Various efforts to reduce the rate of active smoking in Bungo Regency and prohibit smoking activities in various places and certain public facilities are issuing local regulations on KTR. This study aims to determine and analyze the implementation of the KTR perda in health facilities, namely the puskesmas in Bungo Regency. This study uses a qualitative method approach with descriptive data. To see the success of the implementation of the KTR policy at puskesmas in Bungo District, the George Edwards III theory approach was used. For data analysis, an interactive model from Miles and Huberman was used. Data wetness used source triangulation approach. The results showed that the communication pattern of implementing the KTR perda at the health centers in Bungo Regency was carried out by socialization through a meeting chaired by the health department together with all the heads of the puskesmas. Then the message is forwarded to the entire community by the health center via verbabl and non-verbal communication. Because policy implementers do not get information directly, the implementation of the KTR perda is ideal as contained in the Ministry of Health's guidebook and the objectives of the KTR perda. The human resources for implementing the policy consist of leaders and employees appointed by the puskesmas. The budget for funds is still small in making KTR supporting facilities such as banners, stickers and there is no incentive for policy implementing employees. Full disposition from the health center and the community by providing verbal sanctions and expulsion for offenders. There is a willingness to make a Smoking Cessation Business program for smokers. Some bureaucratic structures already exist, but related to operational guidelines and technical guidelines as well as SOPs and division of tasks are still made improperly so it is necessary to conduct an evaluation by the health office of puskesmas that have not made SOP at all.

Abstract - Health services include the recording of the patient's medical record . Medical records were used to aid the treatment process. The number of medical records continues to grow proportional to the number of patients. Tens of thousands of sheets of paper used to record medical record requires effort , time and place great . The amount of effort will continue to grow each day. Search one sheet of medical records among a set of storage shelves requires considerable time and risk data is not found. The risk of error in the search and storing will increase every day. The development of technology allows the implementation of technology in the process of record-keeping. Changes in the form of digital medical records will reduce the need of a previous process. Labor, time and place required by the help of information systems will be reduced significantly . Storage process data stored in the cloud will provide more value for the system as a patient's medical records from a health center can be accessed from other health centers. The development of this system will reduce the risk of inappropriate storage and retrieval of medical records. Grobogan Health Department that oversees health center in Grobogan are office that are ready to migrate business processes into the digital age. Development of medical record information system for the health center expected to improve the quality of service of health centers , especially in health care.

Quality is an important factor in health services. Bakunase Health Center is one of the primary accredited health centers in Kupang City. Based on data from the Health Department, there has been a decrease in the number of visits over the last three years. This happens due to external factors and internal factors. The external factor is the increasing degree of public health, while the internal factor is the decrease in the patients’ commitment to treatment. The purpose of this study is to describe the level of outpatient satisfaction with the quality of health services at Bakunase Health Center of Kupang City in 2020. This was a descriptive survey with a quantitative approach. The population in this study was all patients who visited and used outpatient services at Bakunase Health Center in Kupang City from January to October 2019. Accidental sampling was used in selecting the samples from each outpatient sub-group in 7 polyclinics at Bakunase Health Center using inclusion and exclusion criteria. The results indicated that the level of conformity between expectations and reality of the services are as follows:  98.78% tangible, 98.66% reliable, 98.33% responsive, 98.79% assurance 98.74% empathy. Based on the Cartesian Importance Performance Analysis (IPA) diagram, quadrant A was filled by one attribute from the responsiveness dimension, quadrant B was filled by most attributes from the reliability dimension, quadrant C was filled by most attributes from the empathy dimension and quadrant D was filled by one attribute from the responsiveness dimension.

Public Health Centers is a technical implementation unit under the District Health Agency that is responsible to conduct health development in a region. To achieve the development vision and mission in health, Health Centers are supported by sufficient resources such as capital, material, machine and human resources. Based on the evaluation of health center performance in 2014, all are good. The condition described for the performance of employees of Health Centers in East Lombok analyzed based on the presence list showed that the level of participation is 98%. The performance and satisfaction of health centers may be affected by the good compensation in Health Centers.This research is aimed at determining the effect of compensation on the performance of employees through the work satisfaction in health centers in East Lombok. This research is a explanatory qualitative study. The samples were 70 respondents selected through cluster random sampling and the data were analyzed using Path Analysis.The research showed that (1) Compensation does not affect directly the performance of employees; (2) Compensation affects directly the work satisfaction of employees; (3) Work satisfaction affects directly the performance of employees; (4) Compensation has direct effect on the performance of employees of Health centers through work satisfaction in East Lombok.Keywords: Compensation, Work Satisfaction, Performance.

