The guarantee of people's basic needs is a very important discussion in the context of religious pluralism in Indonesia. Understanding the meaning of guarantee for community needs is an attempt to know the systems and regulations that are promulgated by the Indonesian government with the rules and concepts of guaranteeing community needs based on the Shari'ah political economy policy on welfare that is accepted by the people in Indonesia. Therefore, this article aims to (1) Know the theory of human needs in society; (2) Analyzing the security needs of the community; (3) Analyzing the community's need assurance system in the perspective of shari'ah politics and economics with literature study.             The results of the analysis show that (1) The theory and concept offered by Abraham Maslow is a basic offer of human needs in the welfare process (2) The accuracy and validity of the Indonesian government law in implementing the rules for social welfare security, there is still a little social inequality. (3) Offers the concept of social welfare for the people that was valid during the golden age and glory of Umar bin Khattab's government

The philosophy of this book is that problem solving and the management of change will be facilitated by participation. By participation is meant that all those affected by change, or their representatives, will be able to play some part in its definition, in agreeing strategies for its implementation and in evaluating its success. Most of the case studies discussed have been concerned with the positive aspects of change involving systems redesign. The stimulus here was usually the introduction of a new technical system. Early projects used participation as a means for assisting the introduction of a specific new system into a single or small number of departments. Later ones were larger and had more dramatic effects. All employees would now be involved, either from a particular function or from the company as a whole and, on occasion, from its environment. My objective has been to try and assist the creation of work systems which are both efficient and meet human needs for acceptable, stimulating and satisfying work environments. As well as user involvement, these systems will aim to have certain other desirable characteristics, namely, suitability, flexibility, complementarity and sustainability. Suitability requires them to provide a good fit with the technical and social needs of the work situation. In other words they do a good job in production and human terms. They are also flexible and able to cope easily with subsequent technical and organizational change. They complement existing systems and connect easily with these, and because they have these characteristics, they are sustainable and endure into the future. Their complementarity feature will also extend into the external environment so that industrial and clerical systems will mesh easily with environmental systems and create harmonious work, community and physical environments. But, most important, they are also democratic. All except the first enabled the people who would work with or be affected by them to have a role in their design, development and implementation.

The border area between Indonesia and Malaysia is one of the border areas with a high transnational crime rate. Both the Indonesian and Malaysian governments have tightened the procedures to enter and leave the two countries' territory. However, the illegal movements of goods and people still occur frequently, caused by many rat runs connecting both countries. This paper uses a qualitative research method. The literature study was used as a method of collecting data in this study. This paper was made to determine the Indonesian government's progress in creating order and security for the people in the border areas from trans-border crimes. It is apparent that in terms of law enforcement, the Indonesian government strives to enforce rules based on the applicable customs laws without prejudice to the regulations of values and customary laws adhered to by communities of Indonesia and Malaysia. Through the Resort Police (Polres), the Indonesian government must pay attention to the provision of protection and services to their people in the process of enforcing the law. The Polres as investigators, coordinating with the Attorney to carry out the pre-prosecution stage of the perpetrators of crimes. The Polres is also coordinating with several related institutions, such as Customs and Excise and the Indonesian National Narcotics Agency (BNN), to better control the flow of illegal goods that enters and leaves Indonesia. Production is mandatory to meet the needs of the people, so this is the reason why Islam encourages people to utilize the existing natural resources to meet human needs by way of processing and producing it. Islam also regulates how man should be a good producer by referring to the existing production theory in Islamic economics. Therefore the purpose of this article is to provide information, describe or member knowledge to the general public and producers in particular so that it can understand how Islam actually organize and explain the theory of production. And this research is descriptive qualitative research. Descriptive technique used is literature study is to find information through books, journals and others. And the result of his research is that in Islam a producer is given limitations in producing, but not necessarily limited in creativity but a Muslim producer is prohibited to produce unlawful goods. And there are differences in the theory of Islamic production with conventional production theory that is in terms of cost, acceptance and amount of production. If in theory conventional production recognizes the interest pattern in production cost is different with the theory of Islamic production. This theory does not recognize the pattern of interest but which is a cooperation that will end production will be determined for the results of what use revenue sharing, profit sharing or profit and loss sharing depending on the agreement agreed at the beginning of cooperation.

