are pregnant outside of marriage. From the view of maslahah, this dispensation of marriage does not bring benefit, but rather brings harm. Because the impact after marriage, it turns out that one of them always quarrels in his household so he doesn’t live together anymore. And one other even though they still live together, but their lives are very deprived and unworthy.

The Covid-19 pandemic has forced every resident in Indonesia to have an Electronic Identity Card because it is one of the requirements for disbursing social assistance to residents affected by Covid-19. However, the Identity Card service in Bandar Lampung City is still experiencing several problems, such as long queues and a slow system. The pandemic condition should be used as a positive momentum in improving services that were initially face-to-face and caused long queues and then switched to an online system using Information Technology. This study uses a qualitative approach with data validity techniques using source triangulation. The results showed that the Department of Population and Civil Registration of Bandar Lampung City has not fully worked well but has carried out service standards in service management in making Identity Cards by reducing face-to-face service hours and limiting 60 people per day, diverting consulting services and complete files. Through the Whatsapp service, the public is also free of charge as well as providing service facilities and infrastructure according to health protocol standards and placing officers at the service counter in accordance with their competencies as well as periodic training for service counter officers. The results of this study also revealed that there was a very rapid policy change that caused a lack of socialization to the community in Bandar Lampung City, as well as a lack of awareness of the public who needed services on the importance of obeying health protocols.