Sumber daya manusia yang ada di Instalasi Radiologi Rumah Sakit Lancang kuning Pekanbaru masih belum memadai,pendidikan dan pelatihan yang masih jarang dilakukan serta kurangnya motivasi yang diberikan kepada petugas dan SOP yang belum dilaksanakan secara maksimal. Tujuan dari penelitian ini adalah untuk diketahuinya Analisis Kinerja Petugas DiInstalasi Radiologi Rumah Sakit Lancang Kuning Pekanbaru Tahun 2020. Penelitian ini merupakan penelitian deskriptif dengan pendekatan metode kualitatif. Informan penelitian berjumlah 4 orang yaitu Informan Utama terdiri dari Kepala Ruangan Radiologi dan Petugas Radiologi dan Informan Penunjang yaitu Direktur Rumah Sakit dan Kepala Bidang Pelayanan Medik atau Penunjang Medik.  Hasil penelitian diketahui jumlah SDM yang ada masih belum memadai dan perlu adanya penambahan lagi, pendidikan dan pelatihan hanya berupa seminar-seminar saja karna tidak adanya dana dari rumah sakit untuk melaksanakan pelatihan, motivasi yang diberikan atasan hanya berupa arahan saja tidak diberikan bonus, reward atau insentif kepada petugas, SOP di Instalasi Radiologi sudah ada dan sudah berjalan walaupun belum 100% karena masih terdapat kendala pada alatnya. Diharapakan SDM di Instalasi Radiologi ditambah dan diberikan pelatihan dan pendidikan sesuai kebutuhan, serta peningkatan motivasi kepada petugas.   The existing human resources in the Radiology Installation of LancangKuning Hospital in Pekanbaru are still inadequate, education and training are still rarely done as well as the lack of motivation given to officers and Standar Operasional Prosedur  that have not been carried out to the fullest. The purpose of this research is to know the Performance Analysis of Radiology Installation Officer at LancangKuning Hospital Pekanbaru in 2020. This research is a descriptive study with a qualitative method approach. There were 4 research informants, namely the Main Informant consisting of the Head of the Radiology Room and Radiology Officers and Supporting Informants, namely the Hospital Director and the Head of Medical Services or Medical Support. The results of the study revealed that the number of existing human resources was still inadequate and there was a need for more additions, education and training were only in the form of seminars because there was no funding from the hospital to carry out training, motivation given by superiors was only in the form of directives, not given bonuses, rewards or incentives to officers, Standar operasional prosedur in Radiology Installation already exists and is already running even though it is not yet 100% because there are still problems with the equipment. It is expected that HR in the Radiology Installation will be added and given training and education as needed, as well as increased motivation for officers.

Background: Maternal Mortality Rate (MMR) is an indicator of health development in Indonesia. Some effort have been done to decrease maternal mortality ie to increase range labor by health personnel. The target coverage of labor by health personnel in Tembilahan Hulu Public health center has yet to reach the target of 80%. its coverage was only 45%. The number of maternal mortality in Tembilahan Hulu Health center in 2016 was 1 cases and the number of infant maternal mortality was 5 cases.Objective: The purpose of this study was to determine the mother’s behavior in selecting birth attendants in health center in the region of the upstream Tembilahan Hulu.Method: This research used qualitative method to gain the in depth information on how to Mother’s Behavior In Selecting Birth Attendants In Health Centers Working Area Tembilahan Hulu 2016. The data are analysed by using content analysis, which is comparing the result from the research with the theories in the literature.Result and Discussion: There were 13 informants in this research. This study’s result showed that the decision for birth attendants were closely related to knowledge, attitude, socio-cultural, access to health center, and support from family. Advise to relevant agencies, namely health centers Tembilahan Hulu order to further increase coverage deliveries by health care and in personels villages to which access is far from health facilities to build Birth Waiting Homes (BWH).Conclusion: The Decision for birth attendants were closely related to knowledge, attitude, socio cultural, acces to health center and support from family.Keywords: birth attendant, community health center, pregnant women behavior

Abstract. This study aims to determine how community participation in supporting the service strategy of the library and archival services in Batu City. Therefore, this study uses data obtained through words, written sources, photos through a qualitative method approach. Triangulation techniques are used as data collection techniques as well as data validity. The results of this study indicate that the community plays an active role in implementing the service strategy of the Batu City Library and Archives Service through mobile libraries, providing services at Taman Bacaan and cooperating with several communities in the Batu City community. Meanwhile, the supporting factors for the service strategy participation were shown enthusiastically from the employees and adequate service infrastructure. Meanwhile, the inhibiting factors faced are lack of human resources, delays in services and lack of awareness of the community itself about the importance of reading.Keyword : community participation, strategy, library servece managementAbstrak. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi masyarakat dalam mendukung strategi pelayanan dinas perpustakaan dan kearsipan Kota Batu. Oleh karena itu, penelitian ini menggunakan data yang diperoleh melalui kata-kata, sumber tertulis, foto melalui pendekatan metode kualitatif.  Triangulasi teknik digunakan sebagai teknik pengumpulan data serta keabsahan data. Hasil penelitian ini menunjukkan bahwa masyarakat berperan aktif dalam melaksanakan strategi pelayanan Dinas Perpustakaan dan Kearsipan Kota Batu melalui perpustakaan keliling, mengadakan layanan di Taman Bacaan dan bekerja sama dengan beberapa komunitas yang ada di masyarakat Kota Batu. Sedangkan untuk faktor pendukung partisipasi strategi pelayanan terlihat  dengan antusias dari pegawai dan sarana prasarana pelayanan yang memadai. Sedangkan untuk faktor yang menghambat yang dihadapi adalah kurangnya sumber daya manusia, keterlambatan pelayanan dan kurangnya kesadaran dari masyarakat itu sendiri akan pentingnya membaca.Kata Kunci: partisipasi masyarakat, strategi, manajemen pelayanan perpustakaan