Indonesia is one of many countries in the world so called resource-rich country. Natural resources abundance needs to be managed in the right way in order to avoid dutch diseases and resources curses. These two phenomena generally happened in the country, which has abundant natural resources. Learned from Norwegian experiences, Indonesian Government need to focus its policy to prevent rent seeking activities. The literature study presented in this paper is aimed to provide important insight for government entities in focusing their policies and programs to avoid resources curse. From the internal audit perspective, this study is expected to improve internal audit’s role in assurance and consulting.

Batam City, which is one of the cities whose rules are slightly different from other cities inIndonesia, is about administrative procedures for land ownership registration, but for permits toallocate land, it is still held by the Batam Entrepreneurs Agency, abbreviated as BP Batam. InBatam City, the provision of KSB is actually given to residents due to various things. To get KSBthe community needs to fulfill the procedure first. This is what makes the writer interested intaking the title of Juridical Review of Ready-to-Build Courts in Batam City. The purpose of thispaper is to find out that the Ready-to-Build plot can be owned by land users (general public) inBatam City. The legal research method used in this study is normative legal research. Normativeresearch in it is also permitted to use scientific analysis of other sciences (including empiricalscience) to explain the legal facts examined by scientific work and juridical thinking (dankenjuridical). Retrieval Data used is by using secondary data, where documentation and recordingtechniques are through the file system. The Research Result for Ready-to-Build Plots in BatamCity may be owned by individuals, but the provision of KSB can be given to the community.People who get it while the people who get the plot still have not built a plot even though theprovisions in the temporary agreement agreed upon by the applicant with the BatamEntrepreneurial Agency the applicant must immediately build a building on the land.

Humans are social creatures who need each other to socialize or to fulfill their needs, such as primary, secondary and tertiary needs. In this life there are 2 (two) groups of people, namely groups of people who are overfunded and those who are underfunded. Therefore, banks and non-bank financial institutions have emerged as intermediaries between the 2 (two) groups of the people so that the balance can occur in meeting the needs of each life. In Indonesia, there are many conventional and sharia bank and non-bank financial institutions that provide financing services to meet human needs. The fundamental difference between conventional and Islamic financial institutions is the use of the interest system which is usury in conventional financial institutions and the use of profit sharing systems in Islamic financial institutions.

According to Abdulaziz Sachedina, the main argument of religious pluralism in the Qur’an based on the relationship between private belief (personal) and public projection of Islam in society. By regarding to private faith, the Qur’an being noninterventionist (for example, all forms of human authority should not be disturb the inner beliefs of individuals). While the public projection of faith, the Qur’an attitude based on the principle of coexistence. There is the willingness of the dominant race provide the freedom for people of other faiths with their own rules. Rules could shape how to run their affairs and to live side by side with the Muslims. Thus, based on the principle that the people of Indonesia are Muslim majority, it should be a mirror of a societie’s recognizion, respects and execution of religious pluralism. Abdul Aziz Sachedina called for Muslims to rediscover the moral concerns of public Islam in peace. The call for peace seemed to indicate that the existence of increasingly weakened in the religious sense of the Muslims and hence need to be reaffi rmed. Sachedina also like to emphasize that the position of peace in Islam is parallel with a variety of other doctrines, such as: prayer, fasting, pilgrimage and so on. Sachedina also tried to show the argument that the common view among religious groups is only one religion and traditions of other false and worthless. “Antipluralist” argument comes amid the reality of human religious differences. Thus can drawing conclusions about the relationship of the school with the community is essentially a very decisive tool in fostering and developing the personal growth of students in schools. If the relationship between the school and the community goes well, the sense of responsibility and participation of the community to advance the school will also be good and high. In order to create relationships and cooperation between schools and the community, the community needs to know and have a clear picture of the school they have obtained.The presence of schools is based on the good will of the country and the people who support it. Therefore people who work in schools inevitably have to work with the community. The community here can be in the form of parents of students, agencies, organizations, both public and private. One reason schools need help from the community where schools are because schools must be funded.

