. The article describes the natural potential, as well as the current level of development of domestic agriculture as the main source of food and raw materials for its manufacture, data on the number and natural movement of the rural population of the country. The results of research on the production and consumption of basic types of food per capita, carried out on the basis of official statistics and the Ministry of Agriculture, are also presented.

Subject. This article examines the impact of the natural and economic conditions and factors of Russia's regions on the development of agriculture. Objectives. The article aims to assess the role of climate forcing in the development of agriculture. Methods. For the study, I used the binning technique. An author-developed spatial database of Russia's regions for 2017–2019 was used as an information resource. The cadastral value of one hectare of agricultural land was used as an analytical expression of the natural and economic conditions of business activities. Results. The article describes a directly proportional dependence of and relationships between natural-and-economic conditions and achieved results in the production and consumption of quality products per capita. Conclusions. It is advisable to increase the amount of government support for regions with unfavorable production conditions, develop the competitive potential of the majority of farms in relation to products that are profitable for producers and consumers.

One of the most important components of national security is food security. The country's food security is mainly ensured through the development of agriculture, food production and food import systems. The main problems of the development of the agri-food system of the republic were the increase of the level of provision of the population with food, the increase of the level of economic protection of the country, which, first of all, requires an increase of agricultural production to provide the population with locally produced food products, raw materials to the processing industry as much as possible, as well as to increase export volumes. The main goal of the research is to develop and outline the ways of further development of the RA food self-sufficiency based on the development of agricultural production. Based on the analysis of the current situation in the agricultural market, to propose a set of economic development measures, which will contribute to the increase of the food security level, the development of the agri-food system, the reduction of the poverty level of the rural communities. The research substantiated the preconditions for further growth of agricultural production, as a result of comprehensive studies and analyzes, the main directions of improving food production and increasing efficiency were outlined, which conditioned the scientific novelty.

The strategy of import substitution is aimed at increasing the competitiveness of enterprises by replacing imported goods with domestically produced goods. In modern conditions import substitution policies must be implemented at both the national and regional levels. Tatarstan produces 4.7% of the agricultural products and holds leading positions in the country for the production of the main types of crop and livestock production. 47.9% of the production industry products is provided by agricultural organizations, 46.5% - by private households, and the rest 5.6% - by peasant (farmer’s) economy. Agriculture of the Republic of Tatarstan has an export potential. During 2012-2014 the export of foodstuffs and agricultural raw materials increased by 11%, while imports during the same period decreased by 34.4%. The trade balance has decreased to 3.6% for 2010-2014, but mostly remains positive. The program “Development of agriculture and regulation of markets of agricultural products, raw materials and food in the Republic of Tatarstan for 2013-2020 at the regional level in the field of import substitution. The program will help to increase agricultural production and will provide food for the population of rational standards, defined by Doctrine of food security of the Russian Federation.

Animal husbandry is one of the main sectors of the country's economy, which can demonstrate significant results of import substitution shortly. In article dynamics of such relative indicators characterizing scales of industrial activity in the sphere of animal industries, as a share of the branch in the Kazakhstan economy and volumes of production of animal industries per capita of Kazakhstan is considered. For example, the average annual growth rate of this indicator is compared with countries with a high level of development of this industry. It was found out that the use of secondary raw materials of animal husbandry will promote the development of new industries and import substitution of both raw materials and finished products, which will attract innovative technologies in the agro-industrial complex. The article presents a step-by-step algorithm of research of the import-substituting potential of the industry, as well as its practical testing (by the example of the Republic of Kazakhstan). Volumes of production on branch "animal industries" are defined, connections of import dependence and the agrarian production made abroad are established.

The aim of the study is to develop theoretical provisions and practical recommendations for solving the problem of food security in the production and consumption of vegetable products. During the research, the following methods were used: statistical-economic, monographic, economic-mathematical, computational-constructive. The article considers the problem of providing the Russian population with vegetable products, especially during the off-season. The actual consumption of vegetables is 112 kg per capita per year with a rational diet of 140 kg. In the food basket of Russians, imported vegetable products occupy a significant share. Analysis of the state and trends of development of vegetable growing in the open and sheltered ground is given. For 2000-2016, the gross harvest of vegetables increased from 10.8 to 16.3 mln. tons because of higher yields while decreasing the area of vegetable crops. In vegetable production structure, production of sheltered ground occupies 9.6%. The households of the population are the main producers of vegetables. They accounted for 66.5% of the gross harvest of vegetables. The volume of vegetable production and the main directions of its increase are justified. To ensure food security, it is necessary to increase the production of vegetables and food melon crops from 18.1 to 22.5 mln. tons, including vegetables from 16.3 to 20.3 mln. tons, food melon crops – 1.8 to 2.2 mln. tons. The increase in production of vegetable products will be facilitated by improvement of state support for vegetable growing and its increase in size, its concentration in specialized farms, intensification of the industry, the revival of Russian seed production of vegetable crops, construction of modern energy-saving greenhouses and modernization of the old ones, development of agro-industrial integration.