Since BOK was launched in 2010, BOK utilization rate continued to increase while the NTT provincial nutrition service coverage did not increase, until 2013. This research aimed to analyze the relationship between the availability of operational funds, the availability of human resources, officers knowledge, infrastructure support, heads support and the appropriateness of fund utilization using BOK in nutritional services. This was a quantitative research which supported by a qualitative, cross-sectional design in 2015. The total sample of 250 health workers in 26 health centers of North Central Timor regency was included in this study. Data analysis was done using descriptive, bivariate and multivariate analyses. The results of the bivariate analysis using chi square test showed an association of (p <0.05) the availability of human resources (p = 0.017), officers knowledge (p = 0.000), infrastructure support (p = 0.004), heads support (p = 0.000) and the appropriateness of BOK fund utilization (p = 0.000) with the use of BOK in nutritional services. Meanwhile, the availability of operational funds is not associated with the use of BOK in nutritional services. Multivariate analysis showed that health centers with adequate human resources availability are seven times more likely to take advantage and make a good use of the nutritional services using BOK compared to health centers with the lack of human resources, after the infrastructure and head variable controlled. The government is required to provide adequate human resources, including financial administrative personnel and operational funding for health centers to optimize nutritional services. The government also needs to monitor the use of funds regularly and tiered to improve service coverage at the health center.

Background: The implementation of the referral system in the JKN era is not yet running optimally due to an increase in the number of referrals from FKTP to FKRTL. The applicable standard for referral ratio is 15%, from the total BPJS patient visits every month, but the above standard reference ratio is still found in various health centers in Indonesia.Objectives: This study aims to determine the factors that cause the high number of referrals in health centers in the JKN era Methods: This research is a type of literature review where the articles obtained are sourced from Google Scholar as a database. There were 13 articles published from 2010 to 2020 that were considered relevant to the research topicResults: Research shows that Primary Health Center with increased referral are caused by low quality and quantity of human resources, lack of SOP, lack of complete and adequate facilities and infrastructure, medical indications suffered by patients beyond the ability of Primary Health Center, incompleteness of medicines and medical materials and lack of understanding patients with the referral systemConclusions: Factors causing the high number of referrals in health centers in the JKN era included the availability of human resources, the existence of SOPs, the completeness of facilities and infrastructure, types of medical indications, availability of medicines and patient behavior

Public health centers is a technical implementation unit of Local Health Department which is responsible for conducting health efforts forh the whole society and as a first-rate health services that directly reach the whole community to achieve a healthy and prosperous society.The purpose of this study is to determine the ability of Community Health Center in managing the resources and how wide the coverage range of the Community Health Centre in district of Semarang.This study using vaariable input and output.The input which is used is consisting of four variables, they are: the number of medical personnel, the number of non-medical personnel, financing sourced from regional government budget and the number of integrated service post.. While the outputvariables are the health services towards toddlers, the immunization coverage, the number of outpatient visits and coverage of births assisted by health personnel The data used was secondary data obtained from Local Health Department in district of Semarang, Central Bureau of Statistics and other sources.From the calculation of DEA, the results are, in 18 Community Health Centers are technically efficient and 8 Community Health Centers are technically inefficient.Unit public health centers that have efficient will be comparison for puskesmas that not efficient. For public health centers inefficient technically can improve efficiency value by raising output based on the calculation on DEA. Suggested the results of the efficiency with the dea can be used as an alternative to assess the efficiency of public health centers in kabupaten semarang regularly and as one input to assess, monitor and improved performance public health centers.

Supplies are a number of materials or goods provided by the Hospital, both in the form of finished goods, raw materials, or all related items for the smooth running of the Hospital to meet patient requests. The aim of the study was to analyze the process of managing pharmaceutical supplies in the Pharmacy Installation of Bhayangkara TK III Pekanbaru Polda Riau Hospital. This type of research is a descriptive study with a qualitative method approach, carried out at Bhayangkara Hospital, Riau Regional Police with a total of 7 informants. This research was conducted by conducting in-depth interviews and field observations and document review, and data processing was done by data triangulation. From the results of the study it was found that the selection, planning, procurement, receipt, storage, distribution, control, deletion and administration of drug supplies in general has not gone well, but some obstacles experienced were in the selection of drugs determined by doctors, drugs often used by doctors drugs that are not available in the hospital or outside the formulary due to lack of human resources, preparation of drugs not in accordance with alphabet, found there is an error in distributing drugs to rooms, PJ Room that does not want to return drugs that are not used so that there is a buildup of drugs that expire in the room and not returned to the drug warehouse, there was no special team for drug management so that when the drug stock was lacking, the pharmacists bought it at a nearby pharmacy located near the hospital. For this reason, the management of pharmaceutical supplies is given more attention, especially in the field of pharmacy, in accordance with alphabets, drugs are always available and used by doctors, expired drugs are reduced every year and stock cards are filled every day