الملخّصإنّ الفقر والإملاق من المشكلات الرئيسة التي يواجهها العالم اليوم، ومن أسبابها ندرة الموارد الاقتصادية الشديدة وندرة الغذاء والماء. فندرة الموارد وقلتها كانت ذات أثر مباشر في قتل الملايين من الأنفس البشريّة. وتعدّ ندرة الموارد عند الاقتصاديين الخطر الأساس الذي يهدد الوجود البشري في هذا العصر. ويعتبرها الاقتصاديّون كذلك معضلة اقتصادية ناتجة عن رغبات الإنسان غير المتناهية مقابل موارد محدودة ومتناهية. ومن الأمور التي يقترحها الاقتصاديون من اجل التغلب على هذه المشكلة أن النّاسن ينبغي عليهم أن يختاروا الموارد الضرورية والحاجية لتلبية رغباتهم. فمفهوم الندرة من منظور الاقتصاد التقليدي يعني موارد محدودة في العالم مقابل حاجات ورغبات غير محدودة. وسبب ذلك عند الاقتصاديين أن الطبيعة لا توفر موارد كافية لتلبية حاجات الناس ورغباتهم غير المتناهية. ونظرة الإسلام التي يمثلها القرآن الكريم والسنة النبوية الشريفة لمسألة الندرة نظرة مختلفة تماما عن نظرة الاقتصاد التقليدي. ويعنى هذا البحث ببيان أن الندرة ليست مشكلة الطبيعة التس سخّرها الله تعالى للإنسان،  ولكن المشكلة في أخلاقيات الناس وتصرفاتهم في الموارد الطبيعية وطريقتهم في الانتفاع بها التي أدت إلى إدخال الضرر والفساد على الموارد الموجودة.الكلمات المفتاحية: الإسلام، ندرة الموارد، الاقتصاد المعاصر، الموارد الطبيعية، الطبيعة. **************************************               AbstractAmong the main problems that the world is facing today are poverty and destitution caused by severe scarcity of economic resources and the scarcity of food and water. The lack of resources has already caused the death of millions of human beings. The scarcity of resources is counted by economists as the primary danger that threatens the human existence. Economists also consider it an economic dilemma caused by infinite human desires against limited and finite resources. In order to overcome this problem among the suggestions made by economists is that human beings should choose only necessary resources to satisfy their desires. The conventional concept of scarcity is that the resources in the world are limited vis-à-vis the unlimited human needs and desires. The reason for that according to economists is that the nature does not provide sufficient resources to meet people’s endless needs and desires. Islamic approach as represented by the Holy Qur’an and the Sunnah to the issue of scarcity is essentially different from the conventional viewpoint of economists. This paper proposes and explains that the problem is not in the nature which Allah has made subservient to man, but it is in the ethics of the people and their behaviour and way of utilization of natural resources, which ultimately damage and corrupt the available resources.Keywords: Islam, Scarcity of Resources, Modern Economy, Environmental Resources, Nature.

Coastal areas can either meet the human needs or give great contribution to the development. However, rapid infrastrural development in Sorong, west Papua, has been followed by high demand for mangrove timber and caused mangrove forest degradation due to exploitation. This exploitation could also result from high economic value of the mangrove timber. This study was done to analyze the economic value of mangrove wood utilized by the people to support the development process in Sorong. This study used primary data obtained through interviews and the economic value calculation of mangrove forests. It found that Sorong had mangrove economic value of IDR 165,197,833, 491. Wilayah pesisir selain dapat memenuhi kebutuhan hidup manusia juga memberikan kontribusi yang besar bagi pembangunan. Cepatnya pembangunan infrastruktur di Kota Sorong diikuti pula dengan tingginya permintaan akan kayu mangrove dan menyebabkan terjadinya degradasi hutan mangrove akibat eksploitasi. Eksploitasi ini disebabkan juga akibat kayu mangrove memiliki nilai ekonomi. Penelitian yang dilakukan ini bertujuan untuk menganalisis nilai ekonomi kayu mangrove yang dimanfaatkan oleh masyarakat Kota Sorong dalam proses menunjang pembangunan. Penelitian ini menggunakkan data primer yang diperoleh melalui hasil wawancara dan perhitungan nilai ekonomi hutan mangrove. Hasil penelitian ini menunjukkan nilai ekonomi ekosistem hutan mangrove yang berada di Kota Sorong adalah Rp165.197.833.491.