When studying the topic, the author analyzes the implementation of reforms and their impact on the development of the agricultural sector of the Republic of Uzbekistan. Special attention is paid to the pandemic crisis that has affected all spheres of the economy and the life of the population. The importance of the actions taken by the state in relation to the improvement of the agricultural sector, not only through the production of agricultural raw materials, but also in other ways, is revealed. One of these ways is the production of products that can compete on the world market, the production of semi-finished products, and others. Methods of analysis, synthesis, grouping, observation, and deduction were used in the study of the material. Using these methods, the authors were able to come to a better conclusion, and make suitable conclusions and suggestions. In conclusion, the ways to improve the efficiency of agricultural production, through the introduction of resource-saving technologies, innovative technologies, and especially the removal of state attention to the agricultural sector, are revealed. The article also focuses on the state of agriculture during and after the pandemic, and compares it with other countries of the world. The authors made proposals that are most suitable for the development of agriculture, ensuring food security and independence of the population.

A crucial factor that determines the development of production and consumption markets for biofuels is the choice of raw materials that can ensure the highest possible production efficiency, the lowest cost and the smallest emission of harmful substances to the atmosphere during all production stages. Considerations underlying the development of biofuel production have been discussed as well as the theoretical mechanisms linking the generation of biofuels to the level of production and the variability of prices of agricultural raw products. The aim of this study has been to identify the scale at which energy raw materials originating from agriculture are used for liquid biofuels production and to explore their impact on food security. The study used public statistical data (OECD-FAO and IndexMundi). The time span of the analysis was from 2005 to 2018. First-generation biofuels based on food raw materials (cereal grains, root crops, sugarcane and vegetable oils) are becoming increasingly competitive with food production recent years have been a period of the dynamic growth in production of liquid biofuels. In 2018, the global production of these substances reached 167.9 billion litres (bioethanol and biodiesel together), consuming 16.1% of maize grain, 1.7% of wheat grain, 3.3% of grain of other feed grains and 13.5% of vegetable oil.

The modern world has accumulated a large number of problems, one of which is global and regional food security. Technically, food security is linked to the production and processing of agricultural raw materials. One of the ways to ensure regional food security is to establish a link between agricultural production and the availability of agricultural land in the region per capita. In this paper, we consider a method for modeling the internal production of agricultural products in the region, depending on the availability of agricultural land, and also solve the inverse problem. Agricultural production is a multi-factor process with inaccurate and incomplete information about its implementation. A fuzzy logic system with appropriate software is widely used to solve this type of problem. This paper uses the MATLAB environment.

The world agrofood system is characterized by a constant occurrence of multidirectional trends, factors and threats complicated for monitoring and prediction. In this regard, immediate and strategic identification, quantification and assessment of the potential of the external environment effect are several directions for ensuring sustainability of the national food security. The article presents the results of studying the conditions and factors that will in future have effect on implementation of aims and objectives of the Doctrine of National Food Security of the Republic of Belarus by 2030. Analysis of the trends in the development of world agriculture and food production has been carried out, and their classification has been cited from the standpoint of the effect on the national agrofood system sustainability. The following important groups of factors are distinguished: ensuring global food security, dynamics of macroeconomic conditions in countries and regions, factors of food demand, production, trade and price conditions, and orientation of the agrarian policy of food exporters. Potential external threats related to the growing deficiency of resources in the agricultural products, raw materials and food markets, instability of the conjuncture, as well as active use of protectionist measures and regulators by the main exporters have been identified. The results of monitoring of the national food security of the Republic of Belarus following the results of 2017 in the context of the sustainability of the functioning of the agroindustrial complex are analyzed. Potential threats of physical, economic availability of food, level and quality of nutrition in terms of the population categories were identified. General directions and measures to strengthen the national food security are indicated, including: increasing the efficiency and sustainability of agricultural production, ensuring economic availability of products for the population, increasing the competitiveness of production and marketing of products, developing scientific and innovation potential, etc.
